Choose the Temporal type that matches the information in the timestamp
RFC 9557 defines Internet Extended Date/Time Format (IXDTF), an extension of RFC 3339. Its optional suffix can carry a bracketed time-zone annotation and key/value tags. A ! marks critical information. RFC 9557’s suffix is optional, so an RFC 3339 timestamp without one can still be IXDTF. See the RFC 9557 specification.

Temporal’s string-format documentation distinguishes these kinds of date and time values. An offset such as +09:00 identifies a relationship to UTC at that timestamp; it does not, by itself, preserve a region’s future or historical time-zone rules.
Parse a timestamp that includes a bracketed time zone
Pass the complete timestamp to Temporal.ZonedDateTime.from() when it has both an offset and a named zone:

The bracketed [Asia/Tokyo] supplies the zone context required for string input to ZonedDateTime.from(). A plain RFC 3339 timestamp such as 2020-08-05T11:06:13Z has no such annotation and is not enough to create a ZonedDateTime from a string. Invalid strings cause a RangeError. The TC39 ZonedDateTime documentation describes the accepted input.
For regional calculations, retain the named zone rather than substituting a fixed offset. IANA time-zone rules can change; a zone name represents a rule set, while a numeric offset describes the offset at a particular time. RFC 9557 supports offset-only zone annotations such as [+01:00] for compatibility, but strongly discourages relying on them for calculations that need future local-time rules.

Parse an offset timestamp without a bracketed zone
If the timestamp represents an instant but has no zone annotation, parse it as an instant. Choose a zone separately if you need a local representation:

const tokyoView = instant.toZonedDateTimeISO('Asia/Tokyo');
This conversion does not recover a zone from the input. It applies the independently selected Asia/Tokyo zone to the instant. That distinction matters when an application must preserve the sender’s intended region: an offset-only timestamp contains no regional zone to recover.

Decide how to handle an offset that conflicts with the zone
A timestamp can contain an offset and a named zone whose rules disagree—for example, if the zone’s rules have changed since a future timestamp was recorded. Decide whether the input offset or the zone’s local-time rules should take precedence, and make the policy explicit:

Account for RFC 9557 details and Temporal’s parsing limits
Distinguish Z from +00:00
RFC 9557 updates RFC 3339’s interpretation: Z indicates that UTC time is known while the local offset is unknown; +00:00 indicates that UTC is the preferred reference point. As Section 2.2 puts it: “If the time in UTC is known, but the offset to local time is unknown, this can be represented with an offset of “Z”.” Do not treat the two spellings as identical statements about the source’s local offset. See RFC 9557.
Do not treat successful Temporal parsing as strict RFC validation
Temporal accepts some ISO 8601 extensions that RFC 9557 does not define, including six-digit years. If strict RFC 9557 conformance matters, validate the string against the RFC grammar separately; acceptance by Temporal.ZonedDateTime.from() alone does not prove conformance.

Handle critical annotations deliberately
RFC 9557 suffix tags use lowercase keys and case-sensitive values unless a specification says otherwise. A ! before the time-zone name or tag marks the information as critical. Under RFC 9557, a recipient must act on an inconsistency involving a critical annotation; an elective annotation permits action without requiring it. Do not silently ignore information your application is required to honor.
Know how leap seconds are represented
Temporal does not preserve leap seconds as distinct values. When an RFC 9557 timestamp has a seconds field of 60, Temporal parsing converts it to 59. If your application must retain distinct leap-second information, use a representation or processing strategy designed for that requirement.
Round-trip a zoned value
Temporal.ZonedDateTime.toString() produces an RFC 9557-style zoned string that can be passed to Temporal.ZonedDateTime.from() to recreate the value’s fields. Its options can control the offset, zone name, calendar annotation, and precision, so output may include a calendar suffix as well as the time-zone suffix. See the ZonedDateTime API documentation.
Check Temporal availability in your JavaScript runtime
The official Temporal documentation does not provide a current runtime-by-runtime native support matrix. Verify availability in each browser, server, or other JavaScript environment you deploy to before relying on a native global; do not assume that Temporal is available everywhere.
