How to Monitor Wildlife Movement Before and After Wind Farm Construction

By Freedom251 Team · · 12 min read

A defensible wind-farm wildlife study uses the same, species-appropriate methods before and after construction, samples an unaffected reference area, and matches visits to the animals’ seasonal movements. The design should measure where, when, how, and at what height animals use the landscape; collision-fatality searches are a separate stream that answers a different question.

Start with the question, not the equipment

“Wildlife movement” can mean several different response variables. A project may need to know whether birds avoid turbines, whether bats continue to commute along a hedgerow, whether migrants cross the rotor-swept zone, or whether a marine-bird concentration shifts away from an offshore array. Each question requires a defined receptor, scale, and observation method.

Define the receptors and impact pathways

  • Receptors: name focal species or taxonomic groups, conservation status, life stage, and any legally protected population.
  • Movement or use: distinguish breeding flights, migration, commuting, foraging, roosting, nesting, and resting or loafing areas.
  • Potential mechanism: displacement, barrier effects, habitat loss or alteration, collision exposure, or a combination.
  • Scale: specify the area around turbines, the height band of interest, the season, time of day, and the number of years to be compared.

Existing records and landscape features should guide the design. Valleys, ridgelines, cliffs, wetlands, woodland edges, and other features can funnel or concentrate flight. For bats, a missing entry in a records database is not evidence that bats are absent; targeted field surveys are still needed to identify species, important routes, and foraging areas.

Separate movement from mortality

Movement surveys record activity, routes, height, direction, distribution, or habitat use. Fatality monitoring searches for carcasses and estimates deaths after accounting for scavenger removal, decomposition, searcher efficiency, and the changing pool of carcasses. A carcass search cannot demonstrate where animals normally fly or whether they have been displaced, so both streams may be required but should be designed, analyzed, and reported separately.

Use a before-after-control-impact design whenever possible

The strongest general structure is a before-after-control-impact (BACI) comparison. Measure the proposed wind-farm area before construction and again after construction, while also measuring a similar area outside the project’s expected effects in both periods. The useful result is the difference in change between the impact and reference areas, not merely a drop or increase at the project site.

Select a defensible reference area

The reference should resemble the project area in habitat, topography, weather exposure, and expected species abundance, but be outside the likely influence of turbines and associated works. Keep its survey effort, dates, observers, equipment, and data definitions aligned with the impact area. Document why the area is unlikely to be affected; a convenient but ecologically different control can create a misleading contrast.

Define the survey boundary and buffer

Survey the full project area when practical. If habitat and wildlife use are sufficiently uniform to justify sampling a subset, select representative locations and include a surrounding buffer. UK bird advice gives a usual buffer of approximately 500 metres to 2 kilometres, varied according to the circumstances and species. Treat that range as a planning example, not a universal setback rule.

Use a gradient design for offshore displacement

For marine birds, a before-after-gradient design can complement or replace a conventional control. Sample inside the wind-farm footprint and at increasing distances through a surrounding buffer. A response that weakens with distance after construction is more consistent with displacement than a simple project-wide pre/post difference, provided habitat, season, detectability, and wider environmental changes are modeled.

Build a seasonal baseline before construction

Baseline work must cover the periods when the focal species actually move or use the site. A single visit or a convenient summer campaign cannot represent migration, wintering, breeding, or nocturnal activity. Natural England’s England-focused bird schedule illustrates the principle:

Bird use category Illustrative period How to apply it
Breeding March to July Plan repeated visits through the breeding period and include flight routes between nesting and feeding areas.
Wintering November to March Cover the winter occupancy period, including weather conditions that alter flight activity.
Passage migration March and October Target both spring and autumn passage; dates should follow local migration timing.

These dates are an England example from standing advice, not a global calendar. Northern Ireland, Wales, other countries, offshore waters, and different taxa require local season definitions. Bat surveys likewise need seasonally suitable periods selected by qualified, appropriately licensed ecologists.

Record enough baseline years

Natural England advises at least two full seasons, or a season length appropriate to the taxon, before construction for bird activity. Two seasons help separate a construction effect from an unusually wet, dry, windy, warm, or food-rich year. Where a species has irregular irruptions or highly variable migration, a longer baseline may be justified and should be explained in the study plan.

