Organize evidence around the issues being challenged, label it clearly, and submit it when and how the relevant appeal authority directs. There is no universal tax-appeal filing procedure: the rules differ by country, appeal body, and stage. Read the decision notice and case directions before sending records. The UK and US procedures below illustrate why it matters to distinguish an initial appeal from later evidence exchange.
Start by identifying the appeal route and stage
First establish who issued the decision and who will hear the appeal. In the UK example below, a direct tax decision, including an Income Tax decision, must be appealed to HMRC before the taxpayer can go to the First-tier Tribunal (Tax Chamber). In the United States, an IRS administrative appeal and a case in the US Tax Court are separate processes with different instructions. Do not assume a document rule or deadline from one applies to another.

Keep the decision or assessment notice, your appeal or protest, correspondence, records supporting each disputed item, and copies of everything you submit in one working file. A short index and a dated chronology are useful ways to locate documents and see how the dispute developed; these are organizational practices, not universal filing requirements.

Group material by the point it supports rather than sending an unstructured stack. For example, if the appeal concerns several separate items, give each its own section and place the records that relate to it together. Include relevant correspondence and supporting records such as letters, invoices, and accounts when requested. UK tribunal guidance says it may ask for copies of documents relevant to the appeal.

- Make an index: identify each document, its date, and the issue it relates to.
- Arrange records in a usable order: a chronology can help the reader follow events; grouping by disputed issue can help them assess each point.
- Keep the originals safe: work from copies where possible and retain a copy of every item sent.
- Check legibility and completeness: ensure scans or photos show the full document and can be read.
These steps make a working file easier to navigate. They do not determine whether a document is admissible or persuasive; the applicable rules and the facts of the case do.
Do not assume evidence belongs with the initial appeal
An appeal form or petition may have a different purpose from a later evidence exchange. Read the instructions for the exact filing step before attaching records.

UK First-tier Tribunal (Tax Chamber)
For a tribunal appeal, the online application asks for a scan or photo of the original notice or review conclusion letter and the reasons for the appeal. The tribunal may request additional documents later. HMCTS says the usual appeal period is 30 days from the decision letter; a judge decides whether to accept a late appeal. Check the relevant notice and current official instructions rather than treating that period as universal.
After an appeal is acknowledged, the timetable depends on the case category. HMCTS T242 guidance describes paper and basic cases in which the other party sends a statement and document bundle, followed by time for the appellant to respond in writing and provide further documents. Standard and complex cases can involve document lists and directions, document exchange, witness statements, availability information, and a written outline of arguments. The category-specific periods in that guidance include 42 days for certain statements or bundles and 14 or 30 days for certain responses. These are not one general deadline: follow the directions for the case.

US Tax Court petition
The US Tax Court’s e-filing instructions say not to attach tax returns, receipts, or other evidence to the petition. The petition filing is distinct from later evidence submissions, which are governed by court rules and case instructions. Follow those instructions rather than sending a bundle with the petition.
IRS administrative appeal
For an IRS administrative appeal, IRS guidance describes sending a written protest to the contact or address shown on the letter. The protest should explain the disagreement and cite supporting law or authority, if any. The notice and case instructions determine the specific material and subsequent process; UK tribunal bundle procedures do not apply by default.

Prepare a bundle only when the directions call for one
In the UK tribunal context, a hearing bundle is a single document containing an organized collection of electronic document copies. The judiciary’s PDF bundle guidance explains how to prepare one and says to follow its instructions unless there is a good reason or the tribunal or judge gives different directions. A tribunal may direct a party to prepare the electronic hearing bundle, so check the case directions for responsibility, format, and timing.
The UK tribunal says appellants should have the bundle available at the hearing, either on paper or on a suitable device. If you are asked to provide an electronic copy, use a phone or existing device to scan or photograph documents only if the images meet the authority’s requirements; a dedicated scanner is not necessarily needed.

Use the official instructions for your case
Before submitting anything, compare your plan with the current notice, appeal body’s instructions, and any case-specific directions. Confirm the required filing channel, deadline, document format, number or type of copies, and whether the submission is for the initial appeal or a later exchange. If the case is complex or the procedural position is unclear, consider advice from a qualified tax adviser or other representative authorized for that process.
