Measure AI-assisted development with a baseline-and-follow-up scorecard covering four dimensions: code quality, security, delivery productivity, and developer experience. Compare the same repositories, services, and task types before and after adoption, keep human review and existing release gates in place, and report distributions rather than a single headline number.

Completion counts, accepted suggestions, lines of code, or tool-usage volume can describe activity, but none proves that software became better or that engineers became more productive. A credible evaluation connects AI attribution to tested outcomes, production incidents, security findings, delivery flow, and the effort developers spend correcting generated work.

What a useful AI-code measurement system looks like

There is no authoritative universal “AI code quality score.” NIST’s measurement guidance emphasizes that metric choice depends on context, while DORA evaluates software delivery as a system rather than as one code statistic. Build a scorecard that answers four separate questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Quality: Does the change work, remain maintainable, and pass the same engineering controls as other changes?
  • Security: Did AI-assisted changes introduce more serious vulnerabilities, secrets, insecure configurations, or license problems?
  • Productivity: Did accepted changes move through the delivery system faster without increasing failure and recovery work?
  • Experience: Did developers spend less time on routine work, or more time reviewing and repairing generated output?

Use the change, repository, team, service, and organization as different levels of analysis. A repository-level trend can hide a dangerous service-level regression; an organization-wide average can hide that AI helps with documentation but slows high-risk database migrations.

DORA’s 2024 report found that 67% of respondents said AI was helping them improve their code. That is a self-reported perception, not causal evidence that productivity or security improved. Treat survey results as one evidence stream alongside telemetry, tests, scanners, incidents, and review records.

Set a fair baseline before rollout

A before-and-after comparison is only useful when the comparison group and rules are stable. Select repositories or services that will use AI, then collect several weeks of pre-adoption data. The exact period should be long enough to include normal release variation, on-call events, and the task mix you expect after rollout.

Define the unit of analysis

Choose whether a record represents a commit, pull request, release, incident, task, or developer-week. Pull requests are often practical for quality and security because review, tests, findings, and approvals are attached to the same change. Delivery metrics such as lead time and restore time belong at the service or release level.

Declare what “AI-assisted” means

Write the rule before collecting results. Possible definitions include a suggestion accepted from an assistant, a generated block later edited by a developer, an agent-authored pull request, or any change in which an AI tool produced material code. A strict rule improves attribution but may miss lightly edited suggestions; a broad rule captures more work but can classify ordinary human code as AI-assisted. Store the rule with every dashboard and do not change it halfway through the comparison.

Match comparable work

Compare like with like on the dimensions most likely to affect outcomes:

  • Programming language, framework, and build system.
  • Repository or service risk, data sensitivity, and internet exposure.
  • Task class, such as defect fix, new endpoint, refactor, test, documentation, or infrastructure change.
  • Team experience, ownership, and on-call responsibility.
  • Release process, CI gates, review requirements, and deployment environment.

If AI is introduced first to easy maintenance tasks and later to high-risk services, a simple aggregate before-and-after average will be misleading. Segment results and show the task mix explicitly.

Use distributions, not only averages

Report medians, percentiles, and the spread of results. A few unusually large agent-authored changes can inflate an average lead time or rework figure. Retain confidence intervals when the sample size supports them, and annotate periods affected by an outage, migration, or major staffing change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure code quality at the change and release level

Quality is more than whether generated code compiles. Keep the same CI, review, testing, and release gates for AI-assisted and non-AI changes so that the comparison measures the development approach rather than a different standard.

Functional correctness

  • Test-pass rate: Record the proportion of changes passing the required automated tests, separated by test suite and by whether failures occurred before or after review.
  • Escaped defects: Count defects discovered after merge or release, and identify whether customers, monitoring, support, or internal testing found them.
  • Severity-weighted incidents: Weight production incidents by their agreed severity so one critical failure is not treated as equivalent to several cosmetic bugs.
  • Rollback rate: Track releases or changes reverted because behavior was incorrect, unsafe, or operationally disruptive.

Test-pass rate alone cannot establish quality: a generated implementation can satisfy an incomplete test suite. Pair pass results with escaped defects, incident severity, and rollback data.

Maintainability and repair burden

  • Review rework, including requested changes, follow-up commits, and time from first review to approval.
  • Complexity trends in the affected modules, using the same analyzer and thresholds over time.
  • Duplication introduced or removed by the change.
  • Documentation accuracy, especially when generated comments describe behavior that the code does not implement.
  • Time spent correcting generated code, including debugging, rewriting, and explaining output that was initially plausible but wrong.

