Move promotion, not builds, into a single declarative fleet workflow. Keep artifact creation and publication immutable, then record which artifact each environment or cluster cohort should run in Git. A fleet controller can generate applications from cluster inventory, while a promotion controller or pull-request workflow advances that reference only after health checks or explicit approval. Migrate one service or cohort at a time, preserve a tested rollback path, and retire the old per-cluster pipelines only after deployment, approval, audit, exception, and recovery behavior match.
What changes when you move to fleet-based promotion
A per-cluster pipeline usually combines several jobs in one place: selecting clusters, applying environment overrides, publishing an artifact, waiting for health, requesting approval, and reverting a failed deployment. At fleet scale, those responsibilities should be separated so that each has a visible owner and an auditable state.
As an Amazon Associate I earn from qualifying purchases.
- Build and publication: compile, test, sign, and publish an immutable image, chart, or package. This process should not rewrite a running environment’s desired state.
- Fleet inventory: describe which clusters exist and classify them with authoritative fields such as environment, region, criticality, and rollout cohort.
- Desired state: store the artifact reference and environment-specific configuration in Git. A promotion is a reviewed change to that desired state, or an equivalent explicit gate recorded by the promotion system.
- Reconciliation: let the GitOps controller apply the desired state to the clusters that match the inventory and policy.
- Promotion control: advance from one cohort or environment to the next only when the defined health, status, or approval gate passes.
This division prevents a common failure mode: changing fleet membership, artifact version, and regional configuration in one unreviewable operation. Each change should have its own diff, owner, and recovery decision.

Capture the inputs and targets
- Trigger source: commit, tag, scheduled run, manual request, or an upstream pipeline.
- Artifact input and output: source revision, image or chart name, signing step, registry, retention policy, and the exact version deployed.
- Target selection: cluster names, namespaces, regions, environment labels, and any hard-coded exclusions.
- Repository and path: the manifest repository, overlay or values path, branch conventions, and generated files.
- Configuration variance: replica counts, feature flags, endpoints, resource limits, ingress settings, and cluster-specific patches.
Capture controls and recovery
- Secrets flow, including which system reads or renders secrets and which identities can access them.
- Approval points, approver groups, change windows, and emergency bypasses.
- Health checks, smoke tests, SLO checks, and the exact condition that allows the next cluster to proceed.
- Rollback method, previous-version lookup, database or migration handling, and who can stop a rollout.
- Exceptions such as an unavailable cluster, a drained node pool, a paused tenant, or a cluster that requires a different namespace.
Mark each behavior as either duplicated implementation or legitimate difference. Duplicated implementation belongs in the shared fleet workflow. Legitimate differences should become explicit data, labels, overlays, or policy—not another copy of the pipeline.
Define the fleet inventory and rollout cohorts
Fleet promotion is only as reliable as the inventory it targets. Choose one authoritative source for cluster membership and define who may change it. At minimum, record environment, region, criticality, and cohort; add ownership, Kubernetes version, compliance tier, or maintenance window when those attributes affect rollout decisions.
Use stable labels and ownership rules
- Use stable identifiers for cluster identity; do not use a temporary hostname as the long-term key.
- Make environment and region values controlled vocabularies, such as
development, staging, andproduction, rather than free-form text. - Assign a rollout cohort that expresses order and blast radius, for example canary, early, standard, and delayed.
- Require review for changes that add a cluster, move it between environments, or change its cohort.
- Separate ownership of inventory from ownership of application manifests when a platform team manages clusters for several product teams.
Choose cohort size deliberately
A cohort is a control on concurrent change, not merely a naming convention. Start with one non-critical cluster or a small representative set. Increase the size only after reconciliation, health reporting, alerting, and rollback have been observed under real conditions. Define a maximum number or percentage of clusters that may update at once, and specify what happens when one member is offline: pause the cohort, skip it with an explicit record, or remove it from the inventory after an approved change.
Recommended Free Tools
Design a reviewable desired-state repository
Pin an immutable artifact digest or version before promotion. The promotion change should select that already-published artifact for a target environment or cohort; it should not rebuild the artifact as it moves through the fleet.
