A credible museum or archive carbon report starts by fixing the organisational boundary and reporting period, then converting auditable activity data—energy, water, fuel, purchasing, travel and waste—into carbon-dioxide equivalents (CO2e) with current, jurisdiction-appropriate emissions factors. It must show what was included, what was estimated or excluded, and how collections-care decisions affect energy use.

The practical workflow below is based mainly on UK museum-sector guidance and case material. The accounting logic is transferable, but legal disclosure rules, emissions factors and some boundary decisions vary by country and institution. Check the current official requirements and factor tables that apply to your jurisdiction before publishing figures.

What a museum or archive carbon inventory measures

A carbon inventory is a structured account of greenhouse-gas emissions caused by an institution during a defined period. Results are normally expressed as carbon-dioxide equivalent (CO2e), which allows different greenhouse gases to be reported in one unit. The inventory is not just an electricity bill multiplied by a factor: a museum’s purchasing, construction, freight, exhibitions, staff travel, visitor travel, waste and outsourced services can be material sources.

The inventory has two jobs. First, it gives managers a defensible baseline against which projects and annual performance can be compared. Second, it reveals where decisions have the greatest effect. A report that omits major purchased goods or travel may look precise while describing only a fraction of the institution’s impact.

Do not present a single number without its boundary, period, methods and data quality. Two museums can report different totals and both be correct if one includes a university-owned building, tenant operations or capital projects and the other does not.

Step 1: Define the purpose, boundary and reporting period

Write a short boundary statement before collecting data. It should identify the legal entity or organisational unit, every site and operation included, the reporting period, and the reason for the inventory. State whether it is a first baseline, an annual update, a project estimate or a target-setting exercise.

Choose the organisational boundary

Decide which sites and activities the museum or archive controls, operates, owns or funds. A useful boundary decision records the treatment of:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • main galleries, stores, offices, workshops, laboratories, libraries and archives;
  • leased, shared or sub-let spaces, including who pays the utility bills;
  • cafés, shops, event spaces, catering and retail concessions;
  • off-site storage, conservation studios and loading or distribution facilities;
  • company vehicles, staff-owned vehicles used for work, and contracted transport;
  • capital works, construction projects and landlord-controlled building systems; and
  • activities operated by a parent body, university, local authority or trust.

There is no universal boundary established by the museum-sector sources for every jurisdiction. If ownership and operational control differ, describe both and explain which approach you used. Keep the same approach in later years unless a documented boundary change is needed.

Fix the period and reporting purpose

Use a complete 12-month period where possible so that heating, cooling and visitor seasons are represented. The sector guide advises collecting the last 12 months and warns that utility bills can contain estimated readings. Record the exact start and end dates, whether the period is a calendar or financial year, and any months covered by a different supplier or building arrangement.

Label the report as one of the following:

  • Baseline: the first complete inventory against which future performance will be measured.
  • Annual update: a repeat inventory using the same boundary and method, with changes explained.
  • Project estimate: a limited assessment of a building change, exhibition, loan programme or travel plan; it is not a whole-institution total.
  • Target or disclosure inventory: an inventory prepared to meet a funder, board, public-reporting or regulatory need. Confirm the applicable rules rather than assuming that a voluntary sector method satisfies a legal requirement.
Boundary question Decision to record Why it matters
Which legal or operating entity? Name the entity and any parent or landlord relationship. Prevents two organisations from claiming or omitting the same emissions.
Which sites? List every included and excluded building, store and vehicle base. Allows totals to be reconciled to meters and accounts.
Who controls energy and services? State whether the museum, landlord or contractor controls each source. Determines what data can be obtained and which scope category is used.
What period? Give exact dates and identify partial or estimated months. Makes seasonal comparisons and annual updates meaningful.
What is the purpose? Baseline, annual update, project estimate or disclosure. Sets the required completeness and level of assurance.

Step 2: Build an auditable activity-data register

Collect the physical activity that caused emissions first. Do not start with a generic calculator that asks for a budget total and hides its assumptions. Create one register covering every source, with a row for each site, supplier and period.

