Combine HTTP or HTTPS checks with DNS, TLS, ping, or traceroute measurements when you need to diagnose the cause, then alert on repeated failures rather than one isolated result. A single monitoring location cannot establish international availability.
What an international availability check can tell you
Monitoring from multiple locations helps distinguish a site-wide problem from a regional, ISP-specific, or route-specific failure. For example, a successful check from one country can coexist with failed checks from another. The result describes the locations and networks you tested; it cannot prove that every user or route is affected.

Different measurements answer different questions. An HTTP or HTTPS check tests whether a web endpoint responds. TCP checks test whether a connection can be established. DNS checks examine name resolution; TLS checks examine secure connection setup; ping and traceroute can help investigate reachability and path behavior. RIPE Atlas documents these measurement types, while Google Cloud Monitoring describes HTTP/HTTPS and TCP uptime checks.
A failed ping alone does not establish that a website’s HTTP service is down: a host or network may not respond to ping while its web service remains reachable. Interpret each result according to what that check actually tests.

Set up monitoring from multiple locations

Choose representative regions and networks
Select locations based on where your users are and which regions or routes are at risk. Include more than one continent or country where appropriate, and avoid relying on checks that all use the same network provider. Check services vary in their available locations; none of the cited documentation guarantees coverage in every country, ISP, or affected route.

Start with a recurring HTTP or HTTPS check
Monitor the public URL that matters to users. Do not treat a successful connection alone as proof that the site is healthy when the page could return an error, an unexpected status, or incomplete content. Where supported, validate the expected response status or content. Google Cloud documents endpoint checks that can validate response data.

Add diagnostic checks for the question you need to answer
Use DNS checks to investigate name-resolution problems, TLS measurements to examine secure connection setup, and ping or traceroute to explore reachability and path changes. RIPE Atlas documents these measurement types. Treat them as complementary evidence, not interchangeable uptime tests.

Define an alert pattern, not just a failure threshold
Set alerts for meaningful patterns, such as repeated HTTP failures from multiple selected locations. Keep the individual results by location and time so you can see whether the issue is localized or broader. RIPE Atlas status checks can be queried periodically as a basis for alerts; Google Cloud Monitoring supports alerting policies for failures. A single failed probe should prompt investigation, not an automatic declaration of a worldwide outage.
Compare results during an incident
When an alert fires, compare the time, region, network, and check type. A regional cluster of HTTP failures suggests a different scope from failures across all monitored regions; DNS failures point to a different layer than successful DNS resolution followed by a TLS or HTTP failure. These patterns guide investigation, but they do not by themselves identify the responsible provider or prove the experience of users on untested networks.
Check the official status information for infrastructure providers involved in serving your site. A provider status page or API can corroborate a reported incident, but reports that provider’s services; it does not independently establish your end-to-end website availability or the state of every ISP. Cloudflare documents a JSON status API for current status, incidents, and scheduled maintenance, and advises automated users to poll the API rather than scrape status-page HTML.

Keep an incident record containing the URL, UTC timestamp, regions and networks tested, check type, observed response or error, and whether the failure reproduced from a second independent source. This makes it easier to compare later results and communicate the scope without overstating what the monitors show.

Compare options on geographic selection, network diversity, HTTP/TCP versus scripted transaction support, DNS or route diagnostics, alert integrations, setup effort, and usage limits or price. The cited official documentation establishes the capabilities described above but does not provide a comparable current cost table.
RIPE Atlas describes a globally distributed, volunteer-hosted measurement platform. Its overview says “over 14,000” probes; a separate RIPE NCC explainer says “11,000+ vantage points.” Because those figures appear on different pages and use different wording, do not combine them or treat either as an audited live count. An optional RIPE Atlas hardware probe is described as USB-powered and connected to a router’s Ethernet port with a network cable; that hardware detail applies only if you choose to host a probe, not to monitoring generally.

Troubleshoot misleading or incomplete results
- One location fails while others succeed: Treat the result as a possible regional, network, or route issue. Check from another independent network in the affected area before describing it as a broader outage.
- Ping fails but HTTP works: The ping result does not establish web-service unavailability. Use the HTTP result to assess the endpoint and retain ping as a separate reachability signal.
- The TCP connection works but the page is wrong: A connection check does not necessarily verify the expected content. Use an HTTP check with status or response validation, or a scripted synthetic monitor where needed.
- DNS fails before the HTTP check: Investigate name resolution separately from the web server response. Record the DNS result and compare it with other regions or measurement types.
- A provider status page shows green while users report failures: The page covers that provider’s reported status, not every ISP, route, or end-to-end path. Continue checking your own endpoint from affected and unaffected locations.
- One probe triggers an alert: Inspect the per-location result and repeat or corroborate it from an independent source. Prefer alerts based on repeated failures or a defined multi-location pattern over a single isolated miss.
Frequently Asked Questions
Can a website be down in one country but available in another?
Yes. A regional network, ISP, DNS, or route problem can make a site unreachable in one place while checks elsewhere succeed.
How many locations do I need to check?
There is no universal number established by the cited documentation. Choose locations that represent the audiences and networks you need to monitor, and diversify providers where possible.
