Define each service-level indicator (SLI), set an internal service-level objective (SLO), instrument the flow with metrics, traces and logs, and alert on meaningful deterioration. Keep contractual service-level agreements (SLAs), UK Open Banking benchmarks and PCI DSS supplier oversight separate from your own operating targets.
Start with payment outcomes, not server pings
A green host, container or load balancer does not prove that a customer can pay. A payment can fail after the web front end responds normally because authentication, orchestration, a processor, a banking interface or a confirmation callback is unavailable. Your monitoring boundary should therefore follow the payment journey.

List every externally observable service and transaction path whose failure would stop a customer or merchant from completing a payment. Typical paths include checkout initiation, payment-method selection, authentication, authorization, capture or settlement submission, status polling and the final confirmation delivered to the merchant. Record the dependencies that materially affect each path, and state which dependencies are inside the measured service boundary.

This boundary decision matters when a supplier fails. If the supplier is part of the promise you make to customers, its failed calls should affect the relevant payment SLI. If it is outside your contractual service, still monitor it as a dependency so operators can explain the customer impact and route the incident to the right owner.

Map a critical journey
- Define the start event. For example, start the customer-payment timer when your service accepts a valid payment-initiation request.
- Define the customer outcome. Decide whether the journey ends at authorization, capture, settlement acceptance or a confirmed status shown to the merchant.
- List dependencies. Include identity and authentication, risk checks, payment orchestration, processor or bank interfaces, queues, databases and callbacks.
- Assign ownership. Every step needs an operational owner and a documented escalation path.
- Document exclusions. Invalid requests, customer cancellations, deliberate test traffic and duplicate submissions may be treated differently, but the rule must be explicit and consistently applied.
Use three core SLIs
An SLI is the measurement, an SLO is your internal target, and an SLA is a contractual commitment. The terms are related but not interchangeable. A dashboard can show an SLI without promising a particular result to customers; an SLO tells engineering what performance to operate toward; an SLA may create credits, reporting duties or other contractual consequences.
Transaction success or confirmation rate
Measure the proportion of initiated, valid transactions that are successfully processed and confirmed. A simple calculation is:
success rate = successful valid transactions ÷ eligible valid transactions × 100

Treat that window as an example, not a universal standard. Decide how your denominator handles invalid requests, declines, timeouts, retries, asynchronous outcomes and duplicate requests. A decline caused by a customer’s bank may be a normal business outcome, while an internal timeout is a service failure; your definitions should make that distinction visible rather than hiding both in one number.
Keep separate counters for authorization failures, processor errors, validation errors, customer cancellations, expired sessions and unknown outcomes. A single success-rate number is useful for the SLO, but the separate categories are what let an incident responder find the cause.
End-to-end payment latency
Measure elapsed time from the initiation event to the final confirmation when that is the customer promise. If an API contract promises a response before background processing completes, measure API response latency separately. Do not substitute one timer for the other: an API may return quickly while the payment remains pending, or a synchronous confirmation may be fast for most requests while a small slow tail causes visible customer pain.
Use a distribution rather than only an average. Track median, p95, p99 and a threshold objective such as “the percentage of eligible transactions completed within five seconds.” Percentiles expose tail behaviour that an average can conceal. Segment latency by API method, payment method, geography, processor, outcome and dependency so a global average cannot mask a failing route.
Availability
Define availability as an observable outcome. Depending on the service, that may mean a successful valid transaction, a valid API response within a stated time limit, or another contractually specified result. Write down the observation window, the eligible request population and the treatment of planned maintenance, partial outages, supplier failures and downstream systems.

For interval-based monitoring, an illustrative calculation is:
availability = eligible intervals meeting the availability rule ÷ total eligible intervals × 100
For request-based monitoring, count only requests that meet the validity and outcome rules you documented. A service that returns HTTP 200 for an error payload should not be counted as available if the payment outcome is unsuccessful.

