How to Pay a Local Shop With UPI When the Merchant Says It’s Unavailable

Ask the shop what it accepts right now. If the merchant says UPI is unavailable, pay with cash or a card only after the merchant confirms that method. If the shop offers another UPI route, such as a different QR or a payment request, use it only after your app displays the correct merchant name and amount. A different UPI app, NFC tap, feature-phone service or offline setting cannot make a shop accept UPI when the merchant has no working UPI setup.

Start with the merchant’s actual problem

“UPI unavailable” can describe several different situations, and each has a different response. Ask one short question before opening another payment app: Is the QR damaged, is your UPI app or network down, or are you not accepting UPI right now?

As an Amazon Associate I earn from qualifying purchases.

  • Damaged or unreadable QR: the shop may be able to show another QR, send an in-app payment request, or use another merchant integration.
  • Temporary merchant-side outage: the shop may be unable to receive or confirm UPI payments until its app, phone, bank connection or network recovers.
  • No current UPI acceptance: the merchant is choosing not to take UPI, or its payment arrangement is not active. Only a method the merchant confirms—such as cash or card—will solve the checkout.

NPCI explains that merchants need UPI infrastructure through an acquiring bank and can integrate by QR, intent, app-based or collect modes. Those are merchant-side capabilities, not switches a customer can turn on independently. See the NPCI UPI FAQ.

The safest counter procedure

  1. Ask what is accepted now. Say, “Is cash, card, or another UPI method working?” Wait for a clear answer. Do not assume that a card terminal or a second QR is active merely because it is visible.
  2. Choose the confirmed method. If the answer is cash, count the notes and obtain change or a receipt. If it is a card, confirm whether the terminal accepts your card type and wait for an approved result. If it is UPI, ask the merchant to provide the working QR, payment request or other route.
  3. Check the payee before authorising. After scanning a QR or opening a payment request, read the merchant or payee name and the amount shown in your app. NPCI says merchant information is displayed on the payment page; compare it with the shop before entering your UPI PIN. A familiar-looking QR is not enough.
  4. Authorise once. Enter your PIN only after the name and amount match. Never disclose your UPI PIN to the cashier, and do not let someone else enter it for you.
  5. Wait for the result. Keep the success or failure screen until the merchant confirms receipt. A debit notification alone is not proof that the shop received the money; use the transaction details in your app.
  6. Handle a pending payment before trying again. Check the first transaction’s status, reference number and account statement. Do not make a second payment just because the merchant has not yet seen a notification. NPCI advises contacting your bank if confirmation has not arrived within an hour; its guidance is in the UPI FAQ.

When the merchant offers another UPI route

A shop that cannot use its displayed QR may still offer another merchant-configured mode. NPCI lists four broad integration routes:

#1 Best Overall
Kevenal QR Code Signs, 4 x 6 Inch Clear QR Code Menu with Metal Stand, Cash App Acrylic Holders - 2 Packs
  • Classic Size: 4 x 6 inch. Dimensions: 4 x 6”(102mm X 153mm) , QR Code Signs.
  • Premium Acrylic: transparent and super strong. The clear display stand vendor booth display items allows your signs to shine, grabbing customers' attention.
  • Metal Stand: Easy to load in paper signs and stay sturdy. These versatile acrylic paper holder can be used in a variety of settings, making them ideal for any small business supplies.
  • Slanted Back Support: To ensure that your pamphlet can maintain a certain Angle of tilt and not tip forward.
  • Stable Base Extended: Allows your book to be more stable on the table.
Route What you do What must be true
QR Scan the merchant’s QR and review the payment page. The QR must belong to the shop’s active merchant account, and the merchant must be able to receive and confirm the payment.
Intent Tap a UPI payment link or button that opens your chosen UPI app. The merchant must generate the intent link and have a working UPI integration.
App-based Use the merchant’s supported app flow to create the payment. The merchant’s app, account and network must be operational.
Collect request Approve a payment request sent to your UPI ID. The merchant must initiate the request; you must verify the requester, amount and purpose before approving.

These routes are alternatives only when the merchant supplies or initiates them. Do not send money to an unverified personal UPI ID because a stranger suggests it is “the shop’s backup.” If the displayed name does not clearly identify the business or the amount is wrong, cancel and ask the merchant to correct the request.

Can Tap & Pay solve it?

Usually not. NPCI’s UPI Tap & Pay overview says the customer’s phone needs NFC, while the merchant needs a UPI Smart Tag or Smart QR. In a supported setup, you bring the phone close to the tag or QR instead of performing a conventional scan. The feature changes how a compatible merchant presents a payment; it does not add UPI acceptance to a shop that has no UPI arrangement, a disabled account or a live outage.

