Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The safest Salesforce migration for a tax-service system is staged, traceable, and reversible. Define exactly what moves, preserve every legacy identifier, map dependencies before loading, rehearse with protected data in a sandbox, run a representative pilot, reconcile records and financial totals, and cut over only when rollback files and a staffed runbook are ready. Keep the legacy tax engine read-only or integrated during the transition until operational, retention, and legal sign-off is complete.
Tax records require stronger controls than an ordinary customer-data import. Use least-privilege access, masking or anonymization outside production, audit logging, retention rules, and a jurisdiction-by-jurisdiction legal review. Salesforce documentation describes the migration mechanics; your tax, privacy, and records-retention owners must confirm the obligations that apply to your organization.

What “safe” means for a tax-system migration
A migration is safe when the destination can explain where every important value came from, relationships still work, totals reconcile, sensitive data was handled appropriately, and the business can recover from a bad load without guessing. That outcome is primarily a planning and validation problem, not a matter of choosing a clever import button. Salesforce Admins describes migration complexity as a combination of source configuration and condition, data quality, old and new processes, destination configuration, and how Salesforce is already being used.

- Monitor and reconcile after go-live before retiring the old system.
Do not treat a successful API response as proof that the migration succeeded. A run can complete while individual rows fail, relationships point to the wrong records, or a status transformation changes the meaning of a filing history.
1. Establish governance and freeze the scope
Name an executive owner who can make go/no-go decisions. The working team should also include a migration lead, Salesforce architect, tax-domain owner, security or privacy lead, and business testers from customer service, tax operations, finance, reporting, and audit.
Create a versioned inventory that states what happens to each category of data. For every item, choose migrate, archive, integrate temporarily, or retire; record the system of record, owner, retention period, destination object, and acceptance test.
| Data category | Decision to record | Acceptance evidence |
|---|---|---|
| Customers and legal entities | Which entity is authoritative when names, addresses, or ownership differ? | Duplicate policy, survivorship rule, and owner review |
| Tax registrations | How are jurisdictions, registration numbers, effective dates, and inactive registrations represented? | Jurisdiction-level count and sample verification |
| Returns and filing periods | Which periods and statuses move, and how are amended or superseded returns represented? | Period/status reconciliation and tax-owner approval |
| Payments | Are payment attempts, settlements, refunds, and allocations separate records? | Financial totals and payment-state reconciliation |
| Cases and notices | Which service records, correspondence, and escalations must remain searchable? | End-to-end case retrieval test |
| Attachments and documents | Which files are transferred, retained in the legacy archive, or linked during coexistence? | File-count, checksum, and access test |
| Audit events and historical revisions | What must remain immutable and what can be summarized? | Auditor retrieval test and retention approval |
| Users and reference tables | Which users, roles, jurisdictions, codes, and calendars are needed on day one? | Permission and lookup validation |
Write the scope as a dated baseline. Any later addition should have an owner, impact assessment, and new version number. Separately document legal retention and data-residency requirements for every jurisdiction; Salesforce migration guidance does not determine tax-law obligations.
2. Profile the legacy source before mapping anything
Take a read-only baseline export and preserve it as an immutable artifact. Record the extraction time, source release, record counts, file checksums, and the query or job that produced each file. Keep the raw export separate from transformed files so a disputed value can always be traced back to the source.
Profile each entity and field for:
- Null, blank, and default-value rates.
- Duplicate customer, entity, registration, return, and payment keys.
- Invalid or incorrectly formatted tax identifiers.
- Date, timezone, daylight-saving, and timestamp conventions.
- Currency precision, rounding, negative values, and multi-currency behavior.
- Status, filing-period, jurisdiction, and payment-state codes.
- Deleted records, suppression flags, and historical revisions.
- Attachments, file sizes, unsupported formats, and orphaned links.
- Derived reports that are not system-of-record data.
For every source field, create a data dictionary with its business meaning, owner, allowed values, units, null semantics, and transformation rule. A column called “status,” for example, is not safe to map until the tax owner explains whether it means calculation state, filing state, acceptance by an authority, or an internal workflow state.
3. Design the Salesforce target model and preserve identity
Map business entities, not just columns
Decide whether each source entity belongs in a standard Salesforce object, a custom object, or an external archive. Define required fields, record types, picklists, ownership, lookup versus master-detail relationships, validation rules, flows, Apex, sharing rules, and integration endpoints before loading data. Disable or sequence automation during migration only under an approved change plan; otherwise a flow can alter a historical value as it is inserted.
Separate transactional records from calculated reporting outputs. If a report total can be recomputed from returns and payments, store the source transactions and document the calculation rather than importing an unexplained number as if it were an accounting fact.

