Organize a library or campus video game tournament as a small event production, not just a bracket. Decide the game, audience, date, territory, format, fees, prizes, sponsorship and streaming plans before you reserve a room. Then clear the venue, check the selected publisher’s current tournament policy, publish rules, test every station and build accessibility and safety into the layout.
There is no universal permission rule for video games. A tournament using one publisher’s games may require a license while another publisher may allow qualifying community events under a different framework. Room policies, equipment, age rules and accessibility services also vary by institution, so confirm each item with the responsible venue and campus offices.

How do I organize a video game tournament at a library or campus venue?
Use this sequence: define the event, find a room that can support the actual station plan, confirm institutional procedures, verify the game publisher’s rules, publish a complete rulebook, register players, test equipment and network access, and assign day-of responsibilities. Treat broadcasting, promotional artwork, music, sponsor logos and player images as separate rights questions rather than assuming that permission to play the game covers them.
1. Define the event before booking a room
Choose the audience and eligibility
Decide whether the event is open to the local community, limited to students, an intramural competition, or invitation-only. State who may play, whether spectators may attend, minimum or maximum age, team size, residency or enrollment requirements, and whether a parent or guardian must consent for minors. An open public event may require different building access, supervision and registration procedures from a student-club activity.

Write a one-page event brief
Record these decisions before you advertise or sign a venue agreement. WIPO’s Guidelines for Esports Tournament Organizers (2026) identifies these details as factors that can affect applicable licenses and agreements.
| Decision | What to specify |
|---|---|
| Game and edition | Exact title, platform, edition or ruleset, required updates and downloadable content. |
| Date and territory | Event date, time zone, country or region, setup and teardown periods. |
| Players and teams | Expected entrants, team size, eligibility, registration cap and wait-list policy. |
| Format | Bracket type, match length, seeding, tie-breakers, finals format and station rotation. |
| Money and prizes | Free or paid entry, spectator charges, prize sources, prize distribution and tax or reporting obligations handled by your institution. |
| Commercial activity | Sponsors, merchandise, food sales, partner logos and any third-party promotions. |
| Broadcast | Whether matches are streamed, where footage is shown, who operates the production and whether commentary or music is used. |
These choices also determine room size, staffing, network demand and the amount of time needed. A two-hour student bracket with eight players is a different production from an all-day public event with spectators and a stream.
2. How do I choose and clear a library or campus room?
Check more than seating capacity
Ask the venue for a layout that includes player stations, aisles, officials, spectators, check-in and accessible seating. Confirm the room’s maximum occupancy under the institution’s rules, then verify that the electrical circuits, network and furniture arrangement can support the plan. The University at Buffalo event checklist specifically calls out A/V capabilities, parking, capacity, accessibility, access times, load-in and included room equipment.

- Tables, chairs, power strips, cable covers, displays, speakers, microphones and projection equipment included with the booking.
- Wired and wireless network availability, authentication requirements, blocked ports and whether IT must approve game downloads or updates.
- Loading dock, elevator, parking, delivery windows and storage for cases or loaned equipment.
- Rules for food, drink, noise, signage, photography, public access and after-hours building entry.
- Emergency procedures, security coverage, cleaning, trash removal and the required condition of the room at departure.
Coordinate with the people who control the building
In a library, involve the room scheduler, library administration, IT, A/V and accessibility contacts. On a campus, add student activities or recreation, facilities, campus security, risk management and the esports program when relevant. A campus event office may provide consultation, day-of support, wireless internet, A/V, floor-plan customization, broadcasting, security or tournament organizing; Boise State lists those services as examples of what a facility may offer. Do not assume another institution provides the same services, staffing or pricing.

Compare venues using the same questions
| Comparison axis | Questions to ask |
|---|---|
| Capacity and stations | How many players, teams and spectators fit while preserving clear aisles and accessible seating? |
| Access and load-in | When can staff enter, unload, test and leave, and who authorizes after-hours access? |
| Equipment | Which consoles, PCs, displays, controllers, headsets, microphones and capture devices are included or borrowable? |
| Network and A/V | Is wired service available, and can the venue support updates, logins, voice chat, projection or streaming? |
| Accessibility | Are routes, entrances, restrooms, lighting, acoustics, seating and assistive listening options suitable for the plan? |
| Safety and staffing | Who handles emergencies, conduct reports, security, technical incidents and room reset? |

