How to Opt Out of Targeted Ads Across Shopping Websites

By Freedom251 Team · · 12 min read

To reduce ads based on your shopping activity, use several controls together: turn off advertising or sale-and-sharing options on each retailer, enable Global Privacy Control (GPC) in supported browsers, review phone and app advertising settings, and use industry opt-out tools for participating ad companies. These controls limit different kinds of tracking and usually must be repeated for other browsers, devices, and apps.

No single switch removes every personalized ad. A retailer may still personalize offers from information collected on its own site, and contextual ads can appear even after cross-site targeting is limited.

What “targeted ads” means on a shopping site

Retail advertising can use two broad kinds of tracking. The Federal Trade Commission (FTC) explains that first-party tracking is done by the website you are visiting, while third-party tracking can connect activity across different sites and use it to target advertising.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, a retailer might remember products you viewed on its own domain and show related recommendations later. An advertising company might also observe visits to several unrelated stores and use that combined activity to select ads. The opt-out controls described below are strongest against optional advertising cookies, sale or sharing of personal information, and cross-context behavioral advertising. They do not necessarily disable recommendations or promotions based only on your activity with the retailer itself.

Before you begin: what you need

The process is generally free. You need access to the shopping account, browser, phone, app, or connected device where the advertising activity occurs. A current version of a browser with a GPC setting can help, but GPC is optional and not available in every browser. You may also want a note-taking app or document to record which retailers you contacted and when.

Plan to spend a few minutes per retailer. The exact labels and available choices vary by business, country, account status, and whether you are using a website or an app. Do not assume that accepting or rejecting one cookie banner changes a separate app session or another browser profile. If a household shares a device, make the decision in each browser profile that is actually used for shopping.

Use this five-layer opt-out plan

  1. Change the retailer’s own privacy choices. Use the cookie banner or a footer link such as “Privacy Choices” or “Your Privacy Choices.”
  2. Send a browser-level GPC signal. GPC communicates an opt-out preference to sites that receive and honor it.
  3. Review device, app, and connected-device settings. Phones, apps, and streaming or other connected devices can have separate advertising controls.
  4. Use industry opt-out pages where applicable. The Network Advertising Initiative (NAI) and other industry programs provide choices for participating companies.
  5. Remove old local identifiers when useful. Clearing cookies or resetting a mobile advertising identifier can reduce use of stored signals, but it does not replace the other steps.

1. Turn off advertising uses on each shopping website

Find the retailer’s control

Open the site’s cookie notice when you first arrive. If it has already disappeared, scroll to the footer and look for “Privacy Choices,” “Your Privacy Choices,” “Manage Preferences,” “Cookie Settings,” or a similar privacy link. The FTC’s guidance on websites and apps collecting information recommends checking these notices because controls differ by business.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Disable optional advertising and sharing categories

Inside the preference panel, turn off categories labeled advertising, targeted advertising, personalized advertising, sale of personal information, sharing, cross-context behavioral advertising, or advertising cookies. Save or confirm the selection. Some panels use separate toggles for analytics, functional features, and advertising; disable only the optional advertising or sale-and-sharing categories if you still need the other features.

A retailer may offer a separate “Do Not Sell or Share My Personal Information” link rather than a cookie toggle. Use that link and complete any confirmation the site requests. Record the date and, if the site displays one, the confirmation number.

Check both anonymous and signed-in contexts

If you shop while signed out and later sign in, review the account’s privacy dashboard as well as the browser cookie panel. An account can connect activity across devices according to the retailer’s policy, while a browser preference may be stored only locally. If the retailer offers separate choices for email personalization, in-site recommendations, advertising partners, or sale and sharing, read each description before saving.

Understand the scope

This choice normally applies to that business and the browser or account context in which you made it. It may not carry over to the retailer’s mobile app, a second browser, an in-store account, or another device. Repeat the setting wherever you shop. If you delete the site’s cookies later, the retailer may lose the preference stored in that browser and ask again.

2. Enable Global Privacy Control in your browser

GPC is a browser setting that sends a machine-readable privacy preference to websites. Mozilla describes it plainly: “GPC is a signal, not a blocker.” Firefox’s support documentation also warns that some websites may ignore the signal. Microsoft similarly says sites may or may not honor GPC in its Edge documentation.

Firefox

Mozilla documents GPC support in Firefox beginning with version 120. Open Firefox’s current Privacy & Security settings and enable the Global Privacy Control option if it is available in your release. Browser labels can change, so use the settings search for “Global Privacy Control” if the menu is organized differently.

Microsoft Edge

In Edge, open Settings > Privacy, search, and services > Privacy > Global Privacy Control, then turn on the preference. Microsoft currently documents this setting as available in the United States. Availability and wording can change with browser updates.