Keep the legacy identifier on every migrated object
Add a dedicated legacy-ID field to each object that receives migrated records. Salesforce recommends optionally marking that field as an External ID when indexed matching and upsert operations are useful. Keep the original identifier unchanged, including its case and any meaningful leading zeros. Use it in mapping files, reconciliation reports, error queues, and support searches.
Do not use a customer name, tax registration number, or email address as the sole cross-system key. Those values can change, be reused, or be shared. A stable legacy ID lets you prove that a Salesforce record is the same source record and lets a rerun update the intended row instead of creating a duplicate.
Build a dependency graph and written load order
List every lookup, master-detail, owner, record-type, and reference-data dependency. The order must come from your target schema, not from the order of CSV files in a folder. Salesforce’s data-loader guidance illustrates the principle with users before accounts before opportunities: “The dependencies in these relationships dictate the order of data migration.”
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A common tax-service sequence is:
- Users, roles, queues, record types, jurisdiction codes, filing-period reference data, and other required reference values.
- Accounts or legal entities.
- Contacts and related addresses.
- Tax registrations and jurisdiction relationships.
- Cases, notices, and service records that reference the entity or contact.
- Returns and filing-period records that reference registrations and entities.
- Payments, allocations, refunds, and reconciliations that reference returns.
- Documents and attachments linked to the now-existing records.
- Audit history and historical events, using a representation approved by the audit owner.
Your actual order may differ. Publish the dependency graph, the key used for each relationship, and the behavior when a parent is missing. A failed child row should enter an exception queue; it should not silently create an orphan or attach to a similarly named account.
4. Clean and transform under change control
Keep source-to-target mapping tables in a versioned repository with reviewers and approval dates. Include the source field, destination field, transformation expression, permitted values, null handling, owner, and test case. A transformation that changes a filing status, payment state, tax amount, or audit meaning needs sign-off from a tax-domain owner.
- Normalize names and addresses while retaining the unaltered source value where it is needed for evidence.
- Resolve duplicates with a written survivorship policy. Record which source IDs were merged and which value won for each field.
- Standardize dates and timestamps to an agreed timezone, preserving the original timestamp when legal or audit interpretation depends on it.
- Validate tax identifiers against the rules applicable to each jurisdiction, but do not “correct” a value without recording the source and decision.
- Map legacy status and filing-period codes to controlled Salesforce values. Route unknown codes to an exception list rather than coercing them to “Other.”
- Define how amended, voided, superseded, and corrected records relate to the original record.
- Preserve currency precision and document rounding. Reconcile at the same precision used by the source ledger.
- Decide whether deleted records are migrated, archived, or represented as a deletion event.
Generate a deterministic output from the same input and mapping version. That makes a failed batch rerunnable and allows a reviewer to explain why a value changed between rehearsals.
5. Protect environments and sensitive tax data
Use a sandbox or equivalent staging environment for development, mapping, and rehearsal. Restrict access by role, use separate credentials for extraction and loading, and log administrative and data-access activity. Salesforce documents sandbox staging, refresh, data masking, and anonymization options for development and testing.

Prefer synthetic records for repeatable tests. When production-like data is necessary, mask or anonymize names, addresses, tax identifiers, payment details, and document contents while preserving the patterns needed to test validation and relationships. Keep the mapping between masked and real values out of the test environment.

