How to Measure Whether Security Awareness Training Is Working

Security awareness training is working only when it produces safer actions, not merely completed modules. Measure a chain of evidence: the right people receive role-relevant training, understand the guidance, respond correctly to realistic tests, report suspicious activity through the expected channel, and receive follow-up when gaps appear. Review those measures together and document how the program changes.

Completion is useful coverage data, but it does not prove that employees understood the material, changed behavior, or reduced organizational risk. A practical program therefore uses a small, balanced scorecard and repeats comparable measurements over time.

What “working” means in a security awareness program

Define the outcome before choosing a metric. For one audience, the desired behavior may be reporting a suspicious email; for another, it may be using approved methods to handle sensitive data, resisting an unexpected login request, or escalating a suspected incident. The behavior, audience, time period and threat scenario should be explicit.

CISA’s FY 2024 IG FISMA Metrics Evaluation Guide asks whether training reaches all system users and is tailored to the organization’s mission, risk environment and system types. The same maturity framework includes evaluation, feedback and continuous improvement. Those are useful maturity concepts for any organization, but the guide is a federal inspector-general assessment document, not a universal legal requirement.

A useful definition of effectiveness has five parts:

  • Reach: intended people, including relevant contractors and privileged or high-risk roles, are covered.
  • Understanding: participants can explain or recognize the expected action and report whether the material is relevant.
  • Behavior: people make safer choices in realistic exercises and daily workflows.
  • Response: they use the reporting path and do so in time for the security team to act.
  • Improvement: the organization follows up on gaps, records what changed and tests again.

No single number captures all five. A high completion rate can coexist with poor reporting, while a lower completion rate may conceal strong behavior among a critical cohort. Report the components separately.

Build a measurement plan before changing the course

1. Choose the audience and risky actions

Map each role to the threats and decisions it actually faces. Finance staff may need practice with payment-change requests; administrators may need stronger controls around privileged access; support teams may handle identity-verification attempts; developers may encounter secrets in code or malicious dependencies. CISA recommends tailoring training to mission, risk and systems rather than treating every employee as the same audience.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write the desired action in observable terms: “Report a suspicious message using the mail-client button within the same workday” is measurable. “Be more security conscious” is not.

2. Establish a baseline

Collect current results before replacing a course or launching a new campaign. Record the baseline period, population, delivery channel, scenario type, exposure window and definitions for every metric. A baseline can include completion coverage, a short knowledge check, feedback, a simulated exercise and reports received through the normal channel.

3. Define the unit of analysis

Decide whether results are reported per person, account, message, department or exercise. Keep that denominator stable. For example, “reports per exposed recipient” is different from “reports per all employees,” and neither is interchangeable with the number of messages reported.

4. Set a review cadence

Use a schedule that matches risk and operational capacity. Review coverage and reporting data regularly; run realistic exercises often enough to reveal trends without teaching employees to expect a predictable test. CISA’s August 29, 2025 guidance for state, local, tribal and territorial governments recommends frequent, realistic testing and ongoing updates. It does not prescribe one universal frequency for every organization.

Measure What it can show Main limitation Useful breakdowns
Completion and coverage records Whether intended groups received the assigned training Receipt does not prove understanding or behavior change Role, location, employment type, assignment date and overdue status
Knowledge checks and feedback Recall, perceived relevance and reported friction Quiz performance and self-report do not necessarily predict behavior Question-level errors, confidence, time to complete and free-text themes
Phishing or other simulations Response to a controlled, relevant scenario Results depend on difficulty, exposure, channel and reporting setup Scenario, role, delivery channel, interaction type and repeat attempts
Reporting behavior Whether people use the expected reporting path and how quickly Trust, ease of reporting and organizational handling affect the result Time to report, valid versus duplicate reports, role and channel
Incident trends Real-world security outcomes over time Controls, staffing, threat activity and external factors confound attribution Incident type, severity, exposure and other control changes

This scorecard is a practical measurement design, not a formula prescribed by CISA. The agency’s guidance supports tracking completion, feedback, exercises, follow-up and improvement, but it does not publish one effectiveness score or a universal pass threshold.

Measure reach and completion accurately

Coverage is a prerequisite, not the outcome

Calculate coverage as the number of intended users who completed the assigned activity divided by the number who were required to complete it during the stated period. Publish the denominator and exclude documented exceptions consistently. Separate “assigned,” “started,” “completed,” “overdue” and “exempt” rather than collapsing them into one percentage.

