Microsoft’s documented method is to have Publisher export the publication to PDF, then open that PDF in Word when you need editable text. If you do not have Publisher, ask the file owner for a PDF (and, ideally, an editable replacement) or evaluate a third-party converter carefully. PDF-to-Word conversion can change the layout, especially on pages with many graphics.
What you can and cannot do with a .pub file
Microsoft Publisher stores page layout, text boxes, linked frames, graphics, and publication-specific formatting in its proprietary .pub format. The practical consequence is important: changing the file extension, opening it in a web browser, or choosing Word’s Open command does not turn it into a supported Word document.

Microsoft’s documented preservation workflow is:
- Open the publication in a working, licensed Publisher installation.
- Save or export it as a PDF.
- Open the PDF in Word if the text needs editing.
This creates an accessible copy, not a guaranteed round-trip conversion. Microsoft says the Word document is optimized for text editing and that its layout may vary from the original PDF, particularly when the publication contains many graphics.

First, protect the original file
Make a copy of the .pub file before attempting conversion. Keep the original unchanged so that you can return to it if a text box, font, image, or page element is lost.

- Record the file name, page count if known, and the intended paper or screen size.
- Ask the sender whether the file uses linked images or custom fonts. A missing linked asset can change the exported result.
- Store the copy in a location with a backup. Do not rely on a temporary download folder.
- If the publication contains personal, financial, client, or unpublished material, avoid uploading it to an online converter until you understand that service’s retention, access, and deletion terms.
If someone else still has Publisher, the fastest and most reliable request is: “Please export this publication to PDF and send the PDF, and retain the original .pub file.” Ask for a high-quality print PDF when physical output matters and a normal PDF when the priority is on-screen sharing.
If Publisher is still installed: export the publication to PDF
This is the route Microsoft documents for preserving a publication after Publisher is no longer available.
- Open the
.pubfile in Publisher. - Choose File and then Save As.
- In the file-type selector, choose PDF.
- Choose a destination and a new file name. Keep the original
.pubfile. - Save the PDF, then open it in a PDF viewer and inspect every page.
Check page size, margins, text wrapping, image quality, transparency, colors, and whether any content appears outside the intended page. A PDF is the appropriate handoff when the recipient only needs to read, print, or share the publication.
What to inspect before you delete anything
- Text: Look for missing characters, substituted fonts, clipped lines, and text that moved to another page.
- Graphics: Check logos, photographs, transparent objects, shadows, and objects layered over text.
- Links and interactive elements: Confirm that any links or buttons behave as expected in the PDF viewer you will use.
- Print output: If this is a brochure, card, or poster, print one proof at the intended size before ordering a larger run.
Exporting a folder of .pub files with Microsoft’s PowerShell example
Microsoft also provides a sample PowerShell script that can export one publication or process a folder, including subfolders. This is useful for an archive, but it is not a way to convert files on a machine that has never had Publisher installed.

Requirements
- A Windows computer with a working Publisher installation.
- A valid license for that installation.
- Read and write access to the source and destination folders.
- A test set of files that represents the archive, including files with images, unusual fonts, and nested folders.
Safe procedure
- Read Microsoft’s sample script and identify its source-folder, destination-folder, and file-selection variables.
- Copy a few
.pubfiles to a test folder rather than pointing the script at the whole archive. - Modify the sample for your paths and desired output location.
- Run the test and open each resulting PDF.
- Confirm that the script’s behavior for existing files is acceptable. Microsoft’s documented example skips an output when a file with the same name already exists and reports the conflict.
- Only after the test succeeds, process the archive. Keep the originals and retain a log of files that failed or were skipped.
Do not describe this as a Publisher-free solution: the automation controls Publisher, so Publisher must be installed and licensed on the computer doing the export.
If you do not have Publisher
There is no Microsoft-documented, Publisher-free method that reliably opens an arbitrary .pub file while preserving its original layout. Choose the next step based on what you need.
You only need to read or share it
Ask the sender, designer, former employee, or archive owner for a PDF export. This avoids trying to reconstruct a page-layout file and gives you a stable viewing copy. If the sender no longer has the original application, ask whether an existing PDF, print-ready file, or image export is available.

Ask for a PDF and open it in Word. In Word, choose File > Open, select the PDF, and accept the conversion prompt. Word will create a separate editable document; it does not modify the original PDF in place.

Work on the converted Word file and compare it side by side with the PDF. Treat the conversion as a starting point. If the publication is mostly text with simple shapes, the result may need only modest cleanup. A graphics-heavy flyer, newsletter, or multi-column brochure may require substantial rebuilding.
You need the design to remain exact
Request the original design file, a PDF approved for production, or an export in another format that the original creator already knows is faithful. Rebuilding a complex publication from a converted Word document is often slower than asking for a new export from the source application.
You are considering an online converter
Microsoft acknowledges third-party conversion tools but does not support them, and their quality and capabilities vary. Before uploading a file, check whether the service stores uploads, uses them for training or review, permits deletion, and protects data in transit and at rest. Test with a non-confidential sample first and compare the output page by page.
Editing the PDF in Word without losing control of the layout
Word’s PDF conversion is aimed at text editing, not perfect page-layout reproduction. Use this workflow to limit surprises.

