Plan the transition around changing tasks, not an assumption that whole occupations will disappear. Map which work an AI agent can automate, redesign jobs with clear human accountability, fund paid training, redeploy people where skills transfer, and consider reductions only after those options have been tested. Worker consultation, transparent criteria, income support and job-quality safeguards belong in the operating plan from the start.
Start with the right question: which tasks change?
An AI agent may draft documents, classify cases, schedule appointments, reconcile records or monitor routine events without eliminating the occupation that contains those tasks. The International Labour Organization (ILO) reported in 2025 that one in four workers globally is in an occupation with some generative-AI exposure, while most jobs are expected to be transformed rather than made redundant because human input remains necessary. Exposure is therefore a signal to investigate work, not a head-count decision.

Use a task-and-skill plan when an agent appears likely to reduce labor demand. It gives management a way to test productivity claims, gives employees a route to new work, and creates evidence for any later reduction decision. It also avoids treating a vendor’s capability demonstration as a guaranteed result in your own data, controls and service environment.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesBuild a baseline before choosing technology or people
Begin with an inventory of workflows, not job titles. A single role may contain automatable administration, relationship work that still needs a person, and new exception-handling duties that do not exist today. Ask each team to document the work as it is actually performed, including informal checks and workarounds.

Record these fields for every workflow
- Task volume and time: transactions, cases or interactions per period, and the hours spent on preparation, execution, checking and rework.
- Quality and service requirements: accuracy thresholds, response times, accessibility obligations, customer or public consequences and escalation rules.
- Data and security conditions: confidentiality, regulated information, retention requirements, system access and the people authorized to make decisions.
- Current capability: the skills employees use, where knowledge is concentrated, and which steps depend on judgment or relationships.
- Error tolerance and accountability: what can be corrected cheaply, what could cause safety or financial harm, and who is answerable for the outcome.
- Human decisions that must remain accountable: approvals, eligibility determinations, disciplinary actions, safety interventions and other decisions that cannot be delegated without a lawful and ethical review.
Classify the work
Place each task in one of four working categories. “Likely automated” means a controlled test could plausibly perform the step with acceptable quality. “AI-assisted” means the system can accelerate the work but a person remains responsible for interpretation or approval. “Unchanged” covers work where the agent adds little value or where constraints make automation unsuitable. “New oversight and exception work” includes prompt and workflow design, output checking, incident handling, customer explanation, data stewardship and model-performance monitoring.
Do not convert these categories directly into job cuts. A role with many automated tasks may gain higher-value responsibilities; a role with few automated tasks may still change substantially if its decisions now rely on AI-generated information.
Model three adoption scenarios instead of one forecast
Create at least three scenarios: conservative adoption, expected adoption and accelerated adoption. The scenarios should describe operating conditions, not optimistic slogans.
| Scenario | Questions to answer | Decision use |
|---|---|---|
| Conservative | What if accuracy, integration, security approval or employee adoption takes longer than expected? | Sets a safe staffing floor and identifies work that must remain resilient without the agent. |
| Expected | What task-hours, quality changes and learning needs are plausible after a controlled rollout? | Forms the working budget and the initial training and redeployment plan. |
| Accelerated | What if capability improves quickly, demand falls faster, or several workflows can be combined? | Tests whether mobility, income support and consultation capacity can handle a faster transition. |
For every scenario estimate task-hours changed, service or revenue effects, skills required, roles affected, timing, implementation cost and worker risks. Separate one-time investment from recurring operating costs. Include time for training, supervised practice, quality checks, consultation and support; otherwise the business case will overstate available capacity.
Treat capability claims as assumptions to validate. A pilot should use representative cases, measure error and escalation rates, and record how much checking a person must perform. Include cases involving unusual language, incomplete data, accessibility needs and high-impact decisions. A faster draft is not a productivity gain if review and correction consume the saved time.
Redesign jobs before selecting employees
Define the future workflow and role architecture before deciding who receives training or who leaves. For each redesigned process, specify:
- which responsibility moves to the agent and the boundaries of its authority;
- which steps remain human and why;
- who reviews outputs, what evidence the reviewer sees and what sampling rate applies;
- how exceptions escalate, including a route to a specialist or manager;
- what happens when the system is unavailable, wrong or unsafe;
- which skills and learning time the role requires; and
- how performance will be evaluated without rewarding unsafe speed or undisclosed surveillance.
Write a role profile for the redesigned job before naming eligible employees. This prevents a common failure in which an organization buys a tool, then selects people based on vague impressions of who is “adaptable.” Use demonstrated capabilities and a realistic learning path instead.

