The safest PAN-OS maintenance sequence is to validate the release path first, save an external configuration snapshot, and upgrade only one high-availability (HA) peer at a time. A standalone firewall must be rebooted during an approved outage window; an HA pair can keep traffic flowing when the peers are upgraded in the documented order. After the reboot, verify software integrity, HA synchronization, identity mappings, routing, VPNs, NAT, policy counters, logs, and representative sessions before returning the device to normal service.
What a safe PAN-OS patch actually requires
A PAN-OS security fix is not just a file download. The release can change supported upgrade paths, content requirements, plugin behavior, hardware support, and HA compatibility. Treat the work as a controlled change with a defined target, rollback point, traffic plan, and evidence that the firewall is healthy afterward.
As an Amazon Associate I earn from qualifying purchases.
The procedure differs by deployment:
- Standalone firewall: the reboot interrupts traffic, so the complete operation belongs inside an approved outage window.
- HA pair: one peer is upgraded while the other carries service, then the roles are reversed only after synchronization and link health are normal.
- Panorama-managed firewalls: Panorama and its Log Collectors are upgraded before the managed firewalls, and their maintenance releases must remain compatible.
Do not begin by selecting the newest image. Begin by proving that the desired image is a supported destination from the version currently installed.

1. Confirm the target release and supported upgrade path
Read the release-specific documentation
Review the target PAN-OS release notes, known issues, and the Upgrade/Downgrade Considerations for the exact hardware or VM-Series model. These documents identify release-specific changes that can alter the order of operations or require additional preparation. Record the target release in the change ticket rather than referring to it as “the latest version.”

Check for intermediate releases
Some upgrades require one or more intermediate versions. A feature-release jump that is not listed as supported can leave software, configuration, or HA state incompatible. If the documented path includes an intermediate release, schedule each hop and allow time for its reboot and verification. If the path is not documented, stop and obtain a supported sequence; do not improvise a cross-feature-release upgrade.
Validate prerequisites beyond PAN-OS
Compare the target documentation with the firewall’s current content versions, hardware platform, installed plugins, and licensing. Content packages or plugins can impose prerequisites even when the PAN-OS image itself appears compatible. Note any required content update and its order in the change plan.
2. Create a rollback point and an evidence trail
Export a named configuration snapshot
Export a configuration snapshot with a meaningful name, such as the device name, current PAN-OS version, and change date. Store the export outside the firewall where the operator can retrieve it during a maintenance-mode recovery. The firewall creates an automatic backup, but Palo Alto Networks identifies an external, named snapshot as a best practice because it remains available if local storage or management access is unavailable.

Capture the values that will prove whether the patch changed behavior:
- Current PAN-OS release and content versions.
- License status and expiration dates relevant to security, URL, threat, or support functions.
- HA mode, peer state, synchronization status, preemption setting, and HA-control and data-link health.
- Routing peers and their established state.
- VPN tunnel status, NAT behavior, and critical security-policy hit counts.
- Representative business flows, including inbound, outbound, VPN, NAT, and east-west traffic.
- Console or other out-of-band access that will still work if the management plane is unavailable.
This baseline turns “the firewall looks fine” into a comparison against known-good evidence.

Define the change window and operators
Assign an operator for the firewall, a second person to observe traffic and logs, and an owner who can approve a stop or rollback. Set explicit start, verification, and abort times. For a standalone device, the outage window must include the reboot and post-reboot checks; for HA, reserve time for peer synchronization and controlled failback.
3. Choose the traffic-preserving topology plan
| Deployment | Expected interruption | Upgrade sequence | Required controls | Rollback consideration |
|---|---|---|---|---|
| Standalone firewall | Traffic is interrupted while the device reboots; schedule an approved outage window. | Install the target image, reboot, then complete all health and traffic checks before ending the window. | Console or out-of-band access, external configuration snapshot, and a documented maintenance period. | Use the release-specific downgrade or maintenance-mode recovery procedure if the target cannot be used. |
| HA active/passive | The healthy peer should carry traffic while the other peer is upgraded; a planned failover is required. | Upgrade one peer at a time. Suspend or fail over the active peer according to the release procedure, upgrade it, and keep it passive or suspended until synchronized. | Disable preemption during the work; verify peer state, links, and synchronization before any failback. | Stop if the peer is suspended for a version mismatch or cannot synchronize; preserve the snapshot and follow the supported path. |
| HA active/active | Traffic impact depends on the documented peer order and session ownership for that release. | Follow the active/active order specified for the target release, upgrading only the permitted peer at each stage. | Disable preemption and validate both control and data links after every reboot. | Do not force a role change when versions or session states are incompatible. |
High availability reduces planned interruption; it does not eliminate the need for a change window. A failover can expose an existing link, routing, or session problem, so validate the surviving peer before touching its partner.
4. Account for Panorama and Log Collectors
Upgrade the management plane first
When Panorama manages the firewalls, upgrade Panorama and its Log Collectors before upgrading the managed firewalls. The management components must understand the software state they are being asked to manage.
Keep maintenance releases compatible
Palo Alto Networks cautions against managing a firewall on a later maintenance release than Panorama. Compare the exact maintenance releases, not only the major version. If the firewall target would be newer than the management plane, adjust the sequence or select a compatible target before downloading an image.
Stage images deliberately
For a Panorama-managed deployment, document where each image is staged and which administrator will install it. A locally managed firewall can use the support portal or Device > Software; a centrally managed environment still needs the same target verification on each firewall.