Core operational data

Source Preferred activity data Primary records Quality notes
Purchased electricity kWh by meter and site Utility invoices, half-hourly files, meter readings Separate landlord-recharged electricity and identify estimated bills.
Natural gas or other stationary fuels kWh, litres or other energy units, by fuel Invoices, meter readings, fuel deliveries Keep the supplier unit and conversion used to reach the calculation unit.
Water and wastewater Cubic metres (m3) Water bills, meter readings, contractor statements Record whether wastewater is billed or estimated separately.
Owned or leased vehicles Litres of petrol, diesel or other fuel, or charging kWh Fuel-card records, receipts, fleet logs, charging reports Do not infer mileage emissions when fuel or energy records are available.
Refrigerants and process gases kilograms filled, recovered or leaked Service logs and contractor records Ask the maintenance contractor for quantities and gas type.
Waste Weight by material and treatment route where available Waste-transfer notes, contractor reports, invoices Keep landfill, recycling, reuse, composting and energy recovery distinct if reported.
Purchasing Supplier quantities, weights, spend or product data, by category Procurement ledger, purchase orders, supplier declarations Product or weight data is usually more specific than spend-only estimates.
Travel and transport Distance, passenger numbers, mode, class and fuel where available Travel-booking files, expense claims, courier and freight records Separate business travel, exhibition freight, loans and commuting.

Record provenance with every number

For each entry, keep the site or activity, supplier, invoice or meter reference, start and end dates, unit, value, whether it is measured or estimated, the person who supplied it and the date received. Store the original invoice or file where retention rules permit. A spreadsheet can work for a small institution if it has protected formulas, version history and a clear change log.

When a bill is estimated, mark it as estimated rather than silently treating it as measured. Replace it with an actual meter reading when available. If a meter covers several tenants, document the allocation method and obtain the landlord’s underlying reading or calculation where possible.

Close gaps without hiding them

For a missing month, use a documented estimate based on adjacent measured months, a comparable site or a supplier reconciliation. Identify the estimated share of the total and explain why it was necessary. Do not create false precision: a result based on approximate purchasing or travel data should not be displayed to more decimal places than the inputs justify.

Step 3: Include material Scope 3 emissions

Scope 1 covers direct emissions from sources the organisation owns or controls, such as on-site fuel combustion and refrigerant leakage. Scope 2 covers purchased electricity, heat, steam or cooling. Scope 3 covers other indirect emissions in the value chain. For museums and archives, Scope 3 can be the largest part of the inventory, particularly for buying goods and services and for travel.

Review the Scope 3 categories that fit your institution

Category or activity Museum and archive examples Useful evidence
Purchased goods and services Conservation materials, display cases, mounts, paper, IT, cleaning, security, catering and professional services Procurement ledger, supplier quantities, product specifications or spend by category
Capital goods Building works, plant replacement, gallery fit-outs, storage systems and major equipment Project bills of quantities, contractor carbon data and invoices
Fuel- and energy-related activities Upstream production and transport of purchased fuels and electricity Factor datasets and utility consumption
Upstream and downstream transport Loan shipments, exhibition freight, courier services and distribution Carrier records, weight, distance, route and mode
Waste generated in operations General waste, recycling, hazardous conservation waste and construction waste Weights and treatment routes from contractors
Business travel Flights, rail, taxis, hotels, car hire and mileage claims Booking systems, expense claims and mileage logs
Employee commuting Travel to galleries, stores and offices Staff survey or commuting model, clearly labelled as estimated
Visitor travel and other relevant use Travel to the site, where the reporting purpose calls for it Visitor survey and attendance data; state the methodology and uncertainty

Use materiality rather than convenience

Start with categories likely to change decisions, not only those easiest to count. The UK Museum COP Report identifies purchasing and travel as priority areas for many museums. In the Ashmolean example reported in that report, Scope 3 represented 70% of the institution’s reported total emissions, and purchases represented 60% of its Scope 3 emissions. Those are Ashmolean-specific figures, not a sector-wide average; they show why an inventory limited to building energy can be misleading.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Explain exclusions such as visitor travel, commuting or a landlord’s capital works, and say whether they are immaterial, unavailable, outside the stated boundary or planned for a later inventory. An exclusion is credible only when the reason and likely effect are visible.

Step 4: Convert activity data to CO2e consistently

Apply a transparent calculation

For each source, calculate:

Activity data × emissions factor = emissions in CO2e

Keep the activity unit and factor unit compatible. If a factor is expressed per kWh, use kWh; if it is per litre, use litres; if it is per kilogram of material, retain the material weight. Convert units once, document the conversion and retain the unconverted supplier value for checking.

