Token totals help estimate usage, but they are not a substitute for the provider’s cost records.
Build a three-layer cost-control loop
Provider dashboards and APIs answer what the provider recorded. Request and run instrumentation answers which part of your application caused the activity. Alerts and spend limits help you respond before costs grow further. Keeping those roles distinct avoids treating an application estimate as an invoice.

1. Provider reporting for reconciliation
Use the provider’s usage and cost reports as the basis for reconciling charges. OpenAI’s Usage Dashboard provides project selection and user filtering for Responses and Chat Completions, while its Costs API can group cost results by project, user, line item, API key, or API source, subject to organizational and query constraints. See OpenAI’s usage and costs dashboard guide and Costs API reference.

Record usage at both the individual request and agent-run levels. The OpenAI Agents SDK documents request counts, input, output and total tokens, and per-request usage entries. That data can help estimate costs and locate expensive runs, but estimates should be checked against provider cost records. See the Agents SDK usage documentation and Agents observability and usage guide.

3. Budget controls for response
Start with alerts and regular trend review. Add hard limits only after deciding how your application will handle rejected requests. OpenAI distinguishes alerts, which notify while requests continue, from hard organization or project spend limits, which can reject affected requests with a 429 error once tracked spend reaches the limit. Enforcement is not instantaneous, so the configured threshold can be exceeded slightly. OpenAI cautions that “Hard spend limits can interrupt production traffic.” Review its spend limits guide and plan a fallback or graceful degradation path.
Attribute usage to the customers and workflows you care about
Native project and user dimensions are useful, but they may not identify a customer, agent, workflow, or environment in your own product. Create project boundaries that correspond to meaningful teams, products, environments, or workloads, then add application-defined identifiers at the point where your application starts a run and sends requests.

- Use stable, opaque identifiers for tenant or user, agent, workflow, and environment. Avoid placing sensitive personal information in trace metadata when an ID is sufficient.
- Record provider, model, request count, input and output usage, run ID, and timestamps. Preserve raw provider usage where necessary; normalized fields may not capture every provider-specific billing distinction.
- Build dashboards that combine provider dimensions such as project and user with your own customer, agent, and workflow dimensions.
- Track total spend and, where reliable denominators exist, spend per task or successful outcome. This can distinguish rising usage from a change in efficiency.
Project and user filters are documented for OpenAI’s Responses and Chat Completions reporting; do not assume the same filters or grouping behavior apply to other providers. Confirm current plan eligibility, access permissions, API capabilities, and pricing before implementation.
Use requests and traces to explain expensive runs
An agent run can involve several model calls, along with other applicable charges. A single run-level token total can conceal retries, repeated calls, or an unusually expensive step. Keep request-level records linked to a run ID so you can inspect both the total and its components.

OpenAI agent traces expose steps and related details that help investigate outliers and repeated model or tool calls. Traces are diagnostic evidence; provider cost reports are the reconciliation source. See the OpenAI tracing guide and its observability and usage guide. Apply appropriate retention and access controls to traces, which may contain sensitive prompts or results.
Align exports and reporting periods
Use the same reporting boundary when comparing application telemetry with provider exports. OpenAI’s Usage Dashboard displays data in UTC. Its monthly usage export guide describes monthly usage details; daily CSV cost exports can support reporting and invoice reconciliation. Activity exports can group by project, user, API key, model, batch, or service tier.

- Choose a UTC reporting period and use it consistently across application dashboards and provider exports.
- Export provider cost records and the relevant activity details for that period.
- Compare provider totals with application estimates, then investigate drift, missing usage, retries, and non-model charges.
- Keep estimates labeled as estimates; do not present token-based calculations as the final invoice amount.
Billing constructs may also affect attribution. OpenAI’s dashboard guide distinguishes API usage from credits and notes that Scale Tier bundle costs are attributed at the organization level rather than to individual projects. Interpret project-level figures within the applicable billing arrangement.
Choose dashboards and observability tools by the job they do
Provider-native dashboards and APIs are suited to provider reporting and cost reconciliation. Third-party observability services may add framework coverage, traces, workflow attribution, or other analysis. These capabilities are not automatically equivalent, and neither tracing nor cost tracking alone enforces a budget.

| Evaluation question | What to verify |
|---|---|
| Provider and framework coverage | Whether it supports the providers and agent frameworks your application uses. |
| Attribution dimensions | Whether it can report by user, project, customer, workflow, and agent—or accept your own identifiers. |
| Granularity | Whether it captures individual requests as well as full agent runs. |
| Export and reconciliation | Whether its records can be compared with provider cost exports for the same time period. |
| Retention and privacy | What prompts, results, and metadata are stored, who can access them, and how long they are retained. |
| Alerts and enforcement | Whether the service only notifies you or can actually prevent requests—and how that behavior works. |
| Service cost | What the observability service itself costs at your expected usage level. |
OpenAI documents trace inspection and export in its tracing guide. LangChain describes LangSmith observability as offering observability, traces, and cost tracking. Evaluate each option against your own coverage, privacy, export, and enforcement requirements.
Quick Recap
Roll it out without making cost controls a production failure
- Define meaningful project boundaries. Separate teams, products, environments, or workloads when doing so improves ownership and reporting; avoid fragmenting projects without an operational reason.
- Instrument requests and runs. Attach stable application identifiers and record usage, timestamps, and model details at both levels.
- Establish a reporting baseline. Review provider usage and cost dimensions, then add application dashboards for customer, agent, and workflow attribution.
- Reconcile on a consistent UTC boundary. Compare application estimates with provider cost exports and investigate differences before using the numbers for decisions.
- Begin with alerts. Watch trends and investigate unexpected changes before turning on request-blocking limits.
- Test fallback behavior before hard limits. Decide what users see after a 429 response and which workflows can safely pause, reduce work, or offer a degraded experience.
- Protect trace data. Restrict access and set retention appropriate to the sensitivity of prompts, outputs, and metadata.