Check these requirements

  • Your phone has NFC enabled and your UPI app supports the feature.
  • The shop has the required Smart Tag or Smart QR, not merely an ordinary printed sign.
  • The payment page shows the correct merchant and amount before you enter your PIN.

If any requirement is missing, ask for the merchant’s confirmed cash, card or other working method instead.

Does RuPay credit on UPI work when ordinary UPI does not?

It can help an eligible customer at a participating merchant, but it is still a merchant-acceptance method. NPCI’s RuPay Credit Card on UPI information describes paying by scanning a merchant UPI QR and notes that some transaction categories are restricted. Linking an eligible RuPay credit card to a UPI app does not repair a merchant-side outage or turn a non-accepting shop into a UPI merchant.

Use it only when the shop’s QR or other UPI setup is working and your app permits the transaction. Confirm the funding source shown on the payment screen, because selecting a credit account instead of a bank account can affect fees, limits, eligibility and repayment.

What UPI123Pay and *99# can—and cannot—change

RBI describes UPI123Pay and the *99# USSD service as access channels for customers using feature phones or facing data or smartphone constraints. The RBI’s explanation is available in its UPI123Pay and DigiSaathi press release.

These channels may solve a problem on your device, such as no smartphone app or limited mobile data. They do not change the shop’s decision or provide merchant infrastructure where none exists. The shop must still accept UPI and be able to receive the transaction. Ask first; do not spend time switching channels while the merchant is saying that UPI is not available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

UPI Lite and offline payments

RBI’s framework for small-value digital payments in offline mode describes UPI Lite in terms of reduced authentication and delayed rather than real-time alerts. The exact limits and behavior during a particular bank or merchant outage can vary, and the available evidence does not establish that UPI Lite will complete a payment in this checkout situation.

Even where your app permits an offline or low-friction transaction, the merchant still needs a valid UPI acceptance arrangement. Treat UPI Lite as a customer-access feature, not a workaround for a shop that refuses UPI or whose merchant account is down.

Protect yourself from duplicate payments

UPI is designed to operate continuously. NPCI’s FAQ states: “All payments are instant and 24/7, regardless of the bank’s working hours.” That describes general service availability, not a guarantee that every bank, phone connection or merchant transaction will succeed.

  • CLEAR, COMPACT DISPLAY: The 5.1 x 3.5-inch main display area includes easy-to-follow tap-and-scan instructions while using minimal countertop space.

If the app says successful

  • Show the transaction status and reference number to the merchant.
  • Ask the merchant to check the account or merchant app, not just a sound or notification on the counter phone.
  • Do not pay again unless the first transaction is demonstrably reversed or failed and you have confirmed the status with your bank.

If the app says pending

  • Keep the transaction details and note the time and amount.
  • Ask the merchant to wait while you check the app’s transaction history and bank balance.
  • Do not approve a second request for the same amount. Contact your bank if no confirmation arrives within one hour, following NPCI’s support guidance.

If the app says failed or the money was returned

Show the failed status or reversal to the merchant, then use a method the merchant confirms. If your account was debited despite a failure message, treat it as unresolved until the bank’s transaction record shows a reversal or the bank confirms the outcome.

How to recognise an unsafe “backup” payment request

  • Name mismatch: the app displays a person’s name when you expected the shop’s legal or trading name. Stop and ask the merchant to explain; do not rely on verbal reassurance alone.
  • Amount mismatch: the requested amount differs from the bill, including an unexplained extra zero or decimal.
  • Urgency or secrecy: someone pressures you to skip the confirmation page, share your PIN or transfer to a personal account.
  • Remote-control or screen-sharing request: no legitimate checkout requires you to install a remote-access app or reveal an OTP or UPI PIN.
  • Unclear ownership: a loose QR or screenshot is offered without the merchant being able to identify the account receiving funds.

Cancel any request that fails these checks. The merchant can choose another confirmed payment method, or you can leave and return when its UPI service is operational.

Common situations and the right response

What you see Best next step Do not do
The printed QR will not scan. Ask for a clean, active QR or a merchant-generated intent or collect request. Verify the payee and amount. Do not scan random QR codes nearby or transfer to a personal ID without verification.
The cashier says the shop’s UPI app is down. Use cash or a card if the merchant confirms acceptance, or wait for a confirmed merchant route. Do not assume your different UPI app can bypass the outage.
Your app cannot connect, but the shop accepts UPI. Try the merchant’s supported route after restoring connectivity; feature-phone or USSD access may help if you are eligible. Do not repeatedly submit the same payment while the first attempt is pending.
The shop has a Smart QR and your phone has NFC. Use Tap & Pay if your app supports it, then verify the displayed merchant and amount. Do not expect NFC to work at an ordinary, non-Smart QR.
You have a RuPay credit card linked to UPI. Use it only through a participating merchant QR and only for an eligible transaction. Do not treat the card link as a replacement for merchant UPI acceptance.

