If the game is managed by Steam, you can move its existing installation from a Dev Drive to another Steam Library folder without downloading it again. In Steam, open Library, right-click the game, choose Properties, open Installed Files, select Move Install Folder…, and choose the destination library.
This procedure is verified for Steam only. Other launchers may use different controls, and the available sources do not establish a universal Windows method for moving games.

What the move actually does
Steam’s library system treats the game as an existing installation that can be relocated between configured library folders. Steam Support says that, after alternate Library folders are set up, “you can move existing games there without requiring new downloads.” That means Steam transfers the installed game files to the selected library rather than starting a fresh installation.

Why move a game off a Dev Drive?
Microsoft describes Dev Drive as a storage volume intended for developer workloads. Its guidance says the purpose is to host files for building and debugging software projects, including repositories, package caches, working directories and temporary folders, and states: “We do not recommend installing applications on a Dev Drive.” Read the full guidance in Microsoft’s Dev Drive documentation.
That recommendation is the reason to separate a game from a Dev Drive if the game does not need to be there. It is not evidence that a game is damaged or that every game must be moved. It simply distinguishes the volume’s intended role from ordinary application storage.
Microsoft’s Dev Drive FAQ also explains that applications installed on C: can use files stored on a Dev Drive. That statement describes how developer files can be used; it does not provide a Windows-level recipe for relocating a game, and it does not replace the launcher’s installation-management feature.
Check these conditions before moving anything
Confirm which launcher owns the installation
Open the game’s launcher and identify whether the game appears in Steam’s Library. The instructions below apply when Steam manages the installation. A desktop shortcut, a game executable or a folder name is not enough to establish that Steam owns the files; the launcher’s library entry is what matters.

Have a destination Steam Library folder ready
The destination drive must be available to Steam as a Library folder. Steam’s documented workflow assumes that alternate Library folders have already been configured. If the destination does not appear when you start the move, use Steam’s current storage or library-management controls to add that drive as a Library folder first. Steam’s labels can change between client versions, so follow the wording shown in your client.
Keep Steam running until the transfer finishes
The move updates Steam’s records as well as the files on disk. Do not interrupt Steam, shut down the computer or launch the game while the transfer is still in progress. Wait for Steam to report completion before testing the game from its new location.
Steam: exact steps to move the game
- Open Steam Library. Start the Steam client and select Library. Locate the game that is currently installed on the Dev Drive.
- Open the game’s properties. Right-click the game’s Library entry and choose Properties.
- Open Installed Files. In the properties window, select Installed Files. The wording may vary slightly in a future Steam client, but this is the documented section for installation storage.
- Choose Move Install Folder… Select Move Install Folder… Steam will show the library folders it can use for this installation.
- Select the destination library. Choose the Library folder on the non-Dev-Drive destination you prepared earlier, then confirm the move.
- Wait for completion. Let Steam finish transferring the existing installation. According to Steam Support, moving an existing game between configured Library folders does not require new downloads.
- Launch from Steam. After Steam finishes, start the game from its Library entry. Do not launch an executable from the old Dev Drive location while Steam is still updating its records.
The official Steam reference for this feature is Managing Steam Downloads & Updates. It documents moving existing games among configured Library folders without requiring a new download.

Your download queue should not restart
A move is different from uninstalling and reinstalling. Steam’s statement applies to an existing installation and configured Library folders: the client relocates the installation without requiring new game downloads. If Steam instead presents an install button or begins downloading the full game, stop and check that you selected the original Library entry and a valid destination Library folder.

