How to Monitor Internet-Facing Systems for Exploitation Attempts

Effective monitoring starts before an alert fires: identify every public-facing asset, remove exposure that is not needed, and collect enough identity, host, application, network, and security-control telemetry to reconstruct suspicious activity. Scanning finds exposed systems and possible weaknesses; centralized monitoring and investigation determine whether an exploitation attempt may have produced access.

This guide presents a practical workflow for security teams, administrators, and leaders responsible for internet-reachable infrastructure. It covers asset discovery, exposure reduction, vulnerability assessment, logging, alerting, investigation, tool selection, and program maintenance.

What monitoring can—and cannot—tell you

An internet-facing system is any host, service, application, appliance, or device reachable from outside the organization. Typical examples include web servers and applications, cloud-hosted services, remote-access gateways, databases, file-sharing services, network-management interfaces, and industrial or IoT equipment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitoring has three related but different jobs:

  • Exposure discovery: finding public IP addresses, domains, ports, services, and cloud resources that the organization may not know about.
  • Weakness assessment: identifying outdated software, unsafe configurations, and known vulnerabilities on exposed assets.
  • Exploitation monitoring: detecting behavior that suggests probing, attempted exploitation, unauthorized access, persistence, or follow-on activity.

A scan result is evidence of observed exposure or a suspected weakness. It is not proof that an attacker exploited the system, and a clean scan is not proof that exploitation did not occur. Determining what happened requires correlation among network, identity, host, application, and security-control records.

CISA’s exposure-reduction guidance (June 4, 2025) recommends identifying internet-accessible assets, deciding which need to remain exposed, and repeating assessments as the environment changes. Its joint communications-infrastructure visibility guidance (December 4, 2024) emphasizes current inventories, centralized logging, anomaly monitoring, and prepared response roles.

1. Build an inventory of everything reachable from the internet

You cannot monitor an asset that you have not discovered. Start with an authoritative inventory and continuously reconcile it with what outsiders can observe.

Record the assets and their owners

At minimum, record the public IP address or address range, domain and subdomain, cloud account or project, service and port, hosting location, business purpose, data handled, technical owner, business owner, support contact, and approved exposure. Include systems managed by subsidiaries, contractors, and third parties when they use your domains or address space.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Classify whether each exposure is intentional, temporary, inherited, or unknown. An unknown service is a finding that needs an owner and a decision, not merely a line in a spreadsheet.

Use several discovery methods

CISA describes active scanning, passive flow monitoring, logs, and infrastructure APIs as complementary ways to discover assets and vulnerabilities. External platforms can reveal what is visible from the public internet, while internal records explain ownership and business context.

Discovery source What it contributes Important limitation
External attack-surface searches Public IPs, banners, certificates, domains, ports, and services visible to outsiders. May lack ownership, business context, or visibility into assets that are temporarily offline.
Active internal scanning Observed hosts, services, versions, and configuration details inside authorized address space. Requires authorization and careful scheduling so scanning does not disrupt fragile systems.
Passive network-flow and DNS data Actual communication patterns, newly used destinations, and services that appear in traffic. Can miss dormant assets and encrypted application details.
Cloud and infrastructure APIs Load balancers, virtual machines, containers, storage, security groups, and other resources created outside traditional data centers. Coverage depends on API permissions, account completeness, and how quickly changes are ingested.
CMDB, procurement, and owner records Business purpose, accountable people, lifecycle state, and planned maintenance. May be stale or omit shadow IT and short-lived resources.

CISA names Shodan, Censys, Thingful, and Shadowserver as examples of web-based platforms that can help identify internet-connected assets. CISA explicitly says that listing these services does not imply government endorsement. Evaluate them for your own address space, domains, update cadence, evidence quality, and workflow integration.

Reconcile findings instead of counting them

Match external observations to internal assets using multiple identifiers: IP address, DNS name, certificate subject, cloud resource ID, service banner, and owner data. Resolve duplicates and mark observations that cannot yet be attributed. Track the date last seen so responders can distinguish an active exposure from historical data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Decide what should remain reachable

Every public service should have a documented business reason and an accountable owner. For each asset, record the purpose, users, required protocols, expected source networks, authentication method, data sensitivity, maintenance window, and removal or review date.

Remove unnecessary exposure

  • Disable unused services and close unneeded ports.
  • Remove temporary test systems from public addressing when testing ends.
  • Replace plaintext protocols with protected alternatives where the service supports them.
  • Change default credentials and disable default accounts that are not required.
  • Retire products that no longer receive security updates, or isolate them with compensating controls while a replacement is approved.