Interpret these measures together. More review comments can mean poorer output, but it can also mean a team has become more diligent. Record the reason for rework where practical: functional bug, security issue, style, architecture, test gap, or unclear documentation.

Process quality controls

Track the percentage of AI-assisted changes that receive peer review, automated tests, and explicit release approval. These are control-coverage measures, not quality scores. A high review percentage does not prove that reviewers detected every defect; it shows whether the intended safety process was applied.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DORA’s 2024 guidance describes mostly-correct AI-generated code as valuable when existing quality-assurance processes perfect it. That framing supports measuring the entire path from generation through review, testing, and production rather than judging the first draft alone.

Measure security with a risk-based scorecard

Security evaluation should combine automated detection, human ownership, and response performance. NIST’s Secure Software Development Framework Community Profile for Generative AI, SP 800-218A, published July 26, 2024, extends secure-development practices for AI-related risks. NIST’s AI security guidance also calls for traditional software security plus governance, mapping, measurement, and management of AI-specific risks.

Findings per change and release

Capture static-analysis and dependency findings for each change, repository, and release. Separate findings by severity and type:

  • Exploitable vulnerabilities.
  • Secrets and credentials.
  • Insecure configuration.
  • Unsafe use of APIs, authentication, authorization, or input handling.
  • Dependency and supply-chain risk.
  • License or policy violations.

Use severity-weighted counts when comparing groups, but retain the raw counts so a weighting choice does not hide a particular class of problem. Normalize by changes, files, or another declared unit only when that denominator is stable and meaningful for the repository.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure prevention and response

  • Unresolved at merge: The proportion and severity of findings still open when a change is merged.
  • Unresolved at release: Findings carried into production, with an exception record where policy permits it.
  • Mean time to response: How quickly an owner acknowledges or triages a finding.
  • Mean time to repair: How quickly the vulnerability is fixed and verified.
  • Critical-finding views: Report critical items separately rather than letting them disappear inside an average.
  • Security-test coverage: Coverage of the security tests relevant to the service, not merely overall line coverage.

Every exception should have a named owner, rationale, expiry or review date, and compensating control where applicable. Without ownership, an “accepted” finding is indistinguishable from a forgotten one.

Use human-supervised DevSecOps controls

NIST’s Notional Reference Model for DevSecOps describes a workflow that combines code scanning, vulnerability detection, peer review, automated testing, security validation, and approval workflows under human supervision. AI adoption should fit inside that workflow. Do not replace a reviewer, security approval, or release gate merely because generated code passed a scanner.

Measure productivity through delivery outcomes

Productivity is the value of accepted software delivered safely, not the amount of text an assistant produced. DORA’s Core Model is a practitioner guide grounded in repeatedly demonstrated delivery research; its AI guidance recommends choosing measurement frameworks that match organizational goals.

DORA-style delivery measures

  • Lead time for changes: Time from code or task start to an accepted production change, defined consistently for every group.
  • Deployment frequency: How often the service successfully deploys, not how often an assistant generates code.
  • Change-failure rate: The proportion of deployments that cause a failure requiring remediation, rollback, hotfix, or other agreed response.
  • Time to restore service: Time from a production-impacting failure to restored normal service.

Always show these outcomes with quality and security data. A shorter lead time accompanied by more rollbacks is not an unqualified productivity gain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Task-level flow and rework

Measure time from task start to an accepted change and segment it by task type. Include review latency and rework caused by generated code. For example, an assistant may shorten implementation time for routine tests while adding review effort for a complex authorization change. A single team average would conceal that trade-off.

Useful task-level fields include task class, risk tier, AI-assistance definition, implementation duration, review duration, number of revision cycles, acceptance date, and post-release outcome. Protect individual privacy by reporting at team or service level unless a person has explicitly agreed to identifiable analysis.

Measure developer experience without mistaking sentiment for proof

Ask developers about friction, confidence, cognitive load, and the kinds of work AI makes easier or harder. Keep surveys short enough to repeat at regular intervals and pair answers with telemetry. Self-reported confidence is not a substitute for vulnerability testing, and satisfaction cannot prove that delivery improved.

Survey dimensions

  • Time saved or added on representative task classes.
  • Confidence that generated code is correct and secure.
  • Effort required to understand, review, and repair output.
  • Interruptions, context switching, and cognitive load.
  • Ability to decline or override suggestions without penalty.

Compare survey responses with review latency, rework, escaped defects, and security findings. A rise in confidence without a corresponding improvement in objective outcomes is a signal to improve training, review prompts, or guardrails rather than evidence of success.