Map skills broadly, then create paid learning paths
Training demand is much wider than specialist AI engineering. OECD analysis published in 2024 found that about one in three job vacancies is exposed to AI, while only about 1% of high-exposure vacancies require specific AI skills. The practical implication is to teach general AI literacy and complementary human skills to many employees, while reserving advanced technical courses for roles that genuinely need them.
Use a skills inventory with seven layers
- AI literacy: what an agent can and cannot do, how to check outputs, how to protect confidential data, and when to escalate.
- Data and digital basics: structured records, permissions, quality checks, workflow tools and simple analysis.
- Domain expertise: policy, product, clinical, technical or community knowledge that gives an output context.
- Communication: explaining an AI-assisted decision, handling disagreement, writing clearly and supporting customers or colleagues.
- Analytical thinking and judgment: diagnosing causes, spotting anomalies, weighing evidence and making accountable exceptions.
- Management and coaching: setting safe targets, allocating human review, developing people and managing change.
- Change and process skills: mapping workflows, testing controls, documenting decisions and improving a process after incidents.
Match adjacent roles, not just identical titles
Build a mobility map that connects current capabilities to growing or newly created work. A claims processor may move into exception investigation; a service representative may become an AI-output reviewer or customer-explanation specialist; a scheduler may shift into capacity planning and service recovery. Record the gap between current and target skills, the course or practice required, the expected time to proficiency and the manager who will provide supervised work.
Make learning accessible during paid working time, with equipment, accommodations and a way to practise on low-risk cases. Completion of a course is not proof of readiness; use observed performance, coaching and a gradual increase in case complexity. Offer a second route for people who need more time rather than using a single test as an automatic exclusion.
The OECD’s 2025 workforce analysis estimates that 59% of the global workforce may require training by 2030. Employers in that analysis estimate that 29% of workers needing training could be upskilled in their current role and 19% could be upskilled and redeployed elsewhere in the organization. These are planning estimates, not a promise that every worker can move without support; use them to size a mobility program and then validate the assumptions locally.
Choose among augmentation, reskilling, redeployment and reduction
Compare the options against the same criteria. A lower payroll number is not a complete outcome if service quality, safety, retention or legal exposure deteriorates.
| Option | Expected task and service outcome | Time and cost to proficiency | Reversibility | Main risks and safeguards |
|---|---|---|---|---|
| Augment current jobs | People handle more cases or higher-value work while the agent performs routine steps. | Usually the shortest path when existing domain skills remain relevant; include workflow redesign and supervised practice. | High: duties can revert if the pilot underperforms. | Work intensification, hidden checking and unsafe speed; set workload, quality and escalation limits. |
| Reskill in the current role | The job remains, but employees acquire AI literacy, data, judgment or process skills. | Moderate; budget paid learning time and a proficiency period rather than only course fees. | High to medium, depending on how far the role changes. | Unequal access or age and disability bias; provide accommodations, coaching and more than one assessment route. |
| Redeploy internally | Workers move to expanding or newly created roles with transferable capabilities. | Moderate to long; fund bridging training and a supported handover. | Medium; preserve options while demand and capability are tested. | Vacancies may be overstated or geographically inaccessible; publish criteria and verify actual openings. |
| Reduce workforce | Fewer paid hours or positions after other feasible measures have been assessed. | Fast for head-count removal but costly in consultation, severance, knowledge loss and reputation. | Low; rehiring expertise later can be expensive. | Discrimination, service failure and hardship; use lawful selection, notice, appeal, placement and income support. |
Also compare transferability of existing skills, the number and proportion affected, job quality and autonomy, equity of training access, consultation and collective-bargaining duties, and the availability of alternative work locally or remotely. Document why the selected option performs better across these dimensions.
Sequence people measures before involuntary exits
Where operationally feasible, use a staged order. The sequence is not a guarantee against redundancies; it is a disciplined way to show that less harmful options were considered and tested.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
- Redesign and augment current jobs. Run a controlled pilot, define human accountability and adjust targets so the agent does not simply add monitoring work.
- Provide paid training with supervised practice. Publish the skills standard, learning time, support available and the evidence required to qualify.
- Redeploy qualified workers. Match people to real vacancies or planned roles, provide bridging training and give managers time for onboarding.
- Use natural absorption measures. Consider hiring restraint, natural attrition, reduced overtime, voluntary reduced hours or voluntary separation programs where lawful and genuinely voluntary.
- Support unavoidable involuntary exits. Provide notice and compensation required by local law or agreement, job-search and placement help, retraining access, benefits guidance and a clear explanation of selection criteria.
ILO social-dialogue guidance published in 2024 describes a package that can combine training, redeployment, compensation and work redesign when automation reduces demand. ILO Recommendation No. 166 (1982) lists internal transfers, training and retraining among measures to avert or minimize terminations.
Involve workers before decisions are final
Consultation is an implementation control, not a public-relations announcement. Share the business case, affected workflows, assumptions, expected timing and selection principles early enough for workers and representatives to influence the design. Ask for evidence about unrecorded tasks, safety risks, customer impact and realistic learning time. Keep a log of questions, answers, changes and unresolved issues.
ILO Recommendation No. 166 says: "When the employer contemplates the introduction of major changes in production, programme, organisation, structure or technology that are likely to entail terminations, the employer should consult the workers’ representatives concerned as early as possible."
Consult worker representatives on task boundaries, training access, redeployment criteria, monitoring, appeals and safeguards. In jurisdictions with collective bargaining, works councils or statutory information-and-consultation rights, follow the applicable process and timelines; a general announcement cannot replace those duties. The European Union has identified information and consultation rights and collective bargaining as important when AI changes work organization and labour relations, but requirements differ by country and sector.
Protect job quality and equality during the transition
Track whether the new operating model improves work or merely shifts pressure onto the remaining staff. Review workload, schedule stability, pay, autonomy, safety, surveillance, break time and access to development. Give employees a route to challenge an inaccurate AI-assisted assessment that affects training, performance, promotion or employment.

