Check the operating airline’s current rules for your route, fare, cabin and aircraft before you pack. Then use a compact mix-and-match clothing list, layer items in the case, and plan for laundry or outfit repeats where needed.
Check your airline’s carry-on rules first
Carry-on size and allowance are not universal. The International Air Transport Association says allowances can vary by airline, cabin class and aircraft type, and that conditions of carriage are airline-specific. Its reference dimensions—56 × 45 × 25 cm (22 × 18 × 10 in), including wheels and handles—are used by many airlines, but are not a guaranteed international standard. Check the airline operating each flight, especially if your itinerary includes multiple carriers or a connection on a smaller aircraft. IATA Passenger Baggage Rules

- Look up the permitted dimensions and weight for your specific fare and cabin.
- Measure the bag externally, including wheels, handles and any protruding pockets.
- Check whether your ticket includes a cabin bag, a smaller personal item, or both.
- For a multi-carrier itinerary, verify the rules for each operating airline rather than assuming one allowance applies throughout.
A practical 10-day clothing list
This example assumes a casual trip, mild-to-warm weather, access to laundry or the ability to rewear items, and a traveler who can build outfits from a small coordinated color palette. Adjust for formal events, cold weather, activity-specific gear, personal needs and local conditions. Ten days is a planning target, not a proven capacity guarantee for every carry-on.
| Item | Example quantity | How to make it work |
|---|---|---|
| Tops | 5 | Choose pieces that work with the same bottoms; plan to rewear or wash some. |
| Bottoms | 3 | Use versatile trousers, skirts or shorts that pair with several tops. |
| Underwear | 10 | Pack one per day, or fewer if you expect to wash during the trip. |
| Socks | 5–7 pairs | Set the number according to footwear, activities and laundry access. |
| Sleepwear | 1 set | Choose a lightweight set that can be reworn. |
| Outer layer | 1 | Wear the bulkiest jacket or cardigan in transit if practical. |
| Dressier or activity-specific outfit | 1, if needed | Include only what the itinerary requires; it may replace an item above. |
| Shoes | 1 pair packed, plus the pair worn | Wear the heavier pair on travel day and pack a compact second pair only if useful. |
The quantities are a starting point, not a universal prescription. If you will not have laundry access, need fresh clothing for exercise, or are traveling through several climates, revise the list before choosing a bag. A thin layer and clothing that serves more than one purpose can reduce bulk without leaving out items the itinerary genuinely requires.

Pack the carry-on in layers
The TSA recommends organizing a carry-on in layers of shoes, clothes and electronics. This is an organization and screening approach; it does not establish that rolling, compression or packing cubes increase capacity. A set of packing cubes is optional for grouping clothing, but it cannot ensure the load will fit or comply with an airline’s limits. TSA Travel Checklist
- Wear the bulkiest practical outfit. Put on heavier shoes and an outer layer for the journey if they are comfortable and suitable for the destination.
- Place packed shoes at the bottom. Use the space inside them for small, clean items such as socks, if that suits your packing routine.
- Add clothing as a separate layer. Fold or roll items according to what works for your garments; the cited checklist does not rank folding methods.
- Keep electronics accessible. The TSA checklist advises placing large electronics at the top so they are easier to remove for screening.
- Put liquids where you can reach them. Keep the liquids bag in an accessible front pocket or near the top, following the applicable airport screening rules.
- Close the case and check it against the airline limits. Do not force an overfilled bag into a sizer or assume a soft-sided case will be accepted if it exceeds the stated allowance.
Handle liquids and screening for an overseas itinerary
For U.S. airport screening, TSA’s general 3-1-1 guidance is: liquids, gels, aerosols, creams and pastes in containers of 3.4 ounces (100 milliliters) or less, inside one quart-sized clear plastic zip-top bag per passenger. Medically necessary liquids, medications and creams may exceed that limit; TSA says to remove them for separate screening, and liquid medication does not need to be in the zip-top bag. Check TSA’s current guidance before departure. TSA Travel Tips

On overseas trips, the departure or transit airport may apply different procedures. IATA describes general guidance of containers up to 100 ml in a transparent resealable bag with a maximum capacity of one litre, while advising travelers to check local airport rules and noting exceptions. Do not assume the U.S. quart-bag rule applies at every airport; check the current instructions for each airport where you will be screened. IATA Travel & Baggage
Some items can receive additional screening or be prohibited depending on the item and screening circumstances. Check unusual or specialized items against the TSA’s item-specific list when departing from a U.S. airport, and consult the relevant airport authority for other countries. TSA What Can I Bring? list

What to do if the load does not fit
- Bag is over the airline’s size or weight allowance: Remove nonessential items, wear a bulky layer, or choose a compliant bag. Recheck the operating carrier’s rules rather than relying on IATA’s general reference dimensions.
- Clothing fills the case before essentials are packed: Reduce duplicate outfits, coordinate tops and bottoms, and decide whether laundry or rewearing is realistic for this trip.
- The itinerary needs specialized clothing: Pack for actual weather and activities first. A 10-day target does not justify leaving out necessary clothing or safety gear.
- Screening access is awkward: Move the liquids bag and large electronics to an easy-to-reach location, following the airport’s current instructions.
