How to Migrate Managed Browsers from Chrome to Firefox Enterprise

Successful migration from managed Chrome to Firefox Enterprise is a policy-and-data project, not a software swap. Inventory the Chrome estate, select a Firefox release channel, map each requirement to Firefox’s own policy model, choose a delivery method, decide which user data can move, and prove the result in a staged pilot. Do not copy Chrome policy keys or promise that every profile artifact will transfer.

What changes when a managed browser changes

Chrome and Firefox are managed through separate policy catalogs, scopes and deployment mechanisms. A Chrome setting that applies to a signed-in user may not have the same scope as a Firefox setting delivered to a device, and a familiar-sounding control may have different enforcement behavior. Treat the migration as a translation exercise: preserve the business or security intent, then implement and test that intent using Firefox’s current policy reference.

Separate two inventories from the beginning:

  • Management state: browser version and update controls, device enrollment, user and device policy scope, extensions, managed bookmarks, proxy and certificate configuration, authentication requirements, website restrictions, download controls, data-loss-prevention settings and default-browser associations.
  • User state: bookmarks, history, saved passwords, autofill data, open tabs, cookies, cache, web storage, extension settings and other profile artifacts. Google’s browser-management documentation lists these as possible browser data categories, but Firefox’s importer supports only selected categories and availability varies by operating system and browser version.

A centrally enforced Chrome policy does not prove that a user’s local passwords or bookmarks are centrally backed up. Conversely, a locally stored profile item is not automatically covered by an enterprise migration plan. Record ownership, sensitivity and the intended disposition of every data category.

Choose Firefox Stable or ESR before packaging

Mozilla describes Firefox Stable as receiving major releases approximately every two weeks. Firefox Extended Support Release (ESR) branches annually and receives security and stability fixes during its support period. Mozilla positions ESR for organizations that value a slower change rate over the fastest feature delivery. The right choice depends on how quickly your team can validate changes, how often line-of-business applications are certified and how much release churn users can tolerate.

Release schedules and support windows can change. Confirm the current Mozilla lifecycle, supported operating systems and update controls before freezing a production schedule. Select an installer for each target architecture and platform: Mozilla documents Windows EXE and MSI packages, macOS DMG deployment and Linux packages, with distribution through Group Policy, Intune, macOS MDM or software-distribution tooling.

1. Inventory the existing Chrome estate

Build a device-and-user inventory that can be reconciled with your management platform. Capture the following fields for every supported population:

  • Operating system, edition, architecture and version.
  • Chrome version, release channel and update-management configuration.
  • Whether controls attach to managed users, enrolled browsers or both.
  • Device-management and software-distribution systems, including organizational units, groups and deployment rings.
  • Installed extensions, publisher, requested permissions, business owner and whether the extension has a Firefox equivalent.
  • Managed bookmarks, proxy settings, certificates, smart-card or client-certificate requirements and authentication or single-sign-on dependencies.
  • Allowed, blocked and isolated sites; downloads, printing, clipboard and web-application requirements.
  • Default-browser, file-association and URL-association settings.
  • User data that must move, data that may be recreated and data that must remain in Chrome temporarily.

Export or otherwise preserve the approved Chrome policy state before changing it. Record whether each setting is a hard requirement, a preferred behavior or an exception. This classification makes later decisions explicit when Firefox has a different control, a different scope or no equivalent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Build a Chrome-to-Firefox requirements matrix

Do not mechanically rename Chrome policy keys. Use Mozilla’s current Firefox policy reference for the exact target release, then validate support on every operating system in scope. The reference describes available policy functions, configuration details and limitations; policy names and delivery constraints are Firefox-specific.

Required column What to record
Chrome policy and scope Exact setting, value, user/device scope and organizational unit or group.
Business or security intent The outcome the control must achieve, such as preventing unmanaged downloads or trusting an internal certificate.
Firefox policy candidate The current Firefox policy name and configuration format, or “no direct equivalent.”
Platform and version support Windows, macOS or Linux support, minimum Firefox version and channel.
Enforcement method ADMX/GPO, Intune custom profile, macOS configuration profile, policies.json or another approved configuration-management method.
Test case and expected result A repeatable user or administrator action that proves the setting is applied and enforced.
Owner and migration decision Application or security owner, accepted exception, replacement control or retirement date.