Check dependencies before closing an exposure. A forgotten management interface may be unnecessary, while a seemingly similar endpoint may support a critical supplier or emergency process. Document the decision and its review date rather than relying on informal knowledge.

Protect required external access

For services that must remain reachable, restrict source networks where feasible, place administrative interfaces behind monitored access paths, enforce multifactor authentication when supported, and apply current security patches. Separate management planes from public application traffic. Ensure that access-control changes generate logs that can be correlated with authentication and network events.

3. Scan for exposure and known weaknesses

Run recurring exposure and vulnerability assessments after the inventory is established. Prioritize known exploited vulnerabilities, internet-facing administrative services, unsupported software, and weaknesses affecting sensitive systems. Remediation order should reflect organizational risk, exploitability, business impact, and operational constraints.

Use scanning as an input to risk decisions

Validate important findings with the asset owner. Confirm that the host is still present, the service is actually exposed, the software identification is accurate, and a proposed fix will not break a dependency. Record exceptions with an owner, compensating control, expiration date, and re-review plan.

CISA Cyber Hygiene Services describes continuous assessment of public static IPv4 assets, weekly findings, and ad-hoc alerts for urgent issues. It also offers web-application scanning. Eligibility, scope, and enrollment can change, so confirm the current terms directly with CISA before relying on the service.

Interpret scan results carefully

Scanners can identify an exposed host or a suspected vulnerability; they cannot establish that an attacker succeeded. Results can also become stale when addresses, software, or configurations change. Compare scan timestamps with deployment records, firewall changes, and log-retention periods. No universal detection rate or false-positive rate is established for scanning or monitoring products, so do not present a tool’s output as a complete measure of security.

4. Collect the telemetry needed to reconstruct activity

Enable logs at the system where an event occurs and at the controls that mediate it. Use a consistent time source so events from different systems can be placed in sequence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Telemetry source Events to capture Questions it helps answer
Identity and authentication Successful and failed logins, multifactor results, password and account changes, token use, service-account activity, source address, and authentication method. Who attempted access, from where, and whether an account was used after repeated failures?
Operating system and endpoint Process creation, service installation, scheduled tasks, privilege changes, local account activity, security-tool alerts, and system configuration changes. Did a new process, service, account, or privilege appear after a suspicious request?
Web server and application Request method, URI, status code, timestamp, source address, authenticated identity, user agent where useful, error details, administrative actions, and application-security events. Was the application probed, did requests trigger errors, and did an identity perform an unusual action?
Database and data service Authentication, query or command auditing appropriate to the service, schema or permission changes, exports, and administrative operations. Was a privileged connection made, and was sensitive data accessed or exported?
Firewall, load balancer, and network device Allowed and denied connections, rule changes, NAT mappings, VPN sessions, administrative logins, configuration changes, and device alerts. Which path allowed the connection, and did a control change shortly before it?
Cloud control plane API calls, role changes, key creation, security-group changes, resource launches, and storage-policy changes. Was an account or resource altered outside the normal deployment process?
Network flow, DNS, and proxy Source and destination, ports, protocol, volume, timing, DNS queries, and proxy decisions. Did the system contact an unusual destination or move data after an alert?

Capture enough context to join records: a stable host or resource identifier, user or service account, source and destination, action, result, timestamp, and request or session identifier where available. Avoid collecting unnecessary sensitive content; logging must follow privacy, legal, and retention requirements.

5. Centralize and protect logs

Send logs over authenticated, encrypted transport to a central log-management platform or SIEM where possible. Keep local copies long enough to survive a collection outage, and monitor the health of agents, collectors, queues, and parsing rules.

  • Use immutable or append-only storage, integrity controls, or protected archival copies when appropriate.
  • Retain logs according to incident-response, legal, regulatory, and business requirements.
  • Maintain an off-site or otherwise isolated copy for incidents involving a compromised logging system.
  • Alert when a source stops sending, timestamps drift, storage fills, or parsing drops fields.

CISA points to Logging Made Easy and Malcolm as no-cost options and recommends centralized management and regular review. The right platform is less important than complete coverage, trustworthy timestamps, protected retention, and a process that turns records into decisions.

6. Establish normal behavior before writing complex detections

Baselines should describe expected users, services, destinations, volumes, administrative paths, and deployment activity. Start with a period that includes normal business cycles and planned maintenance, then review changes as systems and workflows evolve.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Useful baseline dimensions include:

  • Normal login times, source networks, authentication methods, and service-account behavior.
  • Expected inbound paths and public endpoints for each application.
  • Typical request rates, error rates, methods, and URI patterns.
  • Usual outbound destinations, protocols, and data volumes.
  • Approved administrative tools, jump hosts, automation identities, and change windows.
  • Normal firewall-rule, cloud-policy, and software-deployment changes.

