Water Usage Effectiveness (WUE) is calculated by dividing the water consumed inside a data-center site boundary by the energy used by its IT equipment over the same 12-month period. Report the result in liters per kilowatt-hour (L/kWh): WUE = annual site water usage (liters) ÷ annual IT-equipment energy (kWh). To lower it, first establish a defensible meter boundary, then reduce cooling-tower makeup and blowdown, optimize temperature and humidity settings, use economization or dry heat rejection where practical, and control liquid-cooling water quality.
A lower WUE generally indicates less on-site water consumed for each unit of IT energy, but there is no universal “good” value. Climate, cooling architecture, water quality, humidification demand, reporting category and local water scarcity all change what a sensible target looks like.

What WUE measures—and what it does not
WUE is an intensity metric for the operational, or use, phase of a data center. It answers a specific question: how many liters of water does the site consume for each kilowatt-hour used by servers, storage and networking equipment? ISO/IEC 30134-9:2022 defines WUE as a key performance indicator for quantifying data-center water consumption during the use phase. The standard was published as Edition 1 in March 2022.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe metric is useful for tracking one facility over time and for comparing alternatives when the same boundary, measurement category and accounting rules are used. It is not a complete water-risk score. WUE does not by itself show whether the source is potable, reclaimed or rainwater; how scarce water is in the local watershed; how much wastewater is discharged; or how much off-site water is consumed to generate electricity. Pair WUE with local water-risk analysis and, where appropriate, source-based or watershed metrics.

Why lower is usually better—but not automatically comparable
Holding the boundary and IT workload constant, a lower number means less site water consumed per unit of IT energy. However, a facility in a hot, dry climate may need a different cooling strategy from one in a cool, humid climate. A site using evaporative heat rejection will not have the same water profile as one using dry coolers, and a liquid-cooled server hall may still reject heat through a cooling tower. Compare like with like before declaring one design superior.
Set the accounting boundary before collecting data
Most WUE errors come from inconsistent boundaries rather than difficult arithmetic. Write the boundary definition into the measurement plan before reading meters.
Define which water belongs to the data center
Include water entering data-center functions within the selected reporting boundary. Depending on the standard category and site design, this can include cooling-tower makeup, humidification, chilled-water or liquid-cooling loop losses, treatment-system use and other facility water directly supporting IT operations. Account for water returned outside the boundary according to the chosen category; do not silently treat every liter delivered to the property as consumed.
Recommended Free Tools
In a mixed-use building, isolate the data-center share where practical. A landlord’s domestic water, irrigation and unrelated tenant loads should not be blended into the data-center numerator unless the reporting category explicitly requires it. If separation is impossible, document the allocation method and its uncertainty.
Separate water sources and streams
Track potable, reclaimed and other sources separately when the reporting category calls for it. At minimum, map:
- Incoming site or building water meters.
- Cooling-tower makeup meters.
- Cooling-tower blowdown or discharge meters.
- Humidifier and treatment-system meters.
- Liquid-cooling or chilled-water loop makeup meters.
- Any water returned, reused or discharged outside the boundary.
Record meter locations, units, calibration status, reading intervals, estimated values and exclusions. A single monthly utility bill may be adequate for a rough trend, but it cannot reveal which subsystem is responsible for a change in WUE.

