If the publisher might replace the file at a different URL, monitor the webpage that links to it as well. Choose your method based on whether you need wording changes, any file modification, or a visual comparison of page layout.
Choose what counts as a change
- Changed wording: Use a text-based PDF monitor or compare extracted text. This can show textual differences when the PDF has an extractable text layer.
- Any file modification: Compare checksums. A changed checksum detects that the file differs, including changes to metadata or images, but does not explain what changed.
- Changed appearance: Compare saved versions visually, page by page. This is the useful approach when layout, charts, signatures, or other visual details matter.
These methods answer different questions. A text diff is not a visual comparison, and a checksum alone does not identify a changed word or page element.

Set up recurring monitoring for a public PDF
Find the direct PDF URL
Open the publisher’s page and copy the link address for the PDF. Confirm that the URL opens the intended document without requiring a login or an interactive browser session. Distill documents creating a PDF monitor from its watchlist, entering the PDF URL, choosing an interval, configuring notifications, and comparing versions in change history. Its documentation says PDF monitoring is available on Flexi and Enterprise plans; check its current plan page for eligibility and pricing. Distill’s PDF monitoring instructions explain its setup. The documentation says: “When Distill detects a change, you’ll receive alerts based on the actions you configured.”
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Configure the monitor and alerts
- In Distill, open the watchlist and create a PDF monitor.
- Enter the public PDF URL.
- Choose a check interval and the notification actions you want.
- When an alert arrives, review the saved versions or change history and confirm it is the intended document.
Keep a record of the publisher page and current PDF URL. A change alert is a prompt to review the document, not proof that a meaningful policy or content change occurred.

Track replacement links as well as the PDF
A direct PDF monitor can stop following the document if the publisher changes its URL. If the source page is stable, create a second monitor for that page and track the PDF link’s href. When the link points to a new URL, update the PDF monitor and confirm that it now watches the current document. Distill describes monitoring the link from the source page alongside the PDF. Distill’s guide covers this workflow.
An alternative automated approach is an Apify actor that resolves a PDF from a stable page and compares it with the last successful observation. Its documentation says it fetches over HTTP only and does not handle browser interactions, proxies, CAPTCHAs, or logins, so it may not work for protected or interactive pages. See Apify’s actor documentation for the described approach and access limits.

Compare methods
| Method | Best for | Main limitation |
|---|---|---|
| Hosted PDF text monitor | Recurring checks and alerts about text changes | Depends on access and text extraction; scanned, encrypted, or complex-layout PDFs may be difficult to parse. Distill and PageCrawl describe PDF monitoring capabilities. |
| Checksum comparison | Detecting any file-level modification | Shows that files differ but does not explain the textual or visual difference. PageCrawl documents PDF checksum monitoring. |
| Source-page link monitor plus PDF monitor | Following a document when its publisher may change the PDF URL | A changed link needs to be followed by the PDF monitor unless the service resolves the new target automatically. Distill and Apify describe related workflows. |
| Local visual comparison | Reviewing page appearance between two saved PDFs | Requires both versions and is not, by itself, a recurring remote monitor. The cited PDF Diff extension describes comparing two local PDFs: PDF Diff extension listing. |
| Manual scheduled download and comparison | A self-managed process without hosted monitoring | You must perform the checks and retain versions; no particular manual tool or schedule is established here. |
Account for PDF and access limitations
- Scanned or image-only PDFs: They may have no usable text layer. Text extraction may miss content unless OCR is available, and no OCR capability should be assumed without checking the monitor’s documentation.
- Encrypted PDFs: Their contents may not be extractable for text comparison.
- Complex layouts: Extracted text can be reconstructed imperfectly, so a text diff may not reflect the page as a reader sees it. See Adobe’s PDF comparison overview for comparison context.
- Restricted access: Distill’s cited PDF monitor is for public URLs and runs on its servers. The cited Apify actor uses HTTP fetching without browser or login handling, which excludes some sites.
- False confidence: An alert only establishes that the monitor detected a difference according to its method. Inspect the document to determine whether the change is substantive and whether the relevant content was captured.
Troubleshoot missed or noisy alerts
The PDF monitor reports an error or stops updating
Open the publisher page and check whether the document still exists at the recorded URL and remains publicly accessible. If the publisher has moved it, update the monitor to the new link. If access now requires login, CAPTCHA completion, or browser interaction, the cited public-URL or HTTP-only workflows may not be suitable.
An alert appears but the visible PDF seems unchanged
Check whether the file changed in metadata, embedded images, or other non-text content; a checksum detects file-level changes without explaining them. Compare the saved PDFs visually if appearance matters, and inspect the extracted text when wording is the concern.

- BROAD COMPATIBILITY – Works with both Windows and Mac devices, be it laptop or computer
The monitor misses a change in a scanned or complex PDF
Do not treat a text monitor as complete coverage when the document lacks a usable text layer or has a layout that extracts poorly. Use visual comparison of saved versions for page-level review, or verify whether the monitoring service supports the extraction method you need.
The source page links to a new PDF, but no PDF alert arrived
Check the source-page monitor and compare its current link target with the URL watched by the PDF monitor. If the target changed, update the PDF monitor and verify the new document.

ScreenshotNeo can capture a page that publishes a PDF, but it is a screenshot API, not a PDF-change monitor: it does not replace scheduled monitoring, change alerts, or version history. One GET request returns a screenshot or PDF, and its capture options can help when you need a clean visual record of a source page. Cookie banners, popups, and chat widgets are removed before the shot; bot checks, blank pages, and failed loads are never billed; an MCP server lets AI agents take screenshots. The free plan includes 1,000 screenshots a month with no card, and paid plans start at $5 for 3,000. See ScreenshotNeo and its API documentation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor example, save a screenshot of the page that links to the PDF:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com/policies -o source-page.webp
Use the current public URL of the publisher page in place of https://example.com/policies. A screenshot can preserve what the page looked like when captured, but you still need a schedule and a process to compare saved records if you want to detect changes.
