The most reliable way to lower supplier costs is not to demand an arbitrary percentage reduction. Set a documented target and walk-away point, bring comparable market evidence, understand what drives the supplier’s quote, and exchange cost or risk reductions for better pricing. Negotiate the complete commercial package—price, volume, delivery, payment, quality, service and risk—then record it in the contract and measure the savings you actually realize.
There is no defensible universal rule such as “always ask for 10%.” Your objective should come from your current total cost, credible alternatives, market comparisons and the value of the concessions you can offer.

Start with a defensible target before contacting the supplier
Negotiation should be planned, not improvised. New Zealand Government Procurement guidance says to identify objectives and priorities, test the supplier’s assumptions and examine variables such as volume, delivery, reporting and pricing. For a complex purchase, write the plan before the meeting.
Calculate your real baseline
Use at least the most recent 12 months of purchasing data, or a shorter period if the product is new or demand has changed sharply. Separate the supplier’s invoice price from every cost that changes the value of the deal:

- Unit price, setup charges, tooling, minimum-order fees and surcharges.
- Freight, insurance, customs, fuel adjustments and other landed-cost items.
- Inspection, testing, rework, returns, warranty claims and disposal.
- Expedite freight, production downtime, stockouts and emergency purchases caused by unreliable delivery.
- Internal ordering, receiving, implementation, support and account-management time.
- Financing or working-capital cost created by payment terms and required inventory.
- Switching, qualification, transition and eventual exit costs.
Calculate annual spend and a comparable cost per usable unit. A lower quoted price is not a saving if it creates more defects, inventory or emergency freight.
Set three numbers
| Number | Purpose | How to set it |
|---|---|---|
| Aspiration | Your opening ambition | A challenging outcome supported by your evidence and the supplier’s likely economics. |
| Target | The result that makes the negotiation worthwhile | A measurable improvement in landed or total cost, service or risk that your alternatives support. |
| Reservation point | Your walk-away boundary | The worst package you will accept, based on your best realistic alternative and switching costs. |
Keep the reservation point private. It may include a minimum service level, maximum lead time, quality threshold, payment limit or contract right, not just a price. Define your best alternative if no agreement is reached: an existing supplier, a qualified alternative, redesign, delayed purchase or a smaller order. Without an alternative, a nominal discount can leave you weaker.
Build an evidence pack instead of guessing a discount
Acquisition.gov identifies published price lists, market prices, similar items and discount or rebate arrangements as valid price-analysis techniques. Use several sources and normalize the terms before comparing them.

Collect the documents
- Recent invoices, credit notes, rebates and the current contract or purchase-order terms.
- Supplier price lists, quote history and any announced increases or index references.
- Comparable quotes for the same specification, quantity, delivery term, warranty and payment timing.
- Relevant commodity, labor or freight indexes when those inputs materially affect the item.
- Your order history, forecast accuracy, release pattern, minimum-order quantities and seasonal peaks.
- Defect, return, on-time-delivery, expedite and service records.
- Information on qualification, tooling ownership, capacity and the cost of changing suppliers.
Normalize every comparison
Historical prices are meaningful only after adjusting for quantity, market conditions, economic factors and different commercial terms. Put each quote on the same basis:
| Adjustment | Question to answer |
|---|---|
| Specification | Are material grade, dimensions, tolerances, packaging and testing identical? |
| Quantity | Does the price assume a single lot, annual volume, release schedule or minimum order? |
| Delivery term | Who pays freight, insurance, customs and unloading, and at what point does risk transfer? |
| Lead time | Is the quoted date firm, and does it require the buyer to carry more inventory? |
| Payment | Are deposits, credit terms, early-payment discounts or financing charges included? |
| Quality and warranty | What inspection, replacement, service response and remedy obligations are included? |
Present the evidence as a short fact pack. Show the current baseline, the comparison basis, the performance record and the specific assumption you want the supplier to validate. Evidence invites a business discussion; an unsupported percentage demand invites a defensive response.