Prioritize controls that affect identity, network trust, data movement and application compatibility. Typical areas include extension allowlists and blocklists, managed bookmarks, certificates, authentication, proxy, website restrictions and data-loss-prevention controls. A “not equivalent” result is useful: it forces an explicit risk decision instead of silently weakening the Chrome configuration.

3. Select a policy-delivery method

Windows Group Policy with Firefox ADMX

Mozilla supports Firefox ADMX templates through Active Directory or local Group Policy. This is usually the natural fit for domain-managed Windows devices because policy ownership, security filtering, inheritance and reporting remain in the existing GPO process. Mozilla’s Windows guidance states that policy support is implemented using Group Policy.

  1. Obtain the ADMX and language files that match the Firefox policy documentation for your target release.
  2. Place the templates in the approved Central Store, or import them into the local Group Policy store for a controlled test.
  3. Create a dedicated Firefox policy object rather than editing the Chrome object in place.
  4. Configure only mapped, tested settings; document defaults and intentional exceptions.
  5. Assign the GPO to the pilot organizational unit or security group.
  6. Refresh policy, restart Firefox where required and inspect about:policies for applied settings and errors.

GPO is the stronger choice for settings users must not change. Keep template maintenance tied to the Firefox release process so a policy that changes syntax or support is detected before broad deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft Intune with Firefox ADMX or custom profiles

For cloud-managed Windows endpoints, Mozilla documents importing Firefox ADMX content into Intune through a custom profile and adding individual policy settings. Validate value encoding, assignment filters and conflict handling in a test group. Confirm which team owns the profile, how changes are approved and how an unenrolled or offline device behaves.

  1. Import the Firefox administrative template content according to the Intune ADMX ingestion workflow used by your tenant.
  2. Create a profile containing only the policies in your requirements matrix.
  3. Assign it to a pilot device or user group, avoiding overlapping profiles that define the same Firefox setting.
  4. Synchronize a pilot device, launch Firefox and inspect about:policies.
  5. Record the Intune profile status and the browser’s reported errors alongside the test result.

macOS configuration profiles or MDM

Use your macOS MDM or configuration-profile system for browser configuration and package deployment. Confirm profile signing or assignment, scope, replacement behavior and removal behavior. Test certificates, proxy settings, identity integration, file permissions and update controls on each macOS version you support. Package the Firefox DMG through the same software-distribution process used for other managed applications, but keep installation success separate from policy success.

Linux policies.json and configuration management

Firefox supports a policies.json file for Linux, with distribution-specific locations and the commonly documented /etc/firefox/policies path. Mozilla also documents platform locations beside the executable on Windows and inside Firefox.app/Contents/Resources/distribution on macOS. The file must be UTF-8 encoded.

Use root-owned files and configuration management to prevent unauthorized edits. A JSON approach can be cross-platform, but Mozilla cautions that it does not work when Firefox is already managed using Group Policy. Do not deploy both methods to the same Windows population without proving which source wins and how conflicts are reported.

JSON policies may be overridden if users can write to the configuration location. Where a control is mandatory, use an enforcement mechanism and filesystem permissions that prevent alteration, and verify the result from a standard user account.

4. Verify policy delivery before moving users

Policy visibility is an acceptance gate, not a cosmetic check. On every pilot platform:

  1. Install the approved Firefox build and confirm the executable path and architecture.
  2. Apply the intended management assignment or place the UTF-8 policies.json file in the platform’s distribution directory.
  3. Restart Firefox if the deployment method requires it.
  4. Open about:policies and review both the Active and Errors views.
  5. Test an enforced setting as a standard user, then attempt the prohibited change.
  6. Capture the browser version, operating-system build, policy source and result for the migration record.

Check negative cases as well as positive ones: a blocked extension must fail to install, a managed bookmark must appear at the intended location, a certificate policy must affect the intended trust decision, and a website restriction must behave correctly for redirects and subdomains where applicable.