For Scope 2, record whether the factor represents the grid or supplier-specific electricity product and use the approach required by the reporting purpose. For purchased goods, use product, mass or supplier-specific data where available before resorting to spend-based estimates. For travel, retain mode, distance and passenger or booking information rather than applying one average factor to all trips.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use current factors for the right place and year

Emissions factors change as electricity grids, fuels, waste treatment and methodologies change. Select the current official factors for the jurisdiction and reporting year, and record the publisher, factor name, unit, geography, year and version. The practical older step-by-step guide used by the museum sector describes automatic calculations for direct energy, but its factors should not be assumed current. Recheck every factor set before an annual report or public claim.

If a supplier provides a factor, preserve the supplier’s methodology and any market or location qualification. Do not mix factors from different countries or years without explaining the reason. Where no suitable factor exists, use the closest defensible proxy, label it as an estimate and describe the limitation.

Control rounding and uncertainty

  • Keep unrounded values in the calculation sheet and round only the published total.
  • Do not report an estimated purchasing category to kilogram-level precision.
  • Show measured, supplier-specific, modelled and spend-based data separately when they have materially different quality.
  • Recalculate prior years only when a boundary, factor, error correction or methodology change affects comparability; disclose the restatement.
  • Have someone who did not build the calculation independently check units, formulas, sign conventions and totals.

Step 5: Make the report reproducible

A reader should be able to understand what the number means and reproduce it from the stated inputs. Put the methodology near the results, not in an inaccessible technical file.

Minimum contents of a public or board report

  1. Purpose and boundary: legal entity, sites, operations, control approach and exclusions.
  2. Reporting period: exact dates, calendar or financial year, and any partial periods.
  3. Results: Scope 1, Scope 2 and material Scope 3 totals in CO2e, with site or category breakdowns that support decisions.
  4. Activity data: energy, fuel, water, waste, purchasing, travel and other inputs, with units.
  5. Factors and calculations: factor publisher, year, geography, unit, version and any conversions.
  6. Data quality: measured versus estimated values, missing months, allocation methods and uncertainty.
  7. Changes: boundary changes, acquisitions, disposals, corrected errors, factor updates and restatements since the baseline.
  8. Actions and governance: owners, deadlines, assumptions to improve and how progress will be reviewed.

Use a simple data-quality label

Label Meaning Report treatment
Measured Direct meter, invoice, fuel, weight or booking record. Use as the primary value; retain the source reference.
Supplier-specific Supplier quantity or factor with stated methodology. Quote the supplier basis and check its year and geography.
Allocated Shared bill divided by floor area, occupancy, meter sub-reading or another rule. State the allocation rule and test its reasonableness.
Modelled estimate Calculated from adjacent periods, surveys, distance or operational assumptions. Show the assumption, estimated share and improvement plan.
Spend-based estimate Procurement spend multiplied by a spend factor. Use for screening; explain currency, price year and likely uncertainty.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Step 6: Connect emissions measurement with collections care

Energy reduction cannot be separated from the preservation duty of a museum or archive. Temperature, relative humidity, pollutants, light, air movement and response time must be appropriate to the objects, building and local climate. A blanket set point can waste energy or create new risks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The National Museum Directors’ Council states: “Environmental standards should become more intelligent and better tailored to clearly identified needs.” Its guidance encourages passive and lower-energy approaches where they are compatible with collection needs. Assess the building envelope, insulation, solar gains, moisture risk, local weather, storage density and object vulnerability before changing control settings.

Use a demand-led operating model

  1. Map spaces and collections by sensitivity, occupancy, loan obligations and monitoring coverage.
  2. Review temperature and humidity data against object-specific risk, seasonal patterns and building response rather than a single ideal number.
  3. Test wider seasonal drift or passive control in suitable areas, with conservator approval and alarms for unsafe conditions.
  4. Match ventilation, heating, cooling and dehumidification to occupancy and actual risk; avoid conditioning empty spaces at full capacity.
  5. Record the operational change, measured environmental response, energy use and any conservation observations.
  6. Feed the verified energy change into the next inventory and keep collection-care evidence with the carbon result.