Check whether the assignment list is complete. A 100% completion rate among an incomplete roster is not full organizational coverage. Reconcile the training roster with identity, human-resources and contractor records where permitted, and record the date of the reconciliation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Segment high-risk populations

Aggregate coverage can hide a gap in a small but important group. Report results for privileged administrators, executives, finance, remote workers, contractors and other roles that handle sensitive systems or transactions. Keep the segment definitions stable when comparing periods.

Interpret external targets correctly

CISA’s FY 2025 State and Local Cybersecurity Grant Program page lists entity-level target ranges of 70% for entities performing phishing training, 90% for entities conducting awareness campaigns and 90% for entities providing role-based cybersecurity awareness training. These are grant-program performance targets for participating entities, not a pass/fail effectiveness threshold for an individual course and not observed outcomes. Do not present them as proof that training worked.

Test understanding without mistaking a quiz for behavior

Use focused knowledge checks

Ask a small number of questions tied to the decisions employees must make. Include plausible distractors and explain the correct action after submission. Track question-level errors and whether a participant changes an answer, rather than reporting only an average score.

Collect actionable feedback

Ask whether examples match the person’s work, whether the reporting path is clear, which steps are difficult and what information is missing. Offer a confidential channel for comments. Tag responses by theme so content changes can be linked to a specific problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Respect the limits

A quiz measures recall in a training context. It does not show how someone will react while busy, on a mobile device or under a convincing social-engineering attempt. Use quiz and feedback data to improve instruction, then test the desired action separately.

Design realistic exercises that reveal behavior

Choose scenarios from the organization’s threat environment

Simulations should resemble messages, calls or workflow requests employees may actually receive, while avoiding unnecessary collection of sensitive personal information. CISA’s August 2025 “Four Cybersecurity Essentials for SLTTs” guidance says simulations should mimic threats an organization may face and that frequent, realistic testing helps employees build lasting awareness. Its audience is SLTT governments, so apply the recommendation proportionately to your own sector and risk.

Define the outcome before sending

“Click rate” is only one possible event. Decide whether the exercise records opening, clicking, entering data, downloading a file, replying, forwarding, using the report control or contacting the security team by another approved route. A person who clicks and immediately reports has produced a different signal from a person who clicks, enters credentials and does not report.

Keep comparisons fair

For before-and-after comparisons, keep the audience, scenario difficulty, delivery channel, exposure window and reporting process as consistent as practical. If any of those change, annotate the dashboard and avoid treating the difference as a training effect. A harder scenario can raise interaction even when awareness improved; a new reporting button can raise reports without a change in recognition.

Never use a universal click-rate standard

The reviewed CISA material does not define a universal acceptable click rate or reporting-rate benchmark. A single exercise is a snapshot, not a verdict. Examine repeated results, the mix of interaction types, reporting and follow-up by cohort.

Measure reporting as a positive security behavior

Track the path and the clock

Record whether a recipient used the expected reporting channel, when the report arrived, whether it was valid, and whether the security team could act. Useful measures include median time to report, the share of exposed recipients who reported, duplicate-report volume and the time from the first report to organizational containment.

Do not invent a benchmark where none is established. Reporting rates depend on how easy the button is to find, whether employees trust the process, how many messages are exposed and what happens after a mistake.

Create a no-blame process

CISA encourages a no-blame reporting culture, including for people who made a mistake. Thank employees for reporting, explain what happened and make the next action clear. Keep learning-focused follow-up separate from any formal disciplinary policy. If your organization has enforcement rules, publish them transparently and apply them through the appropriate management and legal process rather than disguising punishment as an exercise.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect privacy and trust

Limit exercise data to what is needed to improve the program. Restrict access to individual results, define retention, and report aggregate trends to broad audiences. If local law, collective agreements or internal policy require notice or consultation, complete those steps before testing.

Close the loop after every gap

Use proportionate follow-up

After a failed knowledge check or exercise event, provide immediate explanation and a short, targeted refresher. For repeated or high-impact gaps, assign role-specific coaching, adjust workflow controls and involve the manager or system owner as appropriate. CISA’s FY 2019 IG FISMA Metrics Evaluation Guide describes phishing exercises followed by additional awareness or training and, where appropriate, disciplinary action as an example of a managed-and-measurable program. That 2019 example is older guidance; treat it as a maturity illustration, not a current mandate.

