To move multiple Safari tabs to a Tab Group at once, use Safari’s sidebar on an iPad: select the tabs, choose Move to Tab Group, and pick a destination. Apple’s iOS 27 iPhone guide documents moving one tab at a time, plus a separate way to move tabs together when Safari presents them as a suggested topic.
Move selected Safari tabs together on iPad
Apple’s iPadOS 27 guide says you can work with several tabs in the Safari sidebar. To move a chosen set into a Tab Group:

Open Safari and show the sidebar.

Tap More, then tap Select Tabs.

Tap each tab you want to move.

Touch and hold one of the selected tabs.

Tap Move to Tab Group, then choose the destination group.

What you can do on iPhone
Apple’s iOS 27 guide does not document the iPad-style Select Tabs workflow for arbitrary open iPhone tabs. It describes two related options instead.
Move one tab

Open Safari’s tabs view. With the Bottom or Top layout, tap the Tabs button. With another layout, tap More, then All Tabs.

Choose an existing Tab Group or create a new one.
Move tabs from a suggested topic
When Safari suggests organizing two or more tabs together by topic, open that topic, tap More, then Move Tabs, and choose a Tab Group. This applies to tabs Safari has grouped into a suggested topic; it is not a documented way to select any arbitrary set of open iPhone tabs. Apple’s iOS 27 Safari tab instructions describe both iPhone options.

Create a destination Tab Group on iPad
If you need a new destination, open Safari’s sidebar and tap the New Tab Group button. Choose New Empty Tab Group, enter a name, and save it. You can then select that group as the destination when moving tabs. Apple’s iPadOS 27 Tab Groups guide covers creating groups.
