Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Choose a phone VPN by checking three things: what the provider collects and shares, which traffic the phone app actually routes, and whether the provider’s privacy and security claims are backed by clear documentation. A VPN changes who can observe some of your network activity. It does not make you anonymous, and it does not protect every connection your phone makes. Once the VPN is active, the provider becomes a party you have to trust, so the choice comes down to how much you trust that company and how well you can check what it says.
What a phone VPN changes
Apple’s privacy documentation says a VPN can encrypt and route certain network traffic, which may hide your IP address from the websites and services you visit (Apple, VPN privacy explanation). Two words in that sentence do most of the work. “Certain” traffic means the tunnel does not necessarily carry everything your phone sends. “May” means the effect depends on configuration and on what the websites and services can see anyway, for example when you are signed into an account.

In practical terms, traffic that used to pass directly from your phone to the network you are on now passes through the provider’s servers first. Local-network observers see encrypted traffic going to the VPN endpoint instead of the details of each connection. The sites you visit see the provider’s address instead of your home or carrier address. None of that reveals who you are if you log in with your own name, and none of it covers traffic the app is not routing.

The trust shift: the provider becomes the party you rely on
Apple states the trade-off directly: “When a VPN configuration is installed and active, your VPN provider may be able to see, intercept, and modify your online activity.” (Apple, VPN privacy explanation)

That sentence is the core of the decision. Traffic that once depended on your Wi-Fi operator or mobile carrier now depends on the VPN company. A privacy promise from that company is a claim about its own conduct, and it should be judged the way you would judge any service that handles your traffic. The label “VPN” tells you what the technology is, not how a particular company behaves.
Step 1: Define the job before you compare
A VPN is a tool for a specific problem, and different problems put weight on different checks. Start by writing down the one job you want the VPN to do.
| Your main goal | What to check first | Why it matters |
|---|---|---|
| Limit what the local network on public Wi-Fi can see | Whether the app routes all of your phone’s traffic or only some of it | Traffic outside the tunnel stays visible to the local network |
| Keep websites from seeing your home or carrier IP address | Whether the app’s routing covers the apps you use most, and whether you are signed in to accounts that identify you anyway | An IP change does not remove identifiers you give a site through login |
| Reach a work or organization’s resources | Whether your employer provides the VPN or requires a specific configuration | Managed configurations follow the organization’s rules, not a consumer app’s settings |
Step 2: Read what the provider collects, uses, and shares
The Federal Trade Commission’s consumer guidance on apps recommends checking app permissions and privacy policies to understand how information is used and shared (FTC, “Heads up” guidance on app permissions and privacy policies). Its shopping-app guidance adds three questions: what the app collects, why it collects it, and how it is shared (FTC, guidance on examining app collection, use and sharing). Those questions apply to a VPN app as well.

When you read the provider’s privacy policy and the app’s data disclosures, look for these items:
- Collection: whether the provider says it collects connection timestamps, IP addresses, bandwidth figures, device identifiers, or the sites and servers you use. Note what it says about account data such as email address and payment details.
- Retention: how long each category is kept, and whether the policy describes the difference between data kept for billing and data kept for operations.
- Sharing: which third parties receive data, including analytics, payment, and advertising partners, and under what circumstances it discloses information to governments or courts.
- Changes: whether the policy says how users are told about changes and how old versions can be reviewed.
A statement such as “no logs” is only a starting point. It does not say which data is collected in the first place, whether any of it is retained, or who may receive it. Read the policy for the categories above, not just the headline phrase.
On the App Store, the product page’s App Privacy section lists the data types the developer declares. On Google Play, the Data safety section shows similar declarations for Android apps. These labels are developer-supplied summaries, so use them to find questions to ask, then confirm the answers in the full policy.

Step 3: Confirm which traffic the phone app routes
Installing a VPN app does not mean every packet your phone sends goes through it. Platform behavior matters, and the two major phone platforms handle it differently in ways you should understand before you buy.
| Platform | What the official documentation says | What you should verify in the app |
|---|---|---|
| iPhone (iOS and iPadOS) | Apple says VPNs can be set up to control the routing of certain network traffic, and that some traffic needed for essential system services sits outside the VPN configuration (Apple, VPN privacy explanation; Apple developer documentation on VPN routing) | Which apps and network types the app says it routes, whether it documents exclusions, and whether it explains what happens when the tunnel is not active |
| Android | Android’s VPN service model routes packets between the device and a gateway (Android Developers, VPN service documentation) | Whether the app states which apps are routed, whether you can exclude specific apps, and how the app handles connection drops |
On iPhone, separate consumer apps from managed-device features
Apple’s security documentation, published 2026-01-28, describes Always On VPN as a feature for devices managed through device management and supervised with Apple tools. The same documentation also describes on-demand and per-app VPN deployments (Apple, VPN security and deployment documentation). An ordinary iPhone owner installing a consumer app should not expect to find an enterprise Always On setting in Settings. If your phone is managed by an employer or school, the managed configuration controls the VPN behavior, and a consumer app may not be the relevant choice at all.
What to test on your own phone
- Install the app and connect it, then confirm the VPN status shows as connected in the iPhone Settings or the Android quick settings panel.
- Read the app’s documentation on which apps and network types it routes. If it does not say, treat that as an open question rather than an assumption.
- Check whether the app lets you exclude specific apps. If it does, note which apps you would leave outside the tunnel and why.
- Check the app’s own explanation of what happens when the connection drops. Apple’s documentation makes clear that routing depends on configuration, so do not rely on a general assumption that the VPN will always be active.
Step 4: Check security claims against documentation
Encryption claims deserve the same scrutiny as privacy claims. Android’s documentation sets a concrete requirement for apps that use its VPN service: “Your app must use strong encryption when transferring data to and from the VPN gateway.” (Android Developers, VPN service documentation) A provider that meets that requirement should be able to say, in its own documentation, what encryption it uses and where it applies.

Look for these signals before you trust a security claim:
- The provider names the encryption it uses on the connection, rather than describing it only as “military-grade” or similar.
- The app documents its connection behavior, including what the app does if the tunnel fails.
- If the provider cites an independent audit, check what the audit covered, which version of the software it examined, and when it was published. An audit of one app or one server network says nothing about the others.
Step 5: Treat rankings as a shortlist, not a verdict
Best-of lists are useful for finding names to investigate. They are weak evidence on their own. Server counts, star ratings, and “no logs” wording do not show how a provider handles your data or whether its app routes the traffic you care about. Apps that appear in a list or a store are not vetted by that fact alone.

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11A documented enforcement case shows why. The FTC reported in 2024 that the software provider Avast would pay $16.5 million to resolve allegations that it compromised consumers’ privacy. The FTC page says the matter involved mobile software sold to protect privacy and an affected period of 2014 to 2020 (FTC, Avast privacy enforcement page). That is a historical example, not evidence about every VPN provider, but it illustrates the point: a privacy product’s marketing is a claim to be checked against what the company actually did.

Checklist before you install
- Written down the one job you want the VPN to do.
- Read the privacy policy for collection, retention, sharing, and how changes are announced.
- Compared the App Store or Google Play data declarations with the policy and noted any differences.
- Confirmed which apps and network types the app routes, and whether it documents exclusions.
- Confirmed that the app works on your phone’s current operating system version.
- Checked what the app says about connection drops and encryption.
- If an audit is cited, checked its scope and date.
- Checked whether your phone is managed by an employer or school, which can override consumer VPN settings.
Recheck the provider’s policy and the app’s behavior after each major update to your phone or to the app, because both can change.