5. Download, install, and reboot the image
- Obtain the image. Download the intended PAN-OS release from the support portal or open Device > Software and retrieve it there. Confirm the filename and version against the approved change record.
- Verify the target before installation. Check that the image is for the correct platform and that all required intermediate releases and content prerequisites have been completed. Do not click install merely because the download succeeded.
- Install the software. Start the installation from the software page and monitor the task until the firewall reports that installation is ready for reboot. Keep the console or out-of-band session available.
- Reboot deliberately. Accept the reboot prompt, or use Device Setup > Operations > Reboot Device. A standalone firewall will stop forwarding during this step. In an HA change, the peer that is not being rebooted must already be the traffic-serving peer.
- Allow integrity validation to finish. On a physical firewall, PAN-OS validates the software after the physical reboot as part of the installation process. Wait for the device to complete that validation and return management access before judging the upgrade successful.
Do not interrupt power or repeatedly reboot because the management page appears slow. Use the console to distinguish a normal boot from a failed one and record any error text for the rollback decision.

6. Execute an HA upgrade without accidental failback
Active/passive sequence
- Confirm that the peer intended to carry traffic is healthy and synchronized before changing the other peer.
- Disable preemption for the duration of the maintenance so the upgraded peer cannot automatically reclaim the active role when it returns.
- Follow the release-specific procedure to suspend or fail over the active peer. Confirm that traffic is now handled by the intended surviving peer.
- Upgrade the suspended or passive peer using the installation and reboot process.
- After reboot, confirm its PAN-OS version, management reachability, HA state, control links, data links, and configuration synchronization in the High Availability widget.
- Leave the upgraded peer passive or suspended until synchronization and link health are normal and the change owner authorizes the next step.
- Only then perform the documented failback, if one is required, and observe sessions and routing during the role change.
Active/active sequence
Active/active pairs have release-specific peer ordering and session-ownership considerations. Use the order shown in the target release documentation rather than applying the active/passive sequence by analogy. Disable preemption, upgrade only the permitted peer, and verify both peers’ control and data links before proceeding.
When synchronization is not safe
If a peer reports that its version is too old, too new, or otherwise incompatible, do not force synchronization or failback. A peer more than one major release ahead can cause an outage. Stop the rollout, keep the known-good peer serving traffic, and follow the staged path or recovery procedure specified for that release.
7. Post-reboot management and HA checks
Confirm identity and software
Log in through the management interface or console and verify that the reported PAN-OS version exactly matches the approved target. Confirm that content versions, licenses, and plugins are present and in the expected state. A successful boot alone does not prove that every dependent service initialized correctly.
Restore the peer only after it is ready
In an HA deployment, use the High Availability widget to check peer connectivity, synchronization, and link health. Restore the upgraded peer to its functional HA state only after those indicators are normal. Keep it passive or suspended while you investigate any discrepancy; restoring it prematurely can create an avoidable failover.

