Measure leasing performance as a connected system: use a clearly defined occupancy outcome, a stage-by-stage conversion funnel, and operating measures that explain the result. A single lead-to-lease percentage cannot tell you whether demand was weak, follow-up was slow, inventory was unavailable, or applications were denied. Start by fixing the definitions, then review property and portfolio results on a rolling basis while using agent-level measures mainly for controllable behaviors.
Start with an explicit measurement model
A useful scorecard answers three different questions:
As an Amazon Associate I earn from qualifying purchases.
- Did homes become occupied? Occupancy is the outcome measure.
- Where did prospects stop progressing? Funnel conversion rates identify the stage that needs attention.
- What operating conditions influenced the result? Inventory, pricing, lead mix, response coverage, labor cost, seasonality, and property lifecycle provide context.
Write the definitions into the team’s metric dictionary before publishing a target. Every rate should state its numerator, denominator, counting period, source system, attribution rule, and exclusions. Two teams can use the same label, such as “conversion rate,” while counting different populations and therefore producing numbers that are not comparable.

Define occupancy before you calculate it
Ending occupancy
The National Association of Residential Property Managers (NARPM) 2024 Financial Metrics Guide defines ending occupancy as the occupancy percentage at the end of a month, as indicated by property-management software. This is a point-in-time measure: it answers how many units were occupied at the month-end snapshot.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
For a transparent local definition, document whether the calculation is:
Ending occupancy = occupied units at month end ÷ units included in the ending-unit denominator × 100Ending occupied units = ending units × ending occupancy, when the software reports the rate and ending-unit count rather than a raw occupied-unit count.
The denominator must be named. State whether it includes or excludes offline units, model units, employee units, down units, and units unavailable for rent. Those classifications are governance choices that can materially change the reported percentage; they should not be changed from month to month to make a result look better.
Occupied units by month
NARPM’s guide also defines occupied units by month as the total units with rent charges in that month. This is a period-based convention, not simply a last-day snapshot. It can produce a different result when a unit is occupied for only part of the month, when a move-in or move-out occurs mid-month, or when billing practices differ.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteChoose one primary convention for routine reporting and display the other as a supplementary view when it helps explain financial performance. Label every chart “ending occupancy” or “rent-charge occupancy” rather than shortening both to “occupancy.”
Physical and economic occupancy
Physical occupancy describes the share of units occupied under the selected unit-count convention. Economic occupancy describes collected or billed rental value relative to the rental value that could have been produced under a defined full-occupancy assumption. They answer different questions: physical occupancy is about homes, while economic occupancy is about revenue exposure.
If your team uses economic occupancy, document whether concessions, bad debt, delinquency, write-offs, and non-rent charges are included. Do not compare an economic percentage with a physical percentage or combine them in one trend line.

Build a conversion funnel instead of relying on one rate
Conversion should mirror the actual prospect journey. The following stages are practical definitions; select one convention for each stage and keep it stable.
| Stage | Formula | Definition decisions to record |
|---|---|---|
| Lead to contacted | Meaningfully reached leads ÷ eligible leads × 100 |
Define “meaningfully reached” (for example, a two-way conversation or confirmed response), and identify the response window. |
| Lead to tour | Scheduled tours ÷ eligible leads × 100 or Completed tours ÷ eligible leads × 100 |
Pick scheduled or completed; never mix them in the same series. Report no-shows separately if possible. |
| Tour to application | Submitted applications ÷ completed tours × 100 |
Count an application once, and state whether incomplete applications are excluded. |
| Application to signed lease | Signed leases ÷ submitted applications × 100 |
Track denials, withdrawals, and expirations separately so a low rate is diagnosable. |
| Lead to signed lease | Signed leases ÷ eligible leads × 100 |
Set the attribution window and identify which lead record receives credit. |
A funnel lets a manager distinguish problems. A strong tour-to-application rate with a weak lead-to-tour rate points toward response speed, qualification, listing quality, or scheduling friction. A healthy application volume with a weak application-to-lease rate calls for an examination of screening outcomes, documentation, pricing, or applicant experience. Those interpretations are hypotheses to test against the underlying records, not automatic conclusions.