Log what changed

Maintain a simple improvement record with the date, evidence, affected audience, decision, owner, content or control change and expected result. Include feedback themes and any change to the reporting channel. This makes it possible to tell whether a later result reflects the intervention or a changed test.

Retest the same capability

After follow-up, use a comparable scenario or knowledge check to see whether the specific gap narrowed. Do not immediately switch to a completely different behavior and claim remediation. If the test must change, explain what the new result can and cannot establish.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Analyze trends without claiming more than the data supports

Compare like with like

Plot results by cohort and period, and annotate changes in staffing, email filtering, authentication, reporting tools, threat activity, policy or exercise design. A trend in fewer reported incidents may mean fewer attacks, stronger technical controls, under-reporting or a changed classification rule. It is not automatically evidence that training caused the change.

Use a simple causal checklist

  • Was the audience exposed to the intervention?
  • Was there a baseline measured under comparable conditions?
  • Did the scenario and reporting process remain comparable?
  • Did another control or policy change at the same time?
  • Did the outcome improve in the targeted cohort more than in a reasonable comparison cohort?
  • Was the observation period long enough to capture repeat behavior?

Unless the design can separate those influences, describe the result as an association or program signal, not a measured reduction in breaches caused by training. No published figure in the cited material quantifies a causal reduction in organizational incidents attributable to awareness training.

Watch for denominator and classification drift

Document whether the population changed, whether duplicate reports were removed, whether automated reports were added, and whether the definition of an incident or a successful report changed. Recalculate historical values only when the revised method is documented and applied consistently.

Turn the measures into a review dashboard

A useful dashboard can fit on one page while retaining the detail needed to interpret it. For each period, show:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Coverage by role and assignment status, with the denominator and exceptions.
  • Knowledge-check results by question and the main feedback themes.
  • Exercise scenario, audience, exposure count, interaction outcomes and reporting outcomes.
  • Median and distribution of time to report through the approved channel.
  • Follow-up completion, repeat-test results and open improvement actions.
  • Context notes for threat activity, technical controls, staffing and process changes.

Give executives the trend and major decisions; give program owners the cohort-level detail needed to act. Avoid ranking employees publicly. The purpose of measurement is risk reduction and learning, not a leaderboard.

Common measurement mistakes and fixes

“Everyone completed the module, so we are safe.”

Why it fails: completion records show delivery, not comprehension or behavior. Fix: pair coverage with knowledge, realistic exercises, reporting and follow-up.

“Our click rate is below the industry pass mark.”

Why it fails: there is no universal CISA pass mark, and scenario difficulty varies. Fix: compare repeated, like-for-like exercises and report all relevant outcomes.

“Reports increased, so the training caused it.”

Why it fails: a new button, campaign or attack wave can change reporting independently. Fix: record process and threat changes and interpret the result with those conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“We will punish every click.”

Why it fails: fear can suppress reporting and hide real incidents. Fix: use no-blame learning for mistakes, while keeping any formal enforcement policy explicit and separate.

“We only need an annual course.”

Why it fails: infrequent, generic content may not match current threats or job decisions. Fix: combine baseline training with timely, role-relevant practice and repeat measurement.

A practical implementation sequence

  1. Write the behavior statement. Specify who should do what, through which channel and within what time.
  2. Map the audience. Confirm the roster and identify roles with distinct risks or privileges.
  3. Capture the baseline. Record coverage, knowledge, feedback, exercise and reporting values with definitions.
  4. Select a realistic scenario. Match the organization’s threat environment and document the design.
  5. Prepare safe reporting. Test the reporting path, acknowledgments, triage and privacy controls before exposing employees.
  6. Run the exercise and collect events. Capture the predefined outcomes, timestamps and denominator.
  7. Provide immediate, proportionate feedback. Explain the signal and the correct action without shaming people.
  8. Assign and log follow-up. Record content, workflow or control changes, owners and dates.
  9. Retest the capability. Keep conditions comparable enough to interpret the change.
  10. Review and update. Examine trends, confounders and feedback; then adjust the next campaign.

What a defensible conclusion looks like

A defensible report might say: “Among the finance cohort exposed to the same type of simulated payment-change message in April and July, reporting through the approved channel increased, median reporting time fell, and credential-entry events declined. A new mail-reporting control was introduced between periods, so the change cannot be attributed to training alone. Follow-up was assigned to the remaining high-risk cases and will be retested next quarter.”

That style names the population, periods, scenario, outcomes and confounder. It gives leaders enough evidence to decide what to change without turning an activity measure into a claim about prevented breaches.
