Measure AI’s impact as a chain of evidence, not a single number: test changes in task performance, verify the effect in firms, then trace adoption and output through sectors and national accounts. The essential controls are output quality, all relevant inputs, the comparison period, AI exposure, adoption, and the distinction between observed results and modelled potential.
What “AI productivity” actually means
Productivity is the amount of output produced from a given quantity of inputs. AI can affect it by helping people produce more in the same time, reducing errors and rework, enabling a service that was previously too expensive, or changing the mix of labor, software, data, equipment and organizational knowledge used to produce an output.

The first decision is which productivity question you are asking. A faster task is not automatically a more productive business, and a more productive business is not automatically raising economy-wide growth. Each level needs a different outcome, comparison and accounting treatment.

Labor productivity
Labor productivity is usually measured as real output per hour worked. “Real” means that nominal prices have been adjusted so that the measure reflects volume rather than inflation. At a national level, the numerator may be gross domestic product or sector value added; at a company, it could be completed cases, validated claims, shipments, lines of tested code or another defined output.

Labor productivity can rise because workers produce more, because they work with better capital and software, or because low-productivity activities shrink. It does not isolate AI. A national increase can reflect investment, market composition, energy prices, management changes or ordinary technological progress.
Multifactor or total-factor productivity
Multifactor productivity (often called total-factor productivity) compares output with a combination of labor, capital and, depending on the accounting framework, intermediate inputs. It is useful when the question concerns overall efficiency rather than output per worker alone. The measure is partly a residual: any output change not explained by measured inputs can appear as productivity. That makes it informative but sensitive to errors in measuring capital services, software, data, skills, utilization and output quality.
Growth rates, levels and percentage-point contributions
Keep three expressions separate:
- A level is productivity at a particular date, such as output per hour in a given year.
- A growth rate is the percentage change in that level over time.
- A percentage-point contribution is an estimated addition to a growth rate. It is not the same as a percentage increase in the level.
Any headline must identify the outcome, geography, years, frequency and whether it is observed, estimated from historical data or projected under scenarios.
The evidence ladder: from tasks to the economy
A credible assessment moves upward through several levels. Results at one level should not be presented as proof of an effect at another.
1. Task and worker level
Start with a clearly bounded activity and a defined population. Examples include drafting a response to a customer, checking a contract clause, classifying an image, writing a software test or preparing a forecast. Record whether the person used an AI system, which version and features were available, the task instructions, the time window and the user’s prior experience.
The comparison should approximate a counterfactual: what would the same or comparable workers have produced without AI? A randomized assignment is strongest when feasible. Other designs include a phased rollout, matched teams, repeated observations before and after adoption, or a difference-in-differences comparison with a group that did not receive the tool. Each design needs checks for selection, learning, changes in task difficulty and people switching between treatments.

- Substantive quality judged by independent reviewers or validated outcome measures.
- Time to completion and waiting time for downstream users.
- Errors, escalations, rework and correction time.
- Worker effort, cognitive load or satisfaction when those affect retention and sustainable performance.
Report results by experience level. OECD reviews find that effects vary with the task and the user, and that human–AI collaboration can produce different outcomes from either a person or a system working alone. A result for experienced specialists cannot automatically be applied to novices, and a result on a narrow, well-structured task cannot be generalized to an occupation or the whole economy.
2. Firm and workflow level
A company should define the workflow boundary before measuring. Include the people, software, data preparation, review, management and support work needed to deliver the final output. If an AI assistant cuts drafting time but adds extensive verification, the workflow result must include that verification time.
Establish a baseline period and a comparison period. Track:
- Units delivered and the output’s quality or customer outcome.
- Total labor hours, including supervisors, reviewers and support staff.
- AI use, measured by eligible cases, active users or the share of work passing through the tool rather than by licenses purchased.
- Software, computing, data, integration, training and change-management costs.
- Error, rework, escalation and incident rates.
- Turnaround time, backlog and service-level performance.
Document complementary changes. A new process, better data, additional hiring, a reorganization or a pricing change may coincide with the AI rollout. A simple before-and-after comparison cannot assign the entire difference to AI. Where possible, compare similar sites, products or teams with different rollout dates, and test whether trends were already diverging before adoption.