Make differences visible
Choose a layout that lets reviewers see both the promoted version and the differences between environments. Common approaches are environment directories, overlays, environment branches, or generated application definitions. Whichever layout you choose, keep the following separate in the diff:
- the artifact reference being promoted;
- environment or region configuration;
- fleet membership and cohort changes; and
- policy or gate changes.
A reviewer should be able to answer “what version changes, where will it run, and what must pass before the next stage?” without reconstructing state from a pipeline log.

Keep secrets out of promotion diffs
Promotion metadata should point to the approved secret mechanism rather than copying secret values between branches or overlays. Preserve the existing secret-management boundary during migration, then improve it as a separate change. If a cluster-specific secret reference is required, represent the reference as explicit configuration and test that the target cluster can resolve it before enabling automatic promotion.

Choose the fleet pattern that matches your estate
Continue with the controller and operating model your team already supports whenever possible. Introducing a second controller creates another control plane, permission model, upgrade cycle, and incident surface.
| Pattern | How targeting works | Promotion and gates | Best fit and cautions |
|---|---|---|---|
| Argo CD ApplicationSets | Generate Applications from a cluster inventory, labels, a list, or Git content. The List generator can render one Application per cluster; Cluster and Git generators derive targets from registered clusters or repository data. See Argo CD ApplicationSet documentation. | The ApplicationSet template changes generated Applications. Pair generation with a separate promotion mechanism or staged sync policy. | Good when Argo CD already manages the estate and per-cluster Application definitions are duplicated. Review generated destinations and namespace permissions before widening author access. |
| Argo CD Progressive Syncs | Operate on Applications managed by an ApplicationSet or other owner. | Order creation or updates and wait for managed Applications to become Healthy. Supports AllAtOnce and RollingSync; the documented example updates development, waits for manual synchronization in QA, then updates production in 10% batches. The feature is documented as Beta since Argo CD v3.3.0; verify the installed version and enablement before making it a production gate. See Progressive Syncs. |
Useful for health-ordered Application updates. It is not a direct integration with other rollout controllers, so keep external analysis or traffic-shifting gates separate. |
| GitOps Promoter | Promotes changes through ordered environment branches or paths. | A PromotionStrategy names ordered environments and requires an orderCommitStatusRef for the commit-status gate. Set autoMerge: false when a human must review each transition; the documented default is true when omitted. dependsOn supports non-linear promotion graphs, and monorepos can use activePath. See GitOps Promoter getting started. |
Good when promotion itself should be represented by branch or pull-request changes and status checks. Align the hydrator’s destination-branch convention with the documented -next suffix behavior. |
| Flux fleet architecture | Use Flux’s multi-cluster reconciliation patterns with repositories or paths that represent fleet, infrastructure, and applications. | A published architecture example automates staging updates and gates production through GitHub pull requests, using separate repositories for fleet desired state, infrastructure add-ons and monitoring, and applications. It is a concrete ControlPlane example, not a universal Flux requirement. See Flux D1 Architectural Reference and Flux documentation. | Fits teams already operating Flux who want repository-native review gates. Adapt the repository split to your ownership and compliance model rather than copying it unchanged. |
A staged migration runbook
1. Baseline the current system
Export the pipeline inventory into a table owned by the platform team and service owners. Record deployment duration, approval wait time, failure rate, rollback frequency, mean time to recovery, and the number of manual interventions for a representative period. These are your own baseline measurements; the controller documentation does not establish a universal improvement percentage.
2. Select one pilot service and cohort
Choose a service with a representative configuration and a reversible release, but avoid the most critical workload for the first cutover. Select one small cohort and keep the old pipeline available in a disabled or manual mode. Define the success criteria before changing manifests: generated destinations are correct, the intended artifact reaches only the pilot targets, health gates stop progression, and reverting the desired-state reference restores the prior version.
3. Build the inventory and permissions
Populate the authoritative cluster list and labels. Test how a cluster enters and leaves a cohort, who approves that change, and how an unavailable cluster is represented. Give the fleet controller only the permissions it needs for its target namespaces and resources. Separate the ability to edit application content from the ability to add production clusters or alter production cohorts.
4. Convert one pipeline’s output into desired state
Keep the build job and artifact publication unchanged at first. Replace the deployment portion with a commit or pull request that updates the immutable artifact reference for the pilot environment. Preserve existing environment overrides, but express them in the chosen repository layout so reviewers can see them. Do not combine this conversion with a broad cleanup of configuration or a secret-system migration.

