The reliable way to measure an AI coding tool is to compare similar work done with and without the tool, then count only work that meets your acceptance standard. Record time to an accepted result, throughput, tests, review rework and defects together. Use telemetry and surveys to explain adoption and experience, not as proof of a productivity gain. Report the task population, developer experience, tool configuration, dates, uncertainty and limitations with every estimate.

Define “developer productivity” before collecting data

Productivity is not the number of generated lines, accepted suggestions, commits or chat messages. A useful operational definition is accepted, useful work delivered per unit of developer effort. “Accepted” means the result satisfies the team’s stated requirements, passes the appropriate automated checks and survives the normal review process.

  • Speed: Does comparable work reach acceptance in less elapsed or active developer time?
  • Throughput: Are more defined tasks completed during a period?
  • Quality-adjusted delivery: Does the team deliver more accepted work without adding defects, review burden or rework?
  • Developer experience: Do developers report less friction, better flow or greater satisfaction?
  • Longer-term capability: Does use affect learning, technical expertise, ownership or maintenance work?

These are different questions. A single score can conceal a trade-off, such as faster first drafts that require more review. Choose one primary outcome for the decision and label the others as secondary or explanatory outcomes.

Use a comparison that estimates what would have happened without AI

An AI-enabled team is not a meaningful benchmark against its own memory of last quarter. Work changes in difficulty, requirements, staffing and familiarity with the codebase. A credible comparison keeps those factors visible.

Randomize when operations allow it

For a controlled evaluation, define real tasks before assignment and randomly assign comparable tasks or developers to an AI-available condition and a control condition. The control may use the team’s normal editor and documentation but not the evaluated assistant. Random assignment reduces the chance that easier tickets, more enthusiastic developers or a particular repository all land in the treatment group.

Keep the assignment rule and exclusion rules fixed. Do not move a task between groups because it became difficult, and do not add extra tasks to compensate for a slow result. Record the repository, language, estimated scope, dependencies, developer familiarity and acceptance criteria before work starts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use matched or staggered comparisons when randomization is impossible

Match participants or tasks on experience, language, repository, task type and difficulty. A phased rollout can compare teams or time periods, but a before-and-after result is vulnerable to seasonality, staffing changes and simultaneous process changes. State those limits rather than presenting the result as a randomized effect.

The comparison must preserve the tool configuration: model, editor integration, permissions, context-window settings, dates and any custom instructions. A result from one version should not silently become a claim about every later model or product.

Predefine the work and acceptance criteria

Select a representative mix of maintenance, feature work, tests, documentation and refactoring if those activities matter to your team. Define what “done” means for each class before assignment. For example, a feature may require passing unit and integration tests, review approval and an updated migration note; a documentation task may require an owner’s sign-off and link validation.

Predefining tasks prevents a common distortion: counting a verbose or over-engineered solution as more productive simply because it contains more code. The METR evaluation used pre-defined tasks before random assignment for this reason.

Measure time and quality as one outcome

Record the time from an agreed start point to an accepted result. Choose whether that is elapsed calendar time, active editing time or developer-hours, and use the same definition in both conditions. Pause rules should cover meetings, blocked dependencies and overnight waits.

Time alone is insufficient. Pair it with checks that reveal whether the result is usable:

  • Task acceptance and review approval.
  • Automated test status, including failures introduced after an initially passing run.
  • Review rework: requested changes, review cycles and time spent repairing the result.
  • Defects found during an agreed follow-up window, including regressions and rollbacks.
  • Scope delivered, so that splitting one large ticket into many small tickets cannot inflate throughput.

A faster draft that creates hidden defects is not an unqualified productivity improvement. Quality checks must be consistent across conditions and long enough to catch the kinds of failures your software actually experiences. There is no universal quality threshold in the available evidence; define one appropriate to your system’s risk.

Choose measures deliberately

Measure What it can show Main limitation
Time to accepted task completion Whether comparable work reaches acceptance faster Task mix, difficulty and acceptance standards must be controlled or reported.
Completed tasks or throughput Whether more defined work is completed in a period Ticket splitting or changed scope can inflate counts; pair with quality and scope.
Tests, review rework and defects Whether output meets reliability and quality expectations Consistent checks and enough follow-up are required to expose downstream problems.
Suggestion acceptance and active use Adoption and interaction patterns Using a tool is not the same as producing useful accepted work.
Surveys and interviews Perceived usefulness, friction, satisfaction and explanations Self-reports can diverge from measured outcomes.
Team delivery measures Changes in flow and delivery performance Many organizational factors affect them; attribution needs a comparison.
Expertise and ownership Potential longer-term human outcomes They require longitudinal, carefully defined measures; no universal instrument is established.