Set denominator and attribution rules in writing
Define an eligible lead
Specify which inquiries enter the denominator. Common exclusions include spam, test records, duplicate submissions from the same prospect, and inquiries for a property or floor plan that was not available during the measurement window. If an inquiry is valid but the requested home is unavailable, either include it consistently or publish an availability-adjusted view; do not remove such records only in disappointing periods.
Choose the counting window
Use a date field that matches the question. A weekly operational report may assign leads by the date received, while a cohort report may follow each lead for 30, 60, or 90 days. A lease signed this month can originate from a lead received in an earlier month, so “leases signed in May divided by leads received in May” is not the same as a May cohort conversion rate. Name the window on the dashboard.
Assign lease credit consistently
Document whether credit goes to the first recorded source, the last qualifying interaction, a designated leasing agent, or a shared team queue. If multiple agents contribute, preserve the original source and the handoff history rather than overwriting the record. A source or agent should not receive credit merely because a record was edited after the lease was signed.
Handle renewals, transfers, cancellations, and duplicates
- Renewals: Keep renewal activity in a separate renewal funnel unless the stated objective is total lease transactions. Mixing renewals with new leases inflates new-demand conversion.
- Transfers: Identify an internal transfer separately from a new external lead. A transfer can affect occupancy without representing new market demand.
- Cancellations: Record a signed lease and the subsequent cancellation as separate events, then publish a net-move-in or cancellation rate if that risk is operationally important.
- Duplicates: Deduplicate according to a documented key, such as a verified contact and property combination, while retaining the original channel information for auditability.
Reconcile CRM and property-management records
Funnel counts in a customer-relationship system can differ from leasing counts in a property-management system because the systems draw on different data sources and preserve different attribution histories. Reconcile the two at a stated cutoff, explain the causes of variance, and avoid comparing a CRM-derived rate with a property-management-derived rate as if they were one metric.

Separate team outcomes from individual accountability
Occupancy and signed-lease conversion are team and property outcomes before they are individual performance scores. Lead mix, listing channel, price, unit availability, property condition, season, response coverage, and stage definitions can move a rate even when an agent’s work is unchanged. A high-volume source can produce a lower raw conversion rate than a small referral source while still creating more signed leases.
Use property- and team-level results for outcome accountability. Use agent-level reporting primarily for controllable behaviors, such as:
- recording every inquiry in the approved system;
- acknowledging or attempting contact within the team’s stated service window;
- making and documenting tour offers;
- completing scheduled tours or recording a valid no-show reason;
- handing complete applications to the appropriate reviewer without avoidable delay; and
- keeping status, source, and next-action fields current.
When agent results are shown, break them out by property, source, period, and available inventory where the data allow it. Set a minimum volume or use a rolling period before making a personnel judgment; a tiny denominator can create an extreme percentage that is mostly noise.
Translate an occupancy goal into leasing work
Set the portfolio or property occupancy goal first. Then translate expected move-outs and available inventory into the number of leases and qualified prospects required. A simple planning sequence is:
- State the target occupancy and the denominator convention.
- Count current occupied and available units, including units scheduled to become available.
- Forecast move-outs, cancellations, and units that will remain offline during the period.
- Calculate the number of net occupied units needed to reach the target.
- Estimate the signed leases required after allowing for expected cancellations and non-move-ins.
- Work backward through the funnel using the team’s recent, like-for-like stage rates to estimate required applications, tours, and eligible leads.
- Assign operating actions, such as response coverage, tour blocks, follow-up queues, pricing review, or listing corrections.
For example, suppose a 200-unit property has 184 occupied units and wants 95% ending occupancy, or 190 occupied units. It needs six additional occupied units if the denominator remains 200. If historical, comparable data show that 80% of signed leases result in a move-in, the team would plan for at least eight signed leases rather than exactly six. If 50% of completed tours produce applications and 20% of eligible leads produce completed tours, the planning requirement would be 16 completed tours and 80 eligible leads. These figures are an illustration of the method, not a benchmark or forecast for every property; replace them with your own validated rates and inventory assumptions.
