Use a consistent output-per-input measure before and after the change, then test whether quality, cost, demand, staffing, product mix and seasonality could explain the movement. A higher ratio is evidence of changed productivity, not automatic proof that the innovation caused it. Define the metric and scope before rollout, collect a comparable baseline, monitor guardrails such as defects and customer outcomes, and report the result with its uncertainty.
What you are actually measuring
Productivity is the efficiency with which production inputs are used to create outputs. For a business process, that usually means a ratio: a clearly defined quantity of completed output divided by the resources required to produce it. A useful operational measure might be completed, correctly processed orders per labor hour. A factory might use defect-free units per machine hour. A company with several important inputs may need a broader measure such as value added per employee or multifactor productivity.

The ratio only means what its definitions make it mean. State the unit of output, the inputs included, the process boundary, the people or locations covered, the observation period and the quality standard. Do not compare unlike outputs without a defensible conversion. Ten simple tickets and ten complex cases are not equivalent output merely because both are counted as tickets.

Write down what changed before selecting a result metric. The Oslo Manual 2018 defines a business innovation as “A business innovation is a new or improved product or business process (or combination thereof) that differs significantly from the firm’s previous products or business processes and that has been introduced on the market or brought into use by the firm.” That definition distinguishes an implemented change from an idea or an experiment that never reached use.

Describe the change in operational terms
- Name the product, service or process that changed.
- Record the implementation date, locations, teams, systems and customer segment in scope.
- Specify what employees, equipment, software or suppliers now do differently.
- State the expected mechanism, such as fewer labor minutes per completed order, less machine downtime or fewer handoffs.
- List changes introduced at the same time, including staffing, prices, shifts, policies, vendors or demand-generation campaigns.
This statement becomes the testable hypothesis. For example: “The automated allocation step should reduce paid processing time per standard order without increasing correction work or late shipments.” A mechanism tells you which input should move and which guardrails must not deteriorate.
Choose a primary productivity metric
Pick one primary ratio that reflects the operation, then add supporting measures. Keep the numerator and denominator stable across the baseline and follow-up periods.
| Situation | Possible numerator | Possible denominator | Important qualification |
|---|---|---|---|
| Transaction processing | Completed transactions meeting the acceptance rule | Paid labor hours spent in the process | Keep transaction complexity and rework treatment comparable. |
| Manufacturing cell | Defect-free units shipped | Machine hours, labor hours or both | Include downtime and reject handling consistently. |
| Field service | Jobs completed within the promised service level | Technician hours, vehicle hours or total direct cost | Do not count a fast visit as productive if repeat visits rise. |
| Software or knowledge work | Accepted releases, resolved cases or completed analyses | Engineering or analyst hours | Define acceptance, complexity and security requirements. |
| Whole-business performance | Inflation-adjusted value added | Employees, hours worked or a combined input index | Use a broader denominator when capital, materials and labor all matter. |
Labor productivity is often the most practical starting point because time records are available, but it can mislead when an innovation substitutes equipment, software or purchased services for labor. Multifactor productivity incorporates multiple inputs and is more informative for such changes, although it requires stronger cost, price and capital data. The chosen measure should match the decision you are making, not simply the data that are easiest to export.

Capture the metric before rollout using the same definitions you will use afterward. A single pre-change week can be distorted by holidays, outages or an unusual order mix. Use enough historical periods to show normal variation and include comparable seasonal periods when seasonality is material.
Baseline checklist
- Freeze the output definition, inclusion rules and quality threshold.
- Document how hours, machine time, materials, contractors and other inputs are recorded.
- Record volume, product or case mix, staffing levels, overtime, prices and service commitments.
- Note planned absences, maintenance, promotions, weather events and other interruptions.
- Save the query, spreadsheet logic or dashboard definition used to calculate the ratio.
- Record the data owner and any known missing or estimated values.
If definitions or data collection change during implementation, preserve the old calculation long enough to create a bridge. For example, if a new system starts counting active handling time instead of scheduled hours, calculate an overlap period with both measures rather than treating the series as continuous.

Set the post-change observation window
Measure immediately after launch only if you label the result as an early observation. Employees may need time to learn, equipment may be tuned, and customers may change their behavior. Choose a follow-up window long enough to include ordinary operating cycles and long enough to detect delayed costs or failures. For a seasonal operation, compare like-for-like weeks or months and show the full seasonal pattern where possible.
Keep the process boundary constant. If the innovation moves work from one team to another, include both teams or explicitly measure the transfer. A local gain can be a company-wide loss when downstream inspection, support or exception handling grows.
Pair productivity with quality and service guardrails
A ratio can improve because people work faster, because easier work is being counted, or because defects are no longer recorded. Define guardrails before looking at the result and display them beside the productivity metric.
- Quality: first-pass yield, error rate, defects, rework minutes, returns or warranty claims.
- Customer outcome: on-time completion, response time, resolution at first contact, cancellations, complaints or retention.
- Safety and compliance: incidents, near misses, audit findings, privacy events or required control completion.
- Capacity and resilience: backlog age, downtime, queue length and ability to handle peaks.
- Employee impact: overtime, absence, turnover, training completion and workload indicators.
Choose only guardrails that match the business promise and the innovation’s risks. A speed increase accompanied by materially more rework is not an unqualified productivity improvement. Report the trade-off instead of hiding it inside a single composite score.
Separate innovation activity, implementation cost and outcome
Training, engineering, design, software and database work, equipment acquisition and innovation management are activities that enable a change; they are not proof that the change improved productivity. The Oslo Manual 2018 separates these activities from outcomes such as a new or improved product or business process.