- Compare training invitations, completion, proficiency and redeployment by age, pay level, contract status, disability and other legally protected characteristics where collection and use are lawful.
- Check whether shift schedules, travel requirements, remote access or unpaid study time exclude particular groups.
- Test agent outputs for language, accessibility and demographic differences before using them in consequential workflows.
- Have a person review high-impact decisions and record the evidence, override reason and appeal outcome.
Do not assume that a neutral-sounding skills test is fair. Validate whether it measures the redesigned job, whether reasonable accommodations are available and whether prior access to technology is driving the result.
Use a practical implementation roadmap
First 30 days: establish evidence and guardrails
- Name an accountable executive and a cross-functional team including operations, technology, security, HR, legal, finance and worker representatives.
- Complete the task inventory for the workflows under consideration and identify high-impact or safety-sensitive decisions.
- Publish the initial assumptions, consultation schedule, data-protection rules and a pause procedure for unsafe outputs.
- Select pilot cases and define baseline measures for quality, service time, workload and error correction.
Days 31–90: pilot and design jobs
- Run conservative, expected and accelerated scenario calculations using observed pilot data where available.
- Test representative cases, including exceptions and system failure, with a named human reviewer.
- Draft redesigned role profiles, skills standards, learning paths and redeployment matches.
- Consult workers and representatives on the draft design; record what changed as a result.
Months 4–12: scale, move people and review assumptions
- Expand only when quality, safety, privacy and service thresholds are met.
- Release paid training cohorts, supervised practice and accommodations; offer reassessment and coaching.
- Fill internal roles through transparent criteria before opening an involuntary-reduction process.
- Review capability, demand and labor effects at each checkpoint; pause or redesign when evidence misses the scenario.

