Power Usage Effectiveness (PUE) describes energy overhead, but it does not by itself describe carbon emissions, water stress, resource consumption or equipment manufacturing impacts.
What you are measuring
Decide at the outset whether the assessment covers operational facility impacts or a broader life-cycle assessment. An operational inventory records resources consumed while the site runs: electricity and other facility energy, water entering the site, renewable energy and energy exported for reuse, plus associated greenhouse-gas emissions. A life-cycle assessment would additionally examine embodied impacts from servers, batteries, generators, buildings, refrigerants, construction and end-of-life treatment. The measurement framework described here establishes operational indicators; it is not a universal method for every embodied or local ecological impact.

Write the purpose in the measurement plan. Regulatory reporting, internal efficiency management, a public sustainability report and a design comparison may use the same indicators but require different evidence and levels of assurance. State whether figures are measured, calculated from utility bills, allocated from a shared meter or estimated, and identify every gap.

- Set the physical boundary. List the buildings, computer rooms, racks and IT systems included. Decide whether cooling plants, chillers, pumps, cooling towers, power-conversion equipment, switchgear, batteries, generators, security, lighting, offices and other support loads are inside the boundary. For a mixed-use building, document how shared HVAC, electrical distribution and water systems are allocated to the data center.
- Choose the reporting period and method. Use a complete, consistent period—normally a calendar or financial year for annual disclosure. Preserve the same boundary, meter locations, units and calculation categories when comparing years or sites. EU reporting rules direct operators to recognized EN 50600 measurement methods or equivalent methods. Record the method version, meter accuracy, calibration status, reading frequency and any estimation.
- Map every measurement point. Draw a one-line electrical diagram and a water-flow diagram showing utility incomers, on-site generation, renewable-energy meters, uninterruptible power supplies, distribution boards, cooling equipment and IT loads. Label whether a reading is upstream or downstream of conversion losses. Identify where water enters, is treated, evaporated, discharged or captured for reuse.
- Collect raw quantities first. Gather facility energy, IT energy, water input, renewable-energy quantities and energy delivered for reuse before calculating ratios. Keep monthly records so seasonal cooling and water effects are visible, even when the published KPI is annual.
- Calculate the indicators with stated formulas. Use the definitions in the applicable EU and standards-based method. Preserve the units and denominators; changing a denominator can make two similarly named ratios incomparable.
- Add emissions and context. Apply a disclosed greenhouse-gas accounting method and electricity emissions factors. Where your organization uses both, show location-based and market-based electricity results separately. Explain climate, utilization, cooling design, on-site generation and local water conditions that influence the numbers.
- Publish ratios and absolute totals together. Report annual megawatt-hours, cubic metres of water and tonnes of emissions alongside normalized indicators. A lower ratio can coexist with a larger absolute footprint when a facility grows or runs more intensively.
Step 1: Define a boundary that another person can reproduce
Include the facility systems that support IT
At minimum, identify the IT rooms and the energy-consuming systems that keep them operational. The facility boundary commonly includes cooling, power conversion and distribution, environmental controls, lighting, security and monitoring. If offices, loading areas, laboratories or retail space share the building, either exclude them with a defensible meter or allocate their use using a documented rule.
#1 Best Overall
Handle mixed-use buildings explicitly
Shared chillers, generators, electrical rooms and water services create allocation risk. State the allocation basis—for example, dedicated submeters, design capacity, measured airflow, floor area or another engineering calculation—and explain why it represents the data center’s share. Do not present an allocated estimate as a direct measurement. ISO/IEC 30134-2:2026 adds guidance relevant to mixed-use buildings, unaccounted energy, on-site generation and PUE measurement categories.
Separate operational accounting from life-cycle claims
Operational metrics can show how much energy and water a site uses during the reporting period. They do not automatically quantify the carbon in manufacturing servers, constructing the building or replacing batteries, nor do they establish impacts on biodiversity, wastewater quality or community resources. If those questions matter, commission a separate life-cycle or local-impact study and state its system boundary rather than folding unsupported estimates into operational KPIs.
Step 2: Choose the period, data quality rules and measurement points
Use a full year for an annual performance statement and retain monthly source data. A year that excludes commissioning, an outage or a partial occupancy period must be labelled as such. For every data stream, record:
- meter or utility-bill identifier and physical location;
- measurement unit and conversion factor;
- interval and aggregation method;
- whether the value is measured, allocated or estimated;
- missing intervals, substitutions and uncertainty; and
- the responsible person and review date.
Energy readings should distinguish total facility energy (EDC) from energy delivered to IT equipment (EIT). Water records should identify total water input (WIN) and, where relevant, potable-water input and non-potable sources. Renewable-energy records need an accounting basis, such as on-site generation, contracted supply or certificates, because those claims are not interchangeable. Record energy exported or delivered for beneficial use outside the data-center boundary as EREUSE.
EU rules require energy and water measurements for the reporting framework to follow the referenced EN methods or equivalent methods. Confirm the current legal text, national implementation and deadlines before relying on a calculation for compliance. The European Commission says the Energy Efficiency Directive created an obligation to monitor and report data-center energy performance and that it published an analysis of information submitted in the 2024 reporting period in July 2025.