5. Decide what user data will move

Firefox’s import tool lets a user select data from an installed browser and profile. Mozilla lists bookmarks, browsing history, saved passwords, extensions with similar Firefox versions and form-autofill data among supported categories. Availability varies by operating system, browser version and source-profile state, so treat the list as a capability to verify rather than a transfer guarantee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Data category Migration treatment Administrator action
Bookmarks Supported by the import tool in documented scenarios Define the destination folder and test duplicate or managed-bookmark behavior.
Browsing history May be imported where the source and platform support it Confirm retention expectations and whether history is business-required.
Saved passwords Requires special handling on Windows Use the documented CSV export and Firefox migration workflow; protect the file as plaintext credentials.
Form autofill Listed among supported import categories Test field mapping with representative sites and decide whether sensitive fields should be excluded.
Extensions Only extensions with similar Firefox versions may be offered Reapprove each extension, permissions and settings; do not assume Chrome extension state transfers.
Cookies, open tabs, cache, web storage and extension state Not guaranteed by the documented categories Validate separately and communicate what users must recreate or what will be lost.
Chrome payment methods on Windows Not supported for import under Mozilla’s current guidance Tell users to use an approved payment-data process rather than exporting or copying payment records.

Handle Chrome passwords as a separate security project

Mozilla’s current guidance says Chrome passwords can no longer be automatically imported on Windows in the current rollout. The documented path is to export Chrome passwords to a CSV file and import them with Firefox’s migration wizard. Mozilla says the interface change began with Firefox 139 in English locales and Firefox 140 in all locales.

  1. Obtain approval for the export and define who may handle the file.
  2. Export the Chrome password CSV only on a managed device, using the user’s approved profile.
  3. Transfer it through an approved protected channel; never place it in shared storage or send it by ordinary email.
  4. Use Firefox’s migration wizard to import the passwords, then verify representative entries.
  5. Delete the CSV securely and remove it from recycle bins, temporary folders and transfer locations according to your credential-handling standard.
  6. Document completion without retaining the password contents.

Do not promise automatic password transfer, and do not include payment methods in the migration scope on Windows. If policy or compliance rules prohibit plaintext exports, provide an approved password-manager or account-recovery process instead.

6. Design a representative pilot

Choose a pilot that reflects production complexity rather than only easy users. Include every operating system, management path, identity pattern, certificate type, critical web application and extension family. Include at least one user with unusual bookmarks or autofill requirements and one device that receives policy through each planned assignment method.

Use an acceptance checklist:

  • Firefox installs through the intended software-distribution path and launches with the approved channel.
  • All required policies appear in about:policies without errors.
  • Users cannot change settings designated as mandatory.
  • Extensions install, update and authenticate with the correct permissions.
  • Managed bookmarks, certificates, proxy and SSO behavior match the requirements matrix.
  • Critical web applications work, including uploads, downloads, printing, pop-ups, redirects and web-based administration consoles.
  • Bookmarks, history, autofill and passwords import as planned, with unsupported categories clearly recorded.
  • Firefox updates according to the approved Stable or ESR schedule.
  • Windows file and URL associations open in Firefox after the default-browser change.
  • Help-desk logging captures policy errors, missing data and application exceptions with an owner.

Run the pilot long enough to cover at least one update and the normal authentication, certificate renewal and business-workflow cycles. Expand in rings only after every failed test has a documented disposition.

7. Configure the Windows default browser at the right time

Install and validate Firefox before changing associations. Mozilla’s Windows guidance describes using a shared XML associations file applied through Group Policy. The Firefox ProgId in Mozilla’s example depends on the installation path, so verify the path-specific value on your target build instead of copying an example blindly.

  1. Confirm the Firefox installation path and the ProgId registered on a pilot device.
  2. Create the associations XML with the approved HTTP, HTTPS and relevant file-extension mappings.
  3. Apply it through the intended GPO and scope it to the pilot ring.
  4. Test links from email, documents, scripts and collaboration tools, plus local HTML files where applicable.
  5. Check that another application has not reclaimed an association during an update.

Do not force the default-browser change before users can launch Firefox, authenticate and access required sites. A premature association change turns an application problem into an outage.

8. Plan the transition and rollback

Keep Chrome available during a defined transition window when security policy permits. Publish one date after which users should stop creating new Chrome data, the supported import steps, the categories that will not move and the channel for reporting failures. Avoid an indefinite dual-browser state: it increases support complexity and lets data diverge.