What GPC can and cannot communicate

The NAI explains that GPC can express choices concerning the sale or sharing of information and cross-context targeted advertising. Its guidance also distinguishes those uses from first-party personalization: a retailer may continue to tailor recommendations or offers using information it collected within its own service. Read the NAI explanation at How to Opt Out.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

GPC does not technically prevent a page from loading an ad, placing every cookie, or collecting information. It tells a participating site your preference; the site must interpret and apply that preference for it to have an effect. Keep using the retailer’s own privacy panel when one is available.

3. Review phones, apps, and connected devices

Shopping in a mobile app is a separate context from shopping in a desktop browser. Open your phone’s privacy settings and inspect the advertising or tracking section. Depending on the operating system, you may be able to limit ad personalization, deny app tracking permission, or reset the device’s advertising identifier. App-level privacy menus can add another opt-out that is not shared with the retailer’s website.

Connected devices can have their own advertising controls as well. Check privacy settings on tablets, smart televisions, game consoles, and other devices used for shopping or viewing retail promotions. NAI guidance directs users to review browser and device settings and notes that industry tools apply to participating companies.

Repeat the process for every browser profile and device you use. A setting in Firefox on a laptop does not automatically change Edge on the same laptop, a phone app, or a family member’s device.

4. Use industry opt-out tools for participating advertisers

Industry opt-out pages can offer choices for participating advertising companies that operate across multiple sites. The NAI’s member-site and device guidance describes these options and points to tools for participating companies. Availability depends on the advertiser and the region.

These tools generally place an opt-out cookie or similar local marker in the browser. If you clear cookies, switch browsers, or use a different device, repeat the choice. An opt-out also does not block every advertisement; it changes eligibility for certain participating companies’ targeted uses.

Before submitting an industry choice, review the list of participating companies and the uses covered by that tool. A participating network may still show contextual ads, and a nonparticipating company may use its own controls. Keep the retailer-level request in place even when an industry tool is available; the two controls address different parties.

5. Clear stored identifiers after changing preferences

After you have saved retailer choices and enabled GPC, you can clear cookies, browsing history, and search history, or reset a mobile advertising identifier. The FTC lists these as possible measures for reducing use of previously stored signals. Clearing cookies can sign you out, empty carts, remove saved preferences, and make websites ask for consent again, so treat it as cleanup rather than your primary opt-out.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To avoid losing a newly saved privacy choice, first note how the site confirms the setting. If the preference is stored in a cookie, deleting all cookies immediately afterward may erase that record. You can clear older third-party cookies or identifiers while keeping the retailer’s preference where your browser allows selective deletion.

How the methods compare

Method Where it applies Primary use addressed Must it be repeated? What can remain
Retailer privacy or cookie settings That retailer and the browser, account, or app context where you set it Advertising cookies and, where offered, sale, sharing, or targeted-advertising uses Yes, for other retailers and separate contexts First-party personalization and contextual ads
Global Privacy Control Any site that receives and honors the browser signal Sale, sharing, and cross-context targeted-advertising preferences Yes, on other browsers and devices Sites that ignore the signal, first-party personalization, and the ad itself
Device and app settings The device or app covered by the setting Ad personalization, app tracking, or the device advertising identifier Yes, for other devices and apps Retailer controls and activity collected in another context
Industry opt-out tools Participating advertising companies in the tool’s coverage Selected cross-site advertising uses Yes, after clearing cookies or changing browser/device Nonparticipating companies, contextual ads, and first-party personalization
Clearing cookies or resetting identifiers Local browser or device storage Previously stored identifiers and signals As needed after identifiers are recreated New collection, account-based activity, and ads that do not rely on the removed identifier

Cost, coverage, and trade-offs

The retailer controls, GPC setting, device controls, and participating industry opt-out pages described here do not require buying a privacy product. The trade-off is time: you may need to repeat choices for each retailer, browser, device, app, and industry tool. Clearing data can also create practical costs, such as signing in again, rebuilding a cart, or losing saved site preferences.

Choose the method according to the use you want to limit. A retailer panel is the most direct route for that retailer’s advertising and sharing choices. GPC is efficient across sites that recognize it, but it remains a request signal. Device controls are useful for app and mobile-advertising identifiers, while industry tools cover only participating advertising companies. No method guarantees that every ad, recommendation, or promotion will disappear.

What you should expect after opting out

Ads will not disappear

Opting out changes how some ads are selected; it does not remove advertising from shopping pages. Contextual ads can be chosen from the page content or a general audience rather than your browsing history.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

First-party recommendations may continue

If you browse shoes on a retailer’s site, that same retailer may still use information collected on its own site to show related products, depending on its privacy policy and the choices it offers. A cross-site opt-out is not a command to erase all first-party personalization.

Some sites may not honor GPC

Because GPC is a preference signal, not a technical blocker, an uncooperative site can continue its own practices. Check the site’s privacy choices and contact its privacy channel if the business promises to recognize GPC but appears not to do so.