A baseline is not a permanent allowlist. New customers, releases, incidents, and seasonal workloads can change behavior. Require an owner to explain and approve meaningful deviations instead of automatically treating every change as malicious.

7. Alert on high-risk behavior

Prioritize alerts that combine risk, context, and a realistic response path. CISA highlights repeated failed logins, unexpected administrative activity, privilege escalation, and anomalous traffic as examples of events worth monitoring.

High-value detection patterns

  • Repeated authentication failures followed by a success from the same source, account, or service.
  • Administrative login from an unusual location, device, or time, especially when multifactor authentication fails or is bypassed.
  • Privilege assignment, creation of a new administrator, or use of a service account for interactive access.
  • Requests containing unusual methods, paths, parameters, or encoding followed by application errors or a change in server behavior.
  • Unexpected installation of a service, scheduled task, startup mechanism, or remote-management tool.
  • Firewall, VPN, cloud-policy, or security-group changes that expose a new management or data service.
  • New outbound connections, unusual destinations, protocol changes, or data-volume spikes from an internet-facing host.
  • Security-control tampering, logging disablement, endpoint-agent stoppage, or deletion of audit records.

Combine signals where possible. A single HTTP error, denied connection, or failed login is rarely a definitive verdict. A sequence linking an unusual request, process creation, privilege change, and outbound connection deserves faster escalation than any event in isolation.

8. Investigate a suspected exploitation attempt

When an alert fires, preserve evidence first and then establish scope. The goal is to determine what happened, which assets and accounts were affected, whether access was obtained, and whether containment or formal incident response is required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Validate the alert. Confirm the source, target, timestamp, rule logic, and whether the event is duplicated or generated by a known scanner, test, or maintenance activity.
  2. Build a timeline. Place network requests, authentication, application errors, process creation, privilege changes, configuration changes, and outbound connections on a common time line.
  3. Identify the entry point. Determine which public service, protocol, account, or management path was involved and whether it was approved to be exposed.
  4. Check for successful access. Look for authenticated sessions, new accounts, changed credentials, privileged actions, altered files, new services, and data access after the suspected attempt.
  5. Scope related systems. Search for the same source, indicators, account, process, destination, or configuration change across neighboring hosts, identity systems, cloud accounts, and network devices.
  6. Preserve relevant records. Export protected copies of logs and volatile evidence according to your incident-response and legal procedures. Do not allow routine retention or attacker activity to overwrite them.
  7. Contain proportionately. Restrict the exposed service, disable or reset affected credentials, isolate a host, or block a path when the evidence and business impact justify it. Record the action and its owner.
  8. Eradicate and recover. Patch or replace the vulnerable component, remove unauthorized persistence, restore trusted configurations, and validate that monitoring is functioning before returning the service.
  9. Document lessons. Update the asset record, detection logic, exposure decision, response playbook, and ownership information.

Assign incident-response responsibilities before an incident. Everyone involved should know who can authorize containment, who communicates with leadership and affected parties, who preserves evidence, and who owns recovery.

9. Monitor the services attackers commonly target

ATT&CK technique T1190 describes exploiting a weakness in an internet-facing host or system to gain initial network access. CISA examples include web applications and servers, databases, SMB or SSH services, and network-device administration protocols such as SNMP.

10. Choose tools by coverage and operational fit

Treat tool lists as starting points, not endorsements. A useful tool must cover the assets and telemetry you actually operate and produce evidence responders can act on.

Option or category Use Questions to ask before adoption
External discovery platforms Identify internet-visible hosts, services, domains, and devices. Does it cover your address space and domains? How often is data refreshed? Can findings be attributed to owners and exported through an API?
CISA Cyber Hygiene Services Vulnerability scanning for public static IPv4 assets and web-application scanning. Are your assets eligible? What scope, enrollment, cadence, notification, and data-handling terms currently apply?
Central log-management tools Collect, normalize, retain, search, and review logs. Can it ingest your sources securely, preserve timestamps, enforce access controls, detect collection failures, and meet retention needs?
SIEM or managed monitoring Correlate identity, host, application, network, and control alerts and provide response coverage. What integrations, staffing model, escalation times, investigation support, and evidence-retention controls are included?
Flow, DNS, and network sensors Reveal communication patterns and unusual destinations. Where are sensors deployed, what encrypted traffic metadata is available, and how are alerts connected to asset and identity records?