Include locations beyond turbine pads

Map roosts, nests, feeding areas, commuting corridors, and likely flight funnels, not just turbine locations. Include access roads, substations, cable routes, and temporary works where they could alter habitat use. For offshore projects, map marine-bird distributions across the array, the buffer, and comparable reference waters.

2 Pack Ultrasonic Bat Repellent for Attics and Eaves, USB Powered
  • Six Variable-Frequency Settings: The device changes among six sound settings instead of repeating one fixed tone, helping create varied acoustic activity near observed bat entry points and bird roosting areas.
  • For Indoor and Sheltered Areas: Compact units are suited to attics, garages, barns, crawl spaces, eaves, and covered porches. Aim the speaker toward the activity area and keep the sound path clear of walls, boxes, and insulation.
  • Continuous USB-Powered Operation: Connect each unit to a compatible USB power source for steady operation without relying on sunlight. A practical option for indoor, shaded, or covered locations with access to power.
  • Two-Pack Placement Flexibility: Position the two units at separate entry points or in different zones of a larger space. For divided rooms or areas separated by solid walls, place one device in each zone.
  • Low-Maintenance Sound-Based Deterrence: Uses variable-frequency sound to help discourage bats and birds from gathering in treated areas. For better performance, operate continuously and adjust the setting or placement based on animal activity and surrounding conditions.

Choose a complementary method set

No single instrument captures every movement question. Select methods by species, spatial scale, height, light level, terrain, disturbance tolerance, and the response variable you intend to estimate.

Method Best suited to Primary outputs Important limitations
Structured vantage-point or fixed-point observation Day-flying birds and visible flight activity Species or group, count, direction, flight height, behavior, distance to turbines, and time Visibility, observer skill, terrain, and weather affect detection; nocturnal activity is missed.
Thermal infrared imaging Nocturnal or low-light flight near defined observation sectors Tracks, direction, height, and activity periods where targets can be resolved Performance depends on weather, background temperature, range, calibration, and processing.
Horizontal or vertical radar Broad-scale flight direction, intensity, and height, including night periods Track density, direction, speed, and altitude distributions Species identification is often limited without another method; terrain and clutter can reduce coverage.
Multi-directional acoustic recording Nocturnal migration and vocalizing wildlife Call detections, timing, and directional or activity indices Silent animals are missed; call identification and detection range vary with noise and weather.
Ultrasonic bat detectors Bat activity along routes and foraging areas Ultrasonic passes, activity timing, and species or species-group identifications where calls permit Call overlap, wind and rain, microphone placement, and species-specific detectability affect results.
Capture, radio tagging, or GPS tracking Individual routes, habitat use, and movement between roosts, nests, and feeding areas Repeated locations, home ranges, corridors, and individual-level behavior Requires permitting, animal handling or attachment expertise, adequate tag performance, and careful welfare controls.
Back-tracking and targeted bat work Locating roost-linked routes and foraging areas Route confirmation and habitat-use evidence Labor intensive and dependent on suitable conditions and licensed personnel.

Bird observations

For visible bird activity, use fixed observation points with predefined sectors, observation durations, and height bands. Record species, number of individuals, flight direction, estimated height, behavior, distance from turbines or planned turbine positions, weather, visibility, and whether birds are commuting, foraging, displaying, or circling. Keep the same points and definitions after construction unless a documented safety or access constraint requires a change.

Nocturnal migration

Night vision, thermal imaging, radar, and multi-directional acoustic recording can fill the gap left by daytime observations. Radar can supply direction and height across a wider area, while acoustics can reveal nocturnal passage when birds call. Pair methods when species identification matters: a radar track alone may not identify a species, and an acoustic detection alone may not provide reliable altitude.

Bats

Bat guidance includes activity recording, back-tracking, trapping, radio tagging, and tracking. Place detectors to sample suspected commuting routes, edge habitats, water features, and foraging areas, while recording deployment height, microphone orientation, weather, and operating status. Use appropriately licensed ecologists for capture, tagging, and interpretation. An acoustic recorder is a sampling tool, not a substitute for a professionally designed survey.

Individual tracking

GPS or radio telemetry is valuable when the question concerns individual routes, repeated crossings, roost-to-forage movements, or habitat selection. Define the number and type of individuals needed, tag retention and welfare requirements, expected positional error, and how missing fixes will be handled before fieldwork begins.