Ad blockers and private browsing are incomplete solutions

The FTC notes that private browsing can delete local history after a session but does not hide activity from websites while you browse. Ad blockers can prevent some ads or trackers, but they do not necessarily cover every advertising technology or replace a retailer’s privacy request.

When legal universal opt-outs apply

Legal recognition of a universal opt-out depends on the jurisdiction, the organization, and the data use. Oregon’s Department of Justice says covered businesses and nonprofits must recognize universal opt-outs beginning January 1, 2026. Read the Oregon-specific handout at How to Protect Your Privacy with Universal Opt-Out.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That Oregon rule should not be generalized to every retailer, every nonprofit, or every location. If you live elsewhere, check the law that applies to you and the retailer’s own privacy notice. Even where a legal requirement exists, the signal’s scope and the covered data uses still matter.

Troubleshooting common failures

The privacy link is missing

Search the site for “privacy,” “cookies,” or “do not sell.” Check the account privacy dashboard and the footer on the home page rather than only the checkout screen. If the retailer provides an email or web form for privacy requests, use that channel and keep the confirmation.

GPC is enabled but ads look unchanged

GPC does not remove ads and may not affect first-party recommendations. Confirm that the browser is sending the signal, test in a current browser profile, and then inspect the retailer’s privacy panel for separate sale, sharing, or advertising toggles. The site may simply not honor GPC.

Your choice disappeared

Deleting cookies, using private browsing, clearing site data, or switching browsers can remove a locally stored preference. Reopen the privacy panel, save the choice again, and repeat it in the browser or device where the tracking occurs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An app still personalizes promotions

Review both the app’s privacy menu and the phone’s advertising or tracking settings. A browser opt-out does not automatically govern an app session, and an account can connect activity across devices according to the retailer’s policy.

You use several browsers on one computer

GPC and opt-out cookies are generally tied to the browser context. Turn on GPC in each supported browser and repeat retailer or industry choices in each one. Private windows may not retain a choice after they close, so use the normal profile when saving a preference.

A practical maintenance routine

  • Enable GPC in every browser you regularly use.
  • When a new retailer displays a cookie banner, open the preference center instead of accepting all optional categories.
  • Once a month, review privacy settings for shopping apps and connected devices.
  • After clearing cookies or changing phones, repeat retailer and industry opt-outs.
  • Keep a short note of retailers where you submitted a sale, sharing, or targeted-advertising request and the date of submission.
  • When a browser updates or a retailer redesigns its site, recheck the privacy menu because labels and available controls can change.

Using these layers will not create an ad-free internet, but it gives you control over the main pathways that connect shopping activity with advertising: retailer-level cookies and sharing, browser-level signals, device identifiers, and participating ad networks.

Frequently Asked Questions

Does Global Privacy Control stop all targeted ads?

No. GPC communicates an opt-out preference to sites that receive and honor it; it is not a technical ad blocker. Sites may ignore it, first-party personalization may continue, and contextual ads can still appear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need to opt out on every shopping website?

Usually, yes. Retailer privacy choices are commonly specific to that business and the browser, account, app, or device context where you made them. Repeat the choice for other retailers and separate contexts.

Will opting out remove product recommendations from a retailer?

Not necessarily. The retailer may continue first-party personalization based on information collected within its own service, depending on its policy and the controls it offers.

What happens if I clear cookies after opting out?

A cookie-based preference or industry opt-out marker may be deleted. You may also be signed out, lose saved carts or settings, and see consent prompts again. Save the privacy choice first, then clear only what you need and repeat the opt-out afterward if necessary.

Are private browsing and ad blockers enough?

No. Private browsing can remove local history after a session but does not hide activity from websites while you browse. Ad blockers stop some ads or trackers but do not replace retailer privacy requests or cover every advertising technology.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a browser opt-out cover shopping apps?

Not automatically. Review the app’s own privacy menu and your phone’s advertising or tracking settings. Apps and websites can maintain separate controls.

Is there a charge to use these opt-out methods?

The retailer controls, browser GPC setting, device settings, and industry tools described here are generally free. The main cost is the time required to repeat choices and, after clearing data, sign in or restore preferences.

Does Oregon require businesses to honor universal opt-outs?

Oregon’s Department of Justice says covered businesses and nonprofits must recognize universal opt-outs beginning January 1, 2026. That Oregon-specific rule does not automatically apply to every business or location; check the law and retailer policy relevant to you.

The Bottom Line

Start with each retailer’s privacy or cookie controls, then enable GPC in every supported browser, review device and app settings, use participating industry opt-out tools, and clear old identifiers only after saving your choices. Repeat the process across browsers, devices, and apps, and expect contextual ads and some first-party recommendations to remain.