Track implementation effort in a separate ledger so decision-makers can calculate net value. Include internal project hours, training time, temporary parallel running, consulting, software or equipment charges, data migration, maintenance and transition disruption where relevant. A process may raise output per labor hour yet fail to create acceptable value after recurring fees, capital costs or additional quality checks. Conversely, a short-term productivity dip during training may be justified by durable gains later. Show the ramp and the ongoing state separately.

Test whether the innovation caused the change
Subtracting the baseline ratio from the post-change ratio describes a change over time. It does not, by itself, isolate the innovation’s effect. Demand, staffing, prices, product mix, seasonality, learning, supplier changes and other projects can move the metric at the same time.
Use a comparison when feasible
Compare the changed process with an unaffected team, location, product or customer group that has similar work. A staggered rollout can provide a comparison: measure units scheduled to adopt later while the first group adopts now. Check that the comparison had similar pre-change trends and did not receive the innovation indirectly.
When no comparison is credible, make the limitation explicit. Examine timing, alternative explanations and whether the size and persistence of the change fit the stated mechanism. A stronger result is one that appears when the innovation is introduced, remains after learning, is absent in a suitable comparison and does not come with guardrail deterioration. Even then, describe the strength of evidence rather than claiming certainty.
Simple calculation
Suppose a team completed 4,800 accepted orders in 1,200 labor hours before rollout: 4.0 accepted orders per labor hour. In the comparable post-change period it completed 5,460 accepted orders in 1,170 hours: 4.67 per labor hour. The observed change is 0.67 orders per hour, or about 16.7 percent relative to the baseline. That arithmetic is descriptive. You still need to check order complexity, staffing, demand, rework, seasonality and any comparison team before attributing the increase to the innovation.

Use the right level of benchmark
Productivity varies substantially among firms, even within the same industry. Compare your process with genuinely comparable operations that use similar output definitions, technology, labor model, quality standards and accounting boundaries. An economy-wide statistic can provide context but should not become an individual company’s target.
The OECD reports that firms above the 90th percentile of multifactor productivity are, on average across countries and industries, more than 2.5 times as productive as median firms in manufacturing and more than 3 times as productive in services. These are descriptive cross-firm differences, not an expected gain from one innovation and not a target for a particular business. The OECD Compendium of Productivity Indicators 2024 covers productivity developments in 2023 with experimental estimates for 38 OECD countries; that country coverage does not make the figures a firm-level benchmark.
Compare alternative innovations or measurement designs
When two projects address the same bottleneck, evaluate them on identical axes rather than selecting the project with the largest raw ratio.
| Decision axis | Questions to answer |
|---|---|
| Output and quality | Do both projects count the same accepted output, complexity and defect standard? |
| Input coverage | Does the denominator include labor only, or labor, capital, materials and purchased services? |
| Time to benefit | How long is training, ramp-up and parallel operation, and when does recurring benefit begin? |
| Implementation and running cost | What internal hours, equipment, software, maintenance and transition costs are required? |
| Customer, safety and employee guardrails | Which outcomes could worsen, and what thresholds trigger a pause or redesign? |
| Attribution confidence | Is there a comparison group, staggered rollout or other credible way to separate the effect from outside changes? |

Common measurement failures and fixes
Counting activity as productivity
More training sessions, software features or engineering hours demonstrate effort, not an outcome. Fix this by reporting activities separately and linking the innovation to an output-per-input result.
Changing the denominator after launch
Excluding supervision, overtime or exception work after rollout can create a false gain. Fix the input boundary in advance and reconcile any unavoidable data-system change.
Optimizing speed while quality falls
Fewer minutes per case can conceal repeat contacts, returns or unsafe work. Fix this with predeclared guardrails and an acceptance definition that includes required quality.

Comparing unlike work
Aggregating a simple product with a complex one can make mix changes look like productivity. Fix it with separate strata, a defensible weighting method or a stable standard unit.
Ignoring transferred work
A front-line team may look faster because inspection, support or data cleanup moved elsewhere. Fix the process boundary and measure downstream workload.
Calling correlation causation
A post-launch increase may coincide with a quiet season, new staff or higher prices. Fix it with a comparison or staggered rollout where practical, and state what remains unknown when it is not.
Stopping during the learning dip
Early results may reflect training rather than steady-state performance. Fix the window by showing ramp-up and mature periods separately.
A practical decision rule
Treat an innovation as a credible productivity improvement only when the defined output-per-input ratio improves over a comparable period, the improvement survives checks on mix and measurement, material guardrails remain within their agreed limits, implementation and recurring costs are understood, and the evidence is stronger than a coincidental before-and-after movement. If one of those conditions is missing, label the result accordingly and collect the missing evidence before scaling.