Step 3: Calculate the core indicators
The following formulas are the central operational KPIs. Show the inputs in the same report as the result, including units and the period covered.
| Indicator | Formula | What it tells you | Required disclosure |
|---|---|---|---|
| PUE Power Usage Effectiveness |
EDC / EIT |
Facility energy overhead relative to IT equipment energy. | Boundary, meter locations, energy categories, period and whether readings are measured or estimated. |
| WUE Water Usage Effectiveness |
WIN / EIT |
Water input associated with each unit of IT energy. | Water source and volume; for the EU calculation, express EIT in MWh and publish the underlying water volume. |
| ERF Energy Reuse Factor |
EREUSE / EDC |
Share of facility energy reused outside the data-center boundary. | What counts as reuse, where the energy goes, and how exported energy was measured. |
| REF Renewable Energy Factor |
ERES-TOT / EDC |
Renewable-energy quantity relative to facility energy. | Renewable-energy accounting basis, source, ownership or contractual treatment and period. |
| CUE Carbon Usage Effectiveness |
Use the applicable standardized CUE method. | Carbon emissions associated with operating the facility, normalized according to the chosen method. | Emissions boundary, gases included, electricity factors and location-based or market-based treatment. |
Calculating PUE correctly
PUE is EDC/EIT: total data-center facility energy divided by IT equipment energy. A result of 1.0 would mean no measured overhead, which is a theoretical boundary outcome rather than a typical operating condition. The useful question is not whether a value is low in isolation, but whether the same categories, meter placement and period were used. Excluding cooling or shared distribution from EDC, or measuring IT energy at a different electrical point, can produce a deceptively favourable result.

Calculating WUE and reporting water responsibly
WUE is WIN/EIT, with IT energy expressed in megawatt-hours for the EU formula. Publish cubic metres of input water as an absolute quantity and identify potable, reclaimed, rain or other sources where they are material. Evaporative cooling, humidification, blowdown, treatment and leaks should be reconciled in the water balance. A volume alone does not show whether withdrawals occur in a water-stressed basin; include the site’s local hydrology and any established organizational water-risk method. The reviewed standards do not establish one universal local water-stress adjustment.
Calculating ERF and REF without overstating benefits
ERF uses EREUSE/EDC. Count only energy reused outside the defined data-center boundary and describe the recipient, temperature or quality requirements, metering and useful period. Heat merely rejected to the atmosphere is not reuse.
REF uses ERES-TOT/EDC. Explain what is included in ERES-TOT—for example, on-site renewable generation or qualifying contracted supply—and the accounting rules applied. A renewable claim does not remove the need to report total facility energy or disclose grid dependence during periods when generation is unavailable.

Step 4: Add carbon accounting with transparent assumptions
Carbon reporting requires more choices than dividing electricity by a single factor. State the gases and sources included, the organizational and operational boundary, the emissions-factor publication and year, and whether the result is location-based, market-based or both. Location-based accounting reflects average grid emissions for the electricity consumed; market-based accounting reflects qualifying contractual instruments under the organization’s chosen framework. Do not mix the two in one trend line.

