Short answer: moving from Office LTSC 2021 to Microsoft 365 Apps should not delete Word documents, Excel workbooks, or other files you created. Microsoft states that uninstalling Office removes the applications, not those files. However, do not assume that every custom setting transfers automatically. LTSC 2021 is a Click-to-Run installation, so it needs the Office Deployment Tool (ODT) removal path rather than RemoveMSI. Treat Outlook profiles, signatures, templates, macros, add-ins, and local data files as items to inventory and validate in a pilot.
A safe migration is therefore a controlled replacement: verify licensing and device readiness, record business-critical user state, pilot Microsoft 365 Apps on representative computers, remove LTSC 2021 with a Click-to-Run-aware configuration, install and activate the subscription apps, then verify files, add-ins, languages, Outlook behavior, and update settings.

What changes during the migration?
Office LTSC 2021 and Microsoft 365 Apps are different licensing and servicing models. LTSC 2021 is a volume-licensed, fixed-feature release. Microsoft 365 Apps is licensed through eligible Microsoft 365 plans and receives ongoing feature updates through a selected update channel. The migration replaces the Office application binaries and licensing state; it does not require moving every document to a new file format or copying ordinary files to another location.

Office LTSC 2021 reaches end of support on October 13, 2026. Microsoft says technical support, bug fixes, and security updates end on that date and recommends Microsoft 365 Apps for organizations that want to remain on a supported, continuously serviced version. Office LTSC 2024 is the on-premises alternative for organizations that cannot move to a cloud subscription, but it has a fixed feature set rather than the continually updated feature model of Microsoft 365 Apps.

What is protected by the uninstall?
Microsoft Support states: “Uninstalling Microsoft 365 only removes the Microsoft 365 applications from your computer, it doesn’t remove any files, documents, or workbooks you created using the apps.” That is the practical answer for normal Word, Excel, PowerPoint, and similar files stored on the computer or in your organization’s file locations.
Application removal is not the same as a guarantee that every preference or profile will be reconstructed. Microsoft’s RemoveMSI guidance says that “user settings, preferences, and documents are retained, even if you’re uninstalling all Office products,” but that statement describes the MSI-removal scenario. Office LTSC 2021 uses Click-to-Run, not MSI. For that reason, preserve and test important configuration instead of treating the RemoveMSI wording as a universal promise for LTSC 2021.
Before touching a production computer
1. Confirm the destination license
Check that your organization’s Microsoft 365 tenant and plan include Microsoft 365 Apps. Assign an appropriate license to every user who will run the applications, and decide whether the environment needs normal user-based activation, shared-computer activation, or a device-based scenario. The activation model affects sign-in, licensing, and how shared or multi-user computers should be deployed.
- Confirm the tenant, user accounts, and licenses are ready before uninstalling LTSC.
- Decide which update channel your organization will use and who controls changes to that channel.
- Record whether any computer is offline, intermittently connected, or subject to special activation restrictions.
- Keep the existing LTSC volume-license media, configuration, and recovery route until the pilot is accepted. Microsoft warns that a volume-license copy may not be reinstallable if its original source files are no longer available.
2. Check operating-system and device readiness
Compare the supported Windows versions, storage, memory, identity configuration, and network capacity with Microsoft 365 Apps requirements for your chosen deployment. The installation source may come from the Office Content Delivery Network (CDN), a local network share, or a software-distribution system. CDN delivery is simple but consumes internet bandwidth; a local source gives more control over bandwidth and version staging.

