GPU utilization tells you how busy an accelerator is, not whether your AI service delivered useful work at an acceptable quality, latency, energy, cost, water, or capacity impact. A defensible measurement pairs workload output and service quality with power and energy telemetry, defines a complete system boundary, and compares configurations at matched conditions. The practical sequence is: define the task and service target; specify what infrastructure and facility loads count; collect output, latency, throughput, power and resource data over the same interval; then calculate workload-level efficiency and inspect the operating trade-offs.
What “efficient” should mean for an AI service
For production measurement, efficiency is useful AI work delivered under an acceptable service-quality target per unit of energy and, when relevant, per unit of cost, water or constrained infrastructure capacity. “Useful work” must be defined for the workload: completed requests and output tokens for text generation, correctly classified or detected items for a vision task, or another output that meets a stated quality criterion.

A GPU showing 95% utilization may be processing padding, retries, low-value traffic or requests that miss their latency objective. Conversely, a system with lower average utilization can be more efficient if batching, scheduling and model configuration produce more accepted results per joule while meeting the service-level objective (SLO). Utilization is therefore a diagnostic signal about resource occupancy, not an outcome metric.
The minimum outcome statement
Write the measurement goal as a sentence before collecting data. For example: “Measure completed text-generation requests and output tokens per joule while at least 99% of requests meet the target time-to-first-token and time-per-output-token limits.” The sentence fixes what counts as output and prevents a raw tokens-per-second number from being presented as useful throughput when quality or latency is unacceptable.

Why one number cannot describe every operating point
Increasing batch size may improve throughput per watt while increasing queueing and first-token latency. Reserving extra machines may reduce tail latency but increase idle energy. A smaller model may reduce energy per request but fail the quality target. Report the feasible operating points—or a Pareto curve showing latency, throughput, energy and cost—rather than declaring a universal winner. NVIDIA makes this trade-off argument in a July 2026, vendor-authored discussion; any comparison based on it should retain the model, platform, software and workload conditions used in that discussion.
Step 1: Define workload, quality and service targets
Text-generation services
Choose a fixed observation interval and record completed requests, input tokens, output tokens, total tokens, time-to-first-token (TTFT) and time-per-output-token (TPOT), or the equivalent latency measures used by your service. State the request mix—prompt lengths, expected completion lengths, streaming behavior, concurrency and arrival pattern. Count only responses that satisfy the quality target and the latency SLO as “good” output when calculating goodput.
Do not substitute raw output tokens per second for useful throughput. A configuration that emits more tokens but produces lower-quality answers, times out, or violates TTFT and TPOT limits has not demonstrated better service efficiency.

For classification, detection, speech, recommendation or multimodal workloads, define the completed task and its quality threshold (for example, an accuracy, recall, word-error or ranking target) before the run. Record the same request pattern and concurrency in every comparison. If post-processing or retrieval is required for a valid answer, include that work in the output definition and boundary.
Use benchmark scenarios rather than loose averages
MLPerf Inference associates each benchmark with a dataset and quality target and defines scenarios around request patterns and metrics. Its Closed division is intended for apples-to-apples comparisons using the same reference model, whereas the Open division permits a different model or retraining. A leaderboard result applies only to the submitted configuration and rules; MLPerf notes that results can be changed or invalidated. If you cite one, record the result date, scenario, model, hardware, software and division.

Step 2: Choose metrics that answer a specific question
Use a small set of related metrics rather than forcing every question into utilization. Define the numerator and denominator in the report so that another operator can reproduce the calculation.
| Question | Metric | What to define |
|---|---|---|
| How much useful work did the system deliver for its energy? | Output tokens per joule or successful requests per joule | Which outputs count as successful, and whether quality and latency SLOs must be met |
| What energy intensity did each request incur? | Joules or watt-hours per request, output token or completed task | Whether the denominator uses all requests, only successful requests, output tokens, total tokens or another task unit |
| How much service-constrained throughput is delivered per power? | Goodput per watt | The TTFT, TPOT and other SLO limits used to decide which work is “good” |
| Why is capacity unavailable or underused? | GPU utilization, idle time, queueing and provisioned-but-idle share | Sampling interval, aggregation method and whether reserved failover machines are included |
| What is the economic impact? | Cost per request or per million tokens | Energy price, hardware and facility allocation, utilization, amortization and workload assumptions |
| What overhead does the facility add? | Power Usage Effectiveness (PUE) and Water Usage Effectiveness (WUE) | Facility and IT-energy boundaries, reporting period, geography and climate context |
Inference metric names and telemetry requirements
NVIDIA’s AIPerf documentation lists energy per request, energy per output token, energy per total token, output tokens per joule, performance per watt and goodput per watt. These are implementation-specific metric families, not guarantees that every fleet can report every value. AIPerf requires GPU telemetry; individual measurements can be omitted when the collector does not expose the relevant signal. Its energy values may come from a vendor counter or from integrating sampled power, so document which method was used.