- Keep the original PDF open in a separate window.
- In Word, choose File > Open and select the PDF.
- Read Word’s conversion notice and continue only after saving the PDF safely.
- Save the resulting document under a new name, such as
publication-edit.docx. - Check page size and orientation under Layout before editing text.
- Review the document in print layout, page by page, before changing wording.
- Repair text boxes, columns, spacing, and image wrapping as needed.
- Export the corrected Word document to PDF and compare the new PDF with the original.
Common repairs after conversion

When the publication must look identical, consider editing only the text that converted cleanly and leaving complex artwork as an image from the original PDF. This preserves appearance but means that artwork is no longer independently editable.

For future work, Microsoft recommends choosing Word or PowerPoint by publication type. These are recommendations for creating a replacement publication; they do not establish that either application can import a .pub file directly.

A practical rebuild method
- Use the PDF as a visual reference and note its page dimensions, orientation, margins, and number of pages.
- Set those page properties before adding content.
- Place large background blocks and fixed artwork first.
- Add text boxes and establish consistent styles for headings, body text, captions, and contact details.
- Insert images at their intended size and choose wrapping deliberately.
- Recreate repeated elements such as headers, footers, page numbers, and brand colors.
- Export a PDF and compare it with the reference at 100 percent zoom and in print.
If the publication is a one-page poster or sign with many positioned objects, PowerPoint’s slide canvas can be a more natural rebuilding surface. For flowing text, forms, labels, or a newsletter, Word’s page and text tools are usually the better starting point.

LibreOffice documentation describes import and export filters for formats it supports and warns that some imported attributes can be lost. The documentation reviewed does not confirm support for opening Microsoft Publisher .pub files. Therefore, do not treat LibreOffice Draw as a proven direct opener on the basis of that documentation alone.
You may encounter forum posts claiming success with a particular release or conversion chain. Such reports can depend on the exact Publisher version, file structure, fonts, and operating system. If you test any unverified application, use a copy and compare the output with the original before trusting it.
Publisher’s 2026 retirement timeline
Microsoft says Publisher reaches end of life in October 2026 and will no longer be included in Microsoft 365. Microsoft 365 subscribers are expected to lose access on or shortly after October 1, 2026, as removal updates roll out. Support for perpetual Publisher ends October 13, 2026, alongside the end of support for Office LTSC 2021 and Consumer Office 2021.
Microsoft’s FAQ says a perpetual Publisher installation can still be installed and used after October 13, 2026, but it is no longer supported. Availability can change as updates are deployed, so check Microsoft’s current support information before planning an archive conversion or buying a license specifically for this task.

The retirement makes PDF preservation especially important: export publications while a working, licensed installation remains available, retain the original files, and record which PDF belongs to which source file.
Troubleshooting and failure recovery
The file will not open in Publisher
- Confirm that the download is complete and that the file still ends in
.pub. - Try a copy rather than the original, especially if it is stored on a network or removable drive.
- Ask the sender for a fresh copy and for a PDF export.
- If only one file fails while others open, treat it as possible file corruption or a version-specific problem rather than evidence that every
.pubfile is unsupported.
The PDF looks different from the Publisher publication
- Check fonts and linked graphics on the computer that performed the export.
- Verify page size and print settings before exporting again.
- Open the PDF in a second viewer to rule out a display issue.
- Keep the original PDF and document which export settings produced it.
The Word conversion is unusable
Do not repeatedly overwrite the converted file. Return to the untouched PDF, convert it again if necessary, and decide whether a partial text extraction plus manual recreation is faster. For a graphics-heavy publication, rebuilding the layout in Word or PowerPoint may be more predictable than trying to repair hundreds of imported objects.
A batch export skips files
Check the script’s reported conflicts and output folder. Microsoft’s sample skips an output when a same-named file already exists, so a skipped file is not necessarily a failed conversion. Rename, move, or deliberately replace the existing output only after verifying which copy is correct.
A decision guide
- Need a faithful record: obtain or create a PDF from Publisher and preserve the original
.pubfile. - Need a few wording changes: open the PDF in Word, then proofread and repair the layout before exporting a new PDF.
- Need hundreds of files: use Microsoft’s sample PowerShell workflow on a licensed Publisher machine, test it, and review skipped or failed files.
- No Publisher and no sender available: test a reputable third-party converter with a non-sensitive sample; do not assume the result will preserve the design.
- Need an ongoing replacement workflow: recreate the publication in Word or PowerPoint according to its format, rather than building a process around future access to Publisher.
The Bottom Line
A .pub file cannot be reliably opened and edited directly without Publisher through a Microsoft-supported method. The dependable path is to obtain a Publisher-exported PDF, edit its text in Word with the expectation of layout repair, and use Word or PowerPoint to recreate the design for future work.