3. Inventory compatibility risks
Make a list of the documents and workloads that cannot fail during the change. Microsoft’s deployment planning guidance specifically calls out VBA macros, third-party add-ins, complex documents and spreadsheets, operating systems, identity and licensing, distribution infrastructure, bandwidth, and required languages.
- Macros: identify signed and unsigned VBA projects, trusted locations, and any code that depends on a particular Office version or bitness.
- Add-ins: record COM, VSTO, web, PDF, line-of-business, and security add-ins, including their owners and supported Microsoft 365 Apps versions.
- Documents: sample large workbooks, templates, mail merges, charts, external links, and files with unusual fonts or embedded objects.
- Languages: list proofing tools, display languages, and language packs required by each user group.
- Outlook: document account type, profile names, signatures, rules, shared mailboxes, delegates, archives, PST files, and any local-only data. These items need validation because the reviewed Microsoft guidance does not specifically guarantee their outcome in an LTSC 2021 Click-to-Run replacement.
4. Decide what must be backed up or exported
Created documents should remain in place when Office is uninstalled, but business-critical local state should not depend on an assumption. Follow your organization’s normal backup and export procedures for local Outlook data, signatures, templates, macro projects, add-in installers, and application-specific settings. Preserve the original deployment XML and source files as well.
This is a safeguard, not a claim that uninstalling Office deletes those items. Microsoft’s general statement covers files, documents, and workbooks; it does not enumerate every Outlook profile component or preference store.

For a single computer or a small number of computers, use Microsoft’s standard Microsoft 365 Apps install or reinstall process after licenses are assigned. For a fleet, use an ODT configuration and your normal software-distribution system so that removal, installation, language, channel, and application preferences are repeatable.

Use the correct removal technology
Why RemoveMSI is not the LTSC 2021 solution
RemoveMSI is intended for older Office installations that use Windows Installer (MSI), including documented Office 2007, 2010, 2013, and 2016 MSI deployments. It does not remove a Click-to-Run installation. Office LTSC 2021 is Click-to-Run, so adding only <RemoveMSI /> to a configuration can leave LTSC 2021 installed.
Use the ODT Remove element for LTSC 2021
Microsoft’s LTSC deployment documentation directs administrators to the ODT Remove element for Click-to-Run versions. A typical replacement configuration combines removal and installation in one controlled operation. Validate product IDs, channel, languages, and organizational policies in a test group before using your production XML.

Add the product, language, source, activation, and application settings required by your tenant and architecture. If you need to retain another Click-to-Run product, remove only the relevant product rather than using an all-products removal. Confirm the exact XML against the ODT documentation and your licensing configuration before deployment.

Sequence the operation safely
- Stage content and configuration. Download the current ODT, store the XML in a controlled location, and make the installation source available from the CDN or an approved local share.
- Test detection. Verify that the target computer is running Office LTSC 2021 Click-to-Run and identify any separate MSI Office products that might need a different removal rule.
- Close Office applications. Notify the user, save work, close Word, Excel, Outlook, Teams-integrated Office windows, and other Office processes, and schedule a restart if your deployment process requires it.
- Run the removal and install package. Use the ODT configuration through your software-distribution system or an elevated administrative session. Do not rely on
RemoveMSIalone for LTSC 2021. - Allow activation and updates. Ensure the computer can reach the required Microsoft services, sign in with a licensed account when prompted, and let the selected update channel apply its initial build.
- Restart when requested. A restart clears locked files and lets add-ins and Office services register correctly.
Pilot before broad rollout
A pilot should include the people, devices, documents, and network conditions that represent production—not just an administrator’s clean test computer. Include a mix of Windows builds, hardware ages, office locations, connection types, language requirements, and user roles.

Pilot acceptance checklist
- Microsoft 365 Apps installs without leaving LTSC 2021 components that conflict with the new product.
- The licensed user can activate the apps and remain activated after a restart.
- Word, Excel, PowerPoint, and Outlook open normally and show the required languages.
- Representative documents and complex workbooks open, calculate, print, and save correctly.
- VBA macros run under the organization’s security policy, and trusted locations or signatures behave as expected.
- Every required add-in loads and connects to its service.
- Outlook account access, shared mailboxes, rules, signatures, archives, PST files, and local-only data have the expected result for that user scenario.
- Default file locations, file associations, templates, and formats meet the organization’s requirements.
- Updates arrive on the intended channel and do not consume unacceptable bandwidth.
- Help-desk staff have a documented recovery path and know which user data was backed up or exported.
Keep the pilot running through at least one normal work cycle, including sign-in, restart, document editing, printing, meetings, and any scheduled macro or data-import task. Expand in waves only after the owners of critical applications approve the results.

