How to Measure Whether AI Coding Agents Are Improving Software Delivery

The reliable answer is not in an agent’s usage counter. Measure adoption, delivery performance, quality and rework, service reliability, product outcomes, and developer experience as separate layers. Establish a baseline before rollout, compare equivalent work over a defined period, and treat telemetry such as accepted suggestions as evidence that a tool was used—not evidence that delivery improved.

A shorter lead time accompanied by more escaped defects is not a success. Stronger evidence combines faster or more predictable delivery with stable quality, reliable services, sustainable workload, and developers who report less toil rather than more correction work.

Start by defining what “improvement” means

“Productivity” is too broad to measure until you specify whose work, which tasks, which service, and what time period are in scope. Write a one-paragraph hypothesis before enabling an agent. For example: For routine maintenance on the payments service, agent access will reduce elapsed time from work start to production while keeping escaped defects and change failures within their existing bounds, without increasing the review burden developers report.

This wording creates measurable boundaries. It identifies the work type, service, delivery interval, quality guardrails, and human cost. A feature team, a platform team, and an incident-response team may need different hypotheses and different measures. Do not combine them into one company-wide productivity number unless the underlying work and operating conditions are genuinely comparable.

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.

Choose a primary outcome and explicit guardrails. A primary outcome might be median elapsed time from first work activity to production. Guardrails could include escaped defects per release, failed-change rate, time to restore service, and a pulse-survey score for review burden. Decide in advance what trade-off would count as unacceptable.

Build a baseline before rollout

Record the same measures before and after access to the agent. The baseline must cover ordinary release and incident cycles, not just a quiet week or a launch rush. State the observation window, the unit of analysis, and the population included.

Choose the unit of analysis

  • Change or pull request: useful for elapsed time, review effort, test outcomes, and rework.
  • Deployment: useful for release frequency, failed changes, rollback, and recovery.
  • Service or team: useful for reliability, product outcomes, and workload context.
  • Developer survey response: useful for flow, trust, satisfaction, and perceived toil.

Document whether timestamps mean first commit, first ticket activity, pull-request opening, merge, deployment, or production availability. “Lead time” calculated from different events is not the same metric, even when it has the same name.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capture the conditions around the baseline

Note workload mix, team membership, release policy, test infrastructure, service criticality, on-call rotation, and major platform or process changes. Record whether a migration, reorganization, hiring wave, freeze, or incident changed the denominator. These facts help explain a later movement in the numbers and prevent an agent from receiving credit or blame for unrelated changes.

Separate adoption from impact

Tool telemetry is valuable for answering “Who has access, and how is the tool being used?” It is not sufficient for answering “Is software delivery better?” DORA’s 2025.2 report states: “On their own, these metrics do not assess the impact of using coding assistants.”

Adoption signal What it tells you What it cannot establish
Licenses allocated and activated Whether access was provisioned and turned on Whether the tool changed delivery results
Daily or weekly active users How many people return to the tool Whether use is productive or necessary
Suggestion, prompt, or chat count Volume of interactions Correctness, maintainability, or business value
Accepted suggestions A behavioral measure of acceptance Code quality, time saved, or defect risk
Accepted lines of code Amount of generated text incorporated Useful output; it can reward needless code volume
Task-level agent participation Which work items included agent use, if captured A causal effect without a comparable control

Use these signals as rollout diagnostics. Investigate a team with no activation, identify training or access problems, and segment outcome data by exposure. Do not set accepted lines or raw code volume as a success target. More generated code can mean more functionality, but it can also mean unnecessary abstraction, larger review surfaces, or rework.

Use a balanced delivery scorecard

A practical dashboard combines throughput, elapsed time, stability, service health, product results, quality, and developer experience. Define each numerator, denominator, timestamp, and exclusion in the team’s measurement specification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Layer Candidate measures Questions to ask
Delivery flow Changes delivered; deployment frequency; elapsed time from work start or commit to production; queue and review time Is work reaching users sooner, or are only intermediate steps faster?
Quality and rework Escaped defects; unplanned fixes; reverted changes; review revisions; test failures Did apparent speed create correction work later?
Change stability Failed-change rate; rollback or hotfix rate; change-related incidents Are faster releases safe for this service?
Reliability and recovery Time to restore service; incident frequency; availability; service-level objective performance Did customer-facing health remain stable?
Product or user outcome Task completion, error rate, adoption, support contacts, or another service-specific outcome Did delivery create value rather than activity?
Developer experience Perceived productivity, flow, trust, satisfaction, valuable-work time, toil, review and correction burden Is the workflow more sustainable for the people doing it?
Effort and cost Implementation, review, testing, security checks, maintenance, training, and agent-access cost What total effort produced the result?

