How to Measure Whether AI Tools Are Improving Productivity at Work

The reliable way to measure AI productivity is to test a defined task or workflow against a documented baseline and a credible comparison group. Count useful output per unit of paid time, then check quality, rework, employee experience, and total costs. Measure access separately from actual use, report results by role and experience, and keep conclusions limited to the people, tasks, tool, and period you studied.

Start with a specific productivity question

“Is AI improving productivity?” is too broad to measure. A useful evaluation names the intervention, workflow, people, outcome, and period. For example: “Does access to an AI drafting assistant increase accepted customer replies per paid support hour for tier-one agents during a 12-week pilot without increasing escalations or correction work?”

Write the question before collecting data. Record:

  • The AI system and features being evaluated.
  • The exact task or workflow, such as resolving support cases, preparing a sales proposal, reviewing code, or drafting routine email.
  • The eligible population, locations, roles, and experience levels.
  • The start and end dates, including any ramp-up period.
  • The primary business outcome and the quality or risk measures that qualify it.
  • Material changes during the period, such as staffing, pricing, policy, workload, or process changes.

This scope prevents a result from one task being presented as a claim about every job. The OECD’s 2025 review concludes that effectiveness depends on the task and the user’s experience, with human-AI collaboration central to the outcome.

Define the denominator

Productivity is useful output divided by the resources used to produce it. Choose a denominator that matches the work. Examples include accepted deliverables per paid hour, cases resolved per agent hour, or completed analyses per analyst day. “Minutes spent in the email application” can be a valid workflow measure, but it is not by itself a measure of business productivity; less email time could mean faster work, less communication, or work shifted elsewhere.

State whether you are trying to improve time, throughput, quality, or a weighted combination. A primary measure keeps the test focused. Secondary measures reveal whether a speed gain is accompanied by errors, rework, customer dissatisfaction, or unsustainable effort.

Build a baseline before turning on the tool

Measure the same task before the intervention or measure a comparable group that does not receive access. A baseline should describe normal performance, not an unusually quiet or overloaded week. Capture enough context to explain later changes:

  • Output volume and the hours paid to produce it.
  • Quality scores, defect rates, acceptance rates, escalations, and rework.
  • Task mix and difficulty.
  • Worker experience, role, team, and shift.
  • Backlog, staffing, seasonality, service-level targets, and policy changes.
  • Existing automation and other tools used during the same period.

Use a consistent task definition and scoring rule at baseline and follow-up. If “completed case” changes halfway through the pilot, the apparent productivity change may be a measurement change.

Choose a baseline window that fits the work

Fast, repetitive work may need several weeks to capture normal variation; project work may require a full project cycle. Document the dates rather than treating a short launch week as a stable baseline. If demand is seasonal, compare equivalent periods or include seasonality in the analysis.

Use a comparison, not a before-and-after anecdote

A simple before-and-after result is easy to calculate but difficult to interpret. Workload, staffing, learning, new policies, or seasonal demand can change at the same time as AI access. A comparison design makes the causal claim more credible.

Randomized access

When operationally and ethically feasible, randomly assign eligible workers, teams, or shifts to receive access now or later. Randomization balances measured and unmeasured differences on average. Compare outcomes for the assigned access groups using the same follow-up window and task definitions. The effect you estimate is the effect of offering access under your study conditions; it is not automatically the effect among only the people who choose to use the tool.

Staggered or phased rollout

If everyone cannot be trained or supported at once, roll out access in planned waves. Workers who have not yet received access can serve as a temporary comparison, provided the rollout order is not chosen because some groups were already improving or declining. Record rollout dates and test whether outcomes change when each wave receives access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Matched or difference-in-differences designs

When randomization is impossible, match participating workers or teams to similar non-participants on role, baseline performance, task mix, and workload. Compare the change over time in both groups. This is still vulnerable to unmeasured differences, so report the assumptions and test whether the groups had similar pre-intervention trends.

Observational before-and-after analysis

Use this design only when stronger comparisons are unavailable. Label it as an association and list plausible alternative explanations. A rise in output after launch does not prove that AI caused it.

Measure outcomes in four layers

A useful scorecard combines production, time, quality, and people measures. Do not substitute logins, prompt counts, or generated words for completed work.

1. Useful output

  • Accepted cases resolved per paid hour.
  • Deliverables approved on the first review per project hour.
  • Completed transactions meeting the task definition per shift.
  • Revenue-generating or customer-accepted outputs, where appropriate.

