Measure TV and streaming advertising with a sequence of metrics, not one all-purpose dashboard: verify delivery, quantify deduplicated reach, assess brand or search response, track conversions, and use experiments when you need to know whether advertising caused incremental outcomes. Start by agreeing on the business objective and KPI definitions across linear TV, connected TV (CTV), and other digital video; otherwise, platform comparisons can put unlike results side by side.
Build the measurement plan around the decision you need to make
Before launch, write down the campaign objective, the audience, the outcome that would count as success, and the decision the measurement will inform. A reach campaign needs audience-delivery measures; a sales campaign needs an agreed conversion or sales outcome. The Interactive Advertising Bureau’s November 2024 cross-channel playbook recommends a sequence that includes defining objectives and KPIs, auditing team and technical capabilities, creating a unified data strategy, selecting attribution models, deploying analytics and reporting, addressing privacy compliance, analyzing results, and quality-assuring the system.

For each KPI, agree on its definition, unit, source, reporting window, and scope. Specify whether a reach figure represents people, households, devices, or modeled unique people; how co-viewing and cross-device duplication are handled; which services and geographies are included; and whether results are available during the campaign or only afterward. Those details determine whether a number can be compared with another platform’s report.

| Journey question | Useful measure or method | What it can establish | What it does not establish by itself |
|---|---|---|---|
| Was the ad delivered? | Consistently defined impressions and delivery reporting | Whether counted ad impressions were served in the relevant environment | How many distinct people saw the ad or whether it changed behavior |
| How much of the intended audience did we reach? | On-target reach, deduplicated reach, frequency distribution, and average frequency | The reported audience delivery and exposure pattern within the measurement’s scope | Incremental sales or causal impact |
| Did streaming add audience beyond TV? | Incremental reach across linear TV and covered digital-video sources | Additional reported audience not reached by the comparison media, under the product’s data and deduplication method | A universal cross-market total if some platforms, geographies, or licensed TV datasets are absent |
| Did people respond to the message? | Brand-lift survey measures such as ad recall, awareness, consideration, favorability, or purchase intent | Differences in measured survey responses under the study design | Purchases or long-term brand effects unless those are measured separately |
| Did the campaign prompt active interest? | Search lift or another pre-agreed intent signal | Change in the specific behavior tracked; Google describes Search Lift as measuring lift in organic searches on Google and YouTube | Sales causation or interest across search engines not included in the measure |
| Did the campaign produce conversions? | Conversion or sales reporting, attribution, and, where feasible, conversion-lift experiments | Observed outcomes and, with a suitable experiment, an estimate of incremental user actions | A causal result from attribution alone |
| Should the budget move between channels? | Randomized holdout or lift experiments, interpreted alongside ongoing attribution | An estimate of incremental outcomes that can inform channel-level budget decisions | Automatic proof that the same effect will hold in every future campaign, audience, or market |
Use the table as a measurement ladder: delivery and audience metrics describe exposure; brand and search measures describe different kinds of response; conversion measurement addresses action. No single stage substitutes for the others.

Verify exposure and compare audience delivery
Start with comparable impression definitions
Confirm what each platform counts as an impression, which video environments are covered, and whether reporting concerns an ad displayed in a streaming player or another format. IAB and the Media Rating Council’s digital video guidance covers online, mobile, and over-the-top (OTT) activity, including impression counting for ads displayed in a streaming player. Align the counting rules and reporting scope before treating impression totals as comparable.
Use reach and frequency for audience questions
Reach estimates how many members of the defined audience were exposed; frequency describes exposure among that audience. Review the frequency distribution as well as an average, because an average alone can conceal a mix of people reached once and people reached many times. For a cross-platform plan, ask for deduplicated reach and incremental reach: the former attempts to count an audience once across included sources, while the latter estimates what an added channel contributed beyond the comparison media.