Pair conversion with labor and financial context
Leasing Labor Efficiency
NARPM’s 2022 Financial Performance Guide defines Leasing Labor Efficiency as leasing income divided by leasing wages and contractors. The guide identifies account codes 4122 and 4250 over 6312 and 6324 for that calculation. In the guide’s 2021 figures, the average was 2.81, the top quartile was 3.45, and the bottom quartile was 2.36.

Those ratios are historical, company-accounting measures from NARPM’s 2022 guide. They are not leasing-agent conversion rates, current universal targets, or proof that one employee caused a property’s occupancy result. Before adopting the ratio, map your chart of accounts to the guide’s categories and keep the mapping unchanged across periods.
Use local financial comparisons carefully
IREM’s Income/Expense IQ organizes financial comparisons by asset type and metropolitan statistical area and includes leasing expenses. That structure can provide local context, but it does not establish a directly comparable residential leasing-team conversion standard. Verify the benchmark’s current vintage, asset category, geography, and availability before using it in a target-setting discussion.
Compare like with like
A fair comparison requires more than putting two percentages side by side. Before ranking properties, teams, or periods, check each axis:
| Comparison axis | Why it matters | How to apply it |
|---|---|---|
| Occupancy definition | Month-end unit occupancy and rent-charge occupancy can diverge. | Use one convention and denominator, or label separate series. |
| Funnel definitions | Scheduled tours, completed tours, and different application rules produce different rates. | Keep stage names and formulas identical. |
| Source and attribution | CRM and property-management counts may preserve different histories. | Compare records from the same source and cutoff. |
| Market and asset type | Demand, regulations, rents, and renter behavior vary by location and property category. | Use comparable markets and asset classes. |
| Season | Leasing demand often changes during the year. | Compare the same months or use a seasonal baseline. |
| Property lifecycle | Lease-up and stabilized properties have different availability and lead mixes. | Segment lifecycle stage instead of combining them. |
| Inventory and pricing | A property cannot lease an unavailable or mispriced unit through better follow-up alone. | Show available units, days available, rent changes, and concessions alongside conversion. |
| Lead source | Channel volume and quality differ. | Report source-level rates and the mix of leads behind the total. |
| Sample size and trend | Small weekly denominators create volatile percentages. | Use rolling trends and annotate low-volume periods. |
There is no single current conversion target that applies to every residential property type and market. Historical benchmarks are context, not universal goals. Date and scope every benchmark in the dashboard and in management reports.

Weekly operating review
Review the funnel by property and source, missed calls or inquiries, response coverage, tour completion, applications pending, and inventory changes. Use a rolling period when weekly volume is low. NARPM’s older management guidance asks managers to consider whether weekly or monthly occupancy goals are being met and to monitor missed calls and traffic; treat that as a professional-practice prompt, not a current benchmark.
Monthly outcome review
Close the month only after occupancy, lease, cancellation, and source data are reconciled. Report ending occupancy, rent-charge occupancy where used, signed leases, move-ins, net occupancy change, funnel-stage rates, and relevant labor or leasing-income measures. Annotate unusual events such as a building closure, major renovation, bulk availability, policy change, or data migration.
Implement the scorecard step by step
- Write the metric dictionary. For every metric, record the formula, field names, source system, date field, attribution window, exclusions, owner, and refresh schedule.
- Freeze occupancy classifications. Publish the treatment of offline, model, employee, down, and unavailable units and require an approval trail for changes.
- Map the funnel. List the actual statuses from inquiry through move-in, then map each status to one reportable stage.
- Create a duplicate and exception policy. Decide how to handle repeat inquiries, transfers, renewals, cancellations, no-shows, denials, and incomplete applications.
- Reconcile systems. Compare CRM lead and attribution records with property-management lease and move-in records at a fixed monthly cutoff. Investigate differences before publishing rates.
- Build three views. Provide a daily action queue, a weekly funnel and occupancy view, and a monthly financial and outcome view.
