How to Move Stablecoins Between Exchanges Without Losing Your U.S. Tax Records

Moving USDC, USDT, or another stablecoin from one exchange account you own to another account you own is generally not a taxable sale or exchange for U.S. federal income-tax purposes. The move itself normally does not go on Form 8949. Your job is to preserve the original acquisition lots, dates, holding periods, and basis; document any withdrawal fee; and reconcile the sending and receiving records. A later sale, swap, payment, or other disposition is the transaction that generally belongs on Form 8949 and Schedule D.

This guide covers U.S. federal treatment and recordkeeping. State, local, and non-U.S. rules can differ.

What the tax rule is—and what it is not

The Internal Revenue Service treats a transfer between wallets, addresses, or accounts that all belong to you as a non-taxable event. IRS Virtual Currency Transactions FAQ answer A38 states: “If you transfer virtual currency from a wallet, address, or account belonging to you, to another wallet, address, or account that also belongs to you, then the transfer is a non-taxable event, even if you receive an information return from an exchange or platform as a result of the transfer.”

That rule covers a transfer between two exchanges when you are the owner of both destination and source accounts. It does not turn a sale into a transfer. If you send stablecoins to another person, pay a merchant, swap them for another asset, redeem them for dollars, or use them to settle a liability, you may have a disposition that must be analyzed separately.

Why an exchange statement can be misleading

An exchange may show an incoming deposit as a purchase, assign a zero basis, or issue an information return. None of those displays changes what actually happened. Keep the on-chain and account records showing that the coins left one account you own and arrived in another account you own. Reconcile the exchange statement to your own lot schedule instead of inventing a new acquisition at the deposit time.

The important exception: a fee paid in digital assets

If a digital asset is withheld or spent to pay for the transfer service, that asset is not covered by the pure internal-transfer treatment. Record the fee as a separate event with its quantity, asset, U.S.-dollar value at the fee timestamp, and transaction hash. Its tax treatment depends on the asset and your facts; it may represent a disposition that needs separate reporting. A fee charged in dollars or deducted from the amount without a digital-asset disposal does not create the same fee-asset event, but you still need the exchange’s fee record.

Prepare the transfer before you click Withdraw

Most basis errors are created before the blockchain transaction is sent. Complete this preparation for each withdrawal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Export the source ledger. Download the source exchange’s transaction history or CSV before initiating the withdrawal. Preserve the original file and a read-only copy. Capture deposits, buys, conversions, prior withdrawals, fees, and any lot-level fields the exchange provides.
  2. Confirm ownership. Verify that the destination exchange account is registered to you (or to the same taxpayer or entity). A transfer to a different owner is not an internal transfer merely because you control the login or know the address.
  3. Write down the asset and network. Record whether the transfer is USDC, USDT, or another token and the exact network selected. The receiving exchange must support that same network and token contract. A network mismatch can permanently strand funds and also leaves you without a clean matching deposit record.
  4. Snapshot the lots. For the quantity being moved, list acquisition date and time, units, cost or other basis, and holding period. If the source exchange cannot identify lots, use your own historical wallet and exchange records rather than assuming the withdrawal represents the most recent purchase.
  5. Save the withdrawal request. Record the requested quantity, destination address, submission time, exchange reference ID, displayed fee, and the final amount the exchange says it will send. Screenshots can supplement, but should not replace, a downloadable statement.

Record the blockchain transaction and reconcile the amounts

After the source exchange broadcasts the withdrawal, wait for the network confirmation and save the transaction hash (also called a transaction ID). The hash is the bridge between both exchanges’ ledgers and your own workpapers.

  1. Record the network, hash, block or confirmation time, and the source and destination addresses.
  2. Record the amount sent, the fee asset, the fee quantity, and the exchange’s U.S.-dollar value for that fee at the stated timestamp.
  3. Export or download the destination exchange’s deposit record after it credits the account.
  4. Match the deposit to the same hash. Reconcile the arithmetic: amount sent = amount received + fee, allowing for an exchange’s display rounding or a fee that is charged separately.
  5. Label both sides “internal transfer” in your tracking system. Do not create a buy, sale, or new lot at the deposit timestamp.