Understand what is behind the supplier’s quote
Ask the supplier to explain the economics rather than accusing them of overcharging. New Zealand Government Procurement describes negotiation as testing the assumptions behind an offer and refining it for best value.
Questions that reveal cost drivers
- Which materials, labor steps or external services account for most of the cost?
- What tooling, setup or changeover cost is included, and how often is it incurred?
- How do minimum order quantities and our release pattern affect your batch size and inventory?
- What lead time, forecast certainty or capacity reservation did you assume?
- Which freight, packaging, inspection, warranty and financing costs are embedded?
- What change in specification or delivery window would reduce your cost without reducing the product’s required performance?
- Which price components are fixed, and which move with an index or published input?
Request a transparent cost breakdown where appropriate, but recognize that a supplier may not disclose confidential margin data. You can still test assumptions by changing one variable at a time and asking for the resulting price. For regulated, government or strategically sensitive purchases, use the disclosure and audit rights available in your procurement rules.
Trade concessions for a lower price
A unilateral cut transfers value only to the buyer and can cause a supplier to recover margin through poorer service, stricter minimums or future increases. Instead, offer a concession that genuinely lowers the supplier’s cost or uncertainty, and make your commitment conditional on performance.
| Buyer offer | Why it may help the supplier | Protection to request |
|---|---|---|
| Credible annual volume tier | Longer production runs and better capacity planning | Tier applies only to units actually purchased, or includes a make-good rebate if the threshold is reached. |
| Rolling forecast and consolidated releases | Better material purchasing and fewer setup changes | Forecast is non-binding until a defined release date; supplier must reserve capacity and honor lead times. |
| Longer planning horizon | Less scheduling uncertainty and lower expediting risk | Price protection or a rebate tied to the agreed horizon and service levels. |
| Flexible or off-peak delivery window | Lower freight and production- scheduling cost | Maximum lead time, on-time threshold and service credit for misses. |
| Standardized specification or packaging | Fewer custom parts, changeovers and handling steps | Written acceptance criteria and approval control for any substitution. |
| Prompt payment | Lower financing and collection cost | Discount is stated as an annualized or transaction amount and applies only when payment is made on time. |
| Multi-year relationship | More predictable revenue and investment recovery | Annual review, termination for poor performance and a price-review formula. |
| Process improvement or shared savings | Joint reduction in labor, waste or logistics cost | Baseline, measurement method, audit access and a defined sharing period. |
Price every concession before offering it. A longer payment term may be valuable to you but costly to the supplier; an annual volume promise may be worthless if your forecast is uncertain. Never promise volume you cannot reasonably buy. Tie rebates, discounts and future awards to delivery, quality and capacity commitments.
Run the negotiation in a deliberate sequence
- Send a concise agenda. State the business need, the data you will review, the decisions required and who can approve changes. Share specifications and forecast assumptions early enough for the supplier to prepare.
- Confirm the baseline. Ask the supplier to validate the current price basis, volumes, delivery terms, quality history and any assumptions that differ from your records.
- Lead with objectives, not an ultimatum. Explain that you need a lower total cost while preserving the stated quality and service requirements. Use your evidence to identify the gap.
- Explore options before bargaining numbers. Ask how changes in volume, lead time, packaging, payment or forecast certainty would affect cost. Let the supplier propose combinations.
- Trade one concession at a time. Make the exchange explicit: “If we consolidate releases and provide a rolling forecast, what unit price or rebate can you offer, and what lead time will you commit to?”
- Test the complete package. Clarify whether the offer includes freight, tooling, warranty, inspection, taxes, indexation, minimums and all service obligations.
- Use conditional language. Treat provisional prices as contingent on agreed volume, performance and contract terms. Do not accept a headline reduction that can be removed by a surcharge or later review.
- Summarize in writing before closing. Read back the price basis, tiers, dates, responsibilities and open issues. Obtain internal approval before making a binding commitment.
“Negotiation should not focus solely on reducing bottom line costs – too much time and energy can be expended in negotiating price at the expense of achieving value.” — New Zealand Government Procurement

