How to Plan Disaster Recovery Across Data Centers in Japan

By Freedom251 Team · · 10 min read

A reliable Japan-wide disaster-recovery (DR) plan starts with business services, not a second building. Define a recovery-time objective (RTO) and recovery-point objective (RPO) for each workload, map earthquakes, tsunami, floods, utility and telecommunications failures, then choose the simplest recovery pattern that can meet those objectives. A second site is useful only when it is independent enough to survive the same event and your staff, suppliers, networks, identity systems and data-restoration processes can operate there.

There is no government-set Japan-wide distance, RTO or RPO that fits every organization. Use hazard assessments, shared-dependency analysis, contractual and sector requirements, and tested recovery capacity to make the decision.

1. Define what must recover and why

Begin with customer-facing and internal business services rather than facilities. A data center is only one dependency in a service chain that may include applications, databases, identity, DNS, network carriers, cloud control planes, power, cooling, suppliers, employees and manual procedures.

Build a service inventory

For every important service, record its owner, users, upstream and downstream systems, data stores, authentication method, network paths, external providers and acceptable manual workaround. Mark which services must be restored first. For example, identity and name resolution may have to return before application servers are useful; payment, safety or regulatory workloads may take priority over lower-impact reporting.

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
  • Identify the business consequence of an outage: lost revenue, safety exposure, contractual penalties, regulatory impact, customer harm or an internal productivity loss.
  • Document the data that must be available, including its source of truth, retention period and reconciliation method.
  • List people and privileges needed to recover. A recovery site is not independent if the only administrator, approval chain or identity tenant is unavailable.
  • Record dependencies outside IT, such as facilities access, replacement hardware, fuel, telecommunications carriers and specialist suppliers.

IPA guidance published April 28, 2026, calls for recovery deadlines based on business impact, documented procedures and roles, alignment with the organization-wide business-continuity plan (BCP), and practical exercises. Treat that guidance as a planning model; private organizations must also check their sector rules and contracts.

2. Set an RTO and RPO for every workload

RTO: how long service can be unavailable

The recovery-time objective is the target maximum time from a declared disruption until a service is usable at an agreed level. Include detection, decision-making, access, infrastructure activation, application startup, security checks and user validation. A target that measures only server boot time is incomplete.

RPO: how much data loss is tolerable

The recovery-point objective is the target maximum interval of data that may be lost, measured from the last usable recovery point to the incident. A five-minute RPO requires replication or backups that reliably create and preserve points at that frequency; it does not mean every transaction is automatically recoverable.

Set both objectives with business and IT stakeholders. Do not assign one RTO/RPO to an entire company: a billing ledger, a public website, an archive and an analytics warehouse normally have different tolerances. Record whether the objective is a target, a contractual commitment or a regulatory requirement, and who accepts the residual risk.

3. Map Japan-specific hazards to each site

Use current government hazard maps, engineering surveys, utility information and carrier assessments for each proposed location. The question is not simply whether two buildings are far apart; it is whether the hazards and dependencies that can disable them are sufficiently different.

Earthquake, tsunami and ground hazards

Assess seismic design, liquefaction, tsunami and landslide exposure, bridge and road access, fuel delivery and the ability of staff and suppliers to reach the site. A site in another prefecture can still share a regional earthquake, transport corridor or utility failure with the primary site.

Flooding and electrical equipment

Flood planning must cover the equipment that keeps a building running, not only servers. METI and MLIT developed building electrical-equipment flood-protection guidance after heavy rain flooded basement high-voltage receiving equipment and caused loss of building services. The guidance, updated April 17, 2026, addresses new and existing buildings where functions must continue during flooding. Check flood levels, drainage, raised or sealed electrical rooms, pump redundancy, fuel storage, access routes and the time required to inspect and safely re-energize equipment.

Power, communications and access

Analyze utility feeds, substations, generator fuel, cooling-water arrangements, carrier conduits, exchange points and last-mile routes. NICT’s March 2026 disaster-resilient ICT guidebook, based on experience from the 2011 Great East Japan Earthquake and later disasters, is useful Japan-specific context for network continuity and disaster preparation. It is not a binding data-center standard.

Concentration risk

The METI/MIC Expert Group Interim Report 3.0, dated October 4, 2024, treats data centers as critical digital infrastructure and highlights resilience, secure energy and communications, and decentralization of locations. This policy discussion does not prescribe a minimum distance between your primary and recovery sites. Use it to examine concentration of facilities, carriers, energy and other infrastructure.