Collect usage data without making usage the goal

Telemetry can identify whether the assistant was available, how often it was invoked, which suggestion types were accepted and how much chat or code interaction occurred. Capture this only under your organization’s privacy and employment policies, with a clear retention period and access controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use activity as an explanatory variable. For example, a treatment effect may differ between developers who used the assistant once and those who used it throughout a task. Do not optimize for token consumption, chat count or suggestion acceptance. A suggestion can be accepted and later rewritten; a developer can obtain value from a conversation without accepting generated code.

Keep developer experience separate from objective outcomes. Ask about perceived time saved, cognitive load, confidence, friction and willingness to continue. Surveys can explain why a measured effect occurred, but cannot substitute for a comparison of accepted work.

A practical evaluation plan

  1. State the decision. Specify whether you are deciding whether to deploy, where to deploy or how to improve use. Name the intended population, such as particular roles, experience levels and repositories, and record the exact tool configuration.
  2. Choose representative work. Select real tasks before assignment. Include the task types the team values and record scope, dependencies, difficulty and codebase familiarity.
  3. Choose the comparison. Randomly assign comparable tasks or participants where feasible. Otherwise use matching or a phased rollout and document the resulting threats to validity.
  4. Predefine measures and acceptance. Make time to an accepted result the primary measure when speed is the decision. Pair it with completion, review outcome, test status, rework and defects. Set separate experience questions.
  5. Capture availability and use. Record whether the tool was available and, where permitted, interaction patterns. Never make usage volume the target outcome.
  6. Analyze with uncertainty. Report the effect estimate, sample size, confidence interval or standard error, practical consequence and raw outcome. Break out task type or experience only when the subgroup has enough observations to support a useful estimate.
  7. Repeat after material changes. Re-run after model, editor, policy or onboarding changes, and observe longer-term effects such as review burden, ownership and expertise.

Analyze results instead of chasing a single percentage

Report the effect with its uncertainty

Give the difference between treatment and control in the original unit whenever possible: minutes to acceptance, accepted tasks per developer-week or defects per accepted change. Add a relative percentage for readability, but keep the absolute scale. Include a confidence interval or standard error and the number of developers and tasks. A point estimate without uncertainty can make a noisy result look definitive.

Distinguish statistical evidence from a decision threshold. A small average speedup may not repay licensing, training and review costs; a modest slowdown may be acceptable if it improves reliability on a high-risk task. Set the minimum effect that would change your deployment decision before seeing the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate primary, secondary and explanatory results

Choose one primary outcome to avoid selecting whichever metric looks best after the fact. Treat quality, review effort and developer experience as secondary outcomes. Treat usage telemetry as explanatory. If measures conflict, report the conflict rather than averaging them into a score that hides the trade-off.

Check heterogeneity carefully

Effects can vary by task type, developer experience, project familiarity and tool capability. Present subgroup results only when the sample supports them, and label them as exploratory if they were not pre-specified. Do not infer that a result for experienced maintainers applies to new hires or greenfield work.

What current studies actually show

Published evaluations point in different directions because they measured different populations, tasks, tools and outcomes. They should not be averaged into one universal “AI productivity” number.

Study and setting Design and sample Reported result How to interpret it
METR, 2025 Randomized trial; 16 experienced open-source developers, 246 tasks, mature repositories familiar to participants; tools reflected the February–June 2025 frontier and were primarily Cursor Pro with Claude 3.5/3.7 Sonnet. Allowing AI increased completion time by 19%. Participants had predicted a 24% reduction before the study and estimated a 20% reduction after taking part. Evidence for that population, task setting and tool period. The authors discuss experimental limitations and possible artifacts; it is not a universal estimate.
Microsoft Research, 2025 Three randomized company field experiments at Microsoft, Accenture and an anonymous Fortune 100 company; 4,867 developers combined. 26.08% increase in completed tasks, with a standard error of 10.3%. The individual experiments were noisy. The summary reports higher adoption and greater gains among less experienced developers.
Google researchers, 2024 Randomized study of 96 full-time Google software engineers on one complex enterprise task using internal tools. About a 21% reduction in task time, with a large confidence interval. One task and internal tooling cannot establish an effect for other tools or settings.
UK Government Digital Service, trial November 2024–February 2025 Three-month trial using surveys and telemetry: active users, chat interactions, suggestion acceptance, satisfaction and participants’ estimates of time saved. 58% said they would not want to return to pre-trial conditions; average acceptance of suggested code lines was 15.8%. These are sentiment and interaction measures, not a randomized objective task-time effect. Survey estimates of time saved should not be treated as measured causal speed.
Beyond the Commit, 2026 Survey of 2,989 developers and 11 interviews at BNY Mellon. The authors argue that productivity needs a multifaceted view including longer-term expertise and ownership. Useful evidence about what to measure, not a causal estimate of tool impact.