3. Sector level
Sector analysis links firm outcomes to an industry’s value added, employment, hours, capital and intermediate inputs. Weight firms by their economic size rather than averaging their individual percentage changes. Account for entry and exit, outsourcing and changes in product mix: measured productivity can rise when low-productivity activities move outside the sector even if no process improves.
Estimate exposure separately from adoption. A sector may contain many tasks that a capable AI system could assist, yet show little measured effect if firms have not deployed it, workers rarely use it, data are unsuitable, regulation limits use, or complementary investment is missing. Exposure describes technical applicability; adoption describes actual use.
4. Economy-wide measures
At the national level, use real output per hour worked for labor productivity and multifactor or total-factor productivity when evaluating efficiency relative to several inputs. State the country, sector coverage, years, output concept and deflator. Aggregate results are affected by the economy’s industry composition, trade, labor-force participation, hours, capital deepening and business-cycle conditions.
Attribution requires more than observing that productivity rose after AI became available. Economists may combine firm or task estimates with sector weights, exposure, adoption and diffusion paths, then compare the resulting pattern with other explanations. The assumptions must be visible because different choices can produce materially different totals.
Observed statistics and current AI estimates are not interchangeable
The following figures answer different questions. They should not be added together or treated as competing estimates of one identical quantity.
| Figure | Outcome and evidence | Period and scope | How to interpret it |
|---|---|---|---|
| 0.6% average growth | Observed labor-productivity growth, measured as GDP per hour worked | OECD countries, 2023 data reported in the OECD Compendium of Productivity Indicators 2025 | Aggregate context; it does not attribute that growth to AI. |
| 0.25–0.6 percentage points per year | Modelled potential contribution to aggregate total-factor-productivity growth | OECD, 2024 model over a ten-year horizon | A scenario-based estimate, not an observed current growth rate. |
| 0.4–0.9 percentage points per year | Modelled potential contribution to labor-productivity growth | OECD, 2024 model over a ten-year horizon | Depends on the model’s exposure, adoption and capability assumptions. |
| 0.4–1.3 percentage points per year | Modelled labor-productivity contribution | OECD, 2025 G7 scenarios in high-exposure countries | A different scope and scenario set from the 2024 OECD estimate; results depend on country exposure and adoption. |
| 0.8–1.2% increase | Labor-productivity increase associated with AI-related patent activity | IMF patent-based analysis of OECD countries, 2000–2017 | Historical association using a broad patent measure, not a direct estimate of generative AI adopted after that period. |
The OECD’s 2025 Compendium notes, “There is no universally-agreed definition of AI.” That observation has a practical consequence: every measurement should specify which technologies, activities and patents are included. A patent series, a workplace assistant and an autonomous industrial system do not represent the same treatment.

How to design a defensible measurement project
- State the causal question. Decide whether you want to know whether AI speeds a task, lowers unit cost, improves quality, raises firm productivity, changes a sector’s output per hour or contributes to aggregate growth. Write the outcome before collecting data.
- Define the AI treatment. Record the model or system, available functions, access dates, human review rules, data sources and the share of eligible work actually using it. A purchased license is not evidence of use.
- Specify the population and exposure. Identify workers, firms, sectors and countries in scope. Describe which tasks are technically exposed and which are economically important. Separate potential applicability from observed adoption.
- Choose a counterfactual. Prefer random assignment or a credible phased rollout. If using observational data, match units on pre-treatment performance and test for pre-existing trends. Explain what would have happened without the intervention.
- Measure output and quality together. Define the unit of output and an independent quality test. Include defects, rework, complaints, safety incidents or downstream outcomes where relevant. Do not infer higher productivity from shorter completion time alone.
- Count all material inputs. Include labor across the workflow, capital services, computing, software, data preparation, training, supervision and implementation. Distinguish one-time setup costs from recurring costs.
- Track the adoption path. Report usage intensity over time, not only an end-point average. Record capability upgrades, policy changes and complementary investment. Early adopters may differ systematically from later users.
- Aggregate transparently. For a sector or economy estimate, combine task performance with task shares, sector weights, exposure and adoption. Show alternative assumptions for capability, substitution, productivity spillovers and diffusion speed.
- Stress-test the result. Recalculate with different quality weights, deflators, adoption rates, exposure definitions and time horizons. A result that disappears under a reasonable alternative should be reported as sensitive, not as a precise point estimate.
- Publish uncertainty and distribution. Give confidence intervals or scenario ranges where appropriate. Break out results by task, experience, sector, country and income group when the sample supports it. A single average can conceal gains for some workers and losses or no change for others.
How prospective estimates are built
A forward-looking estimate generally starts with measured or assumed performance changes in tasks. It then applies the share of economic activity exposed to AI, the fraction of exposed activity that adopts it, the system’s capability and the time required for diffusion. An aggregation model maps those inputs to labor or multifactor productivity.
Each link can lower or raise the result. If only a portion of exposed tasks is adopted, the economy-wide effect is smaller than the task effect. If AI complements workers and raises the value of their judgment, the effect may exceed a narrow automation calculation. If implementation diverts labor into checking, data cleaning or process redesign, net gains may arrive later. If output quality improves but is not priced or recorded, conventional statistics may understate the benefit.
Present such work as scenarios rather than forecasts with a guaranteed outcome. Show at least a conservative, central and high-adoption case, and identify which assumption changes between them. The OECD estimates listed above illustrate why a range from one model and year cannot be substituted for a range from another without explaining the changed countries, exposure definition, outcome and horizon.
Why official productivity statistics may lag AI gains
Intangible inputs are hard to count
Software, proprietary data, organizational know-how, worker skills and redesigned processes can be essential complements to AI. National accounts and company records may not measure their quantity, quality or depreciation well. If an organization invests heavily in these inputs before output rises, measured productivity can initially fall or remain flat.
Service quality is difficult to deflate
Many AI applications affect quality, personalization, response time or reliability rather than the number of physical units. Price indexes and deflators may fail to separate a better service from a more expensive one. An improved answer that prevents a later failure may not appear as additional volume in the period when it is produced.
Non-market output is often valued by cost
Public administration, education and some health services do not have market prices that readily reveal changes in value. If output is approximated by the cost of inputs, an efficiency improvement can be difficult to observe in measured productivity.
Best Value
Adoption and complementary investment take time
Organizations need to redesign workflows, establish governance, integrate data, train staff and build trust. Early use may be limited to experiments or low-risk tasks. Gains can therefore be uneven across firms and countries, with highly exposed sectors moving first and others adopting later.
These are explanations for delayed or incomplete measurement, not proof that a particular deployment has already raised aggregate productivity. Better statistics still require evidence that output, quality and inputs changed.
Possible improvements to national measurement
An IMF paper published in 2026 discusses proposals including outcome-based volume indicators, improved quality adjustment in service price indexes and related national-accounting refinements. These are avenues for better measurement, not established fixes that remove all uncertainty. They require consistent data, international comparability and safeguards against counting the same improvement in both output and input quality.