Make every visit comparable

Post-construction monitoring is only interpretable when the field protocol remains stable. Record the following for every observation session or sensor deployment:

  • Date, start and end time, observer or sensor identification, and exact location.
  • Focal species or group, count or detection, and whether the record is a new individual, a repeat track, or an uncertain identification.
  • Flight direction, height band, behavior, distance to the nearest turbine or planned turbine position, and habitat context when observable.
  • Wind speed and direction, temperature, precipitation, cloud, visibility, sea state where relevant, and other conditions that affect activity or detection.
  • Equipment model and configuration, sampling interval, calibration or quality checks, battery or data gaps, and any change in deployment.
  • Project status: pre-construction, active construction, operating, curtailed, or otherwise restricted, with the relevant turbine or curtailment condition.

Control observer and sensor effects

Use written definitions, training, and occasional paired observations to reduce differences between observers. Keep observation points, scan rates, radar settings, detector heights, and acoustic processing rules consistent. If a change is unavoidable, document it and analyze the pre- and post-change periods separately or include method as a covariate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Estimate detection probability

An apparent decline may mean fewer animals, poorer visibility, a quieter detector, or a change in observer effort. Where feasible, estimate detection probability with repeated visits, double-observer protocols, calibration trials, distance sampling, or hierarchical models suited to the data. A 2021 USGS review found that only 3% of 108 facilities with habitat-use surveys estimated detection probability, illustrating how often this source of bias is left unaddressed.

Repeat the design after construction

Re-survey the wind-farm area and the reference or control area with the same core methods, effort, seasonal coverage, and response definitions. Natural England advises at least five years of post-construction bird-activity monitoring, with longer monitoring and adaptive management considered when major effects on conservation-important birds are found. That duration is UK standing advice for the context covered there, not a universal legal requirement.

Analyze BACI changes

For each focal response, estimate the change from baseline to operations at the project site and subtract the contemporaneous change at the reference site. Models can include season, weather, habitat, observer, turbine operation, and year. A simple pre/post difference at the project site should not be presented as proof that turbines caused the change.

Analyze offshore gradients

For a before-after-gradient study, model activity or distribution as a function of distance from the array, before and after construction. Include habitat, sea state, prey availability, survey platform, and detectability where measured. A distance-related response is informative only if sampling intensity and environmental conditions are comparable across the gradient.

Use adaptive management

Define decision thresholds before operations begin: for example, a sustained change in use by a listed species, a repeated route crossing through a high-risk height band, or a displacement pattern that exceeds the agreed trigger. Specify who reviews the result, what additional survey is required, and what operational or habitat measure could follow. Victoria’s handbook, effective 29 May 2025 for relevant onshore renewable facilities, illustrates a jurisdiction-specific framework combining risk assessment, monitoring, reporting, and adaptive management; its mortality appendix should not be confused with movement monitoring.

What the wider evidence says about study quality

A 2021 USGS review evaluated 628 publications, reports, and cited sources and analyzed 525 in detail. Its dataset represented 203 wind and solar facilities in the United States and Canada, including 193 wind and 10 solar facilities.

Finding from the 2021 review Qualified interpretation
45 of 203 facilities (22%) had both pre- and post-construction data. Most facilities in that dataset could not support a direct before/after comparison.
59 of 203 facilities (29%) used an experimental study design. Control or comparison structures were uncommon in the reviewed evidence base.
Only 3% of 108 facilities with habitat-use surveys estimated detection probability. Many apparent changes may be difficult to separate from observation or sensor detectability.

These are rates in a North American evidence review, not universal rates for current projects or other jurisdictions. The review authors concluded that available data often prevented comparison across construction periods and facilities and stated: “Use of experimental study designs and following similar field protocols would improve the knowledge of how renewable energy affects wildlife.”

