How do I migrate a SIEM without losing detection coverage? Treat the move as a controlled transition, not a bulk export. Inventory every use case, rule, data dependency and response workflow; prioritize what matters; map detections to working telemetry in the destination; validate behavior with evidence; then cut over in stages.
A converted query is not proof of coverage. Coverage exists only when the required events arrive, parse into the fields the logic expects, the detection is enabled and tuned, alerts reach the right responders, and the associated automation still works.

What “detection coverage” actually includes
SIEM coverage is broader than the number of analytics rules in a console. A useful migration definition includes five connected layers:
- Threat and business use cases: the outcomes you need, such as detecting credential theft, ransomware behavior, suspicious administrator activity or unauthorized access to a critical application.
- Detection logic: queries, correlation rules, thresholds, schedules, look-back windows, exclusions and suppression settings.
- Telemetry: log sources, event types, fields, parsing, normalization, enrichment and retention required by each rule.
- Operations: severity, ownership, routing, case creation, escalation, investigation playbooks and response automation.
- Evidence: test scenarios, alert examples, tuning decisions and an accountable owner who can confirm that the destination behaves as intended.
If any layer is missing, a rule may appear present while the use case is effectively blind. A destination dashboard full of enabled analytics can therefore overstate real coverage.

1. Discover the existing detection system before changing it
Start with a read-only inventory of the current SIEM. Microsoft’s planning guidance states: “Before you begin migration, identify key use cases, detection rules, data, and automation in your current SIEM.” Record those as separate inventory objects rather than assuming a rule export contains everything needed.
Inventory use cases and ownership
List the security outcomes the SOC is expected to deliver and assign an owner for each. Include regulatory or contractual monitoring, critical assets, identity and privileged-access monitoring, cloud and SaaS activity, endpoint behavior, network threats, data protection and fraud-related scenarios where they are in scope.
Capture the asset group, threat model, business impact and escalation contact for every use case. A rule with no owner is difficult to validate and easy to lose during a platform change.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesInventory every detection and its dependencies
For each active, custom, scheduled, correlation and threshold-based detection, record at least the following:
| Field | What to capture | Why it matters in migration |
|---|---|---|
| Use case and owner | Threat or business purpose, team, escalation contact | Prevents orphaned detections and clarifies risk priority |
| Source data | Products, tables or indexes, event types, fields and enrichment | Shows whether the destination can receive equivalent telemetry |
| Logic | Query, joins, aggregations, thresholds, exclusions and suppression | Reveals functionality that may not translate directly |
| Schedule and window | Run frequency, look-back period and time-zone assumptions | Allows behavior to be compared accurately |
| Severity and routing | Priority, queues, notification channels and on-call destination | Preserves triage and escalation behavior |
| Automation | Playbooks, enrichment, ticketing, containment or approval steps | Separates alert conversion from response continuity |
| Recent history | Alert volume, last alert, true-positive examples and tuning notes | Supports rational prioritization instead of rule-count copying |
| Test method | Events or scenarios that should produce an alert, plus expected fields | Creates an objective validation task |
Capture the data pipeline, not just the rule name
Document collection agents, APIs, forwarders, parsers, normalization schemas, time synchronization, enrichment feeds and retention periods. Note fields that are renamed, nested, calculated or generated by the current SIEM. A query can be syntactically converted while silently failing because a destination field is empty, has a different type or uses another timestamp.
Also record data that supports investigations but is not directly referenced in a rule. Historical events, identity context, asset criticality, threat intelligence and case history may be necessary for analysts to determine whether a new alert is actionable.
2. Prioritize what should move first
Migration is safer when it is gradual and risk-led. Do not spend equal effort on every legacy rule. Rank work by business impact, critical assets, threat relevance, demonstrated effectiveness and operational burden.

Microsoft guidance recommends reviewing detections that have not alerted during the previous 6 to 12 months. An absence of alerts does not automatically mean a rule is useless: the environment may not have generated the behavior, the source may have been disconnected, or the rule may never have worked. Investigate the reason before retiring it.