Define rollback criteria before deployment. Examples include a critical application failure without an approved workaround, inability to enforce a mandatory security control, widespread authentication or certificate failure, or unacceptable data loss during import. A rollback plan should:

Free tools Windows power users keep installed

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Remove or disable Firefox assignments without deleting user profiles needed for investigation.
  • Restore the approved Chrome policy state and default-browser associations.
  • Preserve logs, policy exports and pilot evidence.
  • Tell users which browser to use and whether new Firefox data must be retained for a later retry.
  • Assign owners and a decision date for correcting the failed requirement.

Retain the approved Chrome configuration until the pilot and first production ring meet the acceptance criteria. Rollback is a controlled change, not an instruction to erase Firefox data.

Deployment approach comparison

Approach Where it fits Advantages Risks and checks
Windows Group Policy with Firefox ADMX Active Directory-managed Windows Strong enforcement, familiar ownership and mature targeting Template maintenance, Central Store governance and GPO conflicts must be managed.
Intune with Firefox ADMX/custom profiles Cloud-managed Windows endpoints Uses existing enrollment, assignment groups and cloud reporting Validate ADMX ingestion, value encoding, profile conflicts and support ownership.
macOS configuration profiles or MDM Managed Macs Central assignment, lifecycle and configuration control Test profile replacement, package deployment, permissions, certificates and updates.
Linux policies.json plus configuration management Linux fleets Works with distribution packages and cross-platform configuration workflows Paths vary by distribution; protect file ownership and do not mix with Windows GPO management.
Firefox Stable or ESR All supported desktop environments Lets the organization choose feature speed versus validation stability Confirm current lifecycle, application certification capacity and acceptable change rate.

Troubleshooting common migration failures

A policy is missing from about:policies

Check that the policy exists in the reference for the installed Firefox version, that the delivery method targets the device or user you intended, and that no higher-priority or conflicting profile overrides it. For JSON delivery, verify UTF-8 encoding, directory location, filename and filesystem permissions. For GPO or Intune, confirm assignment, refresh and profile status before changing the policy value.

The policy appears under Errors

Read the exact error, compare the value format with Mozilla’s policy documentation and test the smallest valid configuration. A Chrome-style value or unsupported option may be syntactically valid in the management console but invalid to Firefox. Record the corrected value in the requirements matrix.

Passwords did not import

On Windows, follow the CSV export and migration-wizard process rather than expecting automatic import. Check the Firefox version and locale behavior, protect the CSV as sensitive credential material and verify that the user imported the intended Chrome profile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An extension has no Firefox equivalent

Identify the business function and security permissions, then select an approved replacement or document an exception. Recreate settings manually where necessary. Do not install an unreviewed extension merely because it has a similar name.

Users report that links still open in Chrome

Verify the Firefox path-specific ProgId, XML associations deployment, policy scope and Windows build behavior. Test links from several invoking applications; changing the browser inside Firefox alone may not replace centrally managed associations.

Operational checklist

  • Inventory completed and policy state separated from user data.
  • Stable or ESR decision approved and lifecycle recorded.
  • Every required Chrome control mapped, tested or assigned an explicit exception.
  • Deployment package and management path validated for Windows, macOS and Linux populations in scope.
  • Firefox policies verified in about:policies.
  • Password and other sensitive-data handling approved.
  • Representative pilot completed across operating systems, identities, certificates and applications.
  • Default-browser associations tested after Firefox installation.
  • Communication, support ownership, transition date and rollback criteria published.
  • Chrome policy state retained until the defined acceptance gate is passed.

Frequently Asked Questions

How do I migrate Chrome policies to Firefox?

Map each Chrome requirement to Firefox’s current policy reference and deliver it through the appropriate ADMX/GPO, Intune, macOS MDM or Linux policies.json method. Policy keys and scopes are not assumed to be interchangeable; verify every control in about:policies.

Can users import Chrome bookmarks and passwords into Firefox?

Bookmarks are among the categories Firefox can import in supported scenarios. On Windows, Mozilla’s current guidance requires exporting Chrome passwords to a CSV and importing them with Firefox’s migration wizard; Chrome payment methods on Windows are not supported for import.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should an organization choose Firefox Stable or ESR?

Choose Stable when frequent validation and faster feature delivery are acceptable. Choose ESR when a slower, annually branching cadence with backported security and stability fixes better matches application certification and change-control capacity.

Can policies.json and Windows Group Policy be used together?

Do not combine them without a tested design. Mozilla cautions that policies.json does not work when Firefox is already managed using Group Policy; select one authoritative method for each Windows population.