If the exchange uses a withdrawal fee that is deducted from the stablecoin itself, the receiving quantity will be lower than the source quantity. Keep the original lot schedule for the units that arrived and isolate the deducted units as the fee event. If the fee is paid in a separate gas token, record that token’s quantity and value independently; do not hide it inside the stablecoin transfer.

Same-network and cross-network transfers

Tax treatment does not change solely because the network changes, but operational and evidentiary risk does. Confirm the destination exchange’s current deposit instructions immediately before sending; network support and fee mechanics can change.

Choice Operational profile Records to retain Main failure mode
Same network on both exchanges Usually the simplest reconciliation because the token contract and transaction hash are visible in the same ecosystem. Network name, token contract if shown, hash, sent and received quantities, fee details, and both exchange exports. Choosing a similarly named network or a memo/tag requirement incorrectly.
Different networks (cross-network route or bridge) May involve a bridge, wrapped representation, or multiple transactions. Each step needs its own record and tax characterization. Every hash, bridge receipt, intermediate address, network fee, and final deposit record. A bridge or swap can be a separate disposition rather than a simple account transfer; a failed or unsupported route may leave funds unrecoverable.
Fee deducted in the stablecoin Destination receives fewer units than the source withdrawal request. Fee quantity, fee asset, dollar value and timestamp, plus the amount equation. Treating the deducted units as if they arrived, or omitting the fee event.
Fee paid in a separate gas token The stablecoin quantity can reconcile one-for-one, but another digital asset is spent. Gas-token quantity, value, timestamp, hash, and the exchange or network fee statement. Failing to analyze the gas-token disposal because it was not part of the stablecoin amount.

A direct withdrawal from one exchange to another is easier to defend than a route that converts, wraps, bridges, or pools assets. If an intermediate step changes the asset or gives you a different economic right, preserve records for that step and obtain tax advice on whether it is a disposition.

Carry cost basis and holding period with the original lots

A transfer does not reset the acquisition date, holding period, or cost basis. Your records should continue to identify which historical units are now held at the receiving exchange.

Fields to retain for every lot

  • Asset and, when relevant, network or token contract.
  • Number of units acquired and the units still remaining.
  • Acquisition date and time.
  • Basis in U.S. dollars and the fair-market value at acquisition.
  • Source account or wallet and the transaction or order identifier.
  • Transfer date and time, source and destination, hash, and any fee allocation.
  • For a later disposition: disposition date and time, fair-market value at disposition, and proceeds.

The IRS identifies these types of fields as evidence for specific identification. Unit-level support matters: a statement that merely says “USDC balance” without showing which units were acquired when may not substantiate the lot you select for a later sale.

Specific identification versus a default method

If you can identify the units sold or exchanged and can prove that identification with contemporaneous records, apply the specific-identification method permitted for the relevant account and tax year. If you cannot make a valid, documented identification, use the default ordering method that applies to that account and year. Do not switch methods simply because the receiving exchange displays a more favorable basis.

Maintain a running lot schedule outside the exchange. When you move only part of a lot, reduce the remaining units at the source and assign those same units to the destination. When a fee removes units, reduce the lot by the fee quantity and create a separate fee line so the arithmetic remains auditable.

What to do when the receiving exchange shows zero or blank basis

Zero or blank basis is a data-quality problem, not proof that your basis is zero. First export the receiving exchange’s deposit and tax-lot report exactly as displayed. Then attach the source ledger, your lot schedule, and the transaction-hash match. In your own records, mark the deposit as an internal transfer and carry forward the historical lots.

  1. Do not enter a fictional purchase at the deposit timestamp.
  2. Do not overwrite the source acquisition date with the date the receiving exchange credited the deposit.
  3. Record the discrepancy and the date you requested a correction, if the exchange offers one.
  4. Use your documented lot schedule when preparing a later disposition, subject to the method allowed for that account and year.
  5. Keep a reconciliation showing source units, fee units, destination units, and the remaining basis after the move.

The IRS requires records sufficient to substantiate your positions. An exchange’s automated basis field is helpful evidence when complete, but it is not a substitute for records covering assets that originated elsewhere.