Low-level alerts that analysts routinely ignore are another priority issue. Moving them unchanged can preserve noise rather than protection. Check whether they can be raised to a meaningful use case, tightened with better context, replaced by a higher-fidelity analytic or retired with an owner-approved rationale.
Apply a practical migration disposition
| Disposition | Use when | Required evidence or action |
|---|---|---|
| Keep and migrate | The use case is important and the logic remains suitable | Map data, translate logic, test and enable it in the destination |
| Redesign | The destination has different schemas, query language or correlation features | Rewrite the logic around available telemetry and test expected outcomes |
| Replace natively | The destination provides a maintained native detection with equivalent intent | Confirm data prerequisites, tune the native rule and compare behavior |
| Defer for validation | The use case matters but source data or expected behavior is unclear | Assign an owner, resolve dependencies and set a due date |
| Retire | The rule duplicates another control, has no justified use or creates unmanageable noise | Document the rationale, approver and any compensating control |
Microsoft’s planning material recommends focusing on detections that enforce “90 percent true positive on alert feeds.” This is vendor guidance for prioritization—90 percent true-positive performance — Microsoft, 2026—not an independently measured migration result, a promise of parity or a universal acceptance threshold. Use it as a way to identify high-fidelity candidates, then define local evidence requirements.
Prioritize by consequence, not by alert count
A rule that fires once a year on a domain administrator account can outrank a rule that generates hundreds of low-impact alerts. Consider critical assets, privilege, attacker opportunity, regulatory exposure, time to contain and the quality of available test evidence. Keep the ranking visible so a late data-connector problem can be escalated by risk rather than by whoever shouts loudest.
3. Map detections and telemetry together
For each selected use case, create a two-sided mapping: what the detection is intended to identify and exactly which data makes that possible. The destination mapping should identify whether a rule is translated, matched to a native analytic, redesigned or left unmatched.
Check semantic equivalence, not just syntax
Compare the following behaviors between platforms:
- Case sensitivity, wildcards, regular expressions and null handling.
- Time windows, event ordering, joins, deduplication and aggregation.
- Identity, host and cloud-resource normalization.
- Severity calculations, suppression, throttling and incident grouping.
- Exclusions for approved tools, service accounts, scanners and maintenance windows.
- Alert fields consumed by ticketing, enrichment or response automation.
If a destination query produces a result but omits a field used by an automation step, the detection is not operationally equivalent. Record such differences as design decisions rather than hiding them in a conversion report.
Use Microsoft Sentinel’s migration experience within its documented scope
Microsoft documents a Sentinel SIEM Migration experience that analyzes supported Splunk and QRadar detection exports. It can recommend Sentinel analytics rules, Defender XDR native detections and data connectors, and it can produce a report identifying detections without a good match or not detected by its analysis.
The recommendations are starting points, not active coverage. Microsoft’s documentation distinguishes detections that are enabled, disabled, available as templates or not installed. The migration experience does not explicitly install connectors or enable detections for you. The team must inspect connector status, configure unavailable sources, review the proposed detection and enable or tune it deliberately.

- An owner has reviewed test evidence and accepted any documented limitation.
4. Choose a migration route for each use case
There is no single cross-vendor method that guarantees equivalent detections. Select the route that preserves intent and produces testable behavior.
| Route | Best fit | Main risk | Control |
|---|---|---|---|
| Direct translation | Simple filters and aggregations with equivalent fields | Subtle query-language or schema differences | Replay known events and compare alert fields and timing |
| Native replacement | The destination maintains a detection for the same threat behavior | “Similar” does not mean equivalent scope or tuning | Review prerequisites, exclusions and representative scenarios |
| Redesign | Complex correlation, identity context or destination-specific analytics | New logic may change sensitivity and noise | Document design choices and run parallel validation |
| Retirement with compensating control | Duplicate, obsolete or unjustified rules | A hidden dependency may be lost | Obtain owner approval and record the replacement control |
When comparing tools or services, evaluate supported source platforms and rule types, whether logic is translated or merely matched, connector readiness, enablement and tuning effort, validation evidence, automation and historical-data scope, and the expertise required to operate the result. A feature that produces many recommendations may still leave the highest-risk work with your detection engineers.
5. Build validation before cutover
Prepare test scenarios before migrating production traffic. Microsoft’s planning guidance recommends a defined validation process, but the available guidance does not establish a universal parity percentage, pass/fail score or parallel-run duration. Your acceptance criteria must reflect local risk, telemetry and staffing.
Create representative scenarios
For each high-priority use case, define at least one expected-positive scenario and one expected-benign scenario. Include malicious and non-malicious examples where safe and lawful, such as an impossible-travel test account, a controlled privilege change, a known administrative script, suspicious mailbox access or a simulated endpoint behavior. Record the exact events, identities, hosts, timestamps and expected alert attributes.
Validate in a fixed sequence
- Verify collection: confirm the source is connected, events arrive, timestamps are correct and required fields are populated.
- Verify parsing: compare representative raw events with normalized destination fields, including IDs, usernames, hostnames, IP addresses and action values.
- Run the scenario: execute the controlled behavior or replay approved events in the destination.
- Check analytic behavior: confirm the rule runs on schedule, matches the intended records and applies thresholds, exclusions and suppression correctly.
- Inspect the alert: compare severity, entities, evidence, grouping, timestamps and links used by analysts.
- Test operations: verify routing, case creation, enrichment, approvals and response automation.
- Record the result: mark pass, fail or exception, identify the owner and set a deadline for unresolved work.
Run old and new detections in parallel when feasible
A parallel period can expose missing events, duplicate alerts, timing changes and unexpected noise before the old SIEM is retired. Choose the period based on the use case’s event frequency and risk; the reviewed Microsoft material does not prescribe one universal duration. High-volume detections may produce evidence quickly, while rare events require replayed or controlled scenarios.
Compare outcomes, not only counts. A lower alert count could indicate successful noise reduction or a broken data path. A higher count could reveal improved visibility or duplicate incidents. Investigate each material difference and document whether it is accepted, corrected or escalated.
6. Govern cutover with a migration register
Maintain a register that links every source use case to a destination analytic, native replacement, redesign or approved retirement. Include the required data sources, connector status, rule status, test scenarios, results, owner, exception, approver and planned cutover date.