Define “accepted” in advance. If an AI-generated draft requires extensive correction, count the final accepted result and the correction time rather than the initial draft volume.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Time and throughput

  • Cycle time from task start to accepted completion.
  • Queue wait and handling time for service work.
  • Overtime or work performed outside scheduled hours.
  • Backlog cleared per paid hour.

Time saved is valuable only if it produces a useful outcome or allows people to do higher-value work. Track where the saved time goes.

3. Quality, accuracy, and downstream effects

  • Error, defect, hallucination, or policy-violation rate.
  • Rework minutes and number of review cycles.
  • Customer acceptance, retention, satisfaction, or escalation.
  • Security, privacy, or compliance incidents.
  • Downstream measures such as repeat contacts or rejected deliverables.

Use blinded or standardized review where possible. A faster answer that creates a correction task for another team is not a net productivity gain.

4. Worker experience and sustainability

  • Perceived usefulness and confidence in the output.
  • Effort required to check or edit AI work.
  • Work intensity, interruptions, and ability to take breaks.
  • Understanding of the tool’s limitations.
  • Concerns about data collection, monitoring, privacy, or job changes.

These measures do not replace output data. They identify costs or risks that a production metric can miss.

Separate access, activation, and use

Record three different exposure measures:

  1. Access: whether the worker was eligible and technically able to use the tool.
  2. Activation: whether the worker opened or enabled it.
  3. Sustained use: how often the worker used it during the evaluation period.

The randomized or phased comparison should primarily analyze the effect of access. A separate usage analysis can describe what happened among users, but frequent users may be more motivated, more skilled, or assigned different work than non-users. Treating that self-selected group as a control comparison can exaggerate or hide the effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Usage logs should be minimized to what the evaluation needs. A login or prompt is an adoption signal, not a productivity outcome. Explain who can see the logs, how long they are retained, and whether they affect performance reviews.

Segment the result instead of reporting one average

Calculate results by task, role, experience, organization, and utilization when sample size supports it. A portfolio-wide average can conceal a large gain in one workflow, no change in another, and a quality cost in a third.

Predefine the most important subgroups so that you are not searching for a favorable result after seeing the data. Report the number of people or tasks in each subgroup and avoid strong conclusions from very small samples. A subgroup pattern is evidence about that subgroup, not proof that every worker will experience the same effect.

Calculate the full economic effect

Productivity and return on investment are related but different. A task can become faster without producing enough financial value to cover licensing, implementation, training, review, and risk-management costs.

A practical net-value calculation is:

Net value = value of additional accepted output + value of released paid time − tool, implementation, training, oversight, rework, and incident costs.

Use the measured change in accepted output and paid hours, not a vendor’s claimed percentage. Value released time only if the organization can redeploy it, reduce overtime, increase capacity, or improve service. Show assumptions for labor rates, demand, utilization, and one-time versus recurring costs. Keep a sensitivity range for uncertain inputs rather than presenting a single precise forecast.

Protect workers and data during the evaluation

Explain the purpose of the pilot, the data collected, who will access it, and how results will be reported. Separate evaluation data from individual disciplinary decisions unless that use has been clearly disclosed and legally reviewed. Do not place confidential customer, health, financial, or proprietary information into a system unless the organization has approved that data flow and controls.

Ask workers structured questions about usefulness, effort, accuracy, work intensity, and data practices. Include an open channel for reporting harmful outputs or pressure to use the tool inappropriately. An evaluation that increases monitoring or workload can create a cost even when the output metric rises.

What published studies actually show

Existing findings illustrate why context and design matter. They should be used as benchmarks for questions and methods, not as universal expected gains.