Goodput is throughput with a service constraint
Goodput should be calculated only from work that meets the stated latency objective. NVIDIA describes it as throughput achieved while maintaining target TTFT and TPOT levels. Publish the thresholds with the result; “goodput per watt” without those thresholds is not comparable between services.
Cost complements, but does not replace, physical measures
Cost per request or million tokens can reveal the effect of electricity prices, hardware amortization, staffing and capacity reservations. Keep those assumptions visible. A low price in one region or accounting model does not establish lower energy or water intensity, and a high price does not prove physical inefficiency.
Step 3: Set the system and facility boundary
A GPU-only reading is a component measurement. It is not automatically the energy footprint of a service. Write an explicit boundary before collecting numbers and label every result with the included loads.

Loads to identify
- Accelerator power and energy, including whether the reading comes from an on-board counter, a device-management interface or a rack-level meter.
- Host CPU and memory energy.
- Networking, storage and data movement when they are material and measurable.
- Provisioned machines held idle for availability, failover or burst capacity.
- Power-delivery, cooling and other data-center overhead.
- Water used for cooling or humidification when the reporting question includes water.
- Emissions factors and the geographic or contractual boundary used to convert energy to carbon.
Why idle capacity changes the answer
Google’s published serving methodology includes actual achieved chip utilization, idle machines held for availability or failover, CPU and RAM, data-center overhead and water. Google says an active-accelerator-only calculation omits important factors and is an optimistic view of operating impact. Apply the same distinction to your own report: show an active-device view only as a component, and label the comprehensive boundary separately.

Mixed-generation and missing-counter caveats
Telemetry coverage can differ by accelerator generation and platform. AIPerf documents a mixed-generation fleet caveat in which counter coverage can make a fleet total incomplete. Before aggregating, make a coverage table showing devices observed, devices missing energy counters, sampling frequency and the method used for each group. Do not silently treat an uninstrumented device as zero energy.
Step 4: Collect synchronized data
Output, service quality, power and resource telemetry must describe the same interval. Clock drift or mismatched windows can make an efficient run appear inefficient, or hide energy used during warm-up, retries and drain-down.
- Freeze the test definition. Record model or task version, quality target, request distribution, arrival pattern, concurrency, maximum sequence lengths, batching policy, precision, software versions, hardware topology and SLO thresholds.
- Mark the measurement window. Include a warm-up policy, start and end timestamps, steady-state duration and treatment of requests that began before the window or completed after it.
- Capture outputs and quality. Count accepted and rejected requests, output units, errors, retries, cancellations and quality-check results. For generation, capture TTFT and TPOT distributions, not only means.
- Capture resource signals. Record per-device utilization, memory use, clocks, temperature where relevant, queue depth, host CPU and RAM activity, and provisioned-but-idle capacity.
- Capture power and energy. Sample accelerator and host readings at a known interval or read an integrated counter. Record counter units, reset behavior, sampling gaps and whether values are device, server, rack or facility measurements.
- Capture facility context. Obtain PUE and, when required, WUE for the same geography and reporting period or explain the allocation method used to map them to the run.
- Validate coverage. Check that every device serving requests appears in telemetry, that timestamps overlap, and that missing samples are reported rather than imputed without a stated method.
Calculate from the synchronized totals
For example, output tokens per joule = accepted output tokens ÷ included energy in joules. For a service-constrained result, goodput per watt = accepted output tokens meeting the SLO ÷ average included power. Also publish energy per accepted request = included energy ÷ accepted requests. Keep the observation interval and boundary in each metric label; “tokens per joule” without them is incomplete.
Step 5: Compare configurations at matched conditions
Hold the workload constant
Use the same model or task, dataset and quality target, request mix, arrival pattern, concurrency, latency objective and measurement duration. Keep tokenizer, prompt templates, retrieval inputs and post-processing consistent for text services. A change in output length or quality target changes the denominator and can invalidate a direct comparison.

Hold the platform description constant
Record accelerator type and count, host CPU and memory, interconnect, software stack, compiler and kernel versions, serving framework, precision, batching, parallelism and power-management settings. If a configuration changes any of these, describe it as part of the experiment rather than attributing the result solely to utilization.
Compare boundaries, not just devices
Put device-only, server, cluster and facility-inclusive results in separate columns or separate charts. A configuration can win on accelerator joules per token but lose after host, idle-reserve and cooling energy are included. The distinction is especially important when one design uses more machines to protect latency.
Report distributions and operating points
Means can hide tail latency and burst behavior. Include percentile TTFT and TPOT, throughput, average and peak power, energy intensity, error or rejection rate, and the share of provisioned capacity that was idle. Plot feasible points and identify which meet the SLO. If no point meets the quality or latency target, report that directly instead of ranking energy numbers.

