Monitor public-service websites with a repeatable loop: check availability, links, meaningful content changes and accessibility; send material alerts to named reviewers; verify each finding against an approved source; fix it; then retest and record the outcome. These checks can reveal unexpected changes, including changes made with AI assistance, but a page snapshot cannot reliably establish whether AI generated an edit. Treat AI use as a content-governance and provenance issue, not something a monitoring alert can prove.
What monitoring can—and cannot—tell you
Automated monitoring is useful for identifying signals: a page is unavailable, a link is broken, text has changed, or a machine-detectable accessibility issue has appeared. It cannot establish by itself that a site is error-free, fully accessible, or that a particular edit was written by AI. A change alert tells a reviewer what to investigate; it does not determine whether the change is authorized or correct.

The UK Government Digital Service (GDS) states that automated testing does not find all accessibility issues. Its monitoring approach samples organizations and pages, combines Axe scans with manual tests, and identifies keyboard function, visible focus and reflow as issues automated scans may miss. The current GDS guidance names WCAG 2.2 level AA; its 2022–2024 report used WCAG 2.1 for that reporting period, with monitoring from October 2024 moving to WCAG 2.2. Choose what to monitor first
Start with pages and user journeys where an error could prevent someone from understanding or using a public service. Prioritize by impact rather than trying to watch every page equally.
- Eligibility, benefits, fees, deadlines and public notices.
- Application and renewal forms, including the steps that lead to submission.
- Service-status and outage pages.
- Accessibility statements and help or contact routes.
- Translated pages for the same high-impact information.
For each monitored item, record its URL or journey, content owner, approved source or release record, expected update window, language versions and relevant third-party dependencies. This baseline gives reviewers something to compare against when a monitoring alert arrives.
Build a monitoring loop
- Set a baseline. Capture the expected published state and record who owns the content, what source authorizes it, and when a change is expected. For multilingual content, track whether corresponding versions have been reviewed and published.
- Run recurring checks. Check page availability and errors, broken links and “Page not found” responses, meaningful content changes, and machine-detectable accessibility issues. Set frequency according to user impact and how often the content changes; the official guidance cited here does not prescribe one universal interval.
- Route alerts to named reviewers. Assign each alert type to a person or team able to check the approved source, release record or service owner’s decision. Avoid an unowned inbox where alerts can accumulate without a decision.
- Verify before treating a signal as an incident. Compare the changed page with the approved content or release record. Check whether a third-party component, scheduled publication or expected update explains the difference. Decide whether the alert affects users and needs correction or escalation.
- Inspect accessibility and journeys manually. For critical forms and paths, test keyboard-only operation, visible focus, zoom and small-screen reflow; use assistive technology where appropriate. The US Department of Justice (DOJ) recommends pairing manual checks with automated checkers and notes that a clean report does not necessarily mean everything is accessible. Its guidance also recommends providing a way for the public to report accessibility issues. DOJ web accessibility guidance
- Fix, retest and close the record. Record the finding, severity, owner, action taken, retest result and closure. If the change was approved, record that decision rather than treating every difference as a defect.
Govern AI-assisted content changes with provenance
Monitoring detects differences; governance explains how those differences came to be and whether they should remain. Use the same approval controls for AI-assisted drafting or translation as for other consequential content changes, and retain enough provenance for a reviewer to assess them.

Include integrity, availability and follow-through
Website monitoring is also an operational and security concern. GIGW security guidance identifies unavailable web resources and modified webpage information among website risks, supporting checks for both service availability and unexpected changes. It calls for vigilance across design, coding, implementation, testing and deployment; it does not describe a dedicated AI-edit detector. GIGW security guidelines
Follow-through matters as much as detection. In its 2022–2024 monitoring period, GDS reported monitoring 1,203 websites and 21 mobile apps and finding 29,787 accessibility issues. Public-sector organizations fixed 16,482 issues (55.3%) during monitoring; 3,693 (12.4%) remained unfixed at retest. GDS said 68% of organizations had fixed identified issues or had short-term plans for remaining issues after receiving reports and normally having 12 weeks to respond. The figures describe that monitoring and reporting period, not a universal prediction for an individual site. GDS cautions that issue counts cannot be directly compared with its 2020–2021 report because testing and recording methods changed. GDS 2022–2024 report

Choose a monitoring approach that fits the service
When evaluating an approach—whether built from existing checks or a specialist service—ask how it handles:
- Coverage of important pages and complete user journeys, not just a home page.
- Check frequency and how quickly an alert reaches its reviewer.
- Availability, broken links, significant content differences and accessibility signals.
- Authenticated, dynamic or multi-step forms, where applicable.
- Third-party content and multilingual versions.
- Named ownership, escalation, audit history, retesting and closure.
- Manual review required to confirm meaningful accessibility and content issues.
No single automated result should be treated as a certification of correctness or accessibility. The DOJ’s guidance is jurisdiction-specific to ADA web accessibility; its March 2022 page warns that it does not reflect later state and local government requirements. For current Title II compliance dates, consult the DOJ’s current first-steps page. As reported there, an April 2026 interim final rule extended compliance dates to April 26, 2027 for covered entities with populations of 50,000 or more, and April 26, 2028 for smaller-population entities and special district governments. These dates apply to the specified US state and local entities, not public services in other jurisdictions. DOJ Title II web rule: first steps

A page is available but a user journey is broken
Test the full form or service path rather than relying on a successful page load. Check links, form steps, third-party dependencies and the final submission or confirmation state. Assign a reviewer who can access the relevant environment if the journey requires authentication.
An automated accessibility check passes, but users report difficulty
Do not treat the clean result as proof of accessibility. Reproduce the reported task and inspect keyboard operation, focus, zoom and reflow; use assistive technology where appropriate. Keep a public reporting route and include the report in triage.
A translated page differs from its source
Check whether the source changed, whether the translation was reviewed, and whether all language versions were published together. Escalate consequential differences to the content owner and record the approved resolution.

For screenshot-based visual checks, ScreenshotNeo provides a website screenshot API and MCP server. A screenshot can help a reviewer see a visual difference; it cannot prove authorship or replace link, accessibility and journey checks. One GET request returns an image or PDF. For a basic visual baseline, save a screenshot and compare it with a previously reviewed capture:
