How to Monitor Produced Water Storage for Leaks and Water-Quality Changes

Monitor produced-water storage with two linked but separate programs: a containment-integrity program that finds releases, and a water-quality program that detects changes in the stored water or surrounding environment. Start with a site-specific water balance and produced-water characterization; inspect tanks, valves, liners and leak-detection systems on a defined schedule; reconcile levels and transfers; sample water using consistent methods; and document trigger actions before an alarm occurs.

The correct frequency, instruments and regulatory thresholds depend on the tank or impoundment design, chemistry, receptors, permit and jurisdiction. For example, the New South Wales (NSW) exploration code sets specific performance requirements for covered activities, while regulators in British Columbia and California can impose project-specific conditions. None of those rules is a universal standard for every produced-water facility.

What the monitoring program must answer

Produced water can be stored in steel tanks, lined ponds or other surface impoundments. A useful program answers four different questions:

  • Is primary containment intact? This covers tank shells, fittings, valves, pond liners and penetrations.
  • Is secondary containment working? Berms, double liners, leak-detection layers and collection systems should show a release before it reaches soil or groundwater.
  • Is the water inventory behaving as expected? Unexpected level, flow or volume changes can reveal a leak when normal transfers and operating conditions are accounted for.
  • Has water quality changed? Trends may indicate mixing, evaporation, treatment changes, contamination or a release, but a field reading alone does not prove a liner failure.

Keep these questions in one management plan, but do not treat a water-quality meter as a liner detector or a level trend as proof of a contaminant release.

Build a site-specific baseline before choosing instruments

Describe the storage and its consequences

Record each storage unit’s type, capacity, construction materials, liner system, leak-detection layer, connections, transfer routes, nearby drains, wells, surface water and other environmental receptors. Identify what could happen if the unit fails: the volume released, the direction of flow, sensitive habitats, groundwater vulnerability and the time available for intervention.

API Recommended Practice 100-2 advises evaluating site hydrology and produced-water characteristics when selecting impoundment liners. The same principle applies to tanks and secondary containment: a material that resists one water chemistry, temperature or ultraviolet exposure may not be suitable for another.

Characterize the produced water

Use representative samples to establish baseline chemistry. The analytical suite should reflect the actual produced water, its variability, intended reuse or disposal and permit conditions. Depending on the site, this can include field measurements and laboratory analytes for salinity, dissolved solids, pH, conductivity, hydrocarbons, metals or other constituents identified by the risk assessment. Do not assume one universal list or frequency; the cited NSW code requires characterization and risk planning but does not prescribe a single analyte schedule for every operation.

Maintain a water balance

Track water entering and leaving every tank or impoundment, including production inflows, transfers between units, treatment, reuse, truck movements, evaporation estimates where relevant and final disposition. API recommends documenting volumes placed into and removed from impoundments. A water balance makes a level change meaningful: a falling level after a recorded transfer is expected, while a persistent unexplained loss is an investigation trigger.

How to monitor tanks for leaks

Inspect shells, fittings and secondary containment

Make visual inspection part of normal operations. Look for wet spots, staining, corrosion, bulging, damaged coatings, drips at nozzles, failed gaskets, hose deterioration, valve seepage and liquid in the secondary-containment area. Check that drains, sumps and collection points are in their intended operating position and that rainwater has not obscured a release.

For multiple tanks connected in series, API recommends checking connections and valves daily for leaks. Set a documented route and checklist so the operator records the date, tank identification, observed condition, liquid level and corrective action rather than relying on an informal walk-by.

Reconcile levels and transfers

Use calibrated level instruments or manual measurements suitable for the tank and liquid. Compare the measured inventory with the water-balance record after allowing for known transfers, temperature effects, meter uncertainty and any approved evaporation or treatment losses. A mismatch should prompt a repeat measurement and inspection; the sources do not establish one universal percentage loss or alarm threshold for every tank.

Use secondary containment as a detection point

Where required by the permit or risk assessment, secondary containment should be sized and maintained to collect a release and allow prompt observation or measurement. Keep sumps accessible, remove accumulated liquid under an approved procedure and preserve samples or photographs when a release is suspected. Do not discharge collected liquid merely to clear the sump; manage it according to the site’s plan and permit.

How to monitor lined ponds and surface impoundments

Inspect the liner system

Walk the crest, slopes, exposed liner, inlet and outlet structures and any anchor trench or penetration. Look for tears, punctures, seam separation, uplift, wrinkles that expose the liner to stress, animal damage, erosion, settlement and vegetation that can hide defects. Inspect after construction activity, severe weather, unusual level changes and maintenance work as well as during routine rounds.

API calls for procedures covering liner integrity and an inspection-and-maintenance plan. Keep drawings and repair records current so an inspector can identify the installed liner, seams, patches and leak-detection components.

Monitor a leak-detection layer

A double-lined pond or other system with a leak-detection layer can provide an early warning between primary and secondary barriers. Measure collection points or sensor outputs on the schedule specified by the design, permit and risk assessment, and investigate a sustained increase rather than dismissing it as rainfall or condensation without checking.

Under the NSW Exploration Code of Practice: Produced Water Management, Storage and Transfer, covered facilities storing more than 5 m³ of potentially environmentally harmful produced water must have secondary containment, and the facility must be capable of detecting compromise of primary containment within one month. The code’s guidance says a leak-detection layer between primary and secondary barriers should be monitored regularly. These are NSW requirements for the code’s scope, not worldwide requirements.

Use water-level observations carefully

Record pond level, rainfall, pumping, inflows, withdrawals and visible freeboard. A level decline that cannot be explained by transfers, rainfall or evaporation warrants inspection of the liner, embankment, outlet works and water-balance records. Level data alone cannot identify the contaminant, the breach location or whether a quality change has occurred.

Compare monitoring methods by the question they can answer

Method Best use Limitations and controls
Visual tank and pond inspection Finds visible seepage, damage, corrosion, erosion and failed fittings. Misses concealed leaks and defects beneath water or cover; requires trained inspectors, consistent routes and records.
Level, flow and inventory reconciliation Identifies unexplained gains or losses across tanks, ponds and transfers. Must account for normal operations, meter accuracy, temperature, rainfall and evaporation; no universal alarm threshold is established.
Interstitial or leak-detection-layer monitoring Provides early warning between primary and secondary barriers in a designed double-containment system. Only works where the layer, sensors and collection points are installed and maintained; a signal still requires confirmation.
Secondary-containment sump checks Detects liquid that has passed primary containment but remains captured. Rainwater, wash water and condensation can create false alarms; keep the sump accessible and identify the liquid.
Groundwater monitoring Checks potential migration toward groundwater receptors where wells and a hydrogeologic plan are appropriate. It is a delayed or downstream indicator, not a substitute for primary-containment detection; locations and analytes must be site-specific and permit-approved.
Portable field meters Rapid screening for the parameters the instrument actually measures, such as conductivity, pH or turbidity. Does not measure every contaminant, does not prove liner integrity and may require matrix-specific calibration and laboratory confirmation.
Laboratory sampling Confirms selected chemical constituents and supports trend analysis, compliance and incident investigation. Requires representative sampling, preservation, chain of custody, quality controls and turnaround time.
Satellite or aerial screening May help screen many ponds for surface-water changes or turbidity patterns. Cannot establish liner integrity or replace on-site detection and confirmatory samples; cloud, resolution, depth and surface conditions affect interpretation.

Design a water-quality trend program

Choose locations and timing consistently

Define sampling points for each tank or pond, inlet and outlet, treatment stage and any relevant receiving environment. Use the same locations, depths, containers, preservation and field procedures on repeat visits. Record weather, recent transfers, treatment status, pond level and any visible sheen or sediment so a later result can be interpreted in context.

Separate screening from confirmation

Field instruments are useful for rapid readings within their stated range. A conductivity increase, unusual pH, turbidity change or hydrocarbon indication should trigger a documented check of the instrument, a repeat measurement and, when warranted, laboratory sampling. One unconfirmed result is not proof of a leak. A sustained departure from a well-established baseline, especially when paired with an inventory loss or containment observation, deserves escalation.

Match analytes to the decision

Measure what can change the management decision. If the question is suitability for reuse, select parameters tied to the reuse specification. If the concern is a release to groundwater or surface water, select constituents identified in the risk assessment and permit. Include quality-control samples and detection limits appropriate to the action level; a result reported as below detection is not equivalent to zero.

Interpret remote sensing cautiously

A 2023 paper by Satish Kumar, Rui Kou, Henry Hill, Jake Lempges, Eric Qian and Vikram Jayaram proposed a satellite-derived water-quality index aimed at turbidity screening in small oil-and-gas ponds. The authors reported validation against 1,200 laboratory water samples. That figure supports the paper’s method and study context only. Remote sensing can prioritize a site visit, but it cannot show whether a liner is intact, identify all dissolved contaminants or replace confirmatory sampling.

Set triggers and response actions before an alarm

Write a Trigger Action Response Plan (TARP) that assigns responsibility and defines what happens at each trigger. The NSW code requires a TARP for covered activities and states: “Any detection of a leak will trigger the requirement to implement the Trigger Action Response Plan referred to in mandatory requirement 3.3 below.”

Example trigger levels

  • Observation trigger: staining, a wet area, damaged seam, unusual odor, sheen, corrosion, sensor fault or unexplained sump liquid. Stop routine assumptions, record the condition and perform a focused inspection.
  • Verification trigger: a repeated inventory mismatch, leak-detection-layer response or field reading outside the site’s control range. Recheck the instrument and measurement, secure relevant valves or transfers if safe, and collect confirmatory samples.
  • Incident trigger: confirmed primary-containment failure, liquid outside secondary containment, a credible path to a receptor or a trend that exceeds a permit condition. Isolate the source, protect people, contain and recover the liquid, notify the designated manager and regulator, and implement the incident procedure.

Use the actual permit and jurisdiction to set numerical limits. The cited sources support documenting inspections, volumes, monitoring results and response actions, but they do not establish one universal alarm value for every tank, pond or analyte.

Preserve evidence and records

Retain dated inspection forms, photographs, sensor downloads, calibration checks, sample identifiers, laboratory reports, chain-of-custody records, water transfers, maintenance and TARP decisions. A record should show what was observed, who reviewed it, when the decision was made and whether the condition was resolved. Trend plots are most useful when operating events are annotated rather than stripped from the data.

Regulatory context you must verify locally

New South Wales

The NSW Resources Regulator’s Exploration Code of Practice: Produced Water Management, Storage and Transfer applies to exploration activities within its stated petroleum and mining framework when the regulator identifies a need for produced-water management. It requires a management plan addressing activities, controls, risks, water characterization and a site-specific water balance. Its more-than-5-m³ secondary-containment threshold and one-month leak-detection capability apply only within that code’s scope.

Common failure modes and fixes

Using a single instrument for every question

Problem: treating a conductivity or turbidity meter as an all-contaminant analyzer and liner detector.

Fix: document the parameters, range, detection limit and matrix suitability of each instrument; pair screening with the containment and laboratory methods that address the remaining risks.

Relying on satellite imagery as proof of integrity

Problem: interpreting a clear image as evidence that a liner has not failed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: use imagery only to prioritize inspections or investigate surface changes, then verify with on-site inspection, inventory reconciliation and samples where appropriate.

Ignoring transfers and weather in level alarms

Problem: generating repeated false alarms or overlooking a real loss because the water balance is incomplete.

Fix: timestamp every transfer, rainfall event, pumping operation and manual reading; review the balance before escalating, while preserving the original anomaly.

Checking the pond but not the fittings

Problem: focusing on the liner while a valve, flange, hose or inlet structure is leaking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: inspect the complete containment system, including interconnections, valves, penetrations, sumps and secondary barriers.

Sampling without a baseline or quality controls

Problem: declaring a leak from one unusual result or comparing samples collected by different methods.

Fix: establish representative baseline data, standardize collection and preservation, document calibration and use repeat or laboratory confirmation before assigning cause.

A practical implementation sequence

  1. Map the system: inventory tanks, ponds, liners, barriers, valves, transfer lines, sensors, sumps, wells and receptors.
  2. Define the hazards: characterize produced water, identify credible release pathways and estimate consequences.
  3. Confirm obligations: review the permit, jurisdictional code, reporting rules and any project-specific groundwater or leak-detection conditions.
  4. Write the baseline plan: set sampling locations, analytes, methods, inspection routes, measurement accuracy and data-retention rules.
  5. Install or verify detection points: confirm that leak-detection layers, sumps, level devices and secondary containment are accessible, calibrated and protected from damage.
  6. Set operating triggers: define observation, verification and incident actions, including isolation, resampling, notifications and regulator contact.
  7. Train and test: have operators perform a mock leak, data review and TARP callout; correct gaps before an actual event.
  8. Review trends: evaluate inventory, inspection and quality data together at a defined management interval and after changes in chemistry, storage design or disposition.

What good performance looks like

  • Every storage unit has an identified containment type, responsible owner and inspection record.
  • Tank connections and valves are checked daily where the API recommendation applies to tanks in series.
  • Liner and leak-detection-layer checks occur at the frequency required by the design, permit and applicable code.
  • Inflows, transfers, removals and relevant losses reconcile to a documented water balance.
  • Water-quality results are compared with a representative baseline using consistent methods.
  • Field readings are treated as screening data unless their stated capability supports the decision.
  • Satellite or aerial observations lead to verification rather than being treated as proof.
  • Every confirmed leak has a preassigned response, recordkeeping path and notification decision.