What merchants need for UPI to work

From the customer’s perspective, the important distinction is between the payment app in your hand and the acceptance system at the counter. A merchant generally needs an acquiring-bank relationship and an enabled integration—QR, intent, app-based or collect—to receive UPI. The shop also needs its device, account and network to function well enough to display or confirm the transaction.

That is why installing another UPI app rarely fixes a merchant refusal. Multiple apps can give you more customer interfaces, but they do not create an acquiring relationship, replace a disabled merchant QR or restore a failed merchant connection. Ask the shop to identify the working route; otherwise select cash or card only if it confirms those options.

What to say at the counter

A direct question avoids confusion and reduces pressure to improvise. Try: “Is UPI temporarily down, or do you not accept it today?” If the answer is temporary, ask: “Do you have a working merchant QR, payment link or collect request?” If the answer is no, ask: “Which of cash or card can you confirm right now?”

NFC Paypal Payment Stand Sign with QR Code (1, 5.1x3.5 Inches)
  • TWO WAYS TO ACCESS PAYMENT: Customers can tap the NFC-enabled area with a compatible smartphone or scan the QR code to quickly open your Paypal payment page.
  • EASY ONLINE ACTIVATION: Tap or scan the stand, register or sign in, and enter your Paypal payment link. The NFC tap and QR code then direct customers to the same destination. No QRLynk app or recurring subscription is required.
  • CLEAR, COMPACT DISPLAY: The 5.1 x 3.5-inch main display area includes easy-to-follow tap-and-scan instructions while using minimal countertop space.

  • CLEAN INTEGRATED STAND DESIGN: Features rounded corners, a slim upright panel, and a stable bent base for a professional countertop presentation.

When a new QR appears, say: “I will proceed only if my app shows the shop’s name and the bill amount.” This makes the verification step explicit. If the cashier cannot explain a name mismatch, decline the request politely. You do not have to complete a payment merely because a QR was placed in front of you.

Keep a clear record of the checkout

For any attempted UPI payment, note the time, amount and transaction reference shown by your app. A screenshot can help you discuss a pending or failed transaction with the merchant or bank, but it does not replace checking the live status in the app. If you switch to cash or card after a failed UPI attempt, retain the cash receipt or card approval so you can distinguish the completed purchase from the earlier attempt.

Do not close the app immediately after authorising. Confirm whether it says successful, pending, failed or reversed. If the merchant’s phone is offline, the merchant may need to check its account later; that is another reason not to send a second payment while the first one remains unresolved.

A one-minute decision checklist

  • Has the merchant clearly said which methods are accepted now?
  • If UPI is offered, is the QR, link or request supplied by the merchant?
  • Does your app show the expected merchant name and exact amount?
  • Have you entered your PIN only after checking both?
  • Is the first transaction definitely failed or reversed before you try again?
  • If confirmation is missing for an hour, have you contacted your bank rather than paying twice?

If the answer to the first question is no, stop troubleshooting your phone and ask the merchant again. If the answer to either verification question is no, cancel the payment. The practical solution is the method the shop can confirm, not a customer-side feature that the merchant does not support.

Frequently Asked Questions

Can I use another UPI app if the shop’s UPI is unavailable?

Only if the merchant offers a working merchant QR, intent link, app flow or collect request. A different app cannot bypass a merchant-side outage or a decision not to accept UPI.

What should I check on a replacement QR?

Scan it and confirm that your payment screen shows the shop’s expected merchant or payee name and the exact bill amount. Cancel if either is wrong or unclear.

Can NFC Tap & Pay work at any printed QR?

No. Tap & Pay requires an NFC-capable phone and a merchant UPI Smart Tag or Smart QR. It is not a workaround for an ordinary QR or a shop without working UPI acceptance.

Will a RuPay credit card linked to UPI solve a UPI outage?

No. It still uses a participating merchant’s UPI QR or supported setup, and some transaction categories are restricted.

Do UPI123Pay or *99# let me pay a shop that refuses UPI?

No. They provide customer access through feature-phone or USSD channels. The shop must still have working UPI acceptance.

Should I retry when the first payment is pending?

No. Check the first transaction’s status and account record first. NPCI advises contacting your bank if confirmation has not arrived within one hour.

What if the app says successful but the cashier sees nothing?

Show the transaction status and reference number and ask the merchant to check its account or merchant app. Do not pay again unless the first transaction is confirmed failed or reversed.

Is UPI Lite guaranteed to work during a shop outage?

No. UPI Lite changes authentication and alert behavior for supported transactions; it does not establish merchant acceptance or guarantee completion during a bank or merchant outage.

The Bottom Line

If a local shop says UPI is unavailable, ask which method it accepts now and use only that confirmed option. If it offers another UPI route, verify the merchant name and amount before authorising, then wait for a final status so you do not pay twice.