Ultrasonic Bat Removal, Briidea Bat Away System, Demands Bats to Flee, Human and Pet Safe
  • BAT TARGETING: Dual speakers project two powerful ultrasonic sound streams, creating an unbearable environment for bat. Multiple bat removal options to choose from. Bats will never adapt to variable sounds. The ultrasonic attacks bats' auditory and nervous system, making them unable to navigate, ultimately driving them away
  • EFFECTIVE: Continuous use of this ultrasonic bat remover for 16~20 days can achieve obvious results. Bats are creatures with individual differences, the effect varies from place to place, please be patient and persevere. Then we can say goodbye to bats
  • HUMAN AND PET SAFE: Eco-friendly, no chemicals, no odor and radiation. Ultrasonic sound is inaudible to human and pets, so it's absolutely harmless
  • WIDE COVERAGE AREA: The bat remover covers up to 7000 sq. ft in open areas(meaning areas without walls, doors etc). If there are many obstacles in the way or the bat problem is severe, using multiple units will work great
  • SUPER EASY INSTALLATION: Two installation methods, you can use screws to fix, or use strong nano-markless hook sticker to attach directly to the wall. Easy to hang overhead, plug-and-play

Ignoring operational context

Problem: pooling records from normal operation, curtailment, maintenance, and construction without labeling them.

Fix: log turbine status and analyze operating conditions explicitly.

A practical monitoring plan

  1. Write the decision question. State the species, movement or habitat-use response, suspected impact, spatial boundary, season, and decision the result will inform.
  2. Map receptors and constraints. Compile records, roosts, nests, feeding areas, corridors, topographic funnels, access limitations, and protected sites.
  3. Select impact and reference locations. Survey the project footprint and a similar unaffected area; for offshore work, add distance bands through a buffer.
  4. Set the seasonal schedule. Cover all relevant breeding, wintering, migration, nocturnal, and bat-activity periods with enough repeat visits to estimate variability.
  5. Combine methods deliberately. Pair observations with radar, thermal imaging, acoustics, or tracking when one method cannot identify species, height, direction, or individuals reliably.
  6. Write the field protocol. Fix points, effort, scan intervals, height bands, weather rules, equipment settings, data fields, quality checks, and observer training before baseline work.
  7. Collect at least two appropriate baseline seasons. Preserve raw data, metadata, calibration records, and reasons for missed effort.
  8. Repeat after construction. Use the same impact and reference design and continue for the duration required by the applicable approval; Natural England’s bird advice uses at least five post-construction years as an example.
  9. Analyze change against the comparison. Use BACI or a gradient model, account for detectability and environmental covariates, and avoid causal claims unsupported by the design.
  10. Report and act. Publish methods, effort, uncertainty, missing data, operational status, and predefined triggers for additional monitoring or adaptive management.

What to include in the final report

  • A map of turbines, survey points, reference areas, buffers, habitat, roosts, nests, and known corridors.
  • A complete seasonal and daily effort table for every method, including missed or invalid sessions.
  • Species-level or species-group results with counts, rates, direction, height, behavior, distance, and uncertainty.
  • Detection-probability methods and estimates, or a clear explanation of why they were not possible.
  • Construction and operational timelines, turbine status, curtailment, and major habitat changes.
  • BACI or gradient model specifications, covariates, effect estimates, confidence intervals, and sensitivity checks.
  • A separate mortality report for carcass searches and estimation, without presenting it as a movement result.
  • Limitations that could change the decision, followed by the agreed monitoring or management response.

Bottom line for project teams

Design the study around the animal and the decision: define the movement response, cover the right seasons, measure a genuinely comparable reference, and preserve the same protocol before and after construction. Use complementary tools when species, height, direction, or night activity cannot be observed directly. Treat detection probability and operational context as core data, not optional notes. Keep mortality searches separate, and use the applicable jurisdiction’s approval conditions to set the legally required duration and adaptive-management triggers.

Frequently Asked Questions

How many years of baseline data are needed before a wind farm is built?

Natural England’s bird standing advice uses at least two full seasons, or a season length appropriate to the taxon. The correct duration elsewhere depends on local ecology, variability, and approval requirements.

Can radar replace bird observations?

No. Radar is useful for direction, intensity, and height, especially at night, but it often cannot identify species on its own. Pair it with observations, acoustics, thermal imaging, or tracking when species-level conclusions are required.

Are bat detector recordings enough to prove that bats are absent?

No. Detection depends on microphone placement, weather, call characteristics, and equipment performance. Repeated, seasonally appropriate surveys and qualified interpretation are needed before making an absence claim.

Is a carcass search a wildlife-movement survey?

No. Carcass searches estimate mortality and related correction factors. Movement and displacement require activity, distribution, route, height, or habitat-use methods.
