Plan flights, accommodation and ground movement as one operating system, not three separate bookings. Start with the event calendar and a confirmed roster, verify every traveler’s entry requirements with the destination government, then choose hotels and transport around reliable arrival, rest, check-in, rehearsal and match windows. The Local Organizing Committee (LOC) should own one live travel record that connects each person to a visa status, flight, room, vehicle, venue call time and return plan.
This approach prevents the common failures: a player arriving after rehearsal, a visa being filed after a nonrefundable ticket is purchased, a hotel lacking enough rooms, or a shuttle leaving before equipment and delegates are accounted for.

Start with one integrated operations plan
The LOC has overall operational responsibility under the International Esports Federation (IESF) framework and is expected to conduct site surveys and maintain an event organisation manual. Even when a team or federation books its own travel, appoint one person to coordinate with the LOC so that changes propagate across flights, rooms and vehicles.
Assign clear owners
- Travel lead: owns the master schedule, booking decisions, supplier contacts and budget approvals.
- Visa and documents owner: verifies requirements by nationality, tracks applications and controls access to passport scans and invitation letters.
- Ground-transport dispatcher: builds arrival waves, assigns vehicles, monitors delays and confirms hotel and venue departures.
- Team or delegation manager: confirms rooming, equipment, medical needs, safeguarding arrangements and attendance at every movement.
Write down who can approve a rebooking, the maximum emergency spend, who contacts stranded travelers, and who informs the tournament office. A phone number alone is not a contingency plan; the responsibility and decision limit must be explicit.

Build the master travel record
Use a secure travel-management record or spreadsheet with one row per traveler. Include:
- Legal name, nationality, date of birth and passport expiry
- Visa, e-visa, visa-on-arrival or electronic travel-authorisation category
- Application date, status, reference number and document owner
- Flight number, operating carrier, terminals, local arrival and departure times
- Baggage, oversized equipment and accessibility requirements
- Hotel, room type, roommate, check-in and check-out dates
- Airport pickup wave, vehicle identifier and dispatcher contact
- Venue call time, rehearsal or match slot and return departure
- Emergency contact, medical or medication notes held with appropriate access controls
Keep roster and match-calendar versions. When a match moves, record the new version and check its effect on flights, rooms, shuttles and visas rather than editing an isolated cell. Restrict passport and medical information to staff who need it.
Work backward from the event calendar
Do not make the cheapest flight the starting point. Establish the earliest mandatory obligation for each group: immigration clearance, team check-in, technical inspection, media call, rehearsal, opening ceremony or first match. Add time for baggage recovery, airport-to-hotel travel, hotel check-in, meals and sleep. The first acceptable itinerary is the one that protects those obligations with a recoverable margin.
Use planning gates
- Calendar gate: freeze the current tournament, rehearsal and credential-collection schedule in a dated version.
- Roster gate: identify every athlete, coach, delegate, media representative, VIP and staff member who needs a bed, credential or transfer.
- Entry gate: confirm each nationality’s official entry route and the documents needed before approving a nonrefundable fare.
- Air gate: select arrival and departure waves that meet check-in and rest requirements, then record terminals and baggage constraints.
- Room-block gate: hold enough rooms, including accessible and late-arrival rooms, while visas and flights settle.
- Transport gate: publish vehicle assignments against actual flight and venue times, with delay and no-show procedures.
- Readiness gate: recheck official advisories, entry rules, road access, hotel notices and the match calendar shortly before travel.
Use the same version number on the roster, flight sheet, rooming list and transport manifest. That simple control makes it obvious which document is current when a schedule changes.
Handle visas and entry documents before buying inflexible travel
Entry rules are specific to the traveler’s nationality and the destination. The destination government or embassy is the controlling source; event websites and airline summaries are useful prompts but cannot replace it.

