Message roles, conversation history, tool definitions, JSON schemas, images, files, cached input, hidden reasoning, retries and model changes can all affect usage. For each request, save the exact structured payload, model, endpoint, project or organization, UTC timestamp, request ID, retry count, response usage object and error details. Then compare those records with the provider dashboard using its timezone and matching project, organization and user filters.
Use a preflight count to measure what you are about to send and the response usage object to measure what the provider actually processed. They answer different questions. If a streamed response ends unexpectedly and the final usage record is missing, classify usage as unknown—not zero.

What token usage actually measures
A token is a unit chosen by a model’s tokenizer, not a character, word or visible line of text. As a rough English estimate, one token is about four characters or three-quarters of a word. OpenAI describes those figures as heuristics, not billing measurements. Punctuation, whitespace, code, numbers, uncommon words and non-English writing can tokenize very differently.
More importantly, providers count the structured request and response, not merely the text a user can see. A short answer can follow a large hidden input, and an apparently empty answer can still consume tokens while the model reasons, calls a tool or returns structured message data.

| Usage component | What can add tokens | Where it appears |
|---|---|---|
| Input | System and developer instructions, user messages, conversation history, message roles, boundaries and formatting added by the API | Input or prompt usage |
| Tools and schemas | Function names, descriptions, parameter schemas, enum values and repeated tool definitions | Input; tool-call structure can also affect output |
| Files and images | Extracted document text, PDF content, image representations and other multimodal data | Input, according to the provider’s accounting rules |
| Retrieved context | Search results, database rows, transcripts and duplicated passages inserted into the prompt | Input |
| Output | Visible answer, structured JSON, tool calls and message-channel structure | Output or completion usage |
| Reasoning | Internal reasoning tokens that do not appear in the displayed answer | Output details when the model reports them, or included in the output allowance |
| Cached input | Provider-specific reuse of previously processed prompt portions | Separate cached-input category when returned |
| Retries | Every attempted request, including unsuccessful attempts that reached rate limits or processing | Application totals and rate-limit accounting |
Request-formatting tokens matter even when your source strings are unchanged. OpenAI states that message roles and boundaries are included in token counting, and reported output can include tool calls and other message structure. Therefore, comparing a pasted prompt with a billed API request is not an apples-to-apples measurement.
Build a request-level usage record
Aggregate dashboards are useful for trends, but troubleshooting requires one record per attempt. Persist the following fields before sending the request and complete the record when the response arrives:
- Identity: model name and version, API endpoint, project, organization, application user or tenant, and your internal feature or job name.
- Time: a UTC timestamp for send time, completion time and, if relevant, the retry time.
- Correlation: provider request ID, your own trace or job ID, and retry number.
- Payload: the exact structured messages, system instructions, tools, JSON schemas, image and file references, retrieval results and generation settings. Redact secrets and personal data while preserving token-relevant structure.
- Outcome: HTTP status, provider error code and message, finish reason, latency and whether the stream ended normally.
- Usage: every field returned by the provider, including input, output, total, cached-input and reasoning categories.
- Accounting context: batch membership, cache mode, fallback model and whether a server-side tool or retrieval service ran.
Do not save only the final answer. A later change to conversation trimming, tool registration or retrieval can explain a spike that is invisible in the UI text.
Keep payload logging safe
Token debugging does not require retaining unredacted customer content indefinitely. Hash or encrypt sensitive values, apply a retention period, and keep a structurally faithful sample for forensic comparison. Never remove tool descriptions, schema shape, image dimensions, file type or message boundaries from the diagnostic copy if those characteristics affect counting.
Measure before sending: preflight token counts
A preflight count answers, “How large is this exact structured request for this destination model?” It is an estimate or count of the input before generation; it is not the final bill. Run it immediately before the real call, after all history, tools, schemas, files and retrieved context have been assembled.
OpenAI
OpenAI’s input-token counting endpoint for the Responses API accepts the same Responses payload, including tools, schemas, images, files and conversations. Send the exact model and payload you will use, record the returned count with your request ID, and do not substitute a plain-text approximation. The official description calls this an exact count for the submitted payload rather than a guess.

Count the final payload after middleware has added system text or tool definitions. If your application uses Chat Completions, make sure the preflight representation matches the actual endpoint; a count made from a different message format can omit formatting overhead.