4. Test whether the recovery site is genuinely independent

Draw a dependency map for both sites and mark every shared failure domain. Independence is a design question, not a marketing label.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
  • Geography: Could the same earthquake, tsunami, flood, wildfire, heat event or landslide affect both sites?
  • Power and facilities: Do they rely on the same grid corridor, substation, fuel supplier, water system or building-management provider?
  • Networks: Do carrier circuits use the same ducts, exchange, landing station, route or upstream provider?
  • Cloud and control planes: Would one identity tenant, management plane, key-management service, DNS provider or regional outage disable both environments?
  • People: Are operators drawn from the same staff catchment, subject to the same transport disruption or dependent on one office?
  • Suppliers: Can hardware, fuel, telecoms, security and specialist support reach both locations during the event?
  • Administration: Are break-glass credentials, approval authorities and contact records available if the primary corporate systems are down?

Logical replication does not make a shared physical or utility failure survivable. If both sites are in the same floodplain, carrier route or cloud failure domain, copied data may be unavailable at the same time as the source.

5. Choose the least complex recovery pattern that meets the objectives

Architecture should follow the measured RTO, RPO, capacity and consistency requirements. The following patterns are commonly used; names and features vary by provider.

Pattern How it operates Trade-offs Typical fit
Backup and restore Provision or use a recovery environment, then restore applications and data after an incident. Lowest standing readiness and often lower ongoing cost, but provisioning and restoration take longer. Backups must be available, protected and proven restorable. Workloads that tolerate longer outage and data-recovery windows.
Pilot light Keep core infrastructure and data-replication elements ready; deploy or activate additional application resources during recovery. Less idle capacity than a live standby, but activation depends on deployment pipelines, credentials, quotas and documented steps. Services needing faster recovery than restore-only while accepting an activation phase.
Warm standby Run a working, scaled-down copy in the recovery location and scale it up during failover. Faster recovery requires continuing spend, monitoring, replication and operational care. Important services with tighter objectives and predictable scale-up requirements.
Active-active or hot standby Serve users from multiple sites, or keep a full-capacity standby ready for immediate promotion. Highest cost and complexity. Routing, data consistency, conflict handling, failover and failback must be operated continuously. Services with very low downtime tolerance and teams able to run the architecture around the clock.

Amazon Web Services’ 2023 Well-Architected Framework gives illustrative, cloud-oriented targets: backup and restore with RPO measured in hours and RTO under 24 hours; pilot light with RPO in minutes and RTO in tens of minutes; and warm standby with RPO in seconds and RTO in minutes. These are framework examples, not measured results, guarantees or Japanese regulatory thresholds. Actual performance depends on workload design, data volume, network capacity, automation and the selected provider.

Compare options on more than recovery speed

  • Data consistency: Determine whether asynchronous replication can lose acknowledged transactions and how conflicts are resolved.
  • Capacity: Verify that the recovery site has CPU, storage, licenses, quotas, IP space and network bandwidth for the required load, including a surge.
  • Operating cost: Include standby resources, duplicate circuits, storage, testing, monitoring, staff training and emergency scaling.
  • Failure domains: Confirm that the pattern separates the hazards and utilities identified in the site assessment.
  • Supplier dependence: Check support hours, escalation routes, replacement times and the provider’s own regional dependencies.
  • Failback: Define how changes made during recovery are reconciled before returning to the primary site.

6. Design backups and replication to survive the incident

Separate replication from recovery points

Continuous replication reduces data loss but can copy corruption, ransomware encryption or accidental deletion to the recovery site. Maintain point-in-time recovery points with retention appropriate to the threat, and keep copies outside the primary failure domain. Use immutability or equivalent access controls where appropriate, with credentials that cannot be disabled by the same compromised administration path.

Prove restoration and integrity

A successful backup job is not evidence that an application can be recovered. Test restoration of representative databases and files, then validate application-level integrity, permissions, encryption keys, transaction sequencing and user access. Measure the elapsed time and bandwidth used so the result can be compared with the RTO and RPO.

7. Write an executable runbook and governance model

Activation and authority

Name the incident commander and the person authorized to declare DR. Define decision criteria such as expected outage duration, facility inaccessibility, data integrity risk or a regional hazard warning. Include alternates and an out-of-band contact method if corporate email and chat are unavailable.