Supporting indicators
- Error rate: Separate customer, validation, dependency, timeout and internal errors.
- Traffic: Track transaction volume, request rate, queue depth and concurrency so a low error count is not mistaken for health during an unexpectedly quiet period.
- Dependency behaviour: Capture response time, status codes, timeouts and circuit-breaker trips for each material supplier or banking interface.
- Pending and unknown outcomes: Monitor transactions that have not reached a final state within the product’s promised time.
- Callback delivery: Measure confirmation-webhook success, retry age and dead-letter volume where merchants rely on callbacks.
Set targets without confusing examples for requirements
For every critical flow, record the SLI, target, observation period, exclusions, data source, owner and action when the target is missed. Set internal SLOs before negotiating or publishing an SLA. Leave enough margin between the internal objective and the contractual commitment to allow investigation and remediation before customers are affected.
The following figures are published examples or framework recommendations. They are not a mandatory target for every fintech service.
| Figure | What it describes | Context and qualification |
|---|---|---|
| 99.98% transaction success | Illustrative transaction-success SLO over a rolling 30-day window | Google Cloud financial-services guidance; an example, not a universal fintech requirement |
| 99.995% availability | Illustrative platform-availability SLO per calendar month | Google Cloud financial-services guidance; an example, not a universal fintech requirement |
| 99.9% of requests, with a 7-second response boundary | Illustrative integrator availability SLA over a 24-hour period | Google Standard Payments documentation, updated 2025-02-06 UTC; informational and non-binding, with the actual contract controlling |
| 95% within 5 seconds and 90% within 3 seconds | Illustrative API latency commitment over any one-hour period, per API method | Google Standard Payments documentation, updated 2025-02-06 UTC; informational and non-binding |
| 99.5% quarterly uptime | Recommended dedicated-interface benchmark | Open Banking Limited guidance for UK Open Banking interfaces, latest page version published 18 March 2026 |
| 0.5% quarterly downtime | Paired downtime benchmark | Open Banking Limited guidance for the same dedicated-interface context |
The Google Standard Payments examples use a response-time boundary and a percentage of requests, whereas a transaction-confirmation SLO may use an end-to-end timer. Do not transplant either set of numbers to another payment service without checking the product promise, traffic profile, dependency design and contract.
Build telemetry that explains failures
Metrics tell you that an SLO is deteriorating; traces and logs help explain why. Collect all three across application, infrastructure and dependency boundaries. Google Cloud identifies OpenTelemetry as an open-source standard and technology set for capturing metrics, traces and logs. A vendor-neutral instrumentation layer can let you change storage, dashboards or alerting without rewriting every payment service.
Metrics
- Emit counters for eligible, successful, declined, timed-out and unknown transactions.
- Record latency histograms so percentile and threshold objectives remain accurate.
- Tag metrics with low-cardinality dimensions such as service, API method, outcome class, region and dependency. Avoid putting payment IDs, card data or other unbounded values in metric labels.
- Track queue age, retry count, circuit-breaker state and callback lag for asynchronous flows.
Traces
Propagate a correlation or trace identifier from the initiation request through authentication, risk checks, orchestration, supplier calls, persistence and confirmation. Add span attributes that help an operator distinguish a processor timeout from an internal database delay, while excluding payment-account data and secrets. Sample successful high-volume traffic economically, but retain enough error and slow-trace data to investigate the SLO breach.