Record the exact requirement for every traveler
For each passport, record whether the traveler needs a visa, e-visa, visa on arrival or electronic travel authorisation. Also check passport-validity rules, blank-page requirements, invitation letters, proof of accommodation, onward travel, insurance, customs declarations and any vaccination or health documentation that the authority currently lists. IESF says hosts should provide official government visa information, including price and process, and facilitate participant entry. Canadian event-organizer guidance similarly recommends determining visa or eTA needs, preparing invitation letters and encouraging applications before flights are booked.
Create a document workflow
- Collect passport data through an access-controlled process and check expiry before any booking.
- Obtain the host’s official invitation format and confirm who signs it and how long it remains valid.
- Set an application deadline that is earlier than the ticket-payment deadline; the correct interval depends on the authority and season, so do not invent a universal number of weeks.
- Scan confirmations, receipts and correspondence into a restricted repository. Keep a separate status dashboard so staff do not need to open every passport file.
- Define an escalation for a delayed or refused application: hold or change the flight, move the room block and notify the LOC rather than allowing one person’s uncertainty to remain hidden.
The U.S. Department of State’s international-travel planning guidance recommends learning destination requirements, organising travel documents, reviewing personal-safety needs, considering travel insurance and enrolling in its Smart Traveler Enrollment Program (STEP). These are planning aids, not substitutes for the destination authority’s current rules.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Choose flights for reliability and recovery
IESF’s Operations Framework states that international flights for qualified athletes and delegates should have minimum layover time between flights. In practice, “minimum” should mean a workable connection that allows immigration, terminal changes, security, baggage and a missed-connection recovery—not the shortest connection displayed by a booking engine.
Compare itinerary patterns
| Itinerary | When it works | Main risk | Control |
|---|---|---|---|
| Nonstop | Best for teams with tight arrival windows, fragile equipment or limited recovery time. | Fewer alternatives if the flight is cancelled. | Keep a documented later flight or rerouting authority. |
| One stop | Useful when nonstop service is unavailable or a group must be split into manageable arrival waves. | Missed connection, terminal transfer or baggage delay. | Use a workable layover, verify terminal details and record the airline’s delay channel. |
| Separate tickets | Only when the team accepts that the second carrier may not protect a missed connection. | Rebooking and checked-bag responsibility can fall entirely on the traveler. | Prefer a protected itinerary; otherwise budget a long buffer and a recovery plan. |
Build arrival waves
Group travelers by date and terminal instead of scheduling a vehicle for every individual. Keep athletes who share a rehearsal or match window together, while allowing a separate wave for media, officials and late arrivals. Record local times, not just airport time zones, and list the terminal, baggage claim, oversized-equipment needs and a contact method that works after landing.
Book around mandatory check-in and sleep. A flight that lands shortly before a technical rehearsal may be cheaper but operationally unusable once immigration, luggage, transport and hotel check-in are counted. For departures, set hotel pickup against the airline’s check-in, security and border-control requirements rather than applying a generic “three hours early” rule to every airport.

Write the disruption rule before departure
- Name the person authorised to rebook and the maximum spend without additional approval.
- Specify where a stranded traveler sleeps, how meals and local transport are handled, and who pays initially.
- Require the traveler or airline desk to send the revised estimated arrival time to the dispatcher, hotel and tournament office.
- Keep a second pickup window for late flights and a procedure for baggage that arrives separately.
The U.S. State Department warns that global events can attract crowds, increase safety risks and create access or transportation challenges abroad. Check its current destination advisory and local conditions before departure and again when a major disruption occurs.
Select hotels by the whole movement chain
Compare a hotel by door-to-door performance, not room price alone. Evaluate its distance and travel time to the venue and airport, transport access, room inventory for the complete roster, meal timing, meeting or equipment space, accessibility, security, cancellation deadlines and backup capacity.
Venue-adjacent versus airport hotels
| Location | Advantages | Trade-offs |
|---|---|---|
| Near the venue | Shorter daily shuttles, easier late returns and less exposure to traffic before matches. | May be farther from the airport and may sell out during the event. |
| Near the airport | Simplifies an arrival buffer or a one-night stay before an early departure. | Usually creates a longer daily venue transfer and can separate the team from event services. |
| Between airport and venue | Can balance both legs when the road network is predictable. | “Middle” on a map may still be slow at rush hour; test actual door-to-door times. |
IESF’s framework says qualified athletes, federation delegates, media, VIPs and IESF teams should receive accommodation, athlete conditions should be equivalent, an athletes’ village is preferred and the framework’s minimum standard is a four-star hotel. Treat those as event-framework requirements where IESF rules apply, then confirm the host’s specific contract and room allocation.
Control the room block
Use one rooming list showing arrival and departure dates, room type, roommate rules, accessible rooms, late check-ins and who may approve a change. Hold a backup property until visas and flights stabilise. Confirm breakfast hours against early call times, a place for equipment cases, reliable internet where required for team operations, lift access, fire exits, security arrangements and a quiet area for rest.
State Department lodging guidance advises researching accommodation, confirming special facilities and accessibility before booking, staying near public transportation and important services, and keeping backup options. Ask the property how it handles a delayed arrival, lost key, medical incident, fire alarm and a coach arriving with equipment outside normal loading hours.