Recovery order

  1. Establish a safe operating location and confirm personnel accountability.
  2. Assess facilities, utilities, networks and provider status before connecting systems.
  3. Preserve evidence and isolate compromised systems when a cyber incident is possible.
  4. Restore identity, DNS, network access, key services and monitoring needed by later steps.
  5. Recover data stores and validate integrity before starting dependent applications.
  6. Bring services online in the documented business priority order.
  7. Perform business-owner checks, reconcile transactions and communicate service status.
  8. Approve failback only after the primary site is safe, dependencies are stable and recovered data has been synchronized.

People, suppliers and communications

Keep contact lists current and assign owners for carriers, facilities, cloud providers, hardware, fuel, security and application support. Define update frequency, customer and regulator notifications, translation needs and the channel used when normal systems fail. IPA specifically recommends practical exercises that include supply-chain participants and connect cyber-incident recovery with natural-disaster BCP work.

8. Exercise the complete path

A plan is an assumption until people execute it under realistic constraints. Combine several exercise types:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Tabletop: Walk leaders through declaration, priorities, communications, authority and vendor escalation using an earthquake, flood or cyber scenario.
  • Technical restoration: Recover backups, promote replicas, rebuild infrastructure and validate applications with measured timings.
  • Network and identity test: Verify alternate carrier paths, DNS, privileged access, certificates, keys and out-of-band communications.
  • Supplier exercise: Include carrier, cloud, facilities and specialist providers; record their response times and prerequisites.
  • Failback rehearsal: Test reconciliation and return to normal operations without losing changes made at the recovery site.

Record achieved RTO, achieved RPO, missing capacity, manual steps, failed contacts and data-validation results. Assign owners and due dates for each gap. Repeat after major architecture, supplier, staffing or facility changes, and at a frequency appropriate to the service’s risk.

Japan policy context and what it does not establish

The National Cybersecurity Policy Office lists the third edition of the government “Guidelines for Information System Operation Continuity Plans” and a partial revision from July 2025. The guidance addresses minimizing business effects when government systems are disrupted by large-scale disasters or information-security incidents. It is government IT-BCP guidance, not a universal private-sector obligation.

The Digital Agency describes its own plan as based on the government continuity plan for a Tokyo metropolitan-area earthquake approved by Cabinet on March 28, 2014; its page records an update on July 1, 2025. This demonstrates how a national hazard scenario can inform an agency operating plan, not a complete data-center engineering specification.

Private operators should identify applicable industry rules, customer commitments, data-residency clauses, insurance conditions and audit requirements. Where a requirement is unclear, obtain advice from the relevant regulator, counsel and qualified engineering professionals rather than treating general government guidance as a legal opinion.

Common planning mistakes and corrections

“We bought a second data center, so we are covered.”

Correction: map shared power, network, identity, staff, supplier and hazard dependencies, then test a full failover.

“Replication means no data loss.”

Correction: specify the replication mode and measured RPO, retain independent point-in-time copies, and test application consistency.

“The cloud provider’s regional design guarantees our RTO.”

Correction: treat provider patterns and published metrics as guidance. Your workload, quotas, automation, data volume, dependencies and recovery team determine the achieved result.

“Backups passed, so restoration is finished.”

Correction: restore into an isolated environment, validate transactions and permissions, and time the complete service recovery.

“One distance rule works for every Japanese site.”

Correction: select locations through hazard analysis and dependency separation. A universal kilometer threshold is not established by the cited Japanese guidance.

A decision checklist before approving the design

  • Every critical service has an owner, business impact, RTO and RPO.
  • Dependencies include facilities, utilities, networks, identity, suppliers, people and manual workarounds.
  • Primary and recovery sites have documented hazard and shared-infrastructure analysis.
  • The selected pattern has enough capacity, licenses, bandwidth and operational staffing.
  • Backups are separated from the primary failure domain, protected against alteration and restorable to a known point in time.
  • Runbooks define declaration authority, recovery order, security checks, communications, supplier escalation and failback.
  • Exercises measure actual recovery time and data loss, include relevant suppliers and produce tracked corrective actions.
  • Sector regulations, contracts, insurance and data-location requirements have been reviewed for the specific operator.