Announcing a head-count target before mapping work
Why it fails: managers remove roles that contain essential judgment, then discover that checking, exception handling and customer explanation still require people. Correction: tie any staffing estimate to documented task-hours, quality thresholds and a tested workflow.

Training everyone in advanced technical skills
Why it fails: it consumes budget while leaving most employees without the general literacy needed to use or challenge an agent. Correction: provide broad foundational and complementary-skills training, then reserve specialist courses for validated technical roles.
Offering courses without paid practice or a destination role
Why it fails: employees complete content but cannot demonstrate proficiency or see where the skill leads. Correction: attach each learning path to a redesigned role, supervised cases, a proficiency standard and a manager accountable for coaching.
Using an AI score as an automatic selection rule
Why it fails: the score may encode biased data, measure access to technology rather than capability, or omit accommodations and domain knowledge. Correction: use job-related evidence, human review, documented reasons and an appeal route.
Consulting after the plan is fixed
Why it fails: workers cannot correct hidden task assumptions, and representatives may reasonably view the process as predetermined. Correction: consult during inventory, pilot design, training access, redeployment and monitoring, while meeting local legal and bargaining requirements.

Account for geography, law and uncertainty
Employment protection, notice, severance, data protection, disability accommodation, algorithmic-decision rules, collective bargaining and consultation obligations vary by country, state or province, sector and agreement. Have local counsel and worker representatives review the plan before using AI-supported information in hiring, performance, training or termination decisions. A global policy should set a minimum safeguard, then add the stricter local requirement where applicable.
Label forecasts clearly. The World Economic Forum’s 2025 survey projects 170 million jobs created and 92 million displaced by 2030; it also reports that 77% of employers plan to upskill, 51% plan internal transitions and 41% expect workforce reductions linked to skills obsolescence or automation. These figures describe surveyed employer expectations, not a guaranteed outcome for a particular organization. The OECD’s 2024 estimate that 27% of employment in OECD countries is in occupations at highest risk of automation likewise indicates exposure, not certain elimination.
Use the evidence to prepare options, then let pilot results, worker input and local obligations determine the next step. The OECD AI Principle 2.4 calls for a fair transition through training across working life, support for people affected by displacement, including social protection, and access to new labor-market opportunities. That principle is practical: a transition plan is credible only when it protects the people whose tasks and income are changing.

Frequently asked questions
How can we tell whether a task is suitable for an AI agent?
Check repeatability, data quality, error tolerance, explainability, security and the consequence of failure. Start with low-risk, reversible work and require a human reviewer for exceptions and high-impact decisions. Measure correction effort and service outcomes rather than accepting a demonstration as proof.
What should a small organization do if it cannot fund a large training program?
Prioritize a small number of workflows, provide short paid learning blocks, pair learners with experienced staff and use redeployment only where a real role exists. Coordinate with worker representatives and local employment services for placement or income support. A focused, supervised pilot is safer than broad unpaid training.
When is a workforce reduction defensible?
Only after the organization has documented the changed demand, tested feasible redesign and augmentation, offered accessible training and considered redeployment and natural-attrition measures. Apply lawful, job-related criteria, consult as required, and provide notice, compensation and transition support. Keep evidence showing why alternatives could not absorb the remaining surplus.
How often should the plan be revisited?
Review it after each pilot, at every capability or service checkpoint, and whenever demand, safety, regulation or agent performance changes materially. Update task maps, skills requirements, staffing scenarios and worker safeguards together so that an operational change does not silently invalidate the people plan.