Logs
Use structured logs with timestamps, service name, environment, trace identifier, outcome class and dependency status. Redact cardholder data, authentication credentials, access tokens and full personal information. Synchronised clocks are essential when comparing events across services; alert when clock drift could make latency calculations unreliable.
Dashboards and alerts
Put the SLI on the first dashboard row, followed by traffic, errors, latency distribution and dependency health. Link every alert to a runbook that names the owner, customer impact, first checks, mitigation options and escalation route. Alert on a sustained SLO burn or a payment-flow failure, not on every transient host warning. A short dependency blip may need a ticket; a rising confirmation timeout rate needs an incident.
Choose observation windows that match the promise
Use more than one window. A short rolling window detects a live incident quickly; a longer window shows whether the service is consuming its reliability budget. For example, an operational alert might evaluate five-minute success and latency, while an SLO report evaluates 30 days. The periods must be stated next to the number so a five-minute result is never mistaken for a monthly commitment.
Recommended Free Tools
For asynchronous payments, define when the clock stops. If the customer is promised an immediate “accepted” response and a later final status, create separate SLIs for acceptance latency and final-confirmation latency. Measure the age of pending transactions and the percentage that exceed the promised completion time. Otherwise a fast acceptance response can conceal a growing backlog of payments that never settle.
Account for dependencies and partial degradation
Model dependencies as part of the payment risk, even when a supplier is outside your administrative control. A processor can be reachable while one payment method is failing; an authentication service can be healthy for returning users but unavailable for new sessions; a banking interface can answer requests while confirmation callbacks are delayed. Build separate indicators for each materially different route and roll them up only when the aggregation rule is understood.
Define partial-degradation rules in advance. Examples include treating a payment method as unavailable when its valid-request success rate falls below the method’s objective, or declaring a journey degraded when the p99 confirmation time exceeds the customer promise even though the overall success rate remains high. Document whether planned maintenance is excluded, counted as downtime or reported separately. The same rule must be applied in dashboards, incident reports and any SLA calculation.
UK Open Banking: apply the framework only where it fits
For UK Open Banking dedicated interfaces, Open Banking Standards guidance says EBA Guidelines 2.2, 2.3 and 2.4 inform availability and performance indicators. It states that account-servicing payment service providers (ASPSPs) should provide their dedicated interface at least at the level offered to their own payment-service users. The guidance also warns that parity with a poorly performing customer interface can still create a poor third-party and customer experience.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Keep PCI DSS supplier oversight separate from uptime monitoring
PCI DSS addresses protection of payment-account-data environments; it is not an availability SLO. PCI SSC says organizations that use third-party service providers for functions within or related to the cardholder-data environment must oversee those relationships, identify responsibility boundaries and monitor the provider’s PCI DSS compliance status at least annually under Requirement 12.8.
Annual confirmation of a provider’s PCI DSS status does not tell you whether its API was slow at 14:00 today. Conversely, a minute-by-minute uptime dashboard does not satisfy the governance and compliance obligations in Requirement 12.8. Maintain both: operational telemetry for live payment performance, and a supplier register, responsibility matrix, evidence collection and review cadence for the applicable compliance program.
Test before a real incident
Load and capacity tests
Run performance and load tests for normal, peak and recovery conditions. Google Cloud’s financial-services guidance specifically calls for regular load testing so workloads can handle peak transaction volumes and other high-demand scenarios. Generate realistic mixes of payment methods, success and decline outcomes, retries, asynchronous confirmations and dependency latency. Protect production data and payment credentials; use isolated test accounts and clearly marked traffic.
Compare test results with the same latency percentiles, success definitions and confirmation deadlines used in production. Record the load level at which queues grow, timeouts begin or a dependency’s rate limit is reached. A test that reports only average response time cannot validate a percentile or threshold SLO.
Incident-process exercises
Regularly test incident-management processes, including alert delivery, on-call acknowledgement, escalation, customer communications, supplier contacts, rollback and reconciliation of unknown payment outcomes. Exercise a partial outage, not only a total shutdown. For example, simulate one processor timing out while another route remains healthy, then verify that routing, dashboards and customer messaging distinguish the two.
Synthetic checks
Use controlled synthetic transactions or protocol checks from relevant regions to detect failures before real traffic is widespread. Keep synthetic traffic out of business success denominators, label it unambiguously and alert separately when a synthetic check fails. Synthetic monitoring complements real-user SLIs; it cannot replace them because it does not reproduce every payment method, customer state or dependency response.
A practical implementation sequence
- Inventory journeys and boundaries. Write the start event, end outcome, dependencies, owners and exclusions for each critical payment flow.
- Define the SLI formula. Specify the numerator, denominator, valid-request rules, retry treatment, asynchronous timeout and observation window.
- Set an SLO. Choose a target that reflects the customer promise and capacity evidence. Record the response when the target is missed.
- Instrument the path. Add metrics, trace propagation and structured, privacy-safe logs at every service and dependency boundary.
- Build service dashboards. Show success, confirmation latency, availability, traffic, errors, pending age and dependency behaviour together.
- Configure actionable alerts. Route sustained SLO deterioration and critical payment-flow failures to named owners with runbooks.
- Validate calculations. Reconcile telemetry against transaction records, investigate missing events and verify that retries or duplicates are not inflating the denominator.
- Test peak and failure modes. Run load tests, dependency-failure drills and incident-process exercises; record findings and remediation owners.
- Review targets and suppliers. Revisit SLOs after product, architecture, volume or contract changes, and perform the required third-party compliance reviews.
Common mistakes and how to correct them
Monitoring only infrastructure
Symptom: CPU and memory are normal while customers receive pending or failed payments.
Correction: Make transaction success, confirmation latency and valid-request availability the primary indicators; use infrastructure metrics for diagnosis.
Best Value
Using one average latency
Symptom: The average is acceptable, but a small group of payments waits long enough to abandon checkout.
Correction: Track percentiles and threshold attainment, segmented by method, route and dependency.
Changing the denominator during an incident
Symptom: A sudden rise in invalid, retried or duplicate requests makes the success rate appear better or worse depending on the query.
Correction: Freeze eligibility and retry rules in the SLI definition, version any change and report business outcomes separately.
Counting an accepted request as a completed payment
Symptom: The API looks fast while final confirmations accumulate in a pending queue.
Correction: Create distinct acceptance and final-confirmation SLIs and alert on pending age.
Treating a supplier certificate as live health
Symptom: Annual PCI DSS evidence is current, but the supplier is timing out now.
Correction: Keep Requirement 12.8 oversight and real-time dependency telemetry as separate controls.
Copying another provider’s SLA
Symptom: A published number is adopted without matching its window, API method, geography or contractual status.
Correction: Label external figures as examples, define your own SLO from the customer promise and let the actual agreement govern any SLA.
How to evaluate a monitoring approach
When selecting software or assembling an internal stack, compare capabilities rather than brand names. The approach should support:
- Payment-flow and API-level SLIs with custom denominators and observation windows.
- Latency histograms, percentile queries and threshold objectives.
- External or synthetic checks where they add coverage.
- Correlated metrics, traces and logs with privacy and retention controls.
- Dependency mapping for processors, banks, authentication, queues and callbacks.
- Alert routing, on-call acknowledgement, incident workflow and audit history.
- Data-residency, access-control and encryption controls appropriate to the architecture.
- Integration with existing OpenTelemetry instrumentation and telemetry backends.
Ask for evidence that the tool can represent your payment definition, not merely a generic HTTP check. Verify how it handles retries, asynchronous completion, cardinality, missing telemetry and clock skew before relying on its SLO calculations.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsBottom line
A defensible fintech monitoring program measures the complete payment outcome: valid-transaction success, end-to-end confirmation latency and explicitly defined availability. Separate those SLIs from supporting error, traffic and dependency indicators; set internal SLOs before discussing contractual SLAs; instrument every critical boundary with metrics, traces and logs; and rehearse peak-load and incident procedures. Apply UK Open Banking and PCI DSS requirements only within their stated contexts, and label every external benchmark by its window, date and contractual status.