- Set targets from capacity and history. Start with the occupancy goal and expected inventory, then work backward through validated stage rates. Do not import a target from a different market or property type without qualification.
- Assign ownership. Name the person responsible for data quality, the person responsible for each operational queue, and the manager who approves definition changes.
- Audit a sample. Trace a selection of leads from original inquiry through contact, tour, application, lease, cancellation, and move-in. Correct process or data issues before coaching individuals.
- Review and version the definitions. If a formula or denominator changes, date the change and show the old and new series separately so a trend break is not mistaken for performance improvement.
Diagnose common misleading results
| Symptom | Likely measurement or operating issue | First checks |
|---|---|---|
| Occupancy rises while lead-to-lease falls | Renewals, transfers, or a shrinking denominator may be carrying occupancy while new-demand conversion weakens. | Separate new leases from renewals and transfers; inspect available inventory and lead volume. |
| Lead-to-lease rate changes sharply after a system migration | Status mapping, duplicate handling, or attribution logic changed. | Reconcile pre- and post-migration records using the same cohort and source rules. |
| One agent has an exceptionally high rate on very few leads | Small-denominator volatility or favorable lead assignment. | Show counts, rolling periods, source mix, and comparable property assignments. |
| Many tours but few applications | Tour quality, qualification, unit condition, price, or application friction may be limiting progress. | Review tour notes, advertised availability, pricing, follow-up timing, and application completion errors. |
| Applications are plentiful but signed leases are weak | Denials, withdrawals, documentation delays, or unit availability may be concentrated after application. | Report each disposition and time spent in review; verify that the offered unit remained available. |
| Reported occupancy exceeds physical observations | Denominator exclusions, model or offline classifications, or stale move-out data may be inflating the rate. | Inspect the unit roster and rent-charge records; require an explanation for every exclusion. |
| CRM leases exceed property-management leases | The CRM may count signed intent while the property-management system counts posted or active leases. | Define the event represented by each system and reconcile cancellations and non-move-ins. |
Protect accuracy, fairness, and applicants
Metric design can create bad incentives if the easiest way to improve a percentage is to omit difficult leads, reclassify unavailable units, or stop recording inquiries. Require complete recording and audit exceptions. Reward prompt, accurate process execution as well as outcomes, and investigate whether a policy or inventory constraint is driving a result before attributing it to an individual.
NARPM’s Code of Ethics and Standards of Professionalism states: “The Property Manager shall not exaggerate, misrepresent, misinform, or conceal pertinent facts in the advertising, leasing, and management of property.” This is an association ethical standard, not a statement that the code itself is a statute. It is directly relevant to occupancy and conversion reporting: a dashboard is misleading if it hides excluded units, changes definitions without notice, or presents an unqualified historical ratio as a current promise.
Limit access to personally identifiable applicant information, use aggregate views for routine coaching, and retain an audit trail for status changes. A clean metric is not merely numerically consistent; it is explainable to the people whose decisions and housing opportunities it affects.
Choose the right level of detail for decisions
A portfolio executive may need ending occupancy, net move-ins, vacancy exposure, signed leases, and leasing labor efficiency. A property manager needs available units, source mix, stage fallout, response coverage, and upcoming move-outs. A leasing coordinator needs an ordered work queue and aging. Giving every audience every field creates noise and encourages people to optimize a percentage without understanding the operating constraint.
Keep the underlying event data available, but tailor the visible scorecard to the decision. When a percentage moves, the manager should be able to drill into the records that make up its numerator and denominator without rebuilding the report manually.

IREM’s Managing Residential Properties (RES201) course is described as covering residential operations, finance, leasing, and human resources. It can be useful for teams that need broader operating context, subject to current availability and terms. Treat any external course or benchmark as education, not as a substitute for documenting your own definitions and validating your own data.
The most defensible target is therefore a dated, property-specific target built from a stable denominator, a known inventory plan, and a rolling history of comparable funnel stages. External figures can show how a measure has been used elsewhere, but they cannot remove the need for local definitions.