The old Dev Drive copy should no longer be the active location
Steam’s move command is intended to transfer the installation and update its library location. Once Steam reports completion, use the game’s Steam entry for future launches. Avoid manually deleting folders during the transfer. After the game has launched successfully from the destination, you can inspect the old drive for leftover files; the available documentation does not specify a cleanup procedure, so do not remove anything that another project or tool still uses.
Mods, custom files and saves need separate attention
Steam’s move documentation covers the installed game and its Library location. It does not promise that every mod, custom configuration, save location or launcher exception will behave identically after a move. If you use modifications or external tools, check their own documentation for path settings after Steam completes the transfer. Do not assume that a file stored outside the game’s Library folder will move with the installation.
Decision table: which instructions apply?
| Situation | Verified action | What is established |
|---|---|---|
| Steam manages the game, and the destination is a configured Steam Library folder | Library > game Properties > Installed Files > Move Install Folder… | Steam says an existing game can be moved without requiring new downloads. |
| Steam manages the game, but the destination is not listed | Add the destination through Steam’s current storage or Library-folder controls, then repeat the move. | The move workflow requires an available Library folder; the exact setup labels are client-version dependent. |
| A different launcher manages the game | Use that launcher’s current installation or library-management controls. | Equivalent menu names and a no-reinstall result are not stated in the available official sources. |
| Only ordinary files are on the Dev Drive | Do not treat Windows’ Dev Drive FAQ as a game-migration tool. | Microsoft says apps on C: can use Dev Drive files, but does not describe relocating games. |
Troubleshooting the Steam move
The destination drive does not appear
Steam only offers Library folders that it recognizes. Leave the move dialog, open Steam’s current storage or library-management area, and add the destination as a Library folder. Return to the game’s Properties > Installed Files page and select Move Install Folder… again. If the drive still is not available, the source material does not identify a Windows-side fix; check that the volume is connected and accessible, then consult Steam Support for the current client-specific instructions.
There is no Move Install Folder… option
First verify that you opened the properties for an installed game in Steam’s Library, not a shortcut or an uninstalled entry. The documented path is Library > game Properties > Installed Files > Move Install Folder…. If the option is absent after confirming the game is installed and the destination Library exists, Steam’s interface may have changed or the installation may not be managed in the way you expect. Do not manually drag the folder and assume Steam will discover it automatically.

Steam starts downloading instead of moving
Cancel the operation before allowing a full download to begin. Recheck that you selected the existing Library entry and that the destination is a configured Library folder. Steam’s no-new-download statement applies to moving an existing installation through its Library-folder system; it does not apply to an unrecognized folder copied outside that system.
The move is interrupted
Do not launch the game while Steam is in an incomplete state. Reopen Steam and inspect the game’s Library entry and Installed Files page. If Steam offers the move again, use the documented command and allow it to finish. If the client reports an error that the available documentation does not explain, record the message and use Steam’s current support channels rather than deleting files at random.
The game does not start after relocation
Steam’s documentation confirms the file move and download behavior, but it does not promise identical launch behavior for every game, mod or custom configuration. Confirm that Steam shows the game installed in the destination Library, then use any repair or file-verification control that Steam currently provides if appropriate. For problems tied to mods, save paths or external launchers, consult those tools’ documentation; those cases are outside the documented move procedure.

Moving back is not the same as removing Dev Drive
You do not need to remove, reformat or disable the Dev Drive to move one game. The operation changes the game’s Steam Library location. Microsoft’s guidance about Dev Drive’s intended developer workload does not instruct users to migrate every file from the volume, and Steam’s move feature does not require a change to the Dev Drive itself.

If other repositories, package caches or working directories use the Dev Drive, leave them in place unless you have a separate reason to relocate them. The documented Steam operation concerns the selected game only.
Post-move checklist
- Steam reports that the move has completed.
- The game’s Steam Library entry remains installed and points to the destination Library.
- The game launches from Steam rather than from an old executable shortcut.
- Any mods or external tools that reference an absolute path have been checked separately.
- You have not deleted leftover files until you know they belong only to the old installation.
When you should not use this procedure
Do not use these steps as a universal recipe for games installed by another launcher. The verified path and no-download statement come from Steam’s own support documentation. A different launcher may require a library relocation command, a repair process or a reinstall, and none of those alternatives is established here.
Also avoid a manual folder move when the game is still being downloaded, updated or moved by Steam. Manual copying can create a folder that exists on disk but is not registered as the game’s active Library installation.
Sources and scope
Microsoft’s Set up a Dev Drive on Windows 11 page establishes the feature’s developer-focused purpose and its recommendation against installing applications there. Steam’s Managing Steam Downloads & Updates page establishes the Library-folder move path and the fact that existing games can be moved without requiring new downloads. The exact labels in the Steam client can change, so use the current wording shown on your screen.