It does not create one universal carbon-accounting method for every jurisdiction. If factors, contractual instruments or fuel data are estimated, label them and explain the uncertainty. Report annual tonnes of carbon dioxide equivalent next to CUE so readers can see whether a normalized improvement coincided with higher total emissions.
Step 5: Quality-check the inventory before publishing
- Reconcile energy. Compare utility bills and generation logs with the sum of submeters. Investigate unexplained differences as unaccounted energy rather than silently forcing totals to balance.
- Check the denominator. Confirm that all IT energy included in
EITbelongs to the same rooms, systems and period asEDC. - Check unit conversions. Keep kWh, MWh and water-volume units explicit in worksheets and formulas.
- Review seasonality. Compare monthly cooling energy and water use; an unusually mild or hot year can change annual ratios.
- Document outages and commissioning. Explain periods when meters were bypassed, equipment was tested or occupancy changed materially.
- Test allocation rules. Have a facilities engineer review shared-building assumptions and recalculate the result if a dedicated meter becomes available.
- Preserve an audit trail. Retain raw readings, bills, calibration records, calculation files, factor sources and approval notes.
What metrics measure data-center sustainability?
No single KPI covers sustainability. Use a set that answers different questions:
| Question | Useful measure | What it cannot answer alone |
|---|---|---|
| How much overhead does the facility add to IT energy? | PUE plus annual EDC and EIT. |
Total carbon, water scarcity or embodied equipment impacts. |
| How much water enters per unit of IT work? | WUE plus total water by source. | Local scarcity, discharge quality or ecosystem effects. |
| Is useful heat or power exported? | ERF plus metered reused energy. | Whether the recipient can use it year-round or whether it displaces fossil energy. |
| What share of facility energy is renewable under the stated accounting rules? | REF plus renewable-energy volumes and basis. | Hourly matching, additionality or total emissions without further disclosure. |
| What operating emissions result? | CUE plus annual tonnes of carbon dioxide equivalent and factors. | Embodied emissions or all local environmental impacts. |
Also publish operational activity that changes interpretation: IT load and utilization, climate zone, cooling technology, free-cooling hours, on-site generation, backup-generator testing and occupancy. These are explanatory variables, not substitutes for measured totals.

Show absolute annual energy, water and emissions beside normalized KPIs. A larger, highly utilized facility may consume more electricity but have a lower PUE than a small, lightly loaded site. Conversely, a low WUE in a cool, water-abundant location is not automatically preferable to a higher WUE where withdrawals compete with households or ecosystems. Explain climate, utilization, local water conditions and on-site generation before ranking sites.

European Union threshold
Delegated Regulation (EU) 2024/1364 establishes indicators, measurement methods and reporting scope for the EU data-center reporting framework. It applies to data centers with installed IT power demand of at least 500 kW. That threshold and the associated obligations are jurisdiction-specific; a facility below it is not necessarily exempt from national, contractual or voluntary reporting requirements. Consult the current legal text and national implementation for deadlines and definitions.
ISO/IEC 30134-2:2026
ISO/IEC 30134-2:2026 is the second edition, published in January 2026. ISO describes it as defining PUE and updating guidance on mixed-use buildings, measurement categories, unaccounted energy and on-site generation. Use the current edition and document any equivalent method used for regulatory or internal reporting.
Joint Research Centre guidance
European Commission Joint Research Centre best-practice guidance recommends standardized KPI calculation and reporting and includes PUE, REF, ERF, CUE and WUE. Treat it as guidance for consistent disclosure, while checking which legal requirements apply to your location and organization.

Common measurement failures and fixes
Using a rack or plug-in meter as the facility total
A small meter can characterize a device or circuit, but it cannot represent whole-facility consumption. Combine utility-grade incoming meters with appropriately placed submeters for IT and major mechanical loads.
Best Value
- Advanced LCD pixel display for local display of current, voltage, power, energy and menu setup of parameters such as IP address or display rotation
- High operating temperature (140F/60C) for containment or hot network closet environments
- Hot-swap meter for serviceability of without removing power to the rack
- +/- 1% billing grade accuracy for high accuracy reporting of energy usage
- Daisy chain of IP addresses allows four devices to share one network connection
Reporting a PUE without a boundary
The number is uninterpretable if readers cannot tell whether offices, generators, cooling towers or shared electrical rooms are included. Publish a boundary diagram and category list with the result.
Replacing missing readings with a silent estimate
Mark estimated intervals, state the estimation method and quantify their share of the annual total. Reconcile the estimate when bills or repaired meters become available.
Equating efficiency with a smaller footprint
Efficiency ratios normalize one resource relationship. Growth in IT load, expansion of floor space or a carbon-intensive electricity mix can increase absolute impact even as PUE improves. Always show totals.
Claiming that renewable energy eliminates emissions
Disclose the renewable accounting basis, residual grid use, backup fuels and emissions factors. A contractual renewable claim and physical electricity consumption answer different accounting questions.
Ignoring local water conditions
WUE does not encode basin scarcity or competing demand. Report source and volume, describe local conditions and identify the water-risk method, if any, used by the organization.

Bottom line for facility teams
The defensible way to measure a data center’s environmental impact is to make the accounting inspectable: define what belongs in the boundary, meter at known points, preserve a consistent annual method, calculate PUE, WUE, ERF, REF and (where applicable) CUE, then publish the raw totals and assumptions. Use the ratios to diagnose efficiency—not to claim that a facility has a smaller overall environmental footprint without examining carbon, water context, growth and life-cycle impacts.