Use coincident 12-month records
EN 50600-4-9 guidance calls for water and IT-energy records covering a coincident 12-month period. Use the same start and end dates for both numerator and denominator, rather than pairing a calendar year of water bills with a fiscal year of IT data. A rolling 12-month window is useful for operations; publish the exact period and any missing or estimated intervals.
Calculate WUE step by step
- Write the boundary and category. State which buildings, cooling systems, water sources and return flows are included. Note whether the result is a site-level value or an allocated share of a mixed-use facility.
- Collect water data for the full period. Sum meter readings in liters. Convert cubic meters to liters by multiplying by 1,000, and document any other unit conversion. Reconcile inlet, makeup, blowdown and reuse meters so unexplained differences are visible.
- Determine site water consumed. Apply the selected ISO/EN accounting category to water entering the boundary and water returned outside it. Do not assume that water withdrawn, water supplied and water consumed are interchangeable.
- Collect IT-equipment energy. Use whole-IT electrical measurement for servers, storage and networking equipment, not total building electricity. Keep the energy boundary consistent from month to month.
- Check the time alignment. Confirm that the water and IT-energy totals cover the same 12 months and that meter resets, outages and estimated readings are documented.
- Divide liters by kilowatt-hours. Apply
WUE = annual site water usage (L) / annual IT equipment energy (kWh). Keep enough decimal places for internal trend analysis; choose a reporting precision and use it consistently. - Publish assumptions with the value. State the period, boundary, water sources, measurement category, estimation method, IT-energy scope and any exclusions beside the WUE figure.
Illustrative calculation
Suppose a defined site consumes 3,000,000 liters during a 12-month period and its IT equipment uses 2,000,000 kWh in that same period. The result is 3,000,000 ÷ 2,000,000 = 1.5 L/kWh. This is an example of the arithmetic, not a benchmark for every facility. Without the boundary and period, “1.5” is not a meaningful comparison.
Where data-center water goes
Evaporation in cooling towers
Cooling towers reject heat by evaporating a portion of the circulating water. Evaporation removes relatively pure water while dissolved minerals remain, so the mineral concentration in the basin and loop rises.
Blowdown and makeup
When dissolved-mineral concentration reaches the operating limit, a portion of the circulating water is discharged as blowdown and replaced with makeup water. Blowdown protects equipment from excessive scaling and corrosion, but excessive or poorly controlled blowdown increases water demand. Makeup also compensates for evaporation, drift and leaks.
Humidification and other uses
Humidifiers, treatment systems, leaks, maintenance drains and domestic or process uses can contribute to the numerator. WUE therefore varies with climate, IT load, cooling type, available-water quality and humidification demand. A liquid-cooled server system can still have substantial site water use if its heat-rejection plant includes a cooling tower.
Reduction playbook: the actions with the clearest levers
1. Measure before changing setpoints
Install or validate meters at the inlet, cooling-tower makeup, blowdown and other significant streams, and measure whole-IT electrical energy. Trend water and energy at a useful interval—hourly or daily data is far more diagnostic than an annual bill—while retaining the coincident 12-month totals required for the published WUE.

Use the data to establish a baseline by operating mode and season. A rising WUE can come from higher water use, lower IT load, a meter problem or a boundary change; the trend alone does not identify the cause.
2. Increase cooling-tower cycles of concentration carefully
Cycles of concentration describe how concentrated dissolved minerals are in circulating tower water compared with the makeup water. Increasing the allowable cycles can reduce blowdown and the associated makeup demand. The U.S. Department of Energy reported that increasing cycles from three to six reduces cooling-tower makeup-water requirements by 20% and cooling-tower blowdown by 50%.
Those reductions are conditional on water chemistry and system operation. Before changing a setpoint, have the water-treatment provider verify scaling, corrosion, biological-control and discharge limits. Check basin and fill condition, monitor conductivity and inspect heat-exchange surfaces after the change. A nominally efficient cycle setting that causes fouling, cleaning outages or premature replacement is not a successful water strategy.
3. Automate conductivity-based blowdown
A conductivity controller can open the blowdown valve only when the measured concentration exceeds its setpoint. Add makeup-water metering, flow switches and alarms so operators can verify that the command produced the intended flow and that a stuck valve or failed sensor is not wasting water.
Documentation for the Lakewood Model 140 lists conductivity, water-meter and flow-switch inputs, setpoint-based blowdown, chemical-feed relays, alarms and 4–20 mA output. Documentation for the LMI LIQUITRON DC4500 lists conductivity control, water-meter totalization, flow-switch compatibility, alarms and cooling-tower applications. These are examples of functions to specify, not universal selections. Verify electrical supply, sensor range, valve arrangement, chemical-feed interfaces and local discharge rules for the actual installation.
4. Recheck temperature and humidity setpoints
Data centers are often operated below recommended temperature ranges or within unnecessarily narrow humidity bands. Lowering the cooling setpoint can increase mechanical-cooling hours, while aggressive humidification can increase water use. Review allowable temperature and humidity ranges against equipment warranties, control sequences and current ASHRAE guidance before widening them.