Compare tools on these axes

  • Coverage: public IPs, domains, cloud services, applications, devices, identities, and relevant network paths.
  • Freshness: discovery frequency, scan cadence, and speed of urgent notifications.
  • Evidence: detail that lets an analyst validate a finding and identify an owner.
  • Integration: APIs, standard log formats, vulnerability data, ticketing, and incident workflows.
  • Operational fit: authorization requirements, staff capacity, deployment constraints, retention, and response hours.
  • Security: encrypted transport, restricted administration, protected storage, and auditable changes.

11. Operate the program as a recurring control

Exposure changes whenever a cloud resource is created, a certificate is issued, a vendor connects, a firewall rule is modified, or a product reaches end of support. Schedule recurring discovery and vulnerability assessments, but also trigger checks from change-management and onboarding workflows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the program at a defined interval:

  • Reconcile new scan findings with owners and approved exposure decisions.
  • Investigate assets that have no owner, no recent activity, or conflicting records.
  • Test alert routing, escalation contacts, and after-hours coverage.
  • Review retained logs and verify that critical sources are still present and parse correctly.
  • Measure remediation of high-risk exposures against internal targets.
  • Exercise an exploitation scenario so responders practice evidence preservation and containment.
  • Reassess devices and firmware, especially in communications and on-premises infrastructure.

Use findings to improve architecture, not only to close individual tickets. Repeated alerts from the same service may indicate that the service should be removed, isolated, redesigned, or given a dedicated access path.

12. Common failure modes and how to correct them

“Our asset list is complete.”

External discovery finds an unrecorded host or a forgotten subdomain. Reconcile the observation, assign an owner, and add discovery from cloud APIs, DNS, certificates, and network flow to reduce blind spots.

“The vulnerability scanner found nothing, so we are safe.”

A scan can miss an asset, a condition, or an attack that already happened. Confirm scan scope and timestamp, retain logs independently, and investigate suspicious behavior rather than treating a clean result as proof of no compromise.

“We collect logs, but cannot answer basic questions.”

Missing timestamps, source identifiers, authentication context, or application details prevent correlation. Define required fields, monitor collection health, and test an investigation using real records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“We alert on everything.”

Unbounded alerts overwhelm responders. Rank detections by risk, add context and suppression for known approved activity, and measure whether analysts can investigate within the required time.

“The logging system is trusted by default.”

An attacker who gains administrative access may alter or delete local records. Restrict log administration, use protected central and archival copies, and alert on collection gaps or tampering.

13. Scope, authority, and evidence limits

CISA’s joint visibility guide is written for communications infrastructure, although it notes that some recommendations can apply to organizations with on-premises enterprise equipment. Federal Binding Operational Directive 23-01 applies directly to federal civilian executive branch agencies; its asset-visibility concepts are informative rather than a universal compliance obligation.

Obtain authorization before scanning systems that you do not own or administer, including supplier-hosted services. Coordinate testing windows for fragile or safety-sensitive equipment. Keep records of authorization, scope, and notifications so a defensive scan is not mistaken for hostile activity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither asset discovery, a vulnerability scan, nor an individual alert can establish the complete compromise status of an organization. That conclusion requires evidence from multiple sources, a defined investigative process, and an explicit decision by the responsible incident-response team.

Implementation checklist

  • Inventory public IPs, domains, cloud resources, applications, remote-access endpoints, appliances, and relevant industrial or IoT systems.
  • Assign a business and technical owner to every exposure and document why it must remain reachable.
  • Remove unnecessary services, default credentials, plaintext protocols, and unsupported products.
  • Protect required external access with current patches, access controls, monitored management paths, and multifactor authentication where feasible.
  • Run recurring exposure and vulnerability assessments, prioritizing known exploited vulnerabilities and high-risk public services.
  • Collect identity, host, application, database, cloud, firewall, network-device, flow, DNS, and security-control telemetry.
  • Centralize logs securely, restrict modification and deletion, retain them according to policy, and maintain protected copies.
  • Baseline normal users, services, destinations, administrative paths, and deployment activity.
  • Alert on repeated failures followed by success, unexpected administration, privilege changes, suspicious requests, new persistence, exposure changes, anomalous egress, and logging tampering.
  • Correlate alerts across systems, preserve evidence, assign containment authority, and rehearse response.
  • Reconcile discoveries, test alert routing, review coverage, and reassess exposure whenever the environment changes.
