Define the decision you need to make, choose the relevant quality characteristics, specify how each will be measured and under what conditions, then set thresholds that inform requirements, tests, or release decisions.
What software quality measurement can—and cannot—tell you
There is no single generic metric that establishes whether software is “good.” A measurement is evidence about a defined aspect of a product, observed in a particular context. Its value depends on whether it helps answer a real question: Does the product meet a requirement? Is it ready to release? Has a change made an important behavior less reliable or harder to maintain?
ISO describes ISO/IEC 25010:2023 as a product quality model for ICT and software products; its nine characteristics provide a reference for specifying, measuring, and evaluating quality. ISO lists uses including setting requirements and design objectives, identifying testing objectives, defining quality control and acceptance criteria, and establishing measures. See ISO/IEC 25010:2023. The model is a way to organize questions, not a requirement to measure every characteristic equally or use one universal set of metrics.
A useful result therefore says what was assessed, for whom, under what conditions, by what method, and how it affects a decision. Report product behavior separately from internal code properties, development-process indicators, and user outcomes; they can inform one another, but they are not interchangeable.

A practical method for measuring software quality

Define the decision
Write down what the evidence must help you decide. Examples include whether a release meets its acceptance criteria, whether a reliability risk needs work, or whether a code change has made future changes harder. If no plausible result would change a requirement, test, priority, or decision, reconsider collecting that measure.

Describe users and operating context
Identify the user groups, important tasks, workloads, supported environments, and system boundary. Include relevant operating conditions such as network quality, device type, usage peaks, or dependencies. A performance result under a small test load, for example, does not by itself describe behavior under the workload your users experience.

Select relevant quality characteristics
Use the current ISO/IEC 25010 model as a checklist, then prioritize according to user needs, product requirements, and risk. Do not assume every characteristic deserves equal measurement effort. ISO’s overview identifies nine characteristics; consult the standard itself for its detailed taxonomy and measurement guidance rather than treating illustrative metrics as prescribed ISO formulas.

Turn each chosen area into an operational measure
For each quality goal, record the observable property, data source or test method, sampling window, conditions, denominator where relevant, and acceptance threshold. Specify what counts as a pass, failure, or excluded observation. Keep a product measure distinct from a process indicator or user outcome, even when all three matter to the same decision.

Check repeatability and decision value
Run the method more than once where appropriate and check that the result is sufficiently consistent to guide action. Investigate missing, biased, or noisy data. Measurement and analysis consume resources, so tailor collection to the project and use it where the information can support a decision or useful efficiency; NASA’s measurement-selection guidance makes that cost-and-fit point in its 2017 measurement guidance.

Report findings with context
Show the measure, conditions, time period, threshold, and relevant trend together. Explain what the result supports—and what it does not establish. Avoid combining unlike measures into a single quality score unless the weights, assumptions, and validity of that score are explicit.

Illustrative measures by quality concern
The examples below are practical ways a team might operationalize a goal; they are not a mandatory metric list or formulas specified by ISO. Adapt them to the actual requirement and usage context.

These measures answer different questions. A response-time distribution describes observed product behavior under specified conditions; a code-complexity measure describes an internal code property. Neither alone proves user satisfaction or overall quality. Connect each measure to a need, risk, or decision, and include user outcomes when they are needed to assess whether the product works for people in practice.

- Coverage: Which quality characteristic or requirement does it illuminate?
- Context fit: Does the method reflect the real users, workload, environments, and risks?
- What it measures: Is it product behavior, an internal code property, a process indicator, or a user outcome?
- Data quality: Is the result repeatable, interpretable, and based on a clear definition?
- Cost: What collection and analysis effort does it require, and is that effort proportionate to the decision?
- Actionability: Could the result change a requirement, test, remediation priority, or release decision?
Prefer the smallest useful set of measures that covers the important risks. More data is not automatically better if it is expensive to collect, hard to interpret, or disconnected from an action.

Some quality questions involve what a user actually sees in a browser: whether a page renders, whether a key interface is present, or whether a release introduces a visible regression. A screenshot can preserve visual evidence, but it is not by itself a measure of overall software quality. Define the page, viewport, timing, comparison method, and acceptable difference; pair visual checks with functional and performance evidence where the decision requires them.

Common measurement mistakes
- Using a proxy as the verdict: A code metric or a single test result can be useful evidence, but it does not establish the entire product’s quality. Tie it to a stated concern.
- Reporting a number without its conditions: A result without workload, environment, time window, scope, or denominator may be impossible to interpret or compare.
- Borrowing a threshold without context: Set acceptance criteria from product requirements and risk. The sources here do not establish universal defect rates, response-time targets, or other thresholds.
- Measuring everything equally: Broad collection can consume resources without helping a decision. Prioritize measures that address material needs and risks.
- Collapsing unlike measures into a score: A composite can hide trade-offs. If one is used, disclose how it is calculated, weighted, and validated.
- Confusing editions of the standard: ISO/IEC 25010:2011 is the prior edition, not the current taxonomy. ISO’s catalog identifies the 2023 edition as edition 2, published in November 2023, and shows the 2011 edition as withdrawn or replaced. The older edition had eight product-quality characteristics and a separate quality-in-use model; see the ISO/IEC 25010:2011 catalog entry and the 2011 edition information.
For measurement details beyond ISO’s public summary, consult the full ISO/IEC 25010:2023 standard, including its subcharacteristics and Annex C guidance. NASA’s cited guidance is dated 2017; treat it as general measurement-selection guidance, not as evidence of current mandatory NASA policy.