Consider a support center introducing an AI drafting tool. The narrow claim might be “agents answer more tickets per hour.” A defensible evaluation would proceed differently:
- Define eligible ticket types and exclude cases that require specialist handling.
- Assign comparable teams to immediate use, delayed use or an approved alternative process.
- Measure tickets resolved, first-contact resolution, factual accuracy, customer reopens, escalations and agent review time.
- Record tool usage, training hours, integration work, subscription and computing costs, and any staffing changes.
- Follow results after the initial learning period and again after a model or policy update.
- Estimate net output per total workflow hour, then test whether quality-adjusted results differ from raw ticket counts.
Only after this evidence is established should the company ask whether the result is likely to apply to other support centers. An economy-wide claim would additionally require the center’s sector weight, the share of comparable work exposed and the adoption rate elsewhere.
Common mistakes and how to correct them
- Using speed as the outcome. Add quality, rework, downstream results and total cost.
- Calling a license “adoption.” Measure actual use and the share of eligible work affected.
- Attributing every post-rollout change to AI. Control for staffing, demand, prices, process redesign and concurrent software.
- Extrapolating a task experiment to GDP. Apply exposure, adoption, sector weights and diffusion assumptions explicitly.
- Mixing evidence types. Label experiments, historical patent associations, observed national statistics and modelled scenarios separately.
- Ignoring user experience. Report results by skill and familiarity when they alter performance.
- Hiding the period and geography. Put country, years, sector coverage and measurement frequency beside every figure.
- Adding unlike estimates. Do not sum a percentage-point growth contribution, a percentage increase associated with patents and an observed national growth rate.
- Assuming averages describe everyone. Examine differences by task, worker, firm, sector, country and income group.
What a transparent AI-productivity report should contain
A reader should be able to reproduce the logic from the report itself. Include:
- The precise AI definition and technologies covered.
- The outcome variable, units and whether it is a level, growth rate or contribution.
- The population, geography, sectors and dates.
- The treatment, comparison group and counterfactual.
- Output quantity and quality measures.
- Labor, capital, software, data, computing and organizational inputs.
- Adoption and exposure definitions.
- Methods for deflation, quality adjustment and weighting.
- Alternative specifications, uncertainty ranges and scenario assumptions.
- Distributional results and known exclusions, such as non-market output or unmeasured intangible investment.
This structure makes it possible to compare two estimates on the same axes: outcome; evidence type; time and geography; sector and task exposure; adoption and capability assumptions; treatment of quality, intangible inputs and non-market output; and whether the number is a level, growth rate or percentage-point contribution.

Is AI increasing productivity?
At some tasks and in some firms, AI can increase output per hour or improve quality, but the size and direction depend on the task, user, process and adoption stage. Existing aggregate statistics provide context rather than a clean attribution. Historical patent evidence, controlled task results and forward-looking macro models answer different questions. The careful answer is therefore conditional: measure the chain from actual use to quality-adjusted output, then test whether the effect survives firm, sector and economy-wide accounting.