Do not assume similarly named metrics are comparable between teams. One team’s “deployment” may be a production release; another’s may be a staging push. One service may classify a rollback as a failed change while another excludes it. Keep local definitions with the dashboard.

Measure quality beyond tests passed

Automated tests are an important guardrail, but they cover only the behavior encoded in those tests. Pair test outcomes with escaped defects, security findings, rollback or hotfix events, review revisions, and maintenance work created after release. Segment by work type: generated boilerplate, dependency updates, bug fixes, infrastructure changes, and high-risk business logic have different failure modes.

Review burden deserves its own measure. Ask whether reviewers spend more time correcting style, checking hallucinated APIs, validating security-sensitive code, or tracing unfamiliar abstractions. A faster authoring step can move work downstream into review and testing. Count that effort rather than assuming it is free.

Measure reliability and user-facing results

Delivery improvement matters only if the service remains dependable and users receive value. Track change failures, rollback frequency, time to restore service, incident volume, and service-level objective performance for the affected services. Add a product measure appropriate to the system, such as transaction success, task completion, latency, or support contacts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the same release and incident definitions before and after rollout. If an agent is introduced during a platform migration, a reliability change cannot be attributed to the agent alone. Report the concurrent change and, when possible, analyze a comparable service that did not undergo the migration.

Include the developer experience

Repeat a short pulse survey at a consistent cadence, such as every two to four weeks during a pilot. Ask about perceived productivity, ability to stay in flow, trust in generated output, job satisfaction, time spent on valuable work, and time spent on toil, review, or correction. Keep response scales and wording stable so that movement is interpretable.

Surveys provide a human perspective that system logs cannot. Conversations and lightweight interviews explain surprising movements: a team may report higher flow because the agent handles repetitive setup, or lower trust because generated code requires extensive verification. DORA describes surveys, conversations, and system telemetry as valid sources with different levels of precision. Treat a survey as a signal, not a precise stopwatch, and pair it with observed delivery and quality data.

Choose a comparison design

Randomized rollout

If practical and acceptable, randomly assign comparable tasks, developers, or teams to agent access and a control condition for a defined period. Keep the work type, service, and success criteria aligned. Randomization reduces systematic differences, but it does not remove learning effects, contamination between groups, or a change in the surrounding delivery system.

Phased or stepped rollout

When withholding access is not acceptable, introduce the agent to comparable teams or services in stages. The not-yet-enabled groups provide a contemporaneous comparison. Record the rollout date, training, configuration changes, and any policy that affects use.

Before-and-after comparison

A before-and-after design is often the most feasible. Report it as an association, not causal proof. State what changed at the same time and compare like with like: maintenance with maintenance, similar services with similar services, and comparable release cadences. Show uncertainty and the practical size of the change, not only whether a dashboard line moved.

Segment results by team, service, work type, experience level, service criticality, and agent configuration where sample sizes allow. A company-wide average can hide a large benefit for routine maintenance and a harmful result for security-sensitive changes.

Define the analysis before looking at results

Write down the primary outcome, guardrails, inclusion rules, observation window, comparison group, and decision thresholds in advance. Predefinition limits selective reporting after a favorable metric appears. For each metric, retain the distribution when possible: median and upper percentiles for elapsed time, not only an average; defect counts with denominators; and survey response rate alongside the score.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check workload volume and composition. A period with fewer, simpler changes can look faster even if the agent had no effect. Examine whether the same people, services, and release policies were present. If a team’s sample is small, describe the result as directional and avoid a precise effect claim.

Interpret trade-offs with an explicit decision rule

Predefine what action follows each pattern. For example:

  • Faster delivery, stable quality and reliability, better experience: expand cautiously to similar work and continue monitoring.
  • Faster delivery, more defects or failed changes: pause expansion, improve tests and review controls, and investigate where the failure entered.
  • More adoption, no outcome movement: treat the agent as used but not yet shown to improve delivery; inspect task selection, workflow integration, and measurement sensitivity.
  • Better outcomes, worse trust or review burden: address workflow sustainability before scaling.
  • No clear movement with a small or mixed sample: extend the observation window or redesign the comparison rather than declaring success or failure.