Anthropic
Anthropic exposes POST /v1/messages/count_tokens for structured messages. It accepts messages, tools, images and PDFs, with documented exclusions for some server-tool and URL/file-source inputs. Treat the result as an estimate, as Anthropic describes it, and document any unsupported block that your application sends through the generation endpoint but not through counting.
Anthropic also notes that counts may include tokens automatically added for system optimizations, while billing reflects customer content. Keep that distinction when comparing a preflight response with an invoice.
Google Gemini
Gemini provides countTokens before generation. Use the same model, contents, system instructions, tools and multimodal parts as the generation call. After generation, read usage_metadata; the two measurements let you identify whether the increase occurred in input assembly or output generation.
What a preflight count cannot prove
- It does not predict output or hidden reasoning tokens.
- It does not include a retry that your application has not made yet.
- It may not represent unsupported server-side tools, URL fetches or provider-added optimization text.
- It can become stale if a conversation, retrieval result or tool schema changes between counting and sending.
Read the post-request usage object
The response usage object is the authoritative measurement for that attempt. Store it exactly as returned, including zero-valued fields and nested details. Common field names differ by endpoint:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Provider or API style | Input field | Output field | Total field | Additional details to retain |

| Google Gemini | Input-token fields in usage_metadata |

Do not infer a missing value as zero. A provider may omit a category because the endpoint does not expose it, the stream ended early or a feature is unsupported.

Streaming: capture the final usage event
Streaming changes when usage becomes available, not what the request costs. For OpenAI streaming Chat Completions, set stream_options.include_usage: true. The API sends an additional usage chunk immediately before [DONE]. Read and persist that chunk independently of the visible text chunks.
If the connection breaks, the process is killed, the client times out or the stream is cancelled before that event, mark the attempt as usage incomplete. A missing final chunk does not establish that the request used no tokens. Keep the partial output, transport error, request ID and retry decision so the attempt can be reconciled later.
For any provider, distinguish these states in telemetry:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Complete: final usage received and stream terminated normally.
- Interrupted: output began but final usage was not received.
- Rejected: no generation response; retain the error and count it for rate-limit analysis where applicable.
- Unknown: the client cannot determine whether the provider accepted or processed the request.
Reconcile application logs with the usage dashboard
Dashboard totals rarely line up with a local report on the first attempt because they use different filters and accounting windows. Reconcile in a fixed order:
- Use UTC. OpenAI’s Usage Dashboard displays data in UTC. Convert local application timestamps to UTC before choosing the dashboard interval. Apply the same rule to other providers if their console states a different timezone.
- Select the same scope. Match project, organization, API key owner, user or tenant filters. A key can send traffic to a project different from the one you are viewing.
- Match the interval and model. Include the entire request and completion period, then separate model versions and endpoints. A dashboard’s bucket boundary can split requests across intervals.
- Join on request identity. Use provider request IDs where available, then your trace ID and timestamp. Do not join only on the final text, which may be duplicated by retries.
- Account for attempts. Count successful requests, 429 responses, timeouts, client cancellations, fallback calls and automatic retries. Unsuccessful attempts can still contribute to per-minute limits, and a retry can double input usage.
- Separate batch and server-side work. Include batched jobs, asynchronous runs, hosted retrieval and server tools if the dashboard reports them outside interactive calls.
- Compare categories. Reconcile input, output, cached input and reasoning separately before comparing totals. A single total can conceal a change in one category.
If the dashboard is higher than your logs, look for another service, shared credential, scheduled job or retry worker using the same project. If logs are higher, check whether the dashboard filter excludes a project, model, batch or delayed interval.

Conversation history grew
Many chat implementations resend the entire conversation. A one-line new question can therefore carry thousands of earlier tokens. Log the number of messages, characters and preflight input count for every turn. Set a deliberate history policy: summarize old turns, trim by token budget, or retain only turns required for the task. Verify that a middleware layer has not duplicated the system message or appended the same retrieval context repeatedly.