The METR paper authors summarize their result as: “Surprisingly, we find that allowing AI actually increases completion time by 19%—AI tooling slowed developers down.” That sentence describes their specific experiment, not every developer or current tool.

Why results differ

Experienced contributors working in mature repositories may spend time validating suggestions and preserving architectural conventions. A business field trial may count ordinary tasks across many repositories. A complex enterprise task can benefit from internal context and integration that a public assistant lacks. A survey-led government trial emphasizes adoption and perception rather than randomized task time. Tool versions also change quickly, so a result from early 2025 can age as models and interfaces improve.

For every quoted estimate, label the population, task type, tool and dates, comparison design, outcome definition and uncertainty. Do not generalize from a narrow task to organization-wide productivity, and do not treat enthusiasm or adoption as proof of efficiency.

Use broader frameworks without pretending they prove causality

SPACE and DORA provide vocabulary for discussing developer experience, flow and software delivery. They can help organize a scorecard, but the existence of a framework does not make every component a causal measure of AI impact. A deployment can improve a survey score while slowing accepted-task completion, or increase throughput while raising rework. Keep each measure’s meaning explicit.

Comparing unlike work

Failure: AI is assigned to easy tickets while the control group receives difficult work, or a team’s task mix changes after rollout.

Fix: Predefine and randomize tasks, match on difficulty and report the task mix.

Using self-reported time savings as the result

Failure: Developers’ estimates are presented as measured speed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Keep survey responses as experience data and compare instrumented time to accepted work separately.

Ignoring repair work

Failure: The clock stops when code is generated, before review, testing or debugging.

Fix: Stop at the agreed acceptance point and record review cycles, test failures and later defects.

Changing the tool during the trial

Failure: Model, editor, permissions or prompting changes are not recorded.

  • The decision being made and the intended population.
  • Task inventory, scope, difficulty, repository familiarity and acceptance criteria.
  • Randomization, matching or rollout method, including exclusions and deviations.
  • Tool name, model, editor integration, permissions, configuration and evaluation dates.
  • Primary and secondary outcomes, exact time definition and quality follow-up window.
  • Sample sizes, raw outcomes, effect estimates and uncertainty intervals or standard errors.
  • Usage telemetry and survey response rates, clearly separated from causal outcomes.
  • Known limitations, missing data, privacy safeguards and the threshold used for the deployment decision.

Preserve the raw task and review records under the organization’s access and retention rules so that a later audit can distinguish a measurement change from a real workflow change.

Plan for longer-term effects

Short trials can miss learning, maintenance and ownership changes. Re-measure after onboarding and after material tool updates. Observe whether review burden shifts to senior engineers, whether developers understand the code they accept, whether expertise grows or erodes, and whether maintenance defects appear later. The available studies do not establish an ideal follow-up duration or a universal instrument for these outcomes, so define a period and rationale suited to your product risk.

The 2026 Beyond the Commit study’s survey and interviews reinforce why productivity cannot be captured by one metric alone. Treat that conclusion as a framework for designing a broader evaluation, not as evidence that any particular assistant caused a measured gain.

A decision rule for deployment

Before the trial, write a rule such as: deploy for the evaluated task class if accepted-task time improves by at least the team’s minimum practical effect, quality and review burden do not cross their limits, and the uncertainty interval is compatible with the cost and risk decision. If results are mixed, restrict deployment to the task types or experience groups for which the evidence is credible, then run another comparison. If the estimate is too uncertain to decide, collect more comparable tasks rather than converting a perception score into a productivity claim.