Use the scorecard to guide improvement conversations, not to rank individual developers. Individual rankings encourage gaming, punish people assigned difficult work, and turn a diagnostic system into a target.

What published evidence can—and cannot—tell you

DORA’s organizational finding

DORA’s Capabilities and conditions for success: Measuring success: Key metrics and feedback loops (report version 2025.2) is available at dora.dev. Its 2025 State of AI-assisted Software Development report draws on more than 100 hours of qualitative data and survey responses from nearly 5,000 technology professionals worldwide. The headline finding is that AI amplifies an organization’s existing strengths and dysfunctions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That finding is a warning against treating tool adoption as a substitute for a healthy delivery system. Weak testing, slow review, unclear ownership, or poor deployment practices can limit or reverse the value of an agent. DORA’s Core Model is described as an intentionally conservative practitioner guide derived from its broader program; its overview is at dora.dev/research. The report is broad organizational evidence, not a randomized causal estimate for every coding-agent product.

GitHub’s constrained code-quality trial

GitHub Customer Research reported a randomized code-quality study in an article published November 18, 2024, and updated February 6, 2025: Does GitHub Copilot improve code quality? Here’s what the data says. The study recruited 243 developers with at least five years of Python experience; 202 produced valid submissions, with 104 receiving agent access and 98 in the comparison group.

Participants completed a fictional restaurant-review web-server exercise with ten unit tests. GitHub reported that the access group had a 53.2% greater likelihood of passing all ten tests and a 5% greater likelihood that reviewers would approve the submitted code. A second phase used blind reviews and 1,293 reviews.

Those are vendor-reported results for experienced developers performing a constrained Python task, with unit tests and blind review as outcomes. They do not establish a production deployment-time reduction, a team-level delivery gain, or a universal effect for other agents, tasks, languages, or organizations. When citing a measured effect, state the population, tool, task, design, time window, outcome definition, and limitation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical measurement plan

  1. Write the hypothesis. Name the service, work type, people, primary outcome, guardrails, and period.
  2. Freeze the baseline definition. Record metric formulas, timestamps, exclusions, workload mix, team membership, release policy, and major concurrent changes.
  3. Instrument adoption separately. Capture allocation, activation, active use, interactions, acceptance, and task-level participation when available.
  4. Build the outcome dashboard. Include delivery flow, quality and rework, stability, reliability, product outcomes, developer experience, and total effort.
  5. Choose the comparison. Prefer randomization or a phased rollout across comparable work; otherwise use a transparent before-and-after association.
  6. Run a repeatable pulse survey. Ask about flow, trust, satisfaction, valuable work, toil, and review burden, and record response rates.
  7. Review segments and confounders. Compare similar services and work types, and annotate migrations, incidents, policy changes, and staffing shifts.
  8. Apply the decision rule. Expand, modify, pause, or stop based on the combined outcome and guardrail pattern—not on usage growth alone.

Common measurement failures and fixes

  • Failure: counting generated code as productivity. Fix: use accepted output only as an adoption signal and judge delivery, quality, and user outcomes separately.
  • Failure: changing metric definitions mid-pilot. Fix: version the specification and preserve the old calculation for the comparison period.
  • Failure: comparing unlike work. Fix: segment by maintenance, feature, incident, infrastructure, risk, and service criticality.
  • Failure: ignoring downstream work. Fix: include review revisions, test failures, security checks, escaped defects, hotfixes, and maintenance created after release.
  • Failure: presenting correlation as causation. Fix: identify concurrent changes and label observational results honestly.
  • Failure: hiding uncertainty behind an average. Fix: show distributions, denominators, response rates, and practical effect size.
  • Failure: ranking individuals. Fix: use team- and service-level measures for learning; protect individual survey responses and account for assignment difficulty.

Bottom line

AI coding agents are improving software delivery only when comparable work is delivered more effectively without unacceptable increases in defects, instability, user harm, cost, or human strain. Prove that with a baseline, a credible comparison, explicit metric definitions, outcome and guardrail measures, and repeated developer feedback. Adoption tells you where to investigate; balanced delivery evidence tells you whether the system actually improved.