Build a minimum AI-development dashboard

Area Recommended measures Comparison to show
Quality Test-pass rate, escaped defects, severity, review rework, rollback rate AI-assisted versus baseline, segmented by task type
Security Findings by severity, unresolved at merge and release, response time, repair time, security-test coverage AI-assisted versus baseline, segmented by repository risk
Delivery Lead time, deployment frequency, change-failure rate, restore time Before-and-after trends and team-level distributions
Experience Task time, review effort, friction, confidence, cognitive load Repeated survey results paired with telemetry

For every metric, display its definition, denominator, time window, owner, and data source. Make it possible to drill from an organization trend to a service, release, pull request, finding, or incident. A dashboard that cannot explain a spike is an observation screen, not a measurement system.

Run the evaluation as a staged experiment

  1. Select the scope. Choose repositories or services with clear ownership and a representative mix of task types. Exclude systems whose migration or incident schedule would make the baseline uninterpretable, or label those periods explicitly.
  2. Collect the pre-adoption baseline. Record several weeks of quality, security, delivery, and experience measures using the existing CI, scanners, review rules, and release process.
  3. Register the attribution rule. Decide exactly what counts as AI-assisted and record tool, task type, repository risk, and change identifier without collecting unnecessary personal content.
  4. Roll out in phases. Start with a defined group or task class, preserve the same gates, and document changes to prompts, model access, agent permissions, or review policy.
  5. Compare matched groups. Use the same service or team where possible, then stratify by language, risk, task, and release process. Report medians, percentiles, distributions, and confidence intervals when appropriate.
  6. Investigate regressions by impact. Review critical security findings, customer-facing incidents, rollbacks, and restore time before discussing aggregate averages.
  7. Reassess after each phase. DORA characterizes AI as an amplifier of the existing sociotechnical system. If the system has weak testing or unclear ownership, faster generation can amplify those weaknesses.

Choose a measurement framework deliberately

When comparing an internal scorecard, a DORA-oriented delivery view, or an NIST-aligned security approach, evaluate the framework on six axes:

  1. Outcome coverage: Does it include quality, security, delivery, and experience, or only one dimension?
  2. Evidence type: Can it combine telemetry, automated tests, scanners, incidents, and human review?
  3. Granularity: Can results be traced from a change to a repository, team, service, and organization?
  4. Attribution: Does it define how AI-assisted work is identified and how uncertain attribution is handled?
  5. Governance: Are metric owners, exceptions, approvals, retention, and auditability explicit?
  6. Operational cost and privacy: Can the organization collect the data without excessive instrumentation or surveillance?

NIST’s AI Measurement and Evaluation program and AI Risk Management Framework Playbook emphasize reliable measurement and a context-dependent Measure function. Use those principles to define security and governance controls; use delivery research to interpret flow and reliability; and keep quality evidence tied to tests, reviews, defects, and production behavior.

Common measurement mistakes and their fixes

Treating acceptance or usage volume as productivity

Why it fails: A high acceptance rate can mean suggestions are easy to accept, not that valuable software shipped safely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Connect AI attribution to lead time, accepted changes, change-failure rate, restore time, review effort, and post-release defects.

Using lines of code or completion counts

Why it fails: More code can increase maintenance and security burden.

Fix: Measure customer-relevant delivery outcomes and the correction work required to reach an approved release.

Lowering review counts

Why it fails: Fewer reviews may indicate bypassed controls rather than efficient engineering.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Track the percentage of AI-assisted changes receiving peer review, tests, and release approval, then examine escaped defects and incidents.

Equating test success with security

Why it fails: Functional tests may not exercise authorization, secrets handling, dependency risk, or insecure configuration.

Fix: Add static analysis, dependency scanning, secret detection, security tests, severity-weighted findings, and repair times.

Relying on confidence surveys

Why it fails: Confidence can rise while vulnerabilities or rework rise too.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Pair repeated surveys with objective telemetry and investigate disagreement between perception and outcomes.

Publishing one composite score

Why it fails: A weighting scheme can hide a critical security regression behind faster delivery.

Fix: Keep the four dimensions visible, show severity and distributions, and use a decision rule that blocks rollout when critical controls regress.

Set a practical decision rule

Approve broader AI use only when matched work shows acceptable quality and security outcomes under the same review and release controls, while delivery or developer-experience improvements are material enough to justify operating cost. Pause or narrow rollout when critical vulnerabilities, severity-weighted incidents, unresolved-at-release findings, rollback rate, or restore time worsen beyond the organization’s agreed tolerance—even if task completion appears faster.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The reliable proof is not that an assistant generated more code. It is that the organization can identify AI-assisted work, demonstrate stable or improved tested behavior and security, deliver accepted changes efficiently, and explain the human controls that made those results possible.
