How to Monitor Coral Reef Change With Repeatable Underwater Image Surveys

To monitor coral reef change with underwater images, establish a baseline at defined locations, choose a survey method that matches the measurement you need, and repeat the site layout, camera setup, image capture, calibration, and analysis as consistently as possible. NOAA’s National Coral Reef Monitoring Program (NCRMP) uses standard operating procedures, but methods differ between Atlantic and Pacific jurisdictions; use the current protocol for your region rather than treating one survey layout as universal.

Start with the question your images need to answer

Decide what you want to measure before choosing equipment or planning a dive. Estimating benthic cover—the proportion of the seafloor occupied by categories such as coral, algae, or sand—calls for a different image product and workflow than measuring coral colonies or describing three-dimensional habitat structure. NOAA distinguishes individual, unstitched photoquadrats for benthic observations from stitched photogrammetry imagery used to produce 3D models and related products. NOAA NCRMP protocols

Also decide whether the goal is to track change at particular locations or estimate conditions across a broader region. NOAA uses fixed sites for comparisons at the same sites and stratified random sampling to represent a wider geography. Those designs answer different questions: repeatedly surveying fixed sites does not, by itself, establish a representative estimate for an entire reef region. NOAA notes that coral abundance varies spatially, one reason its Pacific program uses stratified sampling.

Design a survey you can repeat

For time comparisons, choose permanent or reliably relocatable sites and document how to find them and position each transect. Specify the sampling footprint, transect length and orientation, image spacing, and depth range. Keep those choices stable between visits, and follow the protocol for the relevant region: NOAA states that its Atlantic and Pacific benthic methods differ.

As one Pacific NCRMP example—not a universal prescription—the program collects 30 photoquadrats at 1 m intervals along a 30 m transect. Its described workflow annotates each image with 10 randomly placed points. Use those figures only if they suit the question and the applicable protocol. NOAA NCRMP protocols

Choose a revisit cadence based on the ecological question, expected rate of change, available resources, and the monitoring program you are following. There is no single interval established here for all reefs or projects.

A more elaborate image product is not automatically better: it is useful when it supports the measurement you need. Select the method and workflow before field collection so the images contain the information the analysis requires. Make image capture and calibration consistent

Use a camera and watertight housing suited to the planned depth and conditions. Record the camera body, lens, housing, exposure settings, white balance, lighting, and any image-processing steps. For SfM, NOAA’s 2023 update identifies camera and lens characteristics, camera settings, housing, varying lighting, ground controls, and safe, repeatable survey choreography as planning considerations. When collecting photoquadrats

  • Position the camera perpendicular to the reef and use a repeatable framing distance or mounting arrangement.
  • Include the site slate and color reference as specified by the field procedure.
  • Keep the sampling positions and image spacing consistent with the chosen transect design.

When collecting SfM imagery

  • Follow a planned path at a consistent height and speed while maintaining the overlap required by the selected workflow.
  • One NOAA archive describes a 60–80% overlap target for its particular survey method; this is an example, not a universal threshold. NOAA Fisheries InPort archive
  • Where feasible, check focus, exposure, blur, coverage, and overlap during the dive. Missing or unusable frames can compromise later image alignment and comparison.

Keep files, processing, and annotation traceable

Preserve original image files and embedded metadata. Use a consistent file-naming scheme and retain site identity, location, date, transect and image position, camera settings, calibration information, and processing details. NOAA archive descriptions identify site and date or location information and discuss consistent naming for image collections. NOAA PIFSC InPort archive

Compare surveys only when they are comparable

Before interpreting a difference as reef change, check whether the surveys align in location, transect geometry, image spacing, field of view, scale, image quality, processing, and classification. Record deviations from the protocol and explain how they affect confidence in the comparison. If a site, camera setup, or method changed, describe the limits of the comparison rather than presenting the resulting values as a fully comparable trend.

NOAA says its NCRMP procedures are standardized and periodically updated to reflect new technologies or logistical considerations. Check the latest regional protocol before deployment, and document the version used so that a future team can understand which procedures shaped the baseline. NOAA NCRMP protocols
