During a surge, add friction with slow or restricted chat modes; when the surge ends, restore normal settings and review mistaken removals.
This workflow works across Twitch, YouTube Live and TikTok LIVE, but each service handles held messages, permissions and delays differently. Treat the platform controls as tools, not as a substitute for a published policy or a moderator who can explain decisions.

Decide what a “good suggestion” is before the broadcast
Viewers cannot follow a standard they have never seen. Publish a short rule in the stream description, community post or scheduled announcement, then repeat the key line when the stream starts. The rule should answer three questions:
- What is in scope? Examples include requests for the next game, questions about the current demonstration, accessibility requests, topic ideas for a future stream, or technical observations that help you continue safely.
- Where should a suggestion go? Name one route—live chat, a channel-points or rewards request, a pinned prompt, or a separate form if you use one. Multiple uncoordinated routes make duplicates and missed requests more likely.
- What is not acceptable? State that harassment, threats, hate, sexual content involving minors, doxxing, malicious links, impersonation and repeated spam can be removed and may lead to a timeout or ban.
Use plain language rather than a long legal list. A useful opening message is: “Suggestions about this stream are welcome in chat. Keep them specific and respectful; do not post personal information, unsafe instructions or repeated copy-paste messages. Moderators may remove messages or restrict accounts.” This is an editorial workflow, not wording required by any one platform.

Separate a request from a demand
A suggestion is optional input, not a promise. Tell viewers that you will acknowledge useful ideas when you can, but that time, safety, licensing, privacy or the stream’s stated topic may prevent action. This prevents a later refusal from looking like arbitrary censorship.
Assign authority and an escalation path
Name the people who can hide a message, mute or restrict an account, and escalate a credible safety concern to you. Before the event, confirm that each person has the right role on the platform. TikTok describes community moderators who can mute or block users, filter comments and pin comments; its LIVE Studio help article, updated March 3, 2025, documents moderator assignment and mute/block controls. Build a moderation workflow that does not interrupt the show
Moderation is easier when every message has a predictable path. Use this sequence and adapt the controls to the platform you are using.
- Before going live: Publish the scope and behavior rule, choose the submission route, appoint moderators and agree who handles borderline cases or safety escalations. Prepare a small blocked-word list for slurs, common spam phrases and links you never want displayed. Avoid adding ordinary words that could hide legitimate discussion.
- At the start: Pin or repeat the current prompt if the platform supports it. Explain whether slow mode, held-message review or keyword filtering is active. Tell viewers how to rephrase a suggestion that is withheld and where to ask a moderator for clarification.
- During normal chat: Acknowledge useful ideas, combine duplicates and state when a request is outside the stream’s scope. A moderator can label a message mentally as “act now,” “queue for later,” “answer verbally,” “decline with a reason” or “remove.” Do not promise to act on every idea.
- During a surge: Increase friction with slow mode or a restricted mode, rely on held-message review and keyword filters, and have moderators prioritize harassment, spam and safety issues over routine suggestions. The person running the broadcast should keep presenting; moderators should absorb the queue.
- After the surge: Return to the usual settings once chat is manageable. Review appeals and mistaken removals, note recurring duplicate requests or false positives, and revise the published rule or filter list before the next stream.
Keep the queue legible
Use a pinned prompt for the current request, such as “Suggest the next test only; include one sentence explaining why.” Group repeated ideas rather than answering each copy. Where a platform offers a request queue, use it for the purpose documented by that platform. Twitch’s Mod View documentation lists a Rewards Request Queue, but that documentation does not establish it as a general-purpose inbox for every kind of suggestion: Twitch Mod View.

Choose controls by the problem you are seeing

Twitch: combine AutoMod, chat modes and Mod View
Twitch’s moderation setup documents AutoMod, blocked words and phrases, link review, slow mode, restricted chat modes and a short non-moderator chat delay. The full control set is described in Twitch’s channel-moderation guide.
Use AutoMod as a holding area, not an automatic verdict
AutoMod can hold potentially risky messages so a moderator can allow or deny them. That is useful for ambiguous suggestions, but it can also catch valid discussion. Tell viewers that a held message may be waiting for review rather than being ignored, and give them a safe way to rephrase it. Keep the blocked-phrase list narrow enough that ordinary names, technical terms and quotations are not silently lost.
Apply slow or restricted modes during a spike
Slow mode limits how often each viewer can post. Restricted modes can narrow who is permitted to participate, which is useful when new or unverified accounts are generating noise. Twitch also documents a non-moderator chat delay. Its help page gives this example: “A good setting for allowing moderation without a noticeable impact on the viewer experience is 2 seconds.” That is Twitch’s guidance, not a universal optimum; the right delay depends on your pace and moderator coverage.

Give moderators a focused workspace
Mod View is customizable, so arrange the panels your team actually uses and keep the suggestion queue visible. If you use Rewards Requests, explain to viewers what qualifies and how often you review it. Do not present that queue as a universal suggestion inbox when your channel has not configured it for that purpose.