Compare the whole commercial package
When you have two offers, or several versions from one supplier, score them on a common model. UK Cabinet Office guidance warns that an inappropriate allocation of risk can load a high-risk premium into the price and produce poor value.
| Dimension | What to compare | Warning sign |
|---|---|---|
| Landed and total cost | Invoice, freight, duties, inventory, defects, support, financing and transition | A low unit price with undisclosed surcharges or costly minimums |
| Quality | Specification, acceptance test, defect rate, warranty and remedy | Price reduction paired with weaker inspection or vague acceptance |
| Delivery | Lead time, on-time performance, capacity and expedite responsibility | “Best effort” dates with no remedy for missed commitments |
| Inventory exposure | Minimum order, batch size, shelf life and forecast liability | Discount requires stock you cannot consume |
| Cash flow | Deposits, payment timing, early-payment value and working-capital effect | A discount that costs more in financing than it saves |
| Resilience | Second source, location, capacity, continuity planning and change notification | All-or-nothing dependence without a transition plan |
| Flexibility | Change orders, indexation, review triggers and exit rights | Long commitment with no termination or price-reset mechanism |
Use a weighted score only after defining must-have requirements. A supplier that fails a safety, regulatory or quality requirement should not win because it scores well on price. Include the cost of switching and qualifying an alternative when comparing a new source with an incumbent.
Put the result in the contract
A verbal concession is not a saving until the purchasing system and contract can enforce it. Public Services and Procurement Canada treats pricing as a life-cycle discipline, not a one-time conversation.
Terms to specify
- Price basis: unit of measure, currency, taxes, freight responsibility, packaging and included services.
- Volume tiers: thresholds, measurement period, treatment of partial tiers and whether rebates are paid automatically.
- Indexation: named index or input, base date, calculation formula, notice period, cap, floor and excluded cost changes.
- Payment: invoice requirements, acceptance trigger, due date, early-payment discount and dispute process.
- Quality and acceptance: specifications, inspection rights, defect definition, replacement or refund timing and warranty duration.
- Service levels: lead time, on-time percentage, response time, capacity reservation and service credits.
- Forecast and minimums: which forecast portions are binding, release windows, cancellation rights and inventory ownership.
- Review dates: scheduled commercial reviews and objective events that permit renegotiation.
- Data and audit: records needed to verify rebates, index calculations, shared savings and performance.
- Risk and remedies: responsibility for delays, defects, recalls, regulatory changes and consequential operational costs.
- Exit: termination rights, notice, transition assistance, tooling and data return, and continued supply during an orderly handover.
Assign an owner and effective date to every action in the negotiation memo. Update purchase orders, supplier master data and approval workflows so the agreed price and rebate cannot be bypassed by an old template.

Incumbent with reliable performance
Use the performance record as a reason to expand the relationship, not as leverage to threaten replacement. Offer forecast visibility, standardized orders or a longer horizon in exchange for a documented tier, rebate or price hold. Preserve competitive tension with periodic market checks.
New supplier or competitive tender
Issue the same specification and commercial assumptions to each bidder, then normalize responses. Clarify whether the introductory price is recurring, whether tooling is included and how future increases work. Do not select a new source until qualification, transition and continuity costs are included.
Capacity-constrained or sole-source supplier
Aggressive price pressure may be counterproductive when capacity is scarce. Prioritize allocation, lead-time reliability and risk reduction. Offer a credible forecast or schedule flexibility, and negotiate a transparent index, review trigger and service remedy rather than an unrealistic fixed price.

Supplier with recurring quality or delivery failures
Do not pay for a nominal reduction by accepting more disruption. Make any award, extension or volume increase conditional on a corrective-action plan, measurable service levels, root-cause reporting and remedies. If performance does not improve, activate the transition and exit provisions.

Common mistakes and how to recover
Asking for a percentage without evidence
Replace the guess with a documented gap to comparable prices, normalized for terms. Ask the supplier which assumption explains the difference and negotiate that assumption.
Overcommitting volume
Convert the promise into tiers based on actual purchases, with a rebate rather than a penalty when a forecast is missed. Keep binding releases within your realistic demand range.
Focusing only on the invoice
Recalculate landed and total cost after every proposed change. Include defects, freight, inventory, financing, support and switching cost before accepting the lowest unit price.
Trading away protection
Restore acceptance criteria, lead-time commitments, warranty and exit rights before final approval. A concession is not valuable if it removes the controls that protect continuity and quality.
Leaving the deal undocumented
Issue a written term sheet, obtain signatures or formal purchase-order acceptance, and update systems. If the supplier will not state a rebate, index or service obligation clearly, treat it as unavailable.
When specialist help is justified
Complex procurements may involve technical specifications, regulated risk, several stakeholders, indexed pricing or a long transition. New Zealand Government Procurement guidance recommends structured planning and specialist support where the negotiation warrants it. Bring in procurement, finance, legal, engineering, quality and operations owners early enough to agree the baseline, authority limits, risk position and exit plan. Specialist advice is especially useful when the supplier is sole-source, the contract has significant liability or the cost model is difficult to validate.
The strongest negotiation outcome is a measurable improvement in total value: a fair price for the specification, predictable delivery, acceptable quality, transparent adjustments and an enforceable way to correct or exit the arrangement. Set the target from evidence, trade only what you can deliver, and keep measuring after the signature.