Google’s Cross-Media Reach documentation distinguishes digital-only reporting, which it says is available in all countries, from digital-video-plus-traditional-TV reporting, which is available only in selected countries and depends on third-party TV data licensing and access restrictions. Its unique-reach approach accounts for cross-device behavior and CTV co-viewing. Before using a report, verify the country, platforms, TV dataset, access, unit, and co-viewing assumptions in that specific report. “Cross-platform reach” is not necessarily a market-wide total.
Interpret historical reach figures as examples, not targets
Nielsen’s March 2019 article reported several results tied to particular past campaigns and populations. Among analyzed campaigns targeting adults 18–49, it reported nearly eight times as many TV impressions as digital impressions for campaigns from October 2016 through December 2018. It also reported 16% incremental reach from digital ads among campaigns targeting people aged 18–49, and 3% incremental reach from CTV on top of linear TV and digital ads in a 2018 custom study of audiences 18–49. In another result, Nielsen reported that cross-platform campaigns reached 59% of audiences aged 18–34, with 12% reached solely by digital components. These historical, study-specific findings illustrate why incremental reach can matter; they are not current expected results or allocation rules for a new campaign.

Measure awareness, consideration, and active interest separately
Use brand lift for survey response
Brand-lift studies can assess outcomes such as ad recall, awareness, consideration, favorability, or purchase intent. Choose the survey question that fits the campaign objective, and understand who is eligible, what inventory is included, and how exposed and comparison groups are defined. Google documents Brand Lift for CTV cross-exchange inventory and for YouTube and partner inventory, subject to study eligibility and other constraints. Its Display & Video 360 guidance says CTV cross-exchange Brand Lift has no fixed budget requirement but recommends at least USD 15,000 per survey question. That is platform-specific operational guidance, not a general research standard; confirm current eligibility and requirements before planning a study.
Use search lift for a different signal
Search lift concerns changes in search behavior, not survey responses or sales. Google describes its Search Lift measurement as tracking lift in organic searches on Google and YouTube. Define the search signal and platforms in advance, then interpret the finding only within that coverage. Google says more than one type of lift measurement can be run on the same campaign, subject to eligibility, so brand response and search behavior need not be treated as interchangeable or mutually exclusive.

Measure conversions without confusing attribution and causation
Use attribution to understand observed paths and optimize
Attribution assigns credit for observed conversions across interactions according to a stated model. It can support in-flight optimization and reporting on how channels participate in conversion paths, but a credit allocation is not, by itself, evidence that the credited advertising caused additional conversions. State the model, included touchpoints, lookback window, conversion definition, and platform coverage alongside attributed results.
Google describes its data-driven attribution as trained and validated against incrementality experiments. That does not make every attribution report an experiment: the method and the decision it supports still need to be named. Attribution is useful for ongoing optimization; it should not be presented as a causal lift result.

Use lift experiments for incremental impact
When the core question is whether ads caused additional actions, use a randomized holdout or lift experiment where feasible. The comparison estimates what happened with advertising against what would have happened for a suitable control group without the tested exposure. Define the outcome, eligible population, campaign and channel scope, test period, and practical constraints before launch. Google describes randomized controlled experiments as a way to inform channel-level budget decisions, and conversion lift as a method designed to estimate advertising’s effect on user actions.
Use experimental findings to validate or calibrate attribution and budget allocation, rather than assuming a result transfers unchanged to a different campaign, audience, or market. If an experiment is not feasible, report attribution as attribution and make the limitation clear instead of giving it causal language.
Quality-check cross-platform reporting before making a decision
- Objective and KPI: Check that each channel is being judged against the same agreed business outcome, while retaining channel-specific measures where necessary.
- Population and geography: Confirm audience definitions, regions, included services, and any licensed TV data.
- Unit and deduplication: Identify whether results count impressions, devices, households, or modeled people, and how cross-device use and co-viewing are treated.
- Method and provenance: Record whether a result comes from impression counts, panels, modeled deduplication, survey controls, an attribution model, or a randomized holdout.
- Timing and decision: Check reporting delays and whether the result is intended for pacing, post-campaign evaluation, creative learning, budget allocation, or finance reporting.
- Privacy and access: Confirm privacy controls, eligibility, data access, and any limits on independently reconciling a platform-reported result.
The IAB Measurement Center identifies cross-channel attribution, incrementality, and marketing mix modeling among its measurement priorities. These approaches answer different planning and evaluation needs; document the method and its limits rather than collapsing them into one score.