Design airport pickups and returns
IESF requires the host to organise airport-to-hotel and hotel-to-airport transport based on arrival and departure schedules. Turn that requirement into a manifest that a dispatcher can run in real time.
Arrival-wave manifest
| Field | What to record |
|---|---|
| Wave | Date, terminal and flights grouped within a practical pickup window. |
| Vehicle | Type, capacity, accessibility, luggage or equipment capacity and identifier. |
| People | Traveler names, delegation, phone or messaging contact and any supervision requirement. |
| Meeting point | Exact arrivals-area location, signage and a backup point if access is restricted. |
| Timing | Scheduled landing, baggage allowance, latest wait time and hotel estimated arrival. |
| Escalation | Dispatcher, driver, hotel contact and no-show procedure. |
Send the meeting point and vehicle identifier before takeoff, not only after landing. Give the driver the flight number and a way to see delay updates. For delayed flights, move the pickup to the second window and tell the hotel the revised arrival so a late check-in is ready. For a no-show, the dispatcher should attempt contact, confirm baggage status and escalate to the travel lead rather than abandoning the vehicle without a record.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Run dependable hotel-to-venue transport
Map each hotel entrance, loading zone, parking restriction, security checkpoint and venue credential desk. Set separate departures for breakfast, rehearsal, match call and return. Add time for traffic, vehicle loading, equipment checks and venue screening.
IESF says that when the hotel and venue are more than 1 km apart, transport from hotel to venue and back should be arranged daily. The one-kilometre threshold is a framework trigger, not a guarantee that a shorter route is walkable or safe; consider roads, weather, equipment and accessibility as well.
Choose a mode against operational needs
| Mode | Strengths | Weaknesses to manage |
|---|---|---|
| Dedicated coach | Moves a large group with one manifest and consistent supervision. | Needs a legal loading area, parking plan, driver checks and a backup vehicle. |
| Contracted van | Flexible for smaller delegations, staggered calls and equipment cases. | More vehicles mean more manifests, contacts and failure points. |
| Taxi or ride-hail | Useful for isolated late arrivals or emergency recovery. | Variable vehicle quality, limited equipment capacity and weaker group accountability. |
| Public transit | Can be practical where routes are frequent, accessible and resilient. | Requires route training, crowd awareness and a plan for equipment, disruption and late returns. |
For every mode, assess capacity, accessibility, equipment storage, reliability, cost, supervision and disruption recovery. Keep an alternate route and backup provider for road closures, labour action or vehicle failure. The UK Gold Framework calls for demand estimates and engagement with airports, transport operators, police and venue stakeholders. Its demand picture should include overseas and domestic participants, spectators and VIPs, not only athletes. Sport Integrity Australia’s sporting-trip guidance adds driver screening, transport-type assessment and accommodation or venue hazard checks.
Best Value
Build safety, safeguarding and communication controls
Before arrival, give every traveler the hotel address, venue address, emergency numbers, meeting points, local laws, medical process and a 24-hour escalation channel. Reconfirm the information when the itinerary changes.
Assess the route and sites
- Road conditions, crossings, water hazards and areas with poor lighting
- Nightlife districts, crowd pinch points, protest or event zones and restricted-access areas
- Hotel fire exits, lifts, room access, security desk and evacuation meeting point
- Venue entry queues, credential checkpoints, accessible routes and medical facilities
- Availability of medication, refrigeration, dietary support and emergency care
Protect minors and vulnerable travelers
Document supervision ratios, consent, rooming rules, medication custody and who can authorise a change. Do not place sensitive medical details in a general driver manifest; give only the operational information the responsible staff member needs.
Sport Integrity Australia specifically identifies accommodation and venue hazards, transport type, driver checks, medication oversight and timely communication of flight or schedule changes as sporting-trip assessment items. The State Department also advises checking local laws and enrolling in STEP. Recheck official guidance as the event approaches because advisories, routes and entry rules can change.
Recommended Free Tools
Use a documented decision matrix
When several flights, hotels or transport suppliers appear workable, score each alternative on the same six axes. Record the decision and the condition that would trigger a switch to the backup.
| Axis | Questions to answer |
|---|---|
| Door-to-door time | Does the option protect immigration, rest, check-in, rehearsal and match call with recovery margin? |
| Reliability | How many connections, handoffs and traffic-sensitive legs exist, and what is the recovery route? |
| Total cost | What are the fare, room, transfer, baggage, change and emergency-rebooking costs together? |
| Flexibility | What are the cancellation deadlines, credit rules and rebooking conditions? |
| Complexity | How far are airport, hotel and venue from one another, and how many vehicles or room moves are needed? |
| Safety and inclusion | Can the option support accessibility, equipment, supervision, medical needs and secure movement? |
A lower fare should not win automatically if it removes the margin needed to recover from a delay or creates an unsafe transfer. The chosen option should be explainable to the team, the LOC and the person approving the budget.
Prepare for disruptions instead of improvising
Flight delay or cancellation
- Identify affected travelers and their next mandatory obligation.
- Apply the pre-authorised rebooking rule and preserve a workable arrival margin.
- Send the new estimated arrival to the dispatcher, hotel, tournament office and team manager.
- Move or cancel the pickup, adjust late check-in and arrange an overnight stay if required.
- Update the master record version and keep the original itinerary for an audit trail.
Visa delay or refusal
Do not hide the problem by leaving the traveler on the manifest. Escalate to the visa owner and LOC, check whether an alternate lawful entry route exists, and release or rebook flights and rooms according to their terms. Never advise a traveler to use a different visa category without confirmation from the destination authority.
Road closure or vehicle failure
Switch to the recorded alternate route or provider, tell the venue about the revised arrival, and keep a staff member with the group until the replacement is confirmed. If equipment is separated from people, create a separate handoff record and recipient.

Schedule change
Change the calendar version first, then recalculate call times, shuttles, meals, room nights and departures. Have the dispatcher acknowledge the new manifest so an old vehicle does not arrive for a cancelled slot.