5. Generate and inspect applications
For Argo CD, evaluate the ApplicationSet with the appropriate generator and inspect every generated Application before allowing synchronization. The Argo CD cluster-bootstrapping guidance recommends ApplicationSets, especially the Cluster generator, for typical cases where many applications must be installed on a new cluster. Verify destination server, namespace, project, source path, revision, and sync policy for each pilot target.
For Flux, apply the equivalent multi-cluster reconciliation pattern and verify that the cluster’s bootstrap configuration points to the intended fleet and application paths. In either controller, compare generated desired state with the old pipeline’s effective manifests before permitting a broad sync.
6. Add progressive gates
Start with an explicit pause after the first cohort. Require the health signal or approval that the old pipeline used, but make the result visible in Git, a commit status, or the controller’s auditable status record. If using Argo Progressive Syncs, confirm the deployed Argo CD version supports the Beta feature and test both the initial update and a deliberately unhealthy Application. If using GitOps Promoter, define the commit-status reference and set autoMerge: false for a manual-review pilot. If using pull requests, protect the production branch and require the status checks that represent deployment health.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →7. Observe, compare, and expand
Run the old and new paths in comparison without allowing both to write simultaneously. Compare rendered manifests, target sets, timing, approval records, alerts, and rollback behavior. Expand from one service to another only after the pilot’s exceptions are either encoded as data or explicitly rejected as unsupported. Then increase cohort size gradually.
8. Retire the old pipelines after parity
Decommission a per-cluster pipeline only when the fleet path covers its deployment steps, approvals, audit trail, exception handling, health checks, and recovery procedure. Archive the old definition and document the cutover commit. Keep an emergency manual procedure that can restore a known-good desired-state reference; removing duplication is not a reason to remove recovery capability.
Argo CD design details and security boundaries
ApplicationSet generators
The List generator is explicit: each cluster entry can render an Application. The Cluster generator can derive targets from Argo CD’s registered cluster list, while the Git generator can derive them from repository contents. This lets the inventory become the source of targeting instead of maintaining one pipeline per cluster. Template changes are applied to generated Applications, so treat the ApplicationSet definition as production control-plane code.

Namespace scope and author permissions
Argo CD warns that allowing developers without access to the Argo CD namespace to create Applications through ApplicationSets has security implications. The separate ApplicationSet-in-any-namespace capability requires explicit enablement and a cluster-wide controller installation with permissions to manage cluster-scoped resources. Before enabling either broader model, review project restrictions, permitted destinations, source repositories, namespace creation, and who can change the generator or template. A generated Application that points to the wrong cluster or namespace can expand blast radius even when the application manifest itself is harmless.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesProgressive Sync limitations
Progressive Syncs wait for managed Application health and then continue according to the selected strategy. They do not automatically understand every external rollout controller, traffic metric, or business-level canary signal. If those signals are required, expose them through a deliberate status or approval gate and test the failure path. Treat the Beta status in the stable documentation as a release-management concern: pin the deployed Argo CD version, verify feature flags, and retest after upgrades.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Promotion gates, blast radius, and rollback
Define a gate contract
For every transition, write down the input, owner, pass condition, timeout, and failure action. A useful contract answers:
- Which commit, artifact digest, and cohort are being evaluated?
- Which health signal or reviewer can approve the next stage?
- How long may a cluster remain unavailable before the stage pauses?
- Does one unhealthy member block the entire cohort or get isolated?
- Where is the decision recorded so an incident responder can audit it?
Control concurrent updates
Use staged percentages or named cohorts rather than an unrestricted fan-out. A small canary catches manifest, admission, and compatibility errors while the affected set is still limited. Set a maximum concurrent update count when percentage-based batches would otherwise be too large for a small environment. Include an operator-controlled pause that does not require editing multiple unrelated repositories.
Make rollback a desired-state operation
The fastest rollback is normally a revert to the last known-good immutable artifact reference, followed by reconciliation and health verification. Confirm that the application can safely run the previous version with its current database schema and external dependencies; a Git revert cannot undo an irreversible data migration. For a failed promotion, freeze further advancement first, record the failing cohort and status, revert the desired-state change, and verify recovery on the affected clusters before reopening the gate.