How to report later sales, swaps, and payments

The transfer itself generally is not reported as a disposition. The next taxable event is determined by what you do with the stablecoins after they arrive.

Sale for dollars

Use the carried-forward lot, acquisition date, proceeds, and disposition date to calculate gain or loss. Report the transaction on Form 8949 and summarize the totals on Schedule D.

Swap for another digital asset

An exchange of stablecoins for another digital asset is generally a disposition of the stablecoins. The fact that both assets are held at the same exchange does not turn the swap into an internal transfer.

Payment or other use

Spending stablecoins for goods, services, or another obligation can be a disposition. Preserve the fair-market value and date of the payment along with the lot used.

Keep the transfer workpapers with the tax return records even though no gain or loss is reported for the move. They explain why the source withdrawal and destination deposit do not appear as separate sales and allow a reviewer to follow the basis into the eventual Form 8949 entry.

2025 and later broker-reporting context

Treasury and IRS final digital-asset regulations are effective September 9, 2024. They introduce broker information reporting for covered digital-asset sales and exchanges, with applicability dates that differ by provision. Stablecoins remain within the digital-asset framework; excluding them would remove transaction information used for compliance.

Broker reporting does not eliminate your responsibility to maintain basis records. A form issued by an exchange can contain incomplete or incorrect information when the assets originated at another platform. Compare any information return with your own lot schedule and report the actual disposition supported by your records.

The January 1, 2025 basis transition

Revenue Procedure 2024-28 provides a transition method for allocating unused basis to wallets or accounts that hold the same number of remaining units on January 1, 2025. The allocation must be supported by the taxpayer’s records. If your historical basis was spread across several exchanges or self-custody wallets, document the units in each location and the allocation method you used; do not let a blank broker field decide the result.

A complete recordkeeping checklist

  • Source exchange CSV or ledger, downloaded before the withdrawal.
  • Ownership confirmation for both accounts.
  • Asset, network, token contract when available, and destination address.
  • Requested amount, sent amount, withdrawal fee, and exchange reference ID.
  • Submission timestamp and confirmation timestamp.
  • Transaction hash and relevant explorer record saved as a file or PDF.
  • Receiving exchange deposit export matched to the same hash.
  • Lot schedule showing acquisition dates, units, basis, and holding periods.
  • Separate line for every fee paid in a digital asset, including quantity and dollar value.
  • Notes explaining rounding, partial-lot transfers, failed attempts, or corrected exchange records.
  • Final reconciliation: sent units equal received units plus fee units, subject to documented rounding.
  • Workpapers retained with the records used for Form 8949 and Schedule D.

Common failure modes and practical fixes

The wrong network was selected

Stop sending additional funds. Save the withdrawal request, address, network, and hash, then contact the destination exchange through its official support process. Whether recovery is possible depends on the exchange and network. For tax records, retain the failed or stranded transfer as a separate operational incident; do not mark it received merely because the source exchange shows “completed.”

The destination credited a different token representation

Document every conversion, wrapping step, or bridge transaction. A different representation can be more than a change of account location, so obtain advice on the tax characterization before treating the entire route as one internal transfer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The amounts differ by a small decimal

Compare the exchange’s stated fee and precision rules. If the difference is rounding, note the rule and retain both raw exports. If it is a fee, record the fee asset and quantity rather than forcing the balances to match.

You lost an old exchange export

Request the historical ledger and withdrawal confirmation from the exchange, download wallet or blockchain records, and reconstruct the lot from contemporaneous purchase records. A later account statement alone may not prove the original acquisition date or basis.

An information return lists the transfer as proceeds

Do not report proceeds that did not occur. Preserve the ownership proof, hash match, and lot schedule, and give the complete file to your tax preparer so the information-return discrepancy can be addressed consistently with your return.

When professional help is warranted

Get advice from a tax professional familiar with digital assets when ownership changed, a bridge or swap occurred, fees were paid in tokens, records are missing, an entity or trust is involved, or you must allocate pre-2025 basis across multiple locations. The internal-transfer rule is straightforward only when the same taxpayer owns both sides and the transaction is truly a movement of the same asset rather than a conversion or payment.