- Choose a bounded group of use cases, preferably one business area or telemetry family.
- Confirm destination collection, detection enablement and test evidence for that group.
- Announce the change to SOC, incident response, platform and application owners.
- Switch routing or analyst ownership according to the cutover plan.
- Monitor alerts, cases, automation failures and source health immediately after the change.
- Keep a rollback or fallback procedure that identifies which rules and routes can be restored safely.
- Close the stage only when exceptions have owners and the agreed evidence is attached to the register.
Do not decommission the old detection merely because the destination rule exists. Retire it after the replacement or approved alternative is active, tested and accepted. Preserve the records needed to investigate incidents that span the transition, subject to your retention and legal requirements.

7. Migrate the work around detections
Rule conversion is only one migration workstream. Microsoft’s planning material also identifies SOAR automation, historical data, dashboards or workbooks and SOC processes as separate areas to plan.
SOAR and response automation
List every playbook, webhook, ticket field, approval gate, enrichment lookup and containment action triggered by an alert. Recreate credentials and permissions in the destination, then test both successful and denied actions. An alert that arrives without its response context can increase analyst workload even when detection logic is correct.
Historical data
Decide which historical events must remain searchable for investigations, threat hunting, legal hold or compliance. Define retention, indexing, access controls and a method for analysts to correlate old and new records. Do not assume that a destination connector automatically imports historical data.
Dashboards and workbooks
Inventory executive metrics, operational views, ATT&CK matrices, source-health panels and analyst workbooks. Rebuild their data queries and verify that definitions have not changed. A chart showing the same title can represent different populations if parsing or incident grouping changed.
SOC processes and training
Update triage runbooks, severity definitions, escalation paths, on-call instructions and analyst training. Explain which alerts changed, which were retired and where evidence now appears. Make the new workflow part of the validation evidence rather than treating documentation as a post-migration task.
8. Use ATT&CK mapping as a communication aid, not proof
Microsoft Sentinel can represent coverage against MITRE ATT&CK tactics and techniques. A matrix helps teams see whether important behaviors are represented and communicate gaps to leadership. It does not prove that a detection works with your telemetry, catches the threat at the required stage or produces an actionable alert.
Pair every mapped technique with its data-source readiness, test result, owner and known limitation. Rule counts and technique counts are weak coverage measures when they are not connected to working telemetry and operational evidence.

Common failure modes and recovery actions
“The export completed, so coverage is complete”
Symptom: the destination contains imported queries but alerts are missing. Recovery: trace each query to its required connector, fields, schedule and enabled status; then run a controlled scenario.
Best Value
“A recommended native rule is treated as an automatic replacement”
Symptom: a recommendation appears in a report, but no active alert is generated. Recovery: check whether the analytic is installed, enabled and configured, and whether its data connector is collecting the necessary events.
“The parallel run shows fewer alerts, so the new platform is better”
Symptom: alert volume drops without an explanation. Recovery: compare source event counts, parsing, time windows, grouping and exclusions before deciding that noise was removed.
“Rare rules are retired because they never fired”
Symptom: a high-impact use case has no recent alert history. Recovery: determine whether the behavior was absent, telemetry was unavailable or the rule was ineffective; test it deliberately before retirement.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →“Alerts arrive, but the SOC cannot act”
Symptom: routing, enrichment, ticketing or playbooks fail after cutover. Recovery: test the complete alert-to-response path, including credentials, permissions, required fields and approval steps.
What a defensible completion record contains
For each migrated or retired use case, retain a concise evidence package:
- Original purpose, owner and risk rationale.
- Source telemetry and destination connector status.
- Original and destination logic, with material semantic differences explained.
- Enablement, schedule, severity, suppression and routing settings.
- Positive and benign test scenarios with timestamps and results.
- Alert, case and automation evidence.
- Open exceptions, compensating controls, approver and due date.
- Final cutover or retirement decision.
This record lets a reviewer distinguish genuine coverage from a rule that merely exists in an interface.
Bottom line
Migrate a SIEM by preserving the chain from use case to telemetry, detection, alert and response. Inventory first, challenge low-value legacy content, prioritize high-risk and high-fidelity detections, map data dependencies, validate representative behavior and cut over in stages. Microsoft’s Sentinel migration experience can accelerate analysis for supported Splunk and QRadar exports, but connector configuration, rule enablement, tuning and proof of behavior remain the team’s responsibility. No universal cross-vendor parity score exists; credible coverage is demonstrated by evidence tied to your environment.