YouTube Live: explain held messages and ownership limits
YouTube’s live-chat moderation guidance documents blocked words, automatic holding of potentially inappropriate live messages at Basic or Strict levels, and slow mode.
Configure automatic moderation with the right account
Only the channel owner or a managing moderator can change YouTube’s automatic moderation settings. Confirm that person is available before the broadcast; an ordinary chat moderator may be able to act on messages but not change the filter level. Held messages remain hidden if nobody takes action, so viewers may interpret silence as rejection. Tell them that a message can be awaiting review and provide a concise rephrase instruction.
Use slow mode when volume, not misconduct, is the issue
Slow mode limits how often each viewer can post. Turn it on when a flood of otherwise acceptable suggestions makes the queue unreadable, then turn it off when moderators can keep up. Keep a pinned prompt specific enough to reduce duplicates—for example, ask for one request and one reason rather than an unbounded “Any ideas?”

Review false positives deliberately
A blocked word can appear in a harmless technical term or a quotation. When a legitimate suggestion is held, allow it if it meets the published rule, then adjust the list only after the stream. Avoid weakening a filter in the middle of a coordinated attack unless a moderator can watch the resulting traffic.

TikTok LIVE: confirm permissions before relying on them
TikTok’s safety materials describe community moderators who can mute or block users, filter comments and pin comments. The available buttons and role permissions can change, so check the current LIVE interface before publishing step-by-step instructions to your team. Set the role before the broadcast
In LIVE Studio or the current live-management interface, assign the moderator and verify that the account can perform the actions you expect. Have the moderator test a non-sensitive action before going live. If a control is missing, do not improvise a public promise; use the host account or the platform’s available reporting path.
Use pinning to keep suggestions actionable
Pin the current prompt, the submission format or a temporary safety notice. A pinned message should state what you want now, not become a scrolling rulebook. When the topic changes, replace it so old requests do not continue to dominate chat.
Make automation understandable to viewers
Filters work best when people know what happened. A short moderator response can prevent repeated attempts:
- Held, not rejected: “That wording was held for review. Please rephrase without personal details or unsafe instructions.”
- Outside scope: “We are taking suggestions about the current demonstration only; unrelated requests can be saved for a future stream.”
- Duplicate: “This request is already in the queue. We have combined the repeats so other viewers can be read.”
- Removed for behavior: “The suggestion itself is allowed, but repeated copy-paste messages are not. Please post once and wait.”
Do not reveal a blocked phrase or describe a filter in enough detail to help someone evade it. Explain the behavior standard and the safe alternative instead.
Handle borderline suggestions with a consistent decision test
When intent is unclear, ask four quick questions:
- Does the suggestion relate to the announced topic or current activity?
- Can it be acted on without exposing private information, creating a safety risk or violating another person’s rights?
- Is the wording respectful, or is it baiting, threatening or targeted harassment?
- Would allowing it make the queue less usable for everyone else?
If the answer is uncertain, hold it for a second moderator or the host rather than making a rushed public argument. If it is clearly unsafe or abusive, remove or restrict it under the published rule. Record enough context for an appeal without reposting harmful material.
Run a surge protocol without punishing ordinary viewers
A surge may be a raid, a viral clip, a controversial moment or simply a popular request. Escalate in stages:

- Identify the failure: Is chat too fast to read, are specific phrases repeating, or are accounts targeting someone?
- Add the narrowest control: Start with slow mode for volume, a phrase or link filter for a known pattern, or a restriction/mute for an individual account.
- Assign priorities: Safety threats and harassment come before routine suggestions. One moderator can watch held messages while another maintains the visible queue.
- Tell viewers what changed: State that slow or restricted mode is temporary and repeat the accepted suggestion format.
- De-escalate: Restore normal chat once the team can read and answer messages reliably. Leaving a restrictive setting on indefinitely makes legitimate participation harder.
Do not promise that every held message will be reviewed immediately. Set an honest expectation about the queue and continue the stream.
After the stream: improve the rule, not just the filter
Spend a few minutes reviewing representative cases:
- Which accepted suggestions produced useful content?
- Which rejected or held messages were legitimate?
- Which rule wording caused repeated confusion?
- Did a moderator have too little permission, or was the escalation path unclear?
- Did slow mode solve the volume problem, and when could it be removed?
Update the pinned prompt, blocked terms and moderator briefing based on those observations. Do not add a permanent restriction solely because one unusual message appeared. The goal is a queue viewers can understand and moderators can operate, not the lowest possible message count.
Quick pre-stream checklist
- Scope, submission route and removal consequences are published.
- Moderators are assigned and have tested their permissions.
- Someone with authority to change automatic settings is available where required.
- Blocked phrases and link controls are narrow and relevant.
- A pinned prompt states the current format for suggestions.
- The team knows who handles harassment, safety concerns and appeals.
- Slow or restricted modes can be enabled and later restored.
- Viewers have a safe rephrase path when automation holds an innocent message.
Moderating suggestions well means preserving both sides of the conversation: viewers get a clear, fair way to contribute, while the host retains control of pace, safety and topic. Platform controls provide the mechanical filtering; a published standard and a prepared human team provide the judgment.
