How to Normalize Volume Across Episodes in a 24/7 Kids’ Story Stream

For a narration-led story stream, a defensible starting point is −18 LUFS integrated per complete episode, measured with a meter compliant with ITU-R BS.1770. Apply consistent gain toward that target, check true peak after processing and encoding, and listen to episode transitions. This is a distribution-leveling workflow—not a child-specific hearing-safety limit.

What “consistent volume” means

Peak levels alone do not tell you whether two episodes will sound equally loud. A brief sound effect can have a high peak while the narration remains quiet; another episode can have lower peaks but feel louder throughout. Integrated loudness estimates perceived programme loudness over the full episode. LUFS expresses that loudness on a scale relative to full scale, while true peak estimates peaks that can occur between digital samples.

ITU-R BS.1770-5 specifies programme-loudness and true-peak measurement. Use one compliant meter and the same settings for every episode so results are comparable: ITU-R BS.1770-5.

Choose a target that fits the stream

For mostly spoken stories, use −18 LUFS integrated per episode as a practical starting point. The Audio Engineering Society recommends −18 LUFS for measurable speech and uses −18 LUFS in drama examples for radio-style streams. Its guidance addresses internet audio distribution, making it a closer fit than broadcast-only or podcast-specific figures: AES AESTD1008 (2021).

These values serve different destinations and should not be swapped as if they were interchangeable. EBU R 128 S2 addresses loudness in streaming, but the particular player, encoder, and distribution platform still affect the result: EBU R 128 S2.

Normalize each episode consistently

  1. Write down the target and method. Specify that the target is integrated loudness per complete episode, and record the meter standard and settings. For speech-led material, start at −18 LUFS.
  2. Measure the whole episode. Use a BS.1770-compliant loudness meter to capture integrated loudness and true peak for every source file. Measuring only a clip or the loudest section will not give you the episode-level figure.
  3. Calculate and apply gain. Adjust the episode’s overall gain toward the target. For example, if the measured integrated loudness is −21 LUFS, raising the file by 3 dB would nominally bring it to −18 LUFS. Before applying that gain, check whether peaks would become excessive.
  4. Limit only when necessary. If raising the level would cause problematic peaks, use a limiter conservatively and listen for pumping, harshness, clipped effects, or altered narration. AES notes that peak limiting can change the content; do not sacrifice a natural performance just to hit a number.
  5. Export and measure again. Measure the final encoded file, not only the production master. Encoding and playback handling can affect peaks and level. Apple’s −1 dB FS true-peak recommendation applies to its podcast context; treat it as platform-specific rather than a universal ceiling for every stream.
  6. Audition the sequence. Listen to the end of one episode and the opening of the next, including quiet openings, loud effects, music beds, and pauses. Check at representative listening levels that narration remains understandable and transitions do not feel startling.
  7. Keep a QC record. For each asset, log source and final integrated loudness, true peak, gain applied, limiter use, and measurement method. If your format supports loudness metadata, it may help a playback system adjust gain, but do not assume every player honors it. EBU’s ADM reference describes loudness metadata fields: EBU ADM loudnessMetadata.

Keep speech, music, and dynamics in balance

Matching integrated loudness does not make speech and music sound equally loud. AES reports that speech normalized to the same BS.1770 integrated loudness as music may be perceived 2–3 dB louder, based on formal listening-panel tests. If you normalize narration and music separately, AES suggests music may be normalized 2–3 LU higher. That is a consideration for mixed material, not a command to raise every music bed.

Preserve intentional dynamics: a whisper, pause, or gentle ending need not be pushed to the same momentary loudness as a dramatic effect. The goal is a controlled overall level across episodes, not a flattened performance. Pay particular attention to episodes with different narrators, recording conditions, music, or effects.

What the target does—and does not—mean for children

The cited standards and platform guidance establish distribution measurement and delivery recommendations; they do not establish a special loudness target for children’s stories or a pediatric hearing-safety limit. Do not describe −18 LUFS, −23 LUFS, or Apple’s podcast figures as safety thresholds. Listening level at the device and the listener’s exposure also matter, and these sources do not set a child-specific exposure limit.

Troubleshoot uneven episodes

  • An episode measures on target but sounds much louder. Check whether it is speech-heavy while the comparison is music-heavy. AES notes speech can be perceived 2–3 dB louder than music at the same integrated reading; compare similar content and audition the sequence.
  • Raising a quiet episode makes effects harsh or distorted. Check true peak before and after gain. Reduce the gain change, correct an unusually loud transient in the mix if appropriate, or use gentle limiting and listen for artifacts rather than forcing the integrated number.
  • The master sounds fine but the uploaded version peaks or shifts. Measure the final encoded asset as well as the master. Do not assume encoding or a platform’s processing will normalize loudness as intended.
  • Meter readings differ between episodes or tools. Confirm that the meter is BS.1770-compliant and that measurement method and settings are consistent across the catalogue.
  • Individual episodes sound fine, but the handoff is jarring. Audition the actual adjacent sequence. Check the outgoing ending, incoming opening, silence, music, and effects; integrated loudness by itself cannot reveal every transition problem.