Check Panorama connectivity
For managed firewalls, verify that Panorama sees the expected software and configuration state and that Log Collector connectivity is normal. Resolve management-plane errors before declaring the firewall operational, even if data-plane sessions appear to pass.
8. Rebuild identity services before relying on policy decisions
On VM-Series with User-ID enabled, a reboot clears the in-memory user-to-IP mappings while the sources repopulate them. Policies that depend on identity can therefore behave differently for a short period even when interfaces and routes are healthy.
- Run
show user ip-user-mapping alland confirm that expected IP-to-user entries are returning. - Run
show user group listand verify that the required groups are available. - Compare the returned users and groups with the pre-change baseline and allow the configured sources time to repopulate.
- Do not treat an empty or unexpectedly small mapping list as a traffic test result; investigate User-ID collection and connectivity first.
Only after identity data is present should you validate policies whose match criteria include users or groups.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Verify forwarding with real sessions
Use Session Browser, not only interface status
Open Monitor > Session Browser and confirm that new sessions are being created. An interface showing “up” proves link state, not end-to-end forwarding, policy matching, NAT, or return traffic.
Run the representative flow matrix
| Flow class | What to test | Evidence to capture |
|---|---|---|
| Inbound | A permitted service entering from each critical external zone. | New session, expected security rule, destination translation if used, and successful return traffic. |
| Outbound | A client reaching an approved external destination. | Source NAT translation, policy hit, DNS or application response, and no unexplained deny. |
| VPN | Representative site-to-site and remote-access tunnels. | Tunnel status, negotiated parameters, routes, and an application flow across each critical tunnel. |
| East-west | Traffic between internal zones or segments. | Correct interzone policy, routing decision, and session establishment. |
| Identity-dependent | A flow governed by a user or group rule. | Repopulated User-ID mapping, matched policy, and successful session. |
Use the same endpoints and applications recorded before the change where possible. Compare policy hit counts with the baseline and investigate a sudden shift rather than assuming that a different rule is harmless.
Best Value
10. Check routing, VPN, NAT, and logs for secondary failures
Routing and interfaces
Confirm that all expected interfaces are up and that dynamic-routing neighbors have re-established. A firewall can pass a simple local test while a missing adjacency silently diverts production traffic.
VPN and translation state
Verify critical VPN tunnels and inspect NAT translations generated by the test sessions. Look for asymmetric paths, expired security associations, or translations that use an unexpected address pool.
Policy and telemetry
Review policy hit counts, monitoring, and telemetry for unexplained gaps. Compare the post-change counters with the pre-change baseline rather than relying on a single successful connection.
Logs to inspect
- System logs for boot, process, disk, or service errors.
- Configuration logs for unexpected commits or failed loads.
- HA logs for state changes, link faults, and synchronization failures.
- Routing logs for neighbor resets or route-installation errors.
- VPN logs for tunnel negotiation and authentication failures.
- Threat and traffic logs for new denies, decryption errors, or abnormal threat events.
Record timestamps for each error and correlate them with the reboot and test sessions. A warning that existed before the change is different from a new error that begins at boot.
11. Stopping conditions and rollback decisions
Stop the rollout instead of pressing ahead when any of these conditions appears:
- The target path is unsupported or a required intermediate release is unavailable.
- The configuration, content, plugin, hardware, or license prerequisites do not match the target.
- Panorama or a Log Collector is on an incompatible maintenance release.
- An HA peer enters a suspended state because its version is too far ahead or behind.
- The upgraded firewall cannot synchronize, loses critical links, or shows unexplained routing, VPN, NAT, or policy failures.
- User-ID mappings or groups fail to repopulate where identity policies are required.
- Representative business flows fail and the cause is not immediately understood.
Keep the external configuration snapshot and the complete pre-change evidence. Use the release-specific downgrade or maintenance-mode recovery procedure; do not improvise a downgrade across feature releases. In an HA pair, leave the known-good peer serving traffic while the failed peer is isolated or suspended according to the documented recovery steps.
12. A practical operator runbook
Before the window
- Write down the exact target release and any intermediate versions.
- Read the target release notes, known issues, and Upgrade/Downgrade Considerations.
- Export and externally store the named configuration snapshot.
- Capture software, content, license, HA, routing, VPN, NAT, policy, and critical-flow baselines.
- Confirm console or out-of-band access and identify the rollback approver.
- For Panorama-managed systems, verify management-plane ordering and maintenance-release compatibility.
During installation
- Place the standalone outage or HA failover in the approved window.
- Disable HA preemption and suspend or fail over the peer according to the release procedure.
- Download and verify the intended image from the support portal or Device > Software.
- Install, reboot through Device Setup > Operations > Reboot Device when required, and wait for software integrity validation.
- Do not restore an HA peer until version, links, and synchronization are healthy.
Before closing the change
- Verify User-ID mappings and groups on VM-Series deployments that use User-ID.
- Confirm new sessions in Monitor > Session Browser using the representative flow matrix.
- Check routing neighbors, VPN tunnels, NAT translations, policy counters, and all relevant logs.
- Document any deviation and obtain explicit approval before re-enabling preemption or failing back.
Key differences between local and Panorama-managed maintenance
| Area | Locally managed firewall | Panorama-managed firewall |
|---|---|---|
| Image staging | Support portal or Device > Software on the firewall. | Management-plane planning plus per-firewall target verification and staging. |
| Upgrade order | Firewall topology determines the order. | Panorama and Log Collectors first, then managed firewalls. |
| Compatibility check | Target PAN-OS, content, hardware, plugins, and licenses. | All local checks plus Panorama-to-firewall maintenance-release compatibility. |
| Failure visibility | Firewall management and console provide the primary evidence. | Firewall evidence must be reconciled with Panorama and Log Collector status. |
Following the sequence protects both planes: the data plane keeps forwarding when the topology permits it, while the management plane remains capable of monitoring and controlling the upgraded devices.