| Audience policy | Does the building permit the intended public, age group, food, signage and broadcast activity? |
3. Do I need permission to host a video game tournament?
Check the selected publisher’s current tournament policy
Permission depends on the game and event. Valve states that retail game licenses and Steam Subscriber Agreement terms do not authorize a licensee to host a tournament using Valve games; its Limited Game Tournament License Agreement is required for tournaments in which Valve games are played. Valve also says participants need their own Steam account. Check the current agreement and any limits on event size, prizes, sponsorship, branding, territory or broadcast before registration opens.
Riot Games uses a different community-competition framework for qualifying League of Legends events, including local LANs, school or university tournaments and online brackets. Riot’s guidance says the event must not be presented as officially operated, endorsed or sponsored by Riot or LoL Esports. Its promotional guidance states: Your event name and promotional materials should clearly communicate that your competition is not an official Riot Games or LoL Esports event.
Confirm the current scope and conditions directly for the title you selected; one publisher’s policy does not transfer to another game.
Clear related rights separately
WIPO identifies several uses that can require additional permission or platform compliance:
- Streaming or recording game footage, including spectator views and replays.
- Using game names, logos, characters or other marks in posters, registration pages and social posts.
- Showing sponsor marks alongside publisher or team marks.
- Using player, commentator or team likenesses.
- Playing background music from the game or another source in the room or stream.
Ask the publisher, venue and streaming platform what terms apply, keep written approvals, and remove any promotional element that has not been cleared. WIPO’s guidance explains the rights issues but is not a substitute for current publisher terms or local legal advice.
Keep a permissions file
- Publisher tournament policy and any submitted license or notification.
- Venue agreement, insurance or risk forms and campus approvals.
- Approved event name, artwork, sponsor terms and prize documentation.
- Consent records for minors, photographs, interviews and broadcasts.
- Platform and music permissions for the planned stream.
4. How should I choose the format and write the rules?
Match the bracket to time and station capacity
| Format | Strength | Planning cost |
|---|---|---|
| Single elimination | Fast, easy to explain and economical when stations or room time are limited. | A player can be eliminated after one loss, so communicate that clearly. |
| Double elimination | Offers a second chance and can feel fairer for a short field. | Requires more matches, bracket tracking and schedule slack. |
| Round robin | Guarantees each player or team several matches and produces a broad ranking. | Needs substantially more time and reliable score reporting. |
| Pools followed by finals | Combines guaranteed play with a spectator-friendly championship stage. | Requires careful seeding, advancement rules and a longer block. |
These are organizer choices, not formats mandated by the cited sources. Estimate match duration from the actual game, add time for loading, settings and disputes, and reserve breaks and a late-running buffer.

Publish a rulebook before registration
Put the rules on the registration page and provide a printable copy at check-in. Include:
- Game, platform, edition, allowed characters or items, match settings and update version.
- Eligibility, team composition, registration deadline, cap, wait list and check-in time.
- Seeding method, bracket format, match length, side selection, tie-breakers and finals procedure.
- Permitted controllers, accessibility devices, accounts, headsets and communication tools.
- Late-arrival, no-show, disconnect, server-outage and equipment-failure procedures.
- Code of conduct, harassment reporting, penalties, forfeiture, disqualification and appeal authority.
- Prize amounts or objects, distribution timing, eligibility restrictions and what happens if a prize is unclaimed.
- Photography, recording, streaming, personal-data handling and contact information for questions.
Name the person who has final authority over disputes and publish decisions consistently. Do not improvise a new rule for one player unless the same remedy is available to everyone in the same situation.
Design registration around necessary information
Collect only what the event needs: legal or display name, contact method, team information, game account identifier, eligibility proof where required, emergency contact if the venue requests it, accommodation requests and consent choices. Explain who can access the data, how long it will be retained and whether names will appear on a public bracket. Some venues impose their own registration or recreation-pass requirement; Texas A&M University–Kingsville, for example, says participants in its gaming lounge register through Fusion Play and need a RecSports Program Pass. That is an institutional policy, not a general tournament requirement.
5. What equipment do I need for a campus esports tournament?
Start with an inventory, not a shopping list
| Category | Verify before advertising |
|---|---|
| Play stations | Consoles or PCs, displays, power, game copies, required updates and account access. |
| Controls and audio | Controllers, spare batteries or charging, headsets, microphones and any approved accessibility devices. |
| Network | Wired or wireless access, authentication, latency, required online services and IT restrictions. |
| Event control | Bracket display, check-in device, timers, score sheets, signage, extension protection and a printer if needed. |
| Broadcast and A/V | Capture device, production computer, webcam, microphone, lighting, projector, speakers and recording storage. |
| Spare capacity | Extra controller, cable, display input, power adapter and a tested backup station. |
University examples show what may be available, not a universal minimum. Texas A&M University–Kingsville lists Xbox Series X, PlayStation 5, Nintendo Switch, gaming PCs, TVs, headsets and controllers in its lounge. NC State University Libraries lists gaming spaces and borrowable items including a PlayStation controller, webcam, camcorder, capture device, ring light and microphone. Check your own library or campus lending inventory first; buy a compatible controller only if the venue cannot provide or lend one.