Tool descriptions and JSON schemas are input. Long property descriptions, large enums and dozens of tools can outweigh the user message. Record a hash and token count for the tool block. Send only tools relevant to the current intent, shorten redundant descriptions without removing constraints, and avoid regenerating identical schemas in multiple message locations.
Retrieval returned too much
Search systems can insert full documents, duplicate overlapping chunks or include metadata and citations that the model does not need. Log document IDs, chunk count, characters and token count. Cap the retrieved budget, deduplicate chunks and prefer concise fields. A higher retrieval score does not automatically justify a larger context.
Images, PDFs or files changed
Multimodal accounting is not equivalent to counting the filename or visible caption. A new image resolution, page count, OCR result or PDF can increase input usage. Record media type, dimensions or page count and the provider’s returned input category. Compare a text-only control request with the multimodal request when diagnosing the change.
Output or reasoning allowance is too large
An output limit is a ceiling, not a promise that the model will use every token. However, reasoning models can consume part of that allowance for non-visible reasoning. A very high limit can also permit unexpectedly long tool arguments or structured output. Set the smallest limit that safely covers the feature and monitor output and reasoning fields separately.
The model or tokenizer changed
Tokenizers differ across providers and model families. Anthropic says Claude 4.7 and later use a newer tokenizer and produce approximately 30% more tokens than earlier models for the same text on average, with workload-dependent variation. Recount the identical payload against the destination model after every model migration; never reuse a count from the previous model.

Caching assumptions were wrong
Cached input may be reported as a separate category and may have different pricing or eligibility rules. Confirm that the cache key, prefix order and minimum-size requirements are actually met. If the response contains no cached-input field, do not assume the provider applied a cache.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Diagnose token-related rate-limit errors
A 429 response is not a single problem. OpenAI documents that it can indicate request-rate limiting, token-rate limiting, exhausted prepaid credits or an organization usage limit. Read the error body and code before changing a model, limit or billing setting.
Use the error to identify the failing limit
- Requests per minute: too many calls, even if each payload is small. Reduce concurrency or spread bursts.
- Tokens per minute: the combined input and output volume is too high. Trim context, reduce output ceilings or schedule work over a longer interval.
- Credits or account balance: adding retries will not fix an exhausted allowance. Verify the project and billing state.
- Organization usage limit: the key may be valid while the organization cap blocks the request. Confirm which organization and project the key selects.
Honor Retry-After when supplied. Otherwise use bounded exponential backoff with jitter, a maximum attempt count and a clear retry budget. Record every retry: unsuccessful requests can contribute to per-minute limits, and blindly retrying a large payload can amplify the spike.
Reduce load without hiding failures
- Queue bursts and cap concurrent requests per project.
- Trim or summarize repeated conversation context.
- Send only relevant tools and retrieval results.
- Lower an unnecessarily generous output limit.
- Use a smaller or less expensive model only after checking quality requirements and recounting the payload.
- Fail fast on permanent authentication, quota and schema errors instead of retrying them.
A repeatable incident checklist
- Mark the affected feature, UTC time window and provider.
- Export request-level logs for a normal request, the spike and all retries.
- Verify model, endpoint, project, organization and user filters.
- Compare preflight input counts with post-request input usage.
- Split totals into input, output, cached input and reasoning categories.
- Diff message history, tools, schemas, retrieval, files, images and output settings.
- Inspect stream completion state and classify missing final usage as unknown.
- Read 429 error codes and identify request, token, credit or organization limits.
- Apply one bounded change, then recount and compare the next request.
- Document the payload version, model version and dashboard filters used for the conclusion.
Cross-provider measurement differences
| Comparison axis | What to verify | Why it affects diagnosis |
|---|---|---|
| Preflight coverage | Text only, or structured messages, tools, files, images and PDFs | A narrow counter can understate the real request |
| Post-request detail | Input, output and total fields, plus cached and reasoning categories | Different field granularity can make equal workloads look different |
| Tokenizer stability | Whether a model upgrade changes counts for identical text | Historical budgets may become invalid after migration |
| Dashboard granularity | UTC handling, project and user filters, interval resolution and export support | Scope or timezone mismatches create false discrepancies |
| Failure accounting | Retries, interrupted streams, server tools and unsupported input blocks | Local totals can omit work the provider still counted |
Design guardrails so surprises are visible
Make token measurement part of the feature rather than an emergency patch. Emit input and output counts, model, payload version and retry number as structured telemetry. Set alerts on both absolute tokens and percentage growth, because a small feature can have a large relative regression while a busy feature can hide a large absolute increase.
Keep separate budgets for interactive input, generation, reasoning and retrieval. Enforce a maximum history or retrieval size before the request is sent. Sample complete payload structure for debugging while protecting content. Run preflight counts in staging against production model versions, and repeat them after changing tools, schemas, tokenizer versions or multimodal inputs.
Finally, make the UI distinguish “answer unavailable,” “request rejected,” “stream interrupted” and “usage not reported.” Treating every missing number as zero produces the most dangerous accounting error: an apparently cheap feature that is merely unmeasured.