Handling legitimate environment differences
Fleet management does not mean every cluster receives identical manifests. Keep differences explicit and reviewable.
Best Value
- Use environment-level configuration for values shared by all clusters in an environment.
- Use region-level data for capacity, endpoints, or regulatory settings that genuinely vary by region.
- Use cluster-level overrides only for a documented exception with an owner and removal condition.
- Represent cohort membership separately from application configuration so moving a cluster does not silently change runtime settings.
- Reject a promotion when required configuration is missing rather than allowing a generator to fall back to an unsafe default.
When two clusters differ only because their pipelines evolved independently, consolidate the manifests and delete the accidental difference. When they differ because of a real operational constraint, preserve the distinction as typed data and test it in the pilot.
Operational checks after cutover
Measure the system you operate rather than promising a universal result. Compare the baseline with post-migration data for the same service classes and time windows.
| Area | What to measure | Warning signal |
|---|---|---|
| Change flow | Time from approved artifact to first and last healthy cohort; number of manual steps. | Promotion waits on an undocumented person or a status that no owner monitors. |
| Reliability | Failed reconciliations, unhealthy Applications, rollback frequency, and recovery time. | Progression continues despite stale or missing health data. |
| Fleet accuracy | Generated target count, unexpected destinations, drift between inventory and registered clusters. | A cluster receives an Application because of a broad selector or stale label. |
| Governance | Review coverage, production approvals, inventory changes, and promotion records. | A user can change production membership and application content without independent review. |
| Maintenance | Controller upgrades, custom gate upkeep, and time spent resolving generator or branch conventions. | The new control plane requires more emergency manual work than the pipelines it replaced. |
Troubleshooting common migration failures
The generated Application targets the wrong cluster or namespace
Stop synchronization for the affected generator, inspect the rendered destination and project, and compare it with the inventory entry that produced it. Check label selectors, duplicate cluster names, stale registrations, and default namespaces. Correct the inventory or template in a reviewed change, then regenerate and inspect all affected Applications before resuming.
Promotion stops even though workloads look healthy
Determine whether the gate is waiting on Application health, a commit status, a pull-request check, or manual synchronization. Confirm that the status refers to the same commit and cohort being promoted, that the health assessment is fresh, and that no unavailable cluster is blocking the stage. Do not bypass the gate by editing generated output; repair the signal or approve the documented exception.
A production change merged without the intended approval
Check whether the promotion tool’s default was automatic. GitOps Promoter documents autoMerge as true when omitted, so set it explicitly to false where manual review is required. Also verify branch protection, required status checks, repository permissions, and whether a separate automation account can merge around those rules.
Rollback restores manifests but not service behavior
Inspect schema migrations, feature flags, external APIs, and persisted data. If the previous application version is incompatible with the current data, pause the fleet and follow the service’s backward-compatibility or forward-fix procedure rather than repeatedly reverting Git. Record the dependency in the promotion gate so the same unsafe transition cannot pass automatically.
A cluster is offline during a staged rollout
Apply the policy chosen during inventory design: pause, isolate, or explicitly skip. Record the decision and the artifact version that the offline cluster must receive when it returns. Avoid silently changing its cohort label to make dashboards green; that hides fleet state and weakens the audit trail.

- Builds publish immutable artifacts independently of deployment promotion.
- Every cluster has an authoritative environment, region, criticality, and cohort classification.
- Desired-state changes show artifact, configuration, and target differences separately.
- Generated destinations and namespaces are inspected before broad synchronization.
- Promotion gates have named owners, timeout behavior, and an auditable record.
- Blast radius is limited by cohorts or percentages with an operator pause.
- Rollback to a known-good artifact is tested, including data-compatibility checks.
- ApplicationSet namespace scope, project restrictions, and controller permissions are reviewed.
- Argo Progressive Syncs are treated as Beta since v3.3.0 and verified against the installed release.
- GitOps Promoter branch conventions, status references,
autoMerge, dependsOn, andactivePathare explicitly configured where used. - Flux repository boundaries and pull-request gates are adapted to local ownership rather than copied blindly from an example.
- Old pipelines remain available until deployment, approval, audit, exception, and recovery parity is demonstrated.