Run a full technical rehearsal
- Enter the room during the exact access window and build the proposed layout.
- Update the game and operating system, then test every account, license and required online service.
- Play a representative match on each station; confirm resolution, refresh rate, audio, controller mapping and save or reset behavior.
- Measure the time to launch, join, end and reset a match so the schedule reflects reality.
- Disconnect and reconnect network, controller and display cables to verify recovery procedures.
- Run the bracket screen, check-in form, score reporting and announcement microphone.
- Rehearse the stream or projection with game audio, commentary, sponsor graphics and a privacy check.
- Label stations and pack a written troubleshooting sheet with account owners and escalation contacts.
Ask IT whether participants may sign in to personal accounts, whether passwords can be saved, and how guest accounts will be removed after the event. Never leave a personal account active on a shared station.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. How do I make a gaming tournament accessible and safe?
Ask early and design the room around real needs
Include an accommodation question during registration and provide a named contact who can respond privately. Arizona State University’s event checklist recommends checking accessible parking and routes, entrances, movable furniture or accessible seating, aisle width, lighting, acoustics, assistive listening needs, restrooms and protection where power cords cross paths.
- Keep an unobstructed route from entrance to check-in, stations, seating and restrooms.
- Provide adjustable or movable tables and enough clearance for mobility devices.
- Offer seating for players who need it and a clear sightline to the match display.
- Use cable covers or route cords away from walking paths; tape alone may not remove a trip hazard.
- Control glare, volume and flashing effects where possible, and publish the room’s sensory conditions.
- Provide written rules and announcements, not audio-only instructions.
- Ensure accessible restrooms, parking and emergency exits are open during the entire event.
Set conduct, age and emergency procedures
Publish a short code of conduct covering harassment, discriminatory language, cheating, threats, unwanted recording and unsafe behavior. Identify who receives reports, who can pause a match, and who can remove a participant. Confirm the venue’s emergency, evacuation, first-aid and security process and brief every volunteer.
Publisher-specific guidance can add requirements. Nintendo’s licensed tournament guidelines, for example, address venue safety protocols, personal information, parental consent for minors, game age ratings and a welcoming environment without harassment or discrimination. Use those as requirements only when they apply to the selected publisher; also follow your institution’s youth-protection and safeguarding policies.

7. Who should staff the event?
| Role | Responsibilities |
|---|---|
| Tournament lead | Owns the schedule, rule interpretation, publisher and venue contacts, and final decisions. |
| Registration lead | Checks eligibility, consent, payments if any, accommodation notes and check-in status. |
| Bracket or match coordinator | Calls players, assigns stations, records scores and advances the bracket. |
| Technical lead | Handles accounts, updates, controllers, displays, network and stream problems. |
| Conduct and safety contact | Receives reports, pauses play, contacts security or emergency services and documents incidents. |
| Broadcast or A/V operator | Runs capture, audio, projection, commentary and stream privacy checks. |
One person can hold multiple roles at a small event, but do not leave registration, technical support and conduct enforcement unattended at the same time. Give volunteers a printed escalation tree and a way to reach venue staff.
8. What should the event-day schedule look like?
- Setup: Unlock the room, inspect exits and accessible routes, position furniture, cover cables and power on stations.
- Technical check: Confirm accounts, updates, audio, network, bracket display and broadcast settings.
- Check-in: Verify eligibility and consent, answer accommodation questions privately, issue station or team instructions and close registration at the published time.
- Briefing: Explain format, settings, conduct, dispute authority, late-arrival policy, breaks and emergency procedures.
- Matches: Call players visibly, record results immediately, reset stations and keep the bracket current.
- Breaks and finals: Preserve planned breaks, announce the final clearly and verify prize eligibility before distribution.
- Closeout: Save scores and incident notes, sign out accounts, remove personal data, pack equipment, clean the room and restore its required layout.
Prepare for predictable failures
- Late player: Apply the published grace period, then mark a no-show consistently.
- Controller or display failure: Move the match to the tested spare station and record any schedule change.
- Network or server outage: Pause the bracket, document the time, contact IT, and use the prepublished rescheduling or offline rule.
- Conduct report: Separate the people involved, preserve relevant evidence, and let the designated conduct lead decide the next step.
- Room or weather problem: Follow the agreed decision time, alternate location or cancellation plan and notify every registrant through the stated channel.
The University at Buffalo checklist recommends deciding in advance whether weather will trigger a location change, cancellation or postponement, when that decision will be made and how guests will be contacted. Use the same discipline for any temporary room or outdoor setup.

No defensible universal budget or participant-to-staff ratio applies to every venue. Cost depends on room rental, staffing, security, insurance, equipment, network or A/V services, prizes, cleaning, promotion, food, accessibility measures and cancellation terms. Build a line-item estimate from the venue’s written quote and your institution’s policies rather than using a generic per-player figure.
NC State University Libraries reported nearly 40,000 uses of its Gaming and Esports Lab since it opened in January 2024, in a report published March 31, 2026. That is an institutional usage example, not a prediction of demand for your event or evidence of a standard library attendance level.