Change one control band at a time, observe server-inlet conditions and alarms, and retain a rollback point. Avoid using a room-average sensor to justify a change when rack-level hot spots are possible.
5. Use economization when climate and equipment support it
Water-side economization can bypass or reduce chiller operation in mild outdoor conditions when an integrated heat exchanger is available. Air-side economization can reduce mechanical cooling when outdoor air quality, humidity and contamination controls permit it.
Evaluate the full operating envelope: water saved, electricity used by fans and pumps, filter and coil maintenance, freeze or contamination risk, and the reliability impact of additional dampers or heat exchangers. Economization is not automatically water-free; a water-side system may still use a cooling tower for heat rejection in some conditions.
6. Compare dry cooling and heat reuse
Updated U.S. Department of Energy design guidance prioritizes waste-heat reuse and then dry coolers where possible to save water. Dry heat rejection can reduce or eliminate routine evaporative consumption, but it may increase fan energy, peak electrical demand, equipment footprint or capital cost, especially in hot weather.
Heat reuse can displace another thermal load, yet it requires a nearby, reliable heat sink and compatible temperatures. Model seasonal operation, redundancy, maintenance access and electricity prices alongside the water result rather than treating a lower WUE as the only objective.
7. Instrument liquid-cooling loops
Direct-to-chip and other liquid-cooling designs need water-quality control even when they reduce air-side cooling. Measure flow, pressure and temperature to confirm heat removal, and monitor conductivity, pH and turbidity to detect contamination or chemistry drift. Endress+Hauser describes these measurements for chilled-water and liquid-cooling loops and warns that poor water-quality control can increase fouling, corrosion, downtime and unnecessary energy or water consumption.

Use a multi-criteria decision record for every major change. WUE is the water-intensity result, not the entire business case.
| Decision axis | Questions to answer | Evidence to collect |
|---|---|---|
| Site WUE | How many liters per kWh are consumed under the same boundary and period? | Metered 12-month water and whole-IT energy records |
| Energy effect | Will pumps, fans, chillers or treatment systems use more or less electricity? | Control-sequence analysis, seasonal modeling and measured kW trends |
| Water scarcity and quality | Is the source potable or reclaimed, and how vulnerable is the local watershed? | Utility water-quality data and local water-risk assessment |
| Reliability and maintenance | Does the option add fouling, corrosion, contamination, freeze or control failure modes? | Alarm history, inspection intervals, treatment requirements and redundancy review |
| Capital and operating cost | What equipment, controls, chemicals, labor and disposal costs change? | Site-specific quotes, maintenance plans and life-cycle analysis |
| Discharge and chemical use | Does lower makeup water change blowdown volume, concentration or treatment chemistry? | Discharge permits, laboratory results and chemical inventories |
| Embodied and off-site water | Could a hardware replacement or electricity shift move water use elsewhere? | Supplier environmental data and source-based accounting where available |

Troubleshoot a WUE increase
The numerator rose
- Check cooling-tower makeup and blowdown meters for simultaneous increases.
- Compare conductivity trends with the blowdown setpoint; a failed sensor or manual bypass can cause continuous discharge.
- Inspect valves, basin levels, drift eliminators, piping and liquid-cooling loops for leaks.
- Review humidifier operation, seasonal humidity and maintenance drains.
- Confirm that a new building load or unrelated water use was not included in the boundary.
The denominator fell
- Check whether servers were powered down, workloads moved or capacity was stranded while cooling remained active.
- Verify whole-IT meters and interval data after electrical work or meter replacement.
- Separate a genuine efficiency change from a reporting-period mismatch.
The number changed without an obvious operational cause
- Reconcile meter timestamps, units and resets.
- Review estimated bills and missing intervals.
- Compare the current boundary and category with the prior report.
- Recalculate from raw readings rather than a dashboard total.
- Document any correction so the trend remains auditable.
Practical target-setting without a universal benchmark
Standards and guidance emphasize boundary, category, climate, cooling architecture and water quality rather than one threshold that defines a good WUE for every data center. Set an internal target from a verified baseline and a defined project: for example, a percentage reduction in cooling-tower makeup water at the same IT load, or a lower annual WUE after an economizer retrofit.
Use separate targets for water consumption, potable-water demand, blowdown volume and local watershed exposure when those outcomes matter. A design can improve site WUE while increasing electricity use or shifting impacts to a water-stressed power-generation region. Report those trade-offs instead of hiding them behind a single score.
Quick Recap
Key takeaways for operators
- Calculate WUE as annual site water consumed in liters divided by annual IT-equipment energy in kWh.
- Use a clearly documented boundary and coincident 12-month records.
- Measure makeup, blowdown, inlet and other significant streams before changing controls.
- Higher cooling-tower cycles, conductivity automation and leak detection are direct water-saving levers, but chemistry limits come first.
- Temperature, humidity, economization, dry cooling, heat reuse and liquid-loop instrumentation must be evaluated for energy, reliability, cost and discharge effects as well as water.
- Never compare WUE values without checking climate, cooling design, water quality and accounting category.