Review the lifecycle of masking controls. Salesforce states that the Data Mask managed package service ends on December 31, 2026; confirm the replacement or alternative that your organization will use before that date. This service date is not a tax-retention deadline.
Before production transfer, have security and privacy owners approve:
- Least-privilege profiles, permission sets, integration users, and temporary migration access.
- Encryption, key management, backups, and where exports are stored.
- Retention, deletion, legal hold, and residency rules by jurisdiction.
- Attachment and document access, including links that could expose tax information.
- Logging, alerting, incident response, and evidence preservation.
6. Select tooling by volume and operating model
Choose a method that can repeat the load, expose row-level failures, preserve relationships, and fit your security controls. Data Loader is Salesforce’s official client for CSV- or database-based operations. Its current product information states support for up to 5 million records, while Bulk API 2.0 support is stated for up to 150 million records. Those are product limits, not a promise that your org, validation rules, API limits, network, or transformation workload will sustain a particular throughput.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →| Option | Best fit | Important controls |
|---|---|---|
| Data Loader | Routine CSV or database operations up to the documented 5-million-record range | External-ID upserts, dependency order, success/error files, and saved mappings |
| Bulk API 2.0 through a supported client or integration | Very large loads, with Salesforce product information stating up to 150 million records | Batch monitoring, API-limit planning, retry policy, and reconciliation by batch |
| Command-line Data Loader mode | Repeatable, scheduled, or CI-controlled runs; Salesforce documents command-line operation for Windows | Versioned configuration, protected credentials, exit-code handling, and log retention |
| API or integration platform | Phased coexistence where the tax engine and Salesforce exchange changes | Idempotency, conflict rules, replay handling, monitoring, and an explicit end date for coexistence |
Relationship handling matters more than raw throughput. Use legacy External IDs and upsert behavior where appropriate, load parents before children, and make retries idempotent. Observability is mandatory: retain success files, error files, batch identifiers, exception reports, and process exit codes. An implementation using an integration platform such as MuleSoft or Anypoint Platform may support coexistence, but architecture, licensing, and current commercial terms require a separate assessment.
7. Rehearse in a sandbox
Start with the smallest useful test, then increase scope. Salesforce guidance states: “Load one record, check the results, then load all records.” Use that approach for every new object or transformation.
- Refresh or prepare the sandbox and apply the approved security, masking, metadata, and automation configuration.
- Load one representative parent and its children. Inspect every field, relationship, owner, status, related list, and attachment.
- Load a small batch containing normal, boundary, duplicate, corrected, deleted, missing-parent, and invalid-value cases.
- Review success and error files, logs, API responses, and exit codes. Fix mapping or configuration defects before adding volume.
- Repeat the run from a clean state to prove that the procedure is deterministic and does not create duplicates.
- Run business acceptance tests for customer service, tax operations, reporting, integrations, permissions, and audit retrieval.
Capture timings, API consumption, row-failure rates, automation side effects, and operator actions. These measurements inform the production window and support staffing without pretending that sandbox performance is identical to production.
8. Use a representative pilot before the full load
Select a pilot that is statistically and operationally representative, not merely the easiest customers. Include multiple jurisdictions, filing periods, statuses, currencies, amendments, payment states, document types, and records with long histories. Include high-volume entities and known data-quality problems so the process is tested where it is most likely to fail.
Set written exit criteria before loading the pilot. Examples include zero unexplained parent or child records, all financial totals reconciled within an approved rounding rule, no unresolved high-severity security or permission defects, and successful retrieval of required audit evidence. Tax operations and business testers should sign the result; technical completion alone is not acceptance.

