International visitors can usually pay in mainland China by registering Alipay or WeChat, linking an eligible overseas-issued Visa card, and then scanning a merchant QR code or showing a payment code. Approval is not automatic: the app, card network, issuing bank and merchant all affect whether a payment works.
The Shanghai Municipal Government’s September 2026 guidance states maximums of US$5,000 per transaction and US$50,000 per year for linked overseas cards. Payments of RMB200 or less are generally exempt from the platform fee; a payment above RMB200 may be charged 3% of the full transaction. Check the fee and your account-specific limit on the confirmation screen every time.

What you need before trying to pay
Prepare the following before you depend on mobile payment for everyday purchases:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- A current Alipay or WeChat app installed from your phone’s official app store.
- A mobile phone number that can receive registration or security messages. The Shanghai guide says an overseas number can be used to register Alipay before arrival and that visitors can register or sign in to WeChat with a mobile number.
- An overseas-issued Visa card that permits online or international transactions.
- Your card number, expiry date and security information, entered exactly as requested by the app.
- A second way to pay, such as another card, cash or an ATM withdrawal option, in case the card link or a merchant payment is declined.
Keep your phone charged. Both services depend on the phone for registration, QR scanning and display of the payment code; a portable power bank is a useful travel accessory, but it is not a payment requirement.

Can an international Visa card be used with Alipay or WeChat Pay?
Yes, there is an official setup path for visitors to link an overseas card to either service. That does not mean every Visa product will be accepted. The issuing bank must authorize the connection, and the app may apply its own eligibility rules.
The current Shanghai guidance lists Visa among the networks supported by Weixin Pay and says that linking can still depend on the card network and issuing bank. An older 2024 Beijing government page lists Visa for both Alipay and Weixin Pay. Because the newer Shanghai guidance does not provide an equally explicit Alipay network list, treat Alipay Visa support as eligibility-dependent and follow the card-linking prompts in your installed app.
The Ministry of Commerce’s 2024 visitor-payment guide warns that “some issuing banks may reject the binding request due to their system’s inability to recognize the connection information.” A rejected binding request therefore does not prove that Visa is categorically unsupported; it may be an issuer authorization problem.
Set up Alipay with an overseas Visa card
- Install and open Alipay. Register or sign in with your mobile number. The Shanghai guidance says an overseas number can be used before you arrive in China.
- Open the card area. Go to Me > Bank Cards.
- Add the card. Follow the in-app prompts to enter the overseas Visa card details and complete any verification requested by Alipay or your issuer.
- Wait for confirmation. If the app accepts the card, it should appear in the Bank Cards area. If the issuer declines the request, do not repeatedly submit incorrect details; check the troubleshooting steps below and contact the issuer.
- Check the payment page before your first purchase. Confirm which card is selected and read any fee, limit or promotional exemption shown by the app.
Menu labels can change between app versions, languages and regions. If your screen differs from Me > Bank Cards, use the app’s wallet, bank-card or payment settings rather than following an outdated screenshot.

Set up WeChat Pay with an overseas Visa card
- Install or update WeChat. Register or sign in with a mobile number.
- Open the wallet. Go to Me > Services > Wallet > Bank Cards.
- Add your Visa card. Follow the prompts, provide the requested card information and complete any issuer verification.
- Confirm the card is available for payment. Before leaving the wallet, check that the card is shown as linked and that no warning or verification step remains.
- Review the actual transaction screen. The app displays the applicable fee or promotion, if any, before you confirm a payment.
WeChat’s current interface can vary by account and app release. If Services or Wallet is not visible, update the app and look for the payment or wallet entry in the account menu.
How to make a purchase after the card is linked
Option 1: Scan the merchant’s QR code
- Open Alipay or WeChat and choose its scan function.
- Point the camera at the merchant’s payment QR code.
- Enter or confirm the amount if the merchant has not preset it.
- Check the selected card, currency conversion information shown by the app, and any platform fee.
- Approve the payment using the requested password, biometric check or other security step.
- Wait for the success confirmation before leaving the counter.
Option 2: Display your payment code
- Open the app’s payment-code function.
- Show the code on your phone at the checkout.
- Let the merchant scan it.
- Confirm the amount and result in the app.
Both methods are documented in the Shanghai visitor guidance. The merchant’s setup determines which method is practical, so ask whether the store wants you to scan its code or display yours.
Fees and limits for linked overseas cards
The figures below come from the Shanghai Municipal Government’s September 2026 guidance. They are stated maximums or general fee rules, not a promise that every account receives the maximum or the same fee treatment.

| Item | Stated rule | How to use it |
|---|---|---|
| Single transaction | Up to US$5,000 for a linked overseas card | Check the limit shown in your own app before a large purchase. |
| Annual cumulative amount | Up to US$50,000 | This is a yearly ceiling stated by the guide; your account may show a different operational limit. |
| Payment of RMB200 or less | Generally exempt from the platform fee | Confirm the payment page, because account rules or promotions can affect the displayed charge. |
| Payment above RMB200 | May incur a 3% platform fee on the full transaction amount | The 3% is not described as applying only to the portion over RMB200. Read the exact fee before approval. |
| Promotional exemption | May be shown for an eligible account or transaction | Only rely on a waiver when the app displays it for that payment. |
For example, if a payment above RMB200 displays a 3% fee, the rule described by the guide applies that percentage to the full payment, not merely to the amount exceeding RMB200. The app’s confirmation screen is the controlling information for your transaction.