What PUE measures
Microsoft defines PUE as total facility energy divided by energy used for computing. Google describes PUE as the ratio of non-computing overhead plus IT energy to IT energy. A lower ratio indicates less facility overhead for a given amount of IT energy, but PUE does not say how much useful AI output the IT equipment produced.
What WUE measures
Microsoft defines WUE as annual cooling and humidification water divided by annual IT energy. WUE is a facility water-intensity measure, not water per successful request or per output token. Climate, cooling design, local water availability and accounting boundaries affect interpretation.
Best Value
Keep facility and workload results side by side
Report PUE and WUE with workload-level output per joule or water per accepted task when water allocation is available. Do not multiply a device reading by a generic facility ratio without stating that this is an allocation assumption and identifying its period and geography.
Named figures and why they are not a provider ranking
The following published figures are useful examples of how methodology changes the result. They describe specific organizations, fleets or workloads and should not be generalized across providers.
| Source and date | Published figure | Boundary or qualification |
|---|---|---|
| Google Cloud, August 21, 2025 | 0.24 Wh, 0.03 gCO₂e and 0.26 mL of water per median Gemini Apps text prompt | Google’s comprehensive stated methodology for that workload; not a universal prompt constant |
| Google Cloud, 2025 | 0.10 Wh, 0.02 gCO₂e and 0.12 mL per median Gemini text prompt | Active-TPU/GPU-only alternative that Google calls non-comprehensive and optimistic because broader operating factors are excluded |
| Google Data Centers, 2025 | 1.09 global fleet-average PUE | Worldwide fleet and stable-operation boundary defined by Google; Google also reports more than three times the compute performance per energy unit in 2025 than five years earlier, based on its internal estimate for comparable 2020 and 2025 CPU/GPU/TPU work |
| Microsoft Datacenters, FY25 (July 1, 2024–June 30, 2025) | 1.17 global PUE and 0.27 L/kWh WUE | Fully owned and controlled facilities operational for 12 months at calculation time |
Different workloads, geographic boundaries, accounting methods and reporting periods prevent a ranking from these figures. Use them as examples of transparent qualification, not as a league table.

When utilization is high but efficiency is poor
- Check whether batching or queueing has pushed TTFT or TPOT beyond the SLO.
- Separate useful output from padding, retries, failed requests and low-quality responses.
- Inspect host CPU, memory, networking and storage; an accelerator can be busy while waiting on an inefficient pipeline.
- Verify that energy telemetry covers all devices and that facility overhead is not being omitted.
When utilization is low but output efficiency is good
- Confirm that the run is not benefiting from an easier request mix or shorter outputs.
- Check whether idle capacity is included. Low device occupancy can still be costly if machines are provisioned for failover.
- Examine tail latency and burst behavior; a low average can conceal capacity risk.
When two runs disagree unexpectedly
- Compare model, quality target, request pattern and output length.
- Compare latency thresholds, concurrency and batching.
- Compare hardware, software, precision and power settings.
- Compare measurement windows, warm-up treatment and telemetry coverage.
- Compare energy boundaries, idle allocation, PUE/WUE periods and geographic assumptions.
If any of those differ, label the results as contextual rather than directly comparable.
A reporting template that makes results reproducible
Every published chart or dashboard should carry the following fields:
- Workload: task, model or version, dataset, prompt/request distribution and quality target.
- Service target: TTFT, TPOT or task-specific latency limits, percentile used and goodput definition.
- Platform: accelerator and host configuration, software stack, precision, batching and concurrency.
- Interval: warm-up policy, steady-state duration, timestamps and arrival pattern.
- Output: accepted requests, output units, errors, retries, quality failures and latency distribution.
- Energy boundary: accelerator, host, network/storage, idle reserve, cooling, power delivery, water and emissions treatment.
- Telemetry: source, sampling interval, counter coverage, missing data and aggregation method.
- Results: utilization, throughput, goodput, energy intensity, output per joule, average and peak power, cost assumptions, PUE and WUE where applicable.
This record lets a reader distinguish an accelerator diagnostic from a service-level claim and repeat the comparison when software, traffic or facility conditions change.
What to retain from the measurement
Use utilization to explain resource behavior, but judge efficiency by accepted work and service quality per included energy. Define the workload and SLO first, measure the complete boundary you intend to discuss, synchronize telemetry, and compare only matched configurations. Keep PUE and WUE as facility context, expose idle and host overhead, and show trade-offs instead of searching for one permanent best number. The resulting measurement answers the operational question that GPU utilization alone cannot: how much useful AI service did the infrastructure deliver for the resources it consumed?
