Measure incremental lift from connected TV (CTV) by comparing business outcomes among people or markets assigned to the campaign with outcomes in a credible holdout or control that estimates what would have happened without it. Define the business decision, primary KPI, comparison, meaningful lift threshold, confidence standard and budget action before the campaign starts; then report the estimate with its uncertainty and data limits.

What incremental lift measures

Incrementality is a counterfactual question: how much did the outcome change because of the CTV campaign, compared with what would likely have happened without it? A platform’s attributed conversions describe conversions associated with exposure; without a credible control or explicit counterfactual, that attribution alone does not establish what the campaign caused.

For a comparable treatment and control, the basic estimate is the treatment outcome minus the control outcome, using the same KPI definition and observation period. If the KPI is a rate, relative lift can be expressed as (treatment rate − control rate) ÷ control rate. State whether a result is an absolute difference or a relative percentage so the two are not confused. A control estimate is only useful to the extent that the design makes it a credible stand-in for the unexposed treatment group.

Choose a design that can produce a credible control

IAB’s incremental measurement guidance groups methods into experiments, model-based counterfactuals, econometric methods and hybrid proxies. Its framework is general commerce-media guidance, not evidence from a CTV-specific lift study. The trade-offs below describe the methods, not a guarantee about a particular provider or campaign.

Method How it estimates the counterfactual Strengths and limits
Randomized user or exposure holdout, including ghost-ad designs Randomly assigns eligible users or opportunities to treatment or control, then compares outcomes. Strong causal evidence when assignment is implemented and maintained well. Tracking or identity limits can affect coverage; controls can be contaminated; setup may take time and cost more.
Matched markets or geographies Compares campaign markets with selected markets intended to represent their outcomes without the campaign. Can support a broader market-level comparison, but the match and protection from spillover matter. It is not automatically equivalent to random assignment.
Model-based counterfactual Uses available data and model assumptions to estimate outcomes without the campaign. Can scale or support retrospective analysis when a randomized test is infeasible, but results can reflect model and data bias. Make assumptions and covariates visible.
Econometric measurement, including marketing mix modeling (MMM) Uses aggregate historical data to estimate channel contributions in a broader business context. Can cover multiple channels and broader business effects, but is backward-looking and less granular than user-level measurement.
Hybrid proxy Uses a faster indicator as an indirect stand-in for a business outcome. Can be quicker to obtain, but has weaker causal rigor; do not present a proxy as directly measured incremental business outcomes.

Choose by decision fit, not by a universal method ranking. A randomized test is useful only if the campaign can sustain valid assignment and usable outcome capture. A model may be more practical at scale, but its assumptions need to be scrutinized. MMM can add channel context, while a proxy may help with a quick directional read; neither changes what its underlying evidence can establish.

Define the decision and hypothesis before launch

Write down what budget or campaign decision the measurement is meant to inform. Specify the audience or markets, CTV strategy, study period, spend opportunity, primary KPI, meaningful lift threshold, required confidence standard and actions for results above or below the threshold. This prevents a success definition from shifting after results arrive.

Google’s Modern Measurement playbook advises that an experiment have a clear, evidence-based hypothesis and defined actions for whether the desired outcome is achieved. A practical template is: “For [audience or markets] during [period], CTV will increase [business KPI] by at least [pre-agreed threshold] versus [control]. If the result meets [pre-agreed confidence standard], we will [action]; otherwise, we will [action].” The threshold and actions are for the advertiser to set; this template is not an industry benchmark.

Set treatment, control and scope

Specify what qualifies as treatment exposure and how control units will be selected or assigned. Depending on buying and data access, that may mean a user-level randomized holdout, an exposure holdout or ghost-ad approach, or matched geographies. The control should estimate outcomes that the treatment group would have produced without the campaign—not merely consist of people or markets with no observed ad impression.

  • For a randomized design, document eligibility, assignment, exposure rules and how users or opportunities remain in their assigned groups for analysis.
  • For a geo design, document market selection and the basis for comparability; assess whether campaign exposure or other relevant activity can spill into control markets.
  • For a model-based design, document the counterfactual assumptions, covariates, historical data and any material deviations from the intended model.

Record the study dates, market or audience scope and campaign spend. These define what the estimate applies to; a result from one setup does not, by itself, establish the effect of every CTV campaign.

Choose one comparable business KPI

Select a primary response metric that corresponds to the decision—such as a defined conversion event or its value—and state precisely how it is counted. Lock the event definition, value source, deduplication rules and observation or attribution window before comparing treatment and control.

Google’s playbook cautions that a KPI is comparable across tools only when its capture is understood. In its discussion, user-based conversion lift can have tracking gaps, and measured performance value depends on the value passed in the conversion tag. The playbook contrasts this with open-source geo experiments intended to represent realized conversions and value; that description is not a guarantee that every geo study has complete outcome data.

Keep the primary KPI distinct from secondary indicators. If the business decision is based on incremental conversions, for example, do not substitute a more favorable proxy after the result is known. A secondary measure can add context, but it should not silently redefine success.

Check exposure, outcome and control data

CTV measurement can be constrained by fragmented systems, limited identifiers, technical barriers and inconsistent signal quality, as described in IAB’s CTV guidance. Before interpreting lift, check that the exposure and outcome records connect adequately for the population and period being measured.

  • Exposure coverage: Identify which exposures are observable and how missing or delayed exposure signals are handled.
  • Outcome coverage: Check whether the conversion event and value are captured consistently across treatment and control, and document missing data.
  • Control contamination: Look for treatment exposure among control users or markets and describe how it affects interpretation.
  • Event consistency: Confirm that platforms and measurement tools use the same event definition, value source and time window—or explain the differences.
  • Privacy and identity: State how privacy constraints, limited identifiers, exclusions and deduplication affect linkage and measured coverage.

IAB’s CTV Conversion API guidance describes server-to-server conversion data flows as an avenue for standardized, privacy-safe connections between exposure and business outcomes. Whether that path is available depends on partner and organizational readiness; connecting records does not itself create randomization or a credible counterfactual.

Calculate and report the estimate with its limits

Report enough detail for a reader to understand what was compared and what the result supports. Include the treatment and control definitions, study dates, audience or geographic scope, campaign spend, primary KPI and its definition, estimated difference, confidence or uncertainty approach, and any deviations or coverage limitations. Distinguish measured incremental outcomes from platform-attributed outcomes.

Interpret the result against the threshold, confidence standard and action agreed before the test. If the estimate is uncertain, data coverage is incomplete, or the control is compromised, say how that limits the conclusion rather than treating an observed difference as settled causality. Do not use unrelated or potentially distracting metrics after the fact to reinterpret the agreed primary result.

If the decision also concerns efficiency, incremental cost per outcome can be calculated as campaign spend divided by estimated incremental outcomes, provided the outcome estimate is meaningful and positive. Identify the spend and incremental-outcome scope used; the ratio inherits the estimate’s uncertainty and data limitations.