Microsoft 365 Apps versus Office LTSC 2024
If a cloud subscription is not possible, compare Microsoft 365 Apps with the supported on-premises alternative before starting the project.

These choices are not interchangeable. Base the decision on support requirements, connectivity, regulatory constraints, update tolerance, activation design, and the organization’s licensing model—not only on the uninstall experience.
Troubleshooting after deployment
LTSC 2021 is still listed
Check whether the old installation is Click-to-Run and whether the deployment actually used the ODT Remove element. A configuration containing only RemoveMSI will not remove LTSC 2021. Also check for a second Office installation, a failed deployment job, or a device that never received the intended XML.
Office installs but will not activate
Verify that the signed-in account has the correct Microsoft 365 Apps license, the device can reach Microsoft licensing services, the activation model matches the computer type, and the system clock and identity configuration are correct. Shared computers may require shared-computer activation rather than ordinary user activation.
An add-in or macro stopped working
Compare Office bitness, add-in version, trust settings, macro signatures, trusted locations, and security policies. Reinstall or update the add-in using its supported package. Do not weaken macro or security controls across the fleet merely to make one legacy component run; isolate the exception and obtain an approved compatibility fix.
Outlook looks different or local data is missing
Stop deleting or recreating profiles until the user’s data location is understood. Check the documented profile, signature, archive, and PST inventory, confirm that the files are present, and follow the organization’s recovery procedure. Re-add an account only after determining whether the user needs cached mailbox data, an archive, or a local-only file preserved.

Use a local source or software-distribution cache, stage content by site, schedule waves outside peak hours, and select an update channel and deployment cadence that your network can support. Keep a known-good build available for controlled rollback.
Rollback and recovery planning
Define rollback before the first production wave. Keep the LTSC 2021 configuration and source files, record the original product and language selections, and document how to restore user-specific exports or backups. A rollback is not simply reinstalling an application: it may involve restoring add-ins, Outlook settings, templates, or local data that were changed during the pilot.
- Set a change window and a named owner for each application dependency.
- Capture the pre-migration Office version, architecture, update channel, installed add-ins, and Outlook data locations.
- Preserve the original volume-license media or source path.
- Use a pilot exit review to decide whether to continue, pause, or restore the prior state.
- Communicate what users should do if a file, macro, add-in, or Outlook item appears missing.
Recommended migration runbook
- License: verify Microsoft 365 Apps entitlement and assign licenses.
- Discover: inventory devices, Office architecture, LTSC Click-to-Run status, languages, add-ins, macros, critical documents, and Outlook data.
- Protect: back up or export business-critical local state and retain LTSC recovery sources.
- Design: select CDN, local-source, or software-distribution delivery; choose the update channel, activation model, languages, and application preferences.
- Build: create and test an ODT XML that uses the Click-to-Run
Removeelement; do not depend onRemoveMSIto remove LTSC 2021. - Pilot: deploy to representative users and run the acceptance checklist through normal work activities.
- Fix: resolve add-in, macro, Outlook, licensing, language, or bandwidth issues before expansion.
- Roll out: deploy in measured waves with monitoring, user communications, and a defined support window.
- Verify: confirm activation, files, documents, templates, macros, add-ins, Outlook data, languages, defaults, and update behavior.
- Close: retain final configuration and recovery documentation, then retire LTSC only after the required validation and support sign-off.
The safest interpretation of “without losing settings or files” is precise: ordinary documents and workbooks are protected by Microsoft’s uninstall behavior, while important configuration must be inventoried and proven in a pilot. Use the Click-to-Run removal mechanism, validate the user experience, and keep a recovery path until the migration is accepted.