Study and population Design and exposure Reported result How to interpret it
Erik Brynjolfsson, Danielle Li, and Lindsey R. Raymond, NBER working paper, 2023, revised November 2023; 5,179 customer-support agents Staggered rollout of access to a conversational assistant Issues resolved per hour increased 14% on average Novice and lower-skilled agents had larger gains; experienced and highly skilled agents saw minimal impact. This is evidence from a specific customer-support setting.
Eleanor W. Dillon, Sonia Jaffe, Nicole Immorlica, and Christopher T. Stanton, NBER working paper, 2025, revised November 2025; 66 firms and 7,137 knowledge workers Six-month field experiment examining access to an integrated generative AI tool Workers who used the tool in more than half of sample weeks spent two fewer hours on email each week in the second half of the experiment and reduced work outside regular hours The result concerns email time and work patterns for the stated frequent-use group. Researchers did not detect shifts in the quantity or composition of tasks from individual-level provision; it is not a universal productivity percentage.
Fabrizio Dell’Acqua and colleagues, NBER working paper, 2025; 776 professionals at Procter & Gamble working on product-innovation challenges Preregistered field experiment comparing individuals using AI with teams without AI on the studied challenges Individuals using AI matched the performance of teams without AI The finding applies to this experimental task. It cannot establish that AI generally replaces teams.
Alexander Bick, Adam Blandin, and David J. Deming, NBER working paper, 2024, revised February 2025 U.S. survey of generative-AI adoption Respondents estimated time savings equal to 1.4% of total work hours as of late 2024 This is respondent-reported time savings, not an experimentally measured productivity increase.
OECD workplace paper, 2024 Survey of workers Four in five respondents said AI improved performance, and three in five said it increased enjoyment of work These are self-reports. The paper also identifies concerns about work intensity, data collection and use, and inequality.
OECD review, 2025 Review of research on generative AI, productivity, innovation, and entrepreneurship Effectiveness depends on task and user experience; human-AI collaboration is important Long-term business effects and workers’ understanding of AI limits remain research gaps.
Microsoft Research synthesis, 2024 Synthesis of workplace studies Measured time and accuracy effects vary by role, function, organization, adoption, and utilization The report discloses Microsoft funding and notes that many included studies had not been peer reviewed at publication.

These studies use different tasks, populations, measures, and designs. A customer-support rate, email hours, a product-innovation challenge, and a survey response cannot be combined into one expected “AI productivity” number.

A practical measurement procedure

  1. Write the evaluation brief. Name the tool, workflow, eligible workers, dates, primary outcome, quality checks, and decision rule.
  2. Map the current process. List each step, handoff, approval, and rework loop. Mark where AI may change time or responsibility.
  3. Extract baseline data. Use the same task definition and quality rubric that will apply after launch. Record workload, staffing, task mix, and other changes.
  4. Select the comparison design. Prefer randomized access; use a documented staggered rollout or matched comparison when randomization is impractical.
  5. Define exposure fields. Capture eligibility, access date, activation, sustained use, training, and interruptions separately.
  6. Run a controlled pilot. Keep policies, staffing assumptions, and quality review stable where possible. Log deviations rather than silently changing the protocol.
  7. Audit quality and risk. Sample outputs for accuracy, policy compliance, customer impact, rework, and data handling. Have reviewers apply the same rubric to baseline and follow-up work.
  8. Survey workers at set points. Ask about usefulness, effort, confidence, work intensity, and data concerns before launch and during follow-up.
  9. Analyze assigned access first. Report the difference between access groups or rollout waves. Present usage results separately with a selection-bias warning.
  10. Report segments and uncertainty. Include sample sizes, missing data, confidence intervals or other uncertainty ranges, task definitions, dates, and material limitations.
  11. Decide and continue tracking. A rollout decision should specify which task, group, quality threshold, and cost assumptions support it. Continue monitoring after the pilot for durability, learning, turnover, and delayed quality effects.

Common measurement failures and fixes

Counting activity instead of outcomes

Prompt volume, logins, generated words, and time in the tool show adoption. They do not show accepted work. Pair adoption data with output per paid hour and quality.

Calling time savings productivity

Less time on one activity can mean work was shifted, omitted, or done by someone else. Trace the workflow and measure downstream acceptance and rework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing enthusiastic users with everyone else

Users who adopt heavily may already be more capable or motivated. Estimate access effects first and label user-only analyses as descriptive unless a valid causal method supports them.

Ignoring task mix

If the post-launch queue contains easier cases, throughput can rise without any tool effect. Track difficulty, customer type, product, shift, and other mix variables.

Stopping when the first metric rises

Early speed can be followed by quality problems, fatigue, or declining use. Set a follow-up period and monitor both leading indicators and durable outcomes.

Making a firm-wide claim from a short pilot

Current evidence is often task-specific and short-term. State the exact period and population, then test other workflows rather than extrapolating a single result to the whole organization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to write the final evaluation report

A credible report lets a reader reproduce the interpretation. Include:

  • The research question, intervention, task definition, dates, and eligible population.
  • The baseline and comparison design, including why randomization was or was not used.
  • Access, activation, and sustained-use rates.
  • Primary output measure with its denominator.
  • Quality, rework, customer, security, and worker-experience measures.
  • Results by role, task, experience, and utilization where sample size permits.
  • Missing data, exclusions, changes in workflow, and uncertainty ranges.
  • Implementation and ongoing costs, plus assumptions behind any financial estimate.
  • Limits: what the study can establish and what it cannot.

The strongest conclusion is usually conditional: access improved a named outcome for a named group during a named period, with specified quality and cost effects. That level of precision is more useful than a broad claim that AI makes employees productive.
