How to Opt Out of Personalized Recommendations in Windows 11

To stop Windows 11 from using your activity to personalize tips, recommendations, and ads, go to Start > Settings > Privacy & security > Recommendations & offers and turn off Get personalized tips, ads, and recommendations based on my Windows activity. That toggle is the central opt-out. The other controls on the same page govern different kinds of personalization, and several related settings live in other places, so it helps to know what each one changes before you switch anything off.

Turn off Personalized offers

Microsoft’s current Windows 11 support guidance describes the following steps in its privacy settings documentation for Recommendations & offers.

As an Amazon Associate I earn from qualifying purchases.

  1. Select Start, then select Settings.
  2. Select Privacy & security in the left pane.
  3. Select Recommendations & offers.
  4. Switch off Get personalized tips, ads, and recommendations based on my Windows activity.

Microsoft describes Personalized offers as covering tips and recommendations as well as ads for Microsoft and third-party products, services, features, apps, and hardware. Switching this toggle off is the step that addresses those offers. It does not, by itself, change the other controls described below.

The other controls on the Recommendations & offers page

Each of the following toggles addresses a separate kind of personalization, so you can set them according to your preference rather than treating them as one switch.

Control (label on the page) Kind of personalization What it changes
Let apps show me personalized ads by using my advertising ID In-app advertising Windows creates a unique advertising ID for each user on a device. Apps and advertising networks can use it for personalized ads inside apps.
Let websites show me locally relevant content by accessing my language list Local content on websites Participating websites can use your preferred-language information to show locally relevant content.
Let Windows improve Start and search results by tracking app launches Start and search Windows uses app launches to personalize access to commonly used apps and to suggestions in Start and search.
Show me suggested content in the Settings app Settings app Controls the suggestions shown inside the Settings app.

What turning off the Advertising ID does and does not do

The advertising ID is the control most often mistaken for a general ad blocker, and it is not one.

  • It does not reduce the number of ads. Microsoft says ads you see may be less interesting or less relevant once the ID is off.
  • It applies only to apps that use the Windows advertising identifier. It does not control other interest-based advertising methods, such as website cookies.
  • It is reversible, but the ID resets. If you switch the ID back on, Microsoft says it is reset, so any previous association is not restored.
  • Third-party products apply their own privacy policies. A game or app you install may collect and use data under its own terms, regardless of this setting.

Several personalization features that look similar are controlled elsewhere. Each has its own scope.

Microsoft account ad preferences

Account-level advertising is handled by Microsoft’s personalized ads controls, which are separate from the Windows Advertising ID. Microsoft describes different behavior depending on whether you are signed in. If you are signed in, an opt-out choice can be saved in your account settings. If you are not signed in, the choice may be stored in a browser cookie. According to Microsoft’s personalized ads and privacy page, that opt-out cookie lasts six months from the time you opt out, or until cookies are cleared, whichever comes first. That six-month figure applies to the account opt-out cookie only, not to Windows settings.

Microsoft Edge browsing activity

Microsoft states that, with your permission, Edge browsing activity may be used to personalize ads, search results, shopping recommendations, news, and other Microsoft experiences. Edge has its own controls, and your choice in Microsoft’s privacy dashboard can affect whether browsing data is used for personalized advertising. Changing the Windows toggles does not change Edge’s browsing-data settings. The details are in Microsoft’s guidance on Edge browsing activity for personalized advertising and experiences.

Device-usage choices

Answers to device-usage questions, such as whether a PC is used for gaming, family, or entertainment, can also shape tailored tips, recommendations, and personalized ads. You can review and change those answers in Settings. Microsoft’s device usage settings guidance covers them.

Older builds: the “Tailored experiences” label

Microsoft says Tailored experiences is being replaced by Personalized offers in newer Windows versions. If your device has not yet received the relevant update, the older control may still appear in this location:

  2. Select Privacy & security.
  3. Select Diagnostics & feedback.
  4. Locate Tailored experiences and turn it off.

Do not confuse this with the diagnostic-data level on the same page. Microsoft’s diagnostics, feedback, and privacy guidance states that required diagnostic data still serves Windows purposes, and that choosing a diagnostic-data option does not by itself stop required diagnostic data from being sent. Changing the diagnostic level and turning off personalization are separate decisions.

Making the change with a screen reader or keyboard

Microsoft’s accessibility documentation describes moving through privacy settings with a screen reader and keyboard. It covers reaching the Advertising ID, language-list, app-launch tracking, and suggested-content toggles, and changing them with the Spacebar. The steps are in Microsoft’s guide to using a screen reader and keyboard to navigate privacy settings in Windows.

Match your goal to the right setting

  • You want fewer Windows tips, recommendations, and ads: turn off Personalized offers under Recommendations & offers.
  • You want apps not to use a device-level ID for personalized ads: turn off the advertising ID toggle, accepting that you will still see ads.
  • You want Edge not to use your browsing for personalized ads: review Edge’s settings and your Microsoft privacy dashboard choice.
  • You want to change Microsoft account ad preferences: use Microsoft’s personalized ads controls, keeping in mind the cookie behavior described above.

For general background on the other privacy controls in Windows, see Microsoft’s general privacy settings in Windows page.