9. Execute the production load in dependency order
Publish a cutover runbook with named operators, start and stop times, commands or UI paths, input-file versions, validation queries, escalation contacts, and go/no-go owners. Include a change freeze so records are not changing while the final delta is extracted.
- Announce the freeze and restrict changes in the legacy system according to the approved window.
- Take and checksum a final full export or a delta from the immutable baseline. Record the extraction timestamp and source version.
- Back up the Salesforce state that could be changed. For reversible updates, retain a backup CSV containing the previous values; Salesforce recommends this approach for restoring values after a mistake.
- Confirm that metadata, reference data, users, queues, and permissions are deployed and tested.
- Load objects in the approved dependency order, using External IDs or other deterministic keys for relationships.
- Capture success and error files after every object or batch. Stop on a threshold breach rather than allowing errors to accumulate.
- Run object counts, relationship checks, financial reconciliations, and critical business queries before opening access.
- Obtain the documented go/no-go approval and communicate the status, known exceptions, and support contacts.
Keep the legacy tax engine read-only or connected through a controlled integration during a stated transition period when the business needs continuity. Define which system owns a change during that period and how conflicts are resolved. Do not retire the legacy system until reconciliation, legal retention, audit retrieval, and operational sign-off are complete.
10. Validate with numbers, records, and business behavior
Quantitative reconciliation
Compare source and destination counts by object, jurisdiction, filing period, status, and migration batch. Reconcile return amounts, payment totals, refunds, allocations, and balances at the precision approved by finance. Compare attachment counts and total sizes where files are in scope. Investigate every difference; do not hide it in a global “within tolerance” figure.
Relationship and record spot checks
Use legacy IDs to select samples from the source and trace them through the Salesforce account, registration, return, payment, case, document, and audit relationships. Include records at the boundaries: earliest and latest periods, amended returns, inactive registrations, zero-value payments, multiple jurisdictions, and records with missing optional fields.
Operational and security tests
- Search and retrieve a complete customer history using permitted roles.
- Confirm that users can see the records needed for their job but cannot see restricted jurisdictions or tax details.
- Run reports and integrations that the business considers critical and compare their results with the legacy outputs.
- Verify validation rules, flows, Apex, duplicate rules, and notifications do not rewrite historical data unexpectedly.
- Retrieve audit evidence with timestamps, actor, source identifier, and change context.
Data Loader can produce success and error files, and Salesforce guidance recommends reports and spot checks. Preserve those artifacts with batch IDs and timestamps. Review exit codes as well as row files because a process can look successful while rows fail, depending on configuration.
Exception management
Maintain an exception register with the legacy ID, Salesforce ID if one exists, object, error text, severity, owner, disposition, correction, and rerun batch. Classify each item as a mapping defect, source-data defect, dependency failure, permission issue, automation side effect, or expected exclusion. Close an exception only after the corrected record is revalidated and the reason is documented.
11. Cut over with continuity and rollback
A rollback is not one universal Salesforce transaction for every object. Define object-specific recovery actions and test them in the sandbox. For reversible updates, restore from the saved pre-migration values. For inserted records, identify how they will be isolated or removed without deleting legitimate post-cutover activity. For integrated systems, define how messages are paused, replayed, or deduplicated.
Your go/no-go checklist should include:
- Final delta extracted and reconciled against the frozen baseline.
- Backups, raw exports, transformation inputs, and mapping versions stored in protected locations.
- No unresolved critical exceptions and an approved disposition for lower-severity items.
- Critical reports, integrations, permissions, and audit retrieval tests passed.
- Support roster, incident channel, customer-service script, and stakeholder communication ready.
- A specific rollback owner, decision deadline, and trigger thresholds.
If a rollback trigger is reached, stop further writes, preserve logs and current exports, communicate the decision, execute the tested recovery steps, and reconcile the restored state. Do not improvise a mass delete or overwrite while users are still changing records.
Best Value
12. Operate and monitor after go-live
For the first operating period, reconcile daily by object, jurisdiction, filing period, status, and financial totals. Reduce the frequency only after stable evidence and owner approval. Monitor integration queues, failed loads, duplicate creation, validation-rule errors, API limits, permission changes, report parity, and user adoption.
Retain migration logs, mapping versions, approvals, exception dispositions, backup references, and rollback artifacts as part of the audit trail. Schedule a formal transition review that confirms whether the legacy engine remains read-only, which integrations have been retired, where archived records live, and who owns future data corrections.
Common failure modes and practical fixes
Duplicates appear after a retry
Usually the load used a non-unique business value or an insert instead of an idempotent upsert. Stop the rerun, identify duplicates by legacy ID, decide which record is authoritative, and correct the key and operation before retrying.
Recommended Free Tools
Child records are orphaned or attached to the wrong parent
The dependency order or relationship key is wrong. Rebuild the parent-to-child mapping from External IDs, load or correct parents first, and review the exception register for every affected child.
Counts match but tax totals do not
Check currency precision, rounding, excluded statuses, amended returns, deleted records, and whether a source report included derived values. Reconcile at jurisdiction and filing-period level instead of relying on one grand total.
Rows fail even though the job reports success
Inspect success and error files, batch-level logs, and exit codes. Correct invalid picklist values, required fields, permissions, or validation-rule conflicts, then rerun only the failed rows with the same mapping version.
Historical values change during insertion
A flow, trigger, Apex process, duplicate rule, or integration modified the record. Test automation in the sandbox, use an approved migration bypass or sequencing plan, and prove that the bypass cannot be used by ordinary users.

Minimum evidence package for sign-off
- Approved scope inventory and jurisdictional retention decisions.
- Immutable source baseline, checksums, extraction details, and versioned mappings.
- Target schema, External-ID design, dependency graph, and load-order document.
- Sandbox rehearsal results, masking or anonymization configuration, and acceptance tests.
- Pilot results with counts, financial reconciliation, spot checks, and business approvals.
- Production runbook, freeze notice, final delta, backups, success/error files, and exit-code logs.
- Exception register with owners and dispositions.
- Go-live approval, rollback procedure, support roster, and post-go-live reconciliation reports.
A staged migration with preserved identity, dependency-aware loading, protected rehearsals, quantitative reconciliation, and a tested recovery path gives a tax organization evidence for every important record instead of hope that an import completed.