Bank charges are separate from platform fees
The official visitor material describes the platform fee but does not establish the foreign-transaction fee, exchange rate, cash-advance treatment or other charges imposed by a particular card issuer. Your bank may apply its own pricing even when Alipay or WeChat shows no platform fee.
Before traveling, read the Visa card’s international-use terms or ask the issuer:
- Whether overseas e-commerce or wallet transactions must be enabled.
- Whether the issuer charges a foreign-transaction fee.
- How exchange rates are calculated and when the transaction is posted.
- Whether a security hold, one-time passcode or travel notice is required.
- How to reach fraud support while abroad.
Why a Visa card may not link
The issuer rejects the authorization
Issuers can reject the binding request because their systems do not recognize the connection information or because an international transaction control is active. Contact the card issuer and ask whether it blocked a wallet-linking attempt. Confirm that your contact details and billing information match the issuer’s records.

The card product is restricted
Some cards have restrictions on online, international or wallet transactions. A prepaid, corporate, virtual or supplementary card may follow different rules from a standard consumer card. The app and issuer, rather than the Visa logo alone, determine whether that particular product can be linked.
The app has changed its menu or requirements
Update Alipay or WeChat from the official app store, sign out and back in if appropriate, and follow the current prompts. The Shanghai guide’s menu paths are a current reference, but your installed version governs what you see.
The account limit has been reached
Open the wallet or payment settings and inspect the account-specific limits. The US$5,000 and US$50,000 figures are general maxima in the Shanghai guidance, not guaranteed limits for every account.

What to do when a payment is declined
- Stop and read the decline message; it may identify an issuer, card, account or merchant problem.
- Check that the intended card is still selected and that it has not expired or been temporarily locked.
- Try the other QR method: scan the merchant code if you displayed yours, or display your payment code if scanning is unavailable.
- Ask the merchant whether the store accepts that app’s QR payment and whether another payment route is available.
- Contact the card issuer if the message suggests authorization or fraud screening.
- Use your backup method rather than repeatedly retrying a blocked transaction.
A successful card link does not guarantee acceptance at every merchant. Merchant participation, the selected app and the individual transaction can all affect the result.

Using a physical Visa card instead
Direct card payment at a physical terminal is separate from linking a card to an app. Shanghai’s official visitor material supports direct overseas-card payments at participating point-of-sale terminals when the relevant card-network logo is displayed. It also advises asking the merchant if acceptance is unclear.
This is not a guarantee across every store or every city in mainland China. Keep the physical card available, but treat terminal acceptance as a merchant-by-merchant option rather than a replacement for a prepared mobile-payment fallback.
Cash, ATMs and other fallback options
The Ministry of Commerce’s 2024 guide notes that visitors can exchange cash or withdraw RMB from an ATM using an international card. ATM availability, issuer fees, exchange rates and withdrawal limits vary, so check your card terms before relying on cash access.

Alipay or WeChat Pay: how to choose
Neither official source establishes that one app is universally better or accepted at every merchant. Use the service that successfully links your card and is accepted by the merchant in front of you.
| Decision point | Alipay | WeChat Pay |
|---|---|---|
| Card-link path | Me > Bank Cards, then follow the prompts | Me > Services > Wallet > Bank Cards, then follow the prompts |
| Visa eligibility | Eligibility-dependent; follow the app prompts. The newer Shanghai guide does not provide an equally explicit Alipay network list. | Shanghai guidance lists Visa among supported networks, while noting that the issuer and card network still matter. |

Before-you-go checklist
- Install both apps from official app stores and update them.
- Register with a mobile number while you still have reliable access to verification messages.
- Attempt to link the Visa card in each app, rather than waiting until checkout.
- Ask your issuer whether international wallet transactions are allowed.
- Record the issuer’s overseas fraud-support contact method.
- Review the fee shown on a small test purchase or payment screen before making a larger purchase.
- Keep the physical card, some cash or an ATM plan as backup.
- Carry a charged phone and, if useful, a power bank.
At-the-counter checklist
- Ask whether the merchant accepts Alipay, WeChat Pay or another method.
- Choose scan or payment-code display according to the merchant’s instruction.
- Verify the amount before confirming.
- Read the fee and any promotional exemption displayed in the app.
- Wait for the success screen and retain the receipt or transaction record.
What the official guidance does not promise
The published guidance does not promise that every overseas Visa card, issuing bank, merchant, app version or transaction will work. It also does not establish a universal exchange rate or guarantee that your bank will waive foreign-transaction charges. Treat the published limits as stated maximums, verify account-specific terms in the app, and maintain a backup payment route.