What the National Archives case demonstrates

In a 2021 sector case study, The National Archives described replacing continuous air-conditioning operation with demand-led environmental management. Measures included powering down equipment outside working periods and allowing seasonal drift. The archive reported that greenhouse-gas emissions had fallen by more than 80% since 2010 and that its Display Energy Certificate rating had improved from G to B. These are the archive’s reported results, not a guaranteed outcome for every building; different climates, systems, collections and operating hours will produce different results.

The UK Museum COP Report also cautions against one-size-fits-all practice: “Different guidance is needed for larger and smaller museums, those managing woodlands and parks, in urban or rural settings, and depending on what type of buildings they occupy.” Apply the same principle to reporting: explain the institution-specific choices that make the number meaningful.

Choose a measurement approach that can be repeated

The best approach is the one that captures material emissions with auditable inputs and can be repeated by the staff who will own next year’s inventory. Options can be combined: a spreadsheet for utility and travel records, a procurement analysis for Scope 3 and specialist advice for boundaries or complex capital projects.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Approach Emissions coverage Data quality and auditability Staff time and cost Best fit
Controlled spreadsheet Can cover all scopes if categories are designed deliberately. Strong when source files, formulas and version history are retained. Low software cost; recurring staff effort and review required. Small or medium institutions with stable boundaries and capable data owners.
Structured carbon-accounting system Can standardise many sites and Scope 3 categories; coverage depends on configuration. Good repeatability if imports and factors are documented. Subscription, setup and training costs; less manual consolidation. Multi-site institutions with frequent annual reporting.
External specialist support Useful for complex boundaries, capital works, supplier data and assurance preparation. May improve consistency, but the institution must retain source evidence and understand assumptions. Higher project cost; requires internal coordination. First baselines, major estates, public commitments or difficult Scope 3 categories.
Spend-only screening Broad directional coverage but weak category specificity. Easy to reproduce, but sensitive to price, currency and factor assumptions. Fastest initial estimate; limited decision precision. Gap-filling and prioritisation before better supplier or quantity data is available.

No consumer meter or generic calculator can by itself produce a complete institution-wide inventory. The core evidence still comes from utilities, suppliers, procurement, travel and waste records.

Common failure modes and how to correct them

Counting only electricity

Symptom: a neat total based on electricity and gas, with no purchasing or travel. Correction: screen all relevant Scope 3 categories, prioritise purchasing and travel, and label any categories still estimated or excluded.

Publishing an unexplained total

Symptom: no boundary, period, factors or exclusions. Correction: attach a methodology statement and activity-data table to the result.

Treating estimates as meter readings

Symptom: estimated utility bills or allocated landlord charges appear as exact measurements. Correction: mark them, seek actual readings, and disclose the allocation or estimation method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using obsolete factors

Symptom: a calculator’s default factors are carried forward indefinitely. Correction: verify current official factors for the reporting year and geography, then record the version used.

Changing the boundary without restating history

Symptom: an apparent reduction is actually a building disposal or a newly included store. Correction: disclose the change and, where material and feasible, recalculate the baseline on a comparable basis.

Reducing environmental control blindly

Symptom: set points are widened without object-risk assessment or monitoring. Correction: involve conservation staff, test demand-led operation in suitable spaces and document environmental and collection outcomes together.

Letting one person become the data bottleneck

Symptom: invoices, travel files and assumptions are held in a private workbook. Correction: assign data owners by category, use a shared register, keep a change log and schedule an independent review.

Run the inventory as an annual management cycle

  1. At the start of the period: confirm boundary, sites, owners, reporting dates and the factor source to be used.
  2. Each month or quarter: capture utility, fuel, waste, purchasing and travel data while records are easy to retrieve; flag estimates immediately.
  3. At year-end: reconcile invoices to meters and accounts, obtain missing contractor records, and close partial periods.
  4. During calculation: apply factors consistently, check units, review outliers and separate measured data from estimates.
  5. Before approval: have a second person test formulas, exclusions, scope assignments and changes from the previous year.
  6. When publishing: provide totals, category detail, methodology, data quality, factor sources, assumptions and actions.
  7. After publication: assign owners to improve the weakest data and connect each material source to an operational or collections-care decision.

A museum or archive can therefore answer the reader’s practical question—“How can we measure our carbon footprint?”—with a repeatable process rather than a one-off estimate: define the boundary, collect auditable activity data, include material Scope 3, use current factors, disclose uncertainty and improve building operation without compromising collections.
